1 LIONS INTERNATIONAL DISTRICT N4 MINUTES OF GENERAL SESSION MEETING Gander, NL April 12, 2014 Call to Order: DG Lion Harry called the meeting to order at 9:15 AM. The Lions Invocation was led by 2 nd VDG Lion Paul Abbott (Clarenville) followed by a moment of silence for deceased Lions, Lioness, Leos, and Peace in the World. Adoption of Agenda: It was moved by PDG Lion Sam Wells, Sr. (St. John s), seconded by PDG Lion Gail Osborne (Random), that the Agenda with the following additions brief reports by Chairs of the Lions Foundation of Canada, Lion Max Simms Memorial Camp and Lions Quest - be adopted. MOTION CARRIED! Welcome: DG Lion Harry extended a warm welcome to all Lions for their attendance at the Convention, noting that there was a small crowd, given the number of registrants. He said he was especially pleased with the turnout of NEW Lions since the last Convention. PDG Sam Saunders brought greetings on behalf of the Host Committee and said it was the first time that the Alexander Bay Lions Club had co-hosted a Convention. He said he hoped that as many as possible would attend the Banquet. Introductory Remarks by ID Lion Bill and CC Lydia: - ID Bill and CC Lydia brought greetings on behalf of International President Barry Palmer and the International Board. He said it was good to see everyone and noted that those present weren t observing the rules of Church - i.e., everyone was not sitting in the back. Update on International News: - ID Lion Bill spoke of the upcoming International Convention to be held in Toronto, ON. He said it would allow Lions from the United States and Canada to attend because it is central and close to home. It will be many years before there will be another that affords this opportunity. He said the Flag of Nations ceremony and the Parade are the highlights of the Convention. He expects that there will be a good contingent of Lions from India. About 6,000 Lions from India attended the Convention in Honolulu. He encouraged Lions to attend the USA/Canada Lions Leadership

2 Forum in Puerto Rico. One Constitutional change of note is the fact that the sitting District Governor will be allowed to serve as Council Chair. CC Lion Lydia thanked everyone for the opportunity to meet so many great Lions and shared the Story of the Pin. Nominations & Elections: - Lion Clyde Rogers reported that all Zone Chairs have been elected. Lions Clyde then accepted nominations for these positions from the floor. 2 nd Vice District Governor: It was moved by Lion Beverley Penney (Random), seconded by Lion Diane Bonnell (Placentia), that Lion Pat Bursey (St. John s) be 2 nd Vice District Governor. Lion Pat declined the nomination. It was moved by Lion Ed Walsh (St. John s), seconded by Lion Pat Bursey (St. John s), that Lion Sam Wells, Sr. PDG (St. John s), be 2 nd Vice District Governor. Lion Sam will accept only if no other Lion comes forward. Lion Clyde called for other nominations three times. It was moved by Lion Clyde, seconded by Lion Lester Caines (Carbonear) that nominations cease. MOTION CARRIED! Voting will take place. Quest Foundation:

3 It was moved by Lion Carl Chafe (Goulds), seconded by Lion Edgar Ed Brown (Bay Roberts), that Lion Danny Campbell (Goulds) be nominated for the Quest Foundation. Lion Danny accepted the nomination. Lion Clyde called for other nominations three times. It was moved by Lion Clyde, seconded by Lion Carl Chafe, that nominations cease. MOTION CARRIED! Voting will take place. Provincial CDA Liaison: PDG Frank Antle (Victoria) briefly outlined the duties of the position to potential Lions. He said it was a 2-year term representing the entire province. There will be 2 meeting per year. A candidate for the position must have served as Chair of the Provincial Diabetes Association. It was moved by PDG Lion Frank, seconded by PDG Lion Sam Wells, Sr. (St. John s), that Lion Florence Peach (Arnold s Cove) be nominated for the position. Lion Florence declined the nomination. It was moved by PCC Lion Len Mooney (St. John s Metro) that Lion Lorna Clarke (Conception Bay South) be nominated for the position. However, Lion Lorna was not present for the nomination. It was moved by 2 nd VDG Paul Abbott (Clarenville), seconded by Lion Fred Thompson (Portugal Cove-St. Philip s), that Lion Michael Foote (Baccalieu) be nominated for the position. Lion Michael declined the nomination. Lion Clyde called for other nominations three times but no more nominations were forthcoming. It was moved by Lion Clyde, seconded by Lion Wayne Collins (Alexander Bay), that nominations cease. MOTION CARRIED! The position was not filled. It will now be the responsibility of the Incoming District Governor to appoint a suitable candidate to the position. In preparation for voting, Lion Clyde explained the election process and the procedure to be followed. Members of his own Club the Hare Bay-Dover Lions Club would act as scrutinizers and PDG Lion Az Oram would oversee the voting. Each Club would be allowed 1 Vote for every 10 members and greater fraction thereof. All PDGs are entitled to 1 Vote each separate from the Club vote. Voting will be done by Zones and a PDG will vote with his/her Zone. Each Lion running for office will be given 5 minutes to speak. All candidates gave very brief speeches, asking for support and promising to do the best job possible if elected. When the speeches concluded, voting began in Salon A. Adoption of Minutes: - It was moved by Lion Pat Bursey (St. John s), seconded by ZC Lion Ron Pond (Alexander Bay), that the Minutes of the General Session Meeting held in St. John s on February 08,

4 2014 as distributed electronically and posted on the District Website be adopted as circulated. MOTION CARRIED! Business Arising from Minutes: - There was no business from the minutes. Budget & Audit Committee: - PDG Lion Frank Antle had copies of the Financial Statement available for distribution. He stated that the Budget & Audit Committee had met last afternoon and reviewed CST Lion Herb s financials and found them to be in order. He noted that CST Lion Herb is good at talking but not good at numbers because he has asked B & A Committee for guidance on several occasions. PDG Frank noted that we still have some money remaining to be disbursed to APSEA. He noted that three Clubs are outstanding with respect to their District Dues. Our revenues from Lions VOCM Cares Radio Bingo have exceeded the amount budgeted by a little over $3, Also, our District has purchased a recorder to be used by the incoming CST. It was moved by PDG Frank, seconded by PDG Joan Forward (Clarenville), that the Financial Report be accepted as presented. MOTION CARRIED! PDG Frank used this opportunity to bring forward several other items: 1. We are attempting to establish Guidelines for District Leo Convention. These will include: a. Have a Duplicate Receipt Book available and give a receipt for ALL money received. If money is deposited in a bank, it should be put in the Advisor s home Lions Club account. b. All invoices should be sent to the CST for payment. c. When this is not convenient there should be a receipt issued for all money spent with a signature of the recipient. d. Return to the CST receipts for all incoming and outgoing money with the money corresponding to incoming receipts minus outgoing receipts. e. A Financial Report should be made available to the Budget and Audit Committee within three weeks of the Leo Convention. It was moved by PDG Frank, seconded by Lion Jennifer Hutchings (Conception Bay South), that these Guidelines be established. MOTION CARRIED! 2. It was moved by PDG Frank, seconded by Lion Kevin Collins (Pouch Cove), that the Cabinet Secretary-Treasurer be authorized to pay expenses incurred by the District Governor for Banners, Pins and Directory, as well as miscellaneous office expenses, between the August Cabinet Meeting and the Fall (Marystown) Convention. MOTION CARRIED! 3. He reported that PCST Lion Jennifer Hutchings (Conception Bay South) will be tasked with putting forward a Proposal for Funding recommending that we use some money from our Youth Funding towards an Exchange Trip for some of our Leo Club members somewhere in Canada. The Proposal will be forthcoming at the August Cabinet Meeting. Correspondence: - None.

5 Report of Meeting with Zone Chairs: - 1 st VDG Lion Len and 2 nd VDG Lion Paul reported on the meeting earlier this morning with the current and future Zone Chairs. All Zones were reporting. On a positive note membership has increased. There are 6 new Lions approved by Clubs that have not yet been inducted according to the meeting this morning. Clubs are providing good services but there are still some Clubs that are experiencing problems. Specific mention was made of the Kitchen Party held at the Arnold s Cove Lions Club that raised $2, for the Lion Max Simms Memorial Camp. Overall, it was an excellent meeting with positive suggestions. Constitution & By-Laws: - CST Lion Herb, once again, presented the report presented to Cabinet last evening of Lion Claudette Coombs, Constitution & By-Laws Chair, which resulted from a year of hard work by the committee to review the District N4 Policy Manual. These are areas where existing policies are inadequate to cover the operational needs of the District; or, areas where no policy currently exists. As a result, a series of policy changes and new policies have been proposed. These have been posted as Notices of Motion in a March 2014 Special Edition of the District Newsletter. At the request of Lion Claudette, the motions will be presented, and voted upon, in a block as posted in March 2014; unless a Lion wishes to withdraw a Motion from the block for further review and discussion. These motions, as posted in the March 2014 Special Edition, included the following additions: 1. Speak Out (Regulations; budget) presented by Region F. In PM Vol. I, Section III-H-24; PM Vol. II Section IX.C.3 and PM Vol. III, Section XI-G-1f. 2. Leo Policy (Conventions chaperones) presented by District Leo Committee. In PM Vol. I, Section 3. Elections (process guidelines) Presented by past Elections Chair In PM Vol. I, Section 4. Financial (Audit and Treasurer guidelines;) Presented by LRP Committee In PM Vol. I, Section 5. 6 It was moved by PDG Frank Antle, seconded by ZC Lion Ron Pond, that we accept the motions as a block as published in the March Special Edition of the District N4 Newsletter. MOTION CARRIED! (A copy of the Report is available.) GLT & GMT: - 1 st VDG Lion Len Mooney informed us that the Global Leadership Team (GLT) and the Global Membership Team (GMT) are in need of new members. If you feel that you have something to offer, please let Lion Len know as soon as possible. Long Range Planning: - Lion Ron Pond (Alexander Bay) presented a comprehensive and detailed report of the Long Range Planning Committee in the absence of Lion Gerald Coombs, Chair, who was in Charlotte, North Carolina following the death of his son, Stephen. The Long Range Planning Committee is comprised of five members Lion Gerald Coombs (Chair), PCC Cliff Forward, PDG Lewis Fifield, Lion Ron Pond and Lion Robert Snook. They had twelve items on their agenda that they have been working on over the course of this year!! Notices of Motion have been presented by Constitution Chair Claudette on six (6) of those tasks. Two (2) were addressed at St. John s and require no further action. Four (4) are still being worked on but were not ready for submission for a Notice of Motion to make changes to the Policy Manual. Tasks prepared for Notices of Motion to change/add to the Policy Manual were: 1 & 2. Club Audit Guidelines Two Notices of Motion were prepared here: An audit guideline has been drafted along with recommended audit procedures. A document for the Treasurer has also been prepared with details on Club finances, fiscal responsibilities and record keeping. 3. District voting at the Club level They have recommended that the voting for: DG, VDGs and LMSM Camp, Quest, LFC Prov. Rep. and CDA Liaison rep. would be done at the Club level. 4. Scheduled training for President, Secretary and Treasurer LRP is recommending that the training for the President, Secretary and Treasurer be held at the April Convention. 5. Lions District N-4 International Director promotional Fund & Cap The District N-4 International Director Promotion Fund shall be capped at $10,000.

7 It shall be funded by designating $1000 per year from the Administration Account. 6. Extension of the Visitation Award beyond the current five year program. In the current Visitation Award Policy X.D.3a(27): Replace: five consecutive years With: every five consecutive year block B. No Policy changes needed: 7. Report on CDA Liaison Election The LRP Committee was tasked in Marystown to review the Election procedures for the CDA Liaison position. Upon review of the Policy Manual they determined that there is sufficient documentation there to deal with the election of the CDA Liaison. The problem arose this year, for DG Harry, because the position was not brought up in Gander, in April, for an election, as it should have been. The Election process is outlined in Section III-I-1 of the Policy Manual. If there is no one available from the eligible candidates, and no one is nominated from the floor of Convention, then the procedure to follow is outlined in Section II-A-3-b-ii. Given this is already available in the Policy Manual there is no need for the LRP Committee to make any further recommendations other than to bring this information forward to the Convention. 8. The establishment of a District Governor s Advisory Committee. It was felt by the committee that there was no need for another advisory committee for the DG. It was felt that the PDGs and Cabinet could perform this function. C. Work still needed: 9. Long Term Distinguished Service award The LRP Committee has refined the Criteria for the award and are now working on the weighting of each Criteria. 10. Funding Guidelines for the 2nd Vice District Governor Guidelines have been developed which are similar to those of the DG, 1stVDG and CST. The difference for the 2nd VDG is that there is a defined budget. We have also defined a list of duties for the 2nd VDG.

8 11. The operation of three-year District Committees. The mandate of the LRP Committee was to identify which Committees fall into this category, how they currently operate and if there can/should be consistency. They have now been clarified with help from the Constitution Chair. Incoming DG Len has a clear outline of the terms of each Cabinet position. 12. Quest Foundation. At St. John s Convention they were asked to look at the Quest Foundation. While they have not had the time to do a comprehensive review there are a number of issues that need consideration/review. 1. The Constitution is out dated and in need of an overall. 2. Making of the Foundation provincial may need to be revisited given the lack of involvement/commitment from N3. 3. The composition of the board needs to be clarified to the district. As you can see the LRP Committee has been busy. I want to thank the committee members for their dedication. (A copy of the Report is available.) Convention: Lion Geoff Lomond thanked the Gander Lions Club and the Alexander Bay Lions Club for co-hosting this convention. The St. John s Convention (February, 2014), hosted by the Conception Bay Lions Club, realized a profit of $ which has been returned to the District. He reminded Lions that the Multiple District N Convention is slated for Corner Brook from May 30 th June 1 st. One final point is that the Marystown Convention is already scheduled for October 17 th - 18 th, Lion Geoff expressed his concern about the Multiple District decision to have a Fall Rally as opposed to a Fall Convention. This Fall Rally will replace the Fall Conference. District N1 and N2 will have a Fall Rally in New Brunswick/Nova Scotia. N3 and N4 are expected to have one as well. Instead of one Convention, we will now have two Rallies. This will only increase the cost to Lions and hence is not acceptable to the Lions in N4. Also, it is too close to our Marystown Convention. He pointed out that our District was supposed to host the Multiple District Convention in 2015 in St. John s. However, the rotation has changed and we will now host the MD Convention in As a result of this change, Lion Geoff s term as Convention Chair has been extended by the Multiple District for another year. Considerable discussion from the floor followed. It was finally moved by Lion Geoff Lomond (Marystown), seconded by Lion Gus Green (Gambo), that District N4 will continue with the current 4-year policy as it relates to the Fall Conference. MOTION CARRIED!

9 District N3 will be notified by the Cabinet Secretary-Treasurer and the District Governor. Peace Poster Contest: - Lion Jane Smith-Parsons stated that her official report had been delivered in St. John s at the February Convention. However, there will be an update on the Peace Poster Contest in the April Newsletter as well as on the Lions Website. She noted that what started for her as a 1-year appointment has now been extended to three years. Lion Jane said that the theme for this year s Lions International Peace Poster Contest is Peace, Love and Understanding. The kits are now available from LCI. Lion Jane reported that the large, First Place Peace Poster school trophy donated by Foodland Stores in 1998 is completely filled out and needs to be replaced. She said her Mom and the Family has offered to donate a new trophy in her Dad s name (Lion Calvin Smith was a Charter Member of the Conception Bay South Lions Club) if this is appropriate. The new trophy will incorporate all the Peace Poster winners name plates since the N4 District Peace Poster began. A round of applause signified acceptance of the idea. DG Harry thanked Lion Jane and her family for their generosity. Diabetes Cavalcade: - Lion Lorna Clark, Chair, was not able to be at the Convention. However, she did wish it to become known to all Clubs that the Diabetes Cavalcade will take place on Sunday afternoon, June 8 th, 2014 at the Gambo Lions Club. Lion Max Simms Memorial Camp Foundation: - Lion Diane Bonnell, Camp Fundraiser, thanked the Lions, Lioness and Leos for their continued support and generous contributions. She said that to date they have received sponsorship for 13 Trail Way Benches and 5 Camp Fellowships. At the St. John s Convention in February, she collected a total of $38, and sold $ in Clothing items. The annual ticket sweep is ongoing and clubs should have received 60 tickets each. This year s prize is a 55 TV and stereo surround system valued at $2, or the equivalent cash value. The draw date is July 27 th at the Camp-a-Rama a fun-filled weekend for Lions, Lioness and Leos. It offers an opportunity to meet the staff and see first-hand the facilities that you are supporting. Before she concluded, she thanked the Arnold s Cove Lions for the invitation to speak at their 3 rd annual Kitchen Party in support of the Camp. What a great night of fun with the local entertainers! They raised $2, She also had the privilege of meeting Randy Whiffin, who has been attending the Camp for the past 25 years, sponsored by the Arnold s Cove Lions Club. She encouraged all clubs to sponsor a special needs person in their community to a camping trip at the Camp a camping experience they will never forget because of the lifetime friendships they will make. You will have the pleasure of knowing that you were a part of this. This is like a dream come true for some special needs individuals. (A copy of the Report is available.) Speakout 2014: - Lion Juanita Skiffington, Chair, said that everything is in readiness for the Speakout 2014 which gets underway at 2:00 PM. She will meet with the Judges and Questioners at 1:30 PM to go over the rules and regulations.

10 Lions Quest: - Lion Rosalind Blackwood, Chair, said that this is a busy time of the year to be setting up workshops for the new school year. However, to date, the only confirmed training is their return trip to the Big Land. They will be going to Sheshatshui and Natuashish in late September so that the total staffs of these two schools will be ready to deliver the Lions Quest program for the school year. Lion Roz said she has been very successful in offering the colourful booklets for the K-5 program called TOGETHER TIMES to schools that have already been trained thanks to the Lions clubs of North Harbour, Sunnyside, Come-By-Chance and Arnold s Cove. She concluded by saying that the Foundation is currently completing the necessary documentation to apply for the LCIF Core 4 Youth Grant. (A copy of the Report is available.) Lions Foundation of Canada (LFC): PCST Lion Pat Bursey thanked all the Lions Clubs who have made, or will make, a contribution to the Lions Foundation of Canada. She said she has forwarded, to LFC, a total of $31, which represents: Life Members Judge Brian Stevenson Fellowships Opening Doors programs Dog Guides Office Supplies, etc. She apologized for not having any merchandize this weekend as the old stock is being returned and there will be new items in October. (A copy of the Report is available.) Global Leadership Team (GLT): - Lion Cam Martin said the Committee was pleased with the attendance at the training sessions last night. They had prepared training for the incoming Presidents and Treasurers in one session and for the incoming Secretaries in another session. Lion Danny Campbell volunteered to help with the Secretaries session especially with the Websites and how to file reports. Judging from the interaction between attendees and presenters, it was a success. Update on a New Lions Club in Paradise: - PDG Sam Wells (St. John s) spoke of the frustration of getting only a few people to attend a meeting out of a town population of 20,000 people. Such is the situation in Paradise. He said he had hoped to set up a Branch Club of the St. John s Lions Club but it was not possible to get enough people together. However, the committee will carry on and hopefully by the end of the year they will have a positive response. DG Harry pointed out by way of an analogy that St. Brendan s with a population of 98 people in the winter time has a Lions Club with 23 members. PDG Sam concluded by saying that the District needs support for the Disaster Fund. Also, a Disaster Plan will be ready for the August Cabinet Meeting. Results of Elections: - Lion Clyde Rogers thanked PDG Lion Az Oram and the members of the Hare Bay- Dover Lions Club for their assistance in conducting the Election. He then gave the results which were as follows:

However, ID Bill noted that the ballots must be kept for 7-year period. They were entrusted to the CST for safekeeping. Sight Conservation & Work with the Blind: - Lion Donald Connolly elaborated on the following FOUR major projects that have kept him quite busy since his report in St. John s in February Some of the issues with which the committee is currently dealing include: 1. The issue of District and Club approval for the VISUAL Project of Visually Impaired Persons Connecting With Local Lions Clubs became an issue as it was presented to District as a proposal at the Cabinet Meeting in Clarenville in August 2013 and at the Marystown Convention in October 2013, during my presentation at the Closing Banquet, but never received actual approval from District Cabinet or a District Convention. 2. Transportation of Recycled Eyeglasses became an issue as the former Hoyt Transport now known as HHM Transport Solutions have advised that they would no longer be transporting our Recycled Eyeglasses. 3. An issue of supporting a procedure called, Cornea Cross Linkage for a progressive eye disease called Keratoconus where the procedure currently falls under the title of cosmetic surgery with the Dept. of Health. 4. Some Lions Clubs and Lions are questioning the difference between CNIB, CCB, VISUAL and NL- VISRA. Some persons are also feeling Lions are receiving too many requests from blind and visually impaired people and that we possibly are doing too much for the blind. At the Cabinet Meeting last night, Lion Don asked Clubs to support VISUAL by supporting the following motion: It was moved by Lion Donald Connolly (St. John s), seconded by Lion Lester Caines (Carbonear), that District N4 Cabinet encourage all Lions Clubs of District N4 to assist VISUAL, if requested, with their project entitled Visually Impaired Persons Connecting With Local Lions Clubs. MOTION CARRIED! Eyeglass Recycling Project: Through the assistance of committee member, Lion Les Caines, arrangements are now in place for eyeglasses to be brought to Hunt Transport on Majors Path in St. Johns. Hunt Transport have also agreed to pick up glasses in Gander and Corner Brook and ultimately bring them to our Eyeglass Recycling Program contact in Montreal. Lion Les can provide you with the specific addresses for drop-off shortly through the District Governor s Newsletter.

12 Lion Don made a plea and asked Clubs to support people who are undergoing medical procedures not covered by Medicare in Newfoundland and Labrador. He encouraged Clubs to get informed and assist where possible. A copy of the Report is available.) In addition to the reports presented at the Convention, there are several other written reports that were sent to me which I would like to mention: Southwest Arm Leo Club Report: - The Club remains very active with regular meetings twice a month. The District Governor and I attended one of their meetings and I can testify to the enthusiasm they generate. I was also impressed with how they disperse their limited funding. While we were there, they gave $50.00 each to the Lion Max Simms Memorial Camp, Lions Clubs International Foundation, and the NL Autism Foundation, as well as $25.00 each to the Canadian Cancer Society and the Clarenville Area S.P.C.A. They are getting geared up now to attend the Leo Convention at Camp Starrigan. Nineteen members are planning to attend. They are also hoping to hold a Purina Walk-A-Dog-A-Thon in May and are planning an end of the year outing for late May or early June. VOCM BINGO LIAISON: - Lion Cyril Simms wanted us to know that he was unable to attend the Convention because of medical problems. Lion District N4 Foundation: - Lion Gordon Smith informs us that this will be the final year of what turned out to be a 3-year term instead of the regular 1-year term as Chair of the District N4 Foundation. In order to transfer all the receipts and records from this year and other years to the incoming Chair, he is asking that he/she attend the Cabinet Meeting in August. Lion Clubs International Foundation: - Lion Robert Bob Beauchamp apologizes for not being with us at this Convention but he had surgery on Tuesday, April 8 th for Bowel Cancer and that is what is keeping him from being at what he considers to be the most exciting Convention of the Lions Year. However, he wished to bring two issues to your attention: 1. Million Dollar Challenge: - LCIF will mark this year s World Immunization Week with a special Million Dollar Challenge. The family of Abhey and Aruna Oswal will match every Lions donation to One Shot, One Life received by LCIF during the month of April up to a cumulative total of US$500,000 for a grand total of US$1 million dollars. This means that any One shot, One Life donation by a club or Lion will be quadrupled during the month of April only: gifts will be matched by the Oswal family and those doubled gifts will be matched by the Gates Foundation and the UK s Department for International Development through the GAVI matching fund. This is a unique opportunity that we in District N4 can use to expand the impact of our donations. Your donations are Melvin Jones Fellowship credit, however credits are not given for the additional funds matched by the Oswal family and the Gates Foundation or the GAVI Alliance matching fund partners.

13 2. Our Contributions to LCIF and LCIF contributions to District N. I have often been asked, and I am sure that many of you have asked, How much money do we give to LCIF and how get much of this money do we get back? Fellow Lions, since 1970 until the end of March 2014, Grants approved by LCIF to Multiple District 41 (now Multiple District N) have totaled $2,510, and the amount from this directly coming to District 41-S2 and District N4 totals $653, During that same time period donations from N4 have totaled $122, Fellow Lions, as you can see, District N4 receives much more than it donates, roughly $6 dollars for every $1 dollar donated. Please do not misunderstand me in presenting these figures. I am not saying we need to donate more that we are, but we need to continue to donate because we all know the tremendous good work that LCIF does both here in District N4 and throughout the world. Thank you for all that you have done, are doing, and will to do in the future. The service was led by Cabinet Secretary-Treasurer Lion Herb Burry.
