1 Philmont Staff Association Minutes of the Board of Directors Meeting September 19, 2009 Meeting was called to order at 5:03pm EDT by President Jim Lynch. Minutes: Ray Czech had distributed the minutes of the June 17, 2009 Board of Directors minutes via . Ray Czech moved to accept, seconded by Fred Cribbett. Motion passed unanimously to accept the minutes as distributed. Long Range Investment Committee Bill Waugh The market is up resulting in an increase of our investments with Vanguard. As of August 31, we had $453,000 in investments, a $16,000 increase over June 20, On September 28, 2009, a $100,000 Certificate of Deposit will mature. Those funds along with an additional $30,000 will be invested per the Investment Plan; 40% US Equities, 20% International Equities and 40% Fixed Income funds. 1 Minutes of the Philmont Staff Association Board of Directors Meeting, September 19, 2009
2 Ranch Update Mark Anderson John Clark, Philmont General Manager, stated he very much appreciates the Philmont Staff Association and the relationship with Philmont. To assist other high adventure bases and their staff associations, Jim Lynch President, Scott Toney Vice President, Randy Saunders Executive Director and Ed Pease Past President, will attend the Sea Base meetings to discuss various aspects of the PSA to them. Mark stated the hay is being cut and put up for animal feed for the winter. The 2009 summer trek season saw 21,995 campers at the Ranch. This was the third largest summer participation at the Ranch. There have been 906,047 campers since The 1 millionth participant should come to Philmont in 2014, the second year of the 75 th anniversary of trekking. In 2009, 11,056 Scouts rode horses, 6,233 had burro experiences, and 28,307 had chuckwagon dinners. 940 Scouts participated in the final year of the Double H. 5,517 Scouts trekked at the Double H over the past 6 years. The Ranch had one fatality in 2009, a 14 year-old Scout from Minnesota. He died from a viral heart infection. This was the first death at the ranch since There were a total of 1,012 people on the 2009 Philmont staff. There were 795 males and 317 females. 603 of the 795 males are Eagle Scouts. The Training Center had 4,500 attendees in will see the initiation of 7 day treks, featuring trail-less hiking, geo-caching and modern muzzle-loading rifles. The ranch has reservations for over 23,000 scouts for Reservations for 2011 season for scout councils have taken place, with 6,961 reservations. During the last week of October, individual troops will be able to make reservations for BSA Regional offices have been notified about the level of scholarships for Over $62,000 is available for individual units with the intention to increase crew size to the maximum. After the season ended, twelve staff members from the ranch spent 5 days hiking at the NRA Whittington Center, as a exploratory trek. They found it extremely difficult hiking in oak brush. Autumn Adventure has begun with 173 people attending. 3 The Philmont Ranch Committee has approved a $1.7 million expenditure for the Camping Dining Hall kitchen remodel and expansion. Membership Scott Toney As of September 16, 2009 membership is 2,514. The 2009 Fall recruiting plan includes mailings to the Wrangler Reunion/Horse Department staff and the 1990 summer staff. Wrangler alumni gathered in Cimarron on the Fourth of July this past summer. The 1990 staff will be celebrating 20 years since their first summer on staff. The Membership Committee is looking to focus on staffs from 1990 and 2000 for a 10 and 20 year reunions in Fall Membership Contest: First Place Fred Cribbett, who received the Steve Rick custom knife. Second Place is Regina Engle, who receives the Steve Rick bracelet. Third Place Ray Czech will receive and Ansel Adams print. Administration Ray Czech Website: Doug Fasching reported on the website and updates. Doug wished to acknowledge and thank Lee Huckstep and Dave Romack for the excellent job of managing and updating the PSA Trekker info. Doug provides Twitter updates on Philstaff and Philmont. Doug would like to see a form developed for Regional Reunion information to be posted on the website. This will provide the necessary information to post complete activity and event information. Ray reported that we are past halfway in the Long Range Strategic Plan. A status report will be published in the first issue of High Country in Publications: Bill Cass reported on the Publications Committee conference call. The Publications Committee, chaired by Ed Pease, is exploring producing High Country in a digital version. There are many benefits with regard to color, content and frequency. PSA History Should be available in early Ranger History Marty Tschetter has done extensive research. 4 PTC History The book has completed layout and is going to print. Advertising will be in the October High Country. Book will ship after Thanksgiving. Joe Davis biography Book will be entitled Carry On. Bill Cass continues to do research. He is projecting a print date of 3 rd quarter, Service Fred Cribbett The goal for 2009 was 8 regional reunions. To date, there have been 8 regional reunions with 2 more planned in North Carolina and Wisconsin. The PSA will have 11 on Autumn Adventure. New Years Eve and the Ranch will be 4 days with the PSA providing board games and other activities on New Years Eve. The PSA will also be serving breakfast on January 1. There have been discussions about Staff Exchange between the high adventure bases. The PSA will sponsor a PSA Trek each year plus events every 3 rd year at the other bases. Discussions are underway to have an exchange program with the Florida Sea Base during their off-season (Possibly an activity in either November or February). Fred Cribbett made a motion to expand the PSA high adventure Staff Exchange Program to include the Florida Sea Base Staff Association. Motion seconded by Bill Cass. Motion passed unanimously. The Service Committee will formalize a Cancellation/Refund Policy. They wish to formalize the policy and procedures for member s refunds resulting from a cancellation Reunion: Amy Boyle has rounded-up almost all the speakers for Colloquium at the 2010 Reunion. There will be three tracts for the Colloquium: Art, History, and Science, with a keynote speaker on Monday morning and Friday evening. Jim Lynch suggests we limit the attendance to 500 since that will be near the capacity of the PTC. This will be a great opportunity for families to attend with the children programs of PTC being available. Scholarship Committee: There are 58 seasonal staff scholarship applications for the committee to review. The scholarship committee is looking to provide $15,000 to the summer staff in scholarships. 5 The Annual Fund has had 185 members contribute to date. Of that number, 96 were first time donors Annual Fund goal is $88,000. The Gift Acceptance Policy was discussed. Things to remember are that it is only policy, not a checklist. This will provide guidance to the Board as well as information to contributors. Denny made a motion to approval the policy. Jim Lynch sent it back to committee for final review and editing to insure any typos and errors are corrected. The Board will vote on the policy at the next meeting in October. Finance Jack Person As of August 31, we are on budget. No area is out of balance. The Finance Committee will meet via conference call in early November. The 2010 Budget should begin development shortly, in order to provide draft input to the Board for the October meeting. October 15 th is the deadline to submit items to Jack. Executive Director Randy Saunders Randy is still looking for an Office Manager. He has made offers but has been turneddown. President Jim Lynch Jim appreciates the outstanding work the committees and board is performing. Presidents Circle Weekend is coming up in October and invitations have been sent. Jim would like the Officers to review the Long Range Strategic Plan prior to the October 21 Board meeting to provide status updates. Meeting adjourned at 6:40 PM EDT.
