2 SEARCH AND RESCUE INFORMATION - WEEKLY PERIOD: 10 OCT 16 TO 16 OCT 16 DATE/TIME INCIDENT # 10 09: : : : : : : : : : EMBC REGION INCIDENT ELT/ #VICTIMS # EMBC VOL LOCATED ALIVE DEAD NO COMMENTS NWE AIR Nechako Valley, Prince George and Fort St James SAR members responded as well as the Buffalo and Cormorant from JRCC, to a plane crash involving a Beaver airplane about 95km South of Fraser Lake. JRCC rescued four survivors and flew them out. A heli sling was used by SAR to recover and transport one deceased individual out to Vanderhoof for the Coroner. SAR ground members drove in and transported the heli crew back to Vanderhoof. SWE LAND Surrey SAR members responded to search for a missing dementia patient in South Surrey. The subject was located by care home personnel. NEA LAND Prince George SAR members responded to search for 4 overdue hunters along the Misinchinka River. SAR located the hunters who were fine and capable of making their own way out. SWE LAND Squamish SAR members responded to rescue 2 stranded rock climbers in the Cheakamus Canyon. Both subjects were brought out safely. SWE LAND North Shore Rescue members responded to search for two overdue hikers on Cypress Mountain. The subjects walked out to the parking lot on their own upon the SAR team's arrival. SWE LAND Chilliwack SAR members responded to search for two missing 12 year old mountain bikers on Vedder Mountain. The subjects were both located in good condition and brought out by SAR. NEA LAND Prince George SAR members responded to search for a male that had failed to return from a walk on the Wansa FSR in the Willow Creek Valley outside of Prince George. SAR was stood down when the RCMP located the subject after he had suffered mechanical issues with his truck and spent the night out. NEA LAND Central Cariboo SAR and 4 Kamloops PEP Air members responded to search for a missing male from the Big Creek area of the Anahim Reserve. The subject was located with his damaged vehicle, by the RCMP and SAR was stood down. NWE LAND Bulkley Valley SAR members responded to search for missing fisherman near the Bridge over the Babine River in Smithers. The fisherman's vehicle was found with a note explaining he was not expected to be back until the 14th of October. SAR was consequently stood down as the subject was no longer deemed missing. NEA LAND Central Cariboo SAR members responded to search for two boaters last seen by a Guide/Outfitter in the bush walking out to the 8400 Road on the Z Road near the north end of Quesnel Lake. The two boaters walked out to the road and hitched a ride back to their residence after their boat had overturned on the Mitchell River.

3 11 16: : : : : : : : SWE LAND Pemberton and 1 Whistler SAR member responded to assist a male in his 70's who fell and sustained a hip injury while hiking in the Joffre Lakes area. SAR crews extracted the patient and transferred him to Whistler Medical Centre for further treatment. SWE LAND Squamish SAR members responded to rescue for a stranded hiker on The Chief. The SAR team located the hiker, who had been overcome by darkness, and escorted him back to the parking lot. CTL LAND SAR members from Nicola Valley, Kamloops and Logan Lake responded to search for 2 hunters stranded in the Jackson Lake area near Penask Mountain. SAR was stood down when the hunters were assisted out of the area by friends, in good condition. SEA LAND SAR members from Fernie responded with 5 PEP Air members to search for three hunters who had called out for assistance from the Lodgepole FSR area. The hunters were located and returned to BCAS in good condition. SWE LAND North Shore Rescue members responded to investigate a vehicle abandoned at the Baden Powell Trail-head. The SAR team was stood down when the vehicle owner was located at the university NEA INLAND North Peace SAR members responded to rescue the occupants of a submerged vehicle off of Highway 29 North and Farrell Creek Road. SAR recovered one deceased occupant and the vehicle. CTL LAND members from CORD SAR and PEP Air responded at the request of JRCC to search for downed plane with 4 persons on board, north of Kelowna International Airport. The search team came upon a debris field and all four occupants of the aircraft were located, deceased. 6 search team members stayed on site to assist the RCMP, Coroner and Transportation Safety Board. VIR LAND Westcoast Inland SAR members responded following a request for assistance from BCAS who were unable to transport two patients to the hospital, due to a severe storm that had caused downed power lines in the area. BCAS waited with one patient until the road was reopened and then transported the subject to the hospital and determined the second patient did not require transportation. SAR was stood down. NEA LAND Central Cariboo SAR members responded to search for two lost hunters in the Anvil Mountain area. The subjects were located in good condition and were transferred to the RCMP. SWE LAND North Shore Rescue members responded with 3 convergent volunteers, 12 Fire-fighters and 4 RCMP to search for a missing elderly female with dementia in North Vancouver. The subject was located unharmed sleeping at a neighbour's home : SWE INLAND Mission SAR members responded to assist a stranded fisherman on the Stave River. The subject

SWE LAND Central Fraser Valley SAR members responded to search for a missing, despondent female from the Langley area. SAR was stood down when RCMP located the subject. VIR LAND Powell River SAR member responded to search for a missing mushroom picker in the Lois Lake area south of Powell River. SAR was stood down shortly after activation, when the subject walked home on his own. SEA LAND South Columbia SAR, 5 Castlegar SAR, and 2 Rossland SAR members responded to search for a missing male believed to have jumped from the Trail Bridge. SAR was stood down when police located the subject at the hospital. CTL LAND Shuswap, 1 Vernon, and 3 Kamloops SAR members responded to search for a despondent male in the Salmon Arm area. The subject was located deceased. CTL LAND Oliver SAR members responded to search for a missing hiker in the Venner Meadows area. The subject was located and brought out to the RCMP. SWE INLAND Chilliwack SAR members responded to the scene of a submerged vehicle in the Chilliwack River. SAR searched the vehicle and surrounding area for occupants however none were found and SAR was stood down. SEA LAND SAR members from Rossland, Castlegar and Grand Forks responded to search for a despondent female, in Trail. SAR was stood down shortly after activation when the subject was located alive by the RCMP and was transported to the hospital. NEA INLAND Mackenzie SAR members responded when a boat hit a log jam and flipped over dumping 3 occupants into the Finlay River near Fort Ware. Two subjects had made it ashore, but one occupant was still missing. The search is ongoing ELT ELT - 30

5 WEEKLY INCIDENT REPORT Oct 2016 BODY RECOVERY On 12 Oct, Revelstoke SAR responded for a body recovery in the Box Canyon area near Revelstoke. The body was recovered and turned over to the Coroner. DANGEROUS GOODS On 13 Oct, a push tug and barge ran aground approximately 20 km west/northwest of Bella Bella. The barge was empty but the tug, with a total capacity to hold approximately 59,924 US gallons or 226,837 litres of diesel fuel, ruptured three of its tanks. 760 litres of fuel was initially estimated to have been released to the environment. The Ministry of Environment Response Officer raised the incident to Code 2 (urgent status). A Unified Incident Command Post was established at Heiltsuk Nation Tribal Council Office with the staging area at Shearwater. MISCELLANEOUS On 12 Oct, a task number was approved for the EPC of Revelstoke to cover potential small scale evacuations and site level support following a police involved shooting in the community the previous day. On 12 Oct, a task number was issued for the Shawnigan Lake Fire Department to respond outside their jurisdiction to an incident involving a person overcome by carbon monoxide. Ambulance personnel could not attend to the patient until the Fire Department secured the scene. SEVERE STORM On 14 Oct, the City of Vancouver was provided a task number upon activation of their EOC due a series three of powerful storms that were forecast to bring heavy rains and hurricane force winds to the south coast of BC throughout the weekend. On 14 Oct, the City of Surrey activated their EOC in response to the storm event due to hit BC s south coast. The high winds brought down numerous trees and power lines. On 15 Oct, task numbers were issued to North Shore Emergency Management (NSEM) upon activation of their EOC due to the severe storm affecting North Vancouver, North Vancouver District and West Vancouver. On 15 Oct, the Corporation of Delta opened their EOC in response to the storm event impacting the south coast of BC. On 15 Oct, the EMBC Southwest PREOC activated in support of several local EOC s that were responding to the impacts of the severe storm event affecting the south coast of BC
