5 Operating Grant All British Columbia public libraries, established by the authority of the Library Act, may be eligible for annual per capita operating grants based on a funding formula. Some libraries have been provided with minimum provincial levels of funding in order to mitigate the effects of future population loss on funding levels. This minimum level of operating funding is called Grandparent Rates. The Libraries Branch continues to honour these Grandparent Rates for affected public libraries in Libraries with service populations that exceed their Grandparent Rate are eligible to receive full levels of funding based on the per capita operating rates. The following table details the funding formula used to calculate annual per capita operating grants for public libraries: Operating Grant per capita rate Distribution by Library Type Rural Regional District Urban Regional District Municipal Libraries and Public Library Associations (PLAs) Population served under 12,000 $3.20 $3.00 Population served between 12,000 and 35,000 $2.70 $2.50 Population served over 35,000 $2.20 $1.78 Regional Library Districts Rural populations within district $4.10 $3.90 Municipal populations within district $2.20 $1.78 Regional District Integrated s Rural populations within district $4.10 $4.10 Municipal populations within district $2.20 $2.20 Notes: Population figures sourced from current annual estimates provided by BC STATS. Where annual estimates are not available, population figures are sourced from 2011 Census data. Urban Regional Districts (RDs) for the purpose of public library operating grants include Capital, Central Okanagan, Fraser Valley and Greater Vancouver Regional Districts). All other Regional Districts are considered Rural RDs.

13 Resource Sharing Grant The Resource Sharing grant is based on a piece rate for materials lent through interlibrary loan (ILL) services during the previous calendar year. Interlibrary Loan is a service that allows BC public libraries to share materials with other libraries in BC and across Canada. The piece rate for the 2014 Resource Sharing Grant is $2.80 per item lent in the 2013 calendar year. There are three types of eligible ILL transactions that are used to calculate the grant: Types of Eligible ILL Transactions Agent OutLook transactions ILL Exception transactions Description Primary means of tracking interlibrary loan transactions by BC public libraries. Libraries request items from other systems through a shared catalogue that is updated at regular intervals. For items requested through other means, particularly or over the phone. Also includes requests for multi-volume sets. Excludes items lent to destinations outside of Canada. Sitka Direct Patron Request (DPR) Interlibrary Connect transactions Multi-library direct loan project that allows libraries using the Sitka Evergreen ILS to request items via live connection from each other. 16 OneCard Grant The BC OneCard Grant is funding to enable libraries to provide expanded library service to BC residents through participation in the BC OneCard program. The OneCard program ensures that active patrons of any public library in BC may use their card wherever they travel within the province. BC OneCard grants are based on either a tiered or piece rate (whichever is greater) for materials lent and returned in the previous calendar year.
