2 SEARCH AND RESCUE INFORMATION - WEEKLY PERIOD: 2 MAR 15 TO 8 MAR 15 DATE/TIME INCIDENT # 02 06: : : : : : : : : : PEP ELT/ # PEP LOCATED REGION INCIDENT #VICTIMS VOL ALIVE DEAD NO COMMENTS SWE LAND Pemberton SAR members responded to rescue the occupant of a vehicle that went over an embankment on the Sioux River FSR in Pemberton. The subject was brought up the the ravine with the use of ropes and was turned over to the care of BCAS. VIR LAND West Coast Inland, Alberni Valley, Arrowsmith, Comox Valley, Nanaimo and Campbell River SAR members along with 161 convergent volunteers responded to search for a missing 14 year old girl that was reported missing from the Clayoquot Wilderness Resort in Ahousat. The subject was found in good condition after an extensive overnight and morning search. NEA LAND Central Cariboo and 4 Bella Coola SAR members responded to locate a young male that wandered into the bush in Hagensborg. The subject was located at a friends house and SAR was stood down. SEA LAND 5 5 Nelson SAR members responded to investigate a spot beacon sounding near Woden Park on Mount McKean, New Denver. RCMP received 2 spot beacon hits, then a cancellation, before SAR was down pending further RCMP investigation. CTL AIR ELT 1 1 PEP Air member responded to assist JRCC with locating an ELT sounding on the field at Kelowna International Airport. It was located in a stored Air North 737 and may have been set off by moisture. NEA INLAND WATER Prince George SAR members responded to assist police with search for a person who was on the Simon Fraser Bridge, near Prince George. SAR searched all areas of interest to RCMP with Negative results and SAR was stood down. SWE LAND members of Surrey, Ridge Meadows and CFV SAR teams responded to search for a missing elderly female in the Surrey Urban area. The subject was located in good condition and SAR was stood down. SWE LAND North Shore Rescue members responded to rescue 2 stranded hikers on the Lions. Both subjects were helicoptered out and transported to the Cascade SAR Station where they were turned over to West Vancouver Police. VIR LAND members of Metchosin SAR responded to search for 2 lost hikers on Mt Finlayson. Both of the subjects were assisted off the mountain and handed over to the police. SWE LAND member of Whistler SAR responded to rescue a person who had fallen through the ice on Lost Lake. SAR was stood down upon arrival on scene as the Fire Dept had successfully assisted the subject to shore. SWE INLAND WATER Coquitlam and Ridge Meadows SAR members responded to locate 2 canoeists lost on Pitt Lake. Both of the subjects were located, cold and wet, and
3 07 20: : : : : : : WEEK TOTAL YEAR TO DATE were passed to BCAS for assessment. CTL LAND Penticton SAR members responded to search for an overdue hiker on the Trans Canada Trail. The subject was located at a private residence by the RCMP and SAR was stood down. VIR LAND Arrowsmith SAR members responded to search for 2 overdue hikers in the Cathedral Grove/Cameron Lake area. Both of the subjects were located south of Horn Lake. VIR LAND Campbell River SAR members responded to rescue an injured male on the Ripple Rock Trail. The SAR team located subject, who was provided first aid and then due to his condition, was transferred via heli to BCAS to be taken to the hospital. SWE LAND Squamish SAR members responded to rescue an injured climber on the Habrich Ridge Trail. The subject was flown out and handed over to BCAS. SWE LAND Whistler and Squamish SAR members responded to rescue an injured hiker at Gargoyles Peak in Squamish. The subject was packaged and flown out of the area and transferred to BCAS. SWE LAND 6 6 Pemberton SAR responded by helicopter to investigate an EPIRB sounding at Sloquette Hot Springs at the north end of Harrison Lake. SAR located the subjects fishsing on shore and determined that the EPIRB had been triggered accidentally. SWE LAND members of Coquitlam SAR responded to search for a lost couple in Minnekhada Park. SAR located the couple in good condition and escorted them out to trail head ELT ELT - 24
4 WEEKLY INCIDENT REPORT MAR 2015 EVIDENCE SEARCH On 8 Mar 2015, RCMP requested Campbell River SAR to assist the RCMP Dive team with an evidence search on the Gold River. DANGEROUS GOODS On 4 Mar 2015, several shipping containers located at the Centerm container terminal at Port Metro Vancouver, caught fire resulting in a significant release of toxic smoke and subsequent discharge of pollution due to run-off from contaminated water used for fire suppression into Burrard Inlet. The container that initially ignited contained the chemical Trucholoroisocyanuric Acid, which can be explosive and emit corrosive and toxic gas when on fire and reacts adversely when it comes in contact with water. The Port of Metro Vancouver evacuated their property while the police cordoned off surrounding areas and all vehicular and rail traffic into the Port was shut down. Residents in the area were advised to shelter in place by remaining inside with windows and doors closed. The Ministry of Environment Response Officer (MOE RO) raised the incident to Code 2 (urgent status) and attended the site as part of the Unified Command (UC) established with Vancouver Fire Department at the Port Incident Command Post (ICP). The Medical Health Officer and Health Protection Manager from the Vancouver Coastal Health Authority also attended the ICP. Hazardous waste professionals were contracted to develop a response plan to deal with the impacted container and to implement continuous air and water monitoring. On the morning of 6 Mar, the incident was downgraded to Code 1 (non-urgent status) by the MOE RO. MISCELLANEOUS On 4 Mar 2015, the cities of Vancouver and Burnaby were provided a task # for activation of their Local Emergency Operations Centres (EOCs), to support response to the chemical fire at the Port of Metro Vancouver, and to coordinate further evacuations as required. The SWE PREOC was activated by EMBC in support of local response efforts.
