I saw a vehicle traveling Westbound on Roachton Rd and make a left turn onto Southbound Fort Meigs Rd without stopping for the flashing red light. I then initiated a traffic stop and identified the driver as Madalynn Kervin. When I informed Kervin why I stopped her she stated "I thought I paused". I explained to Kervin she must come to a complete stop at flashing red lights and that I saw her drive straight through the light without stopping. Kervin was issued a citation for Failure to Obey a Traffic Control Device (ORC (MM)) and given a non-mandatory court date of July at 8:45am at Perrysburg Municipal Court. I drove through the construction zone several times and found it to be very well marked with signs and cones and it was not a hazard. Zavrel told me upon arrival that she didn't actually see the construction zone on W River Road she just assumed it was a hazard. Zavrel complained that trucks parked across from her driveway were a traffic hazard. I was able to see past the vehicles for oncoming traffic and did not find them to be a hazard. The trucks were legally parked. Zavrel complained that construction trucks were entering her property. When I asked her show me where she said she didn't know if they actually did enter her property. She just assumed they had. We found no tire marks or damage to the grass indicating they had driven onto her property. Zavrel's complaints were unfounded. The traffic signal was red for traffic exiting from IR 75 onto US RT 20. The sign prohibiting right turns on red for the right most turn lane was on and working. The dump truck proceeded to start from a stopped position and turn right while the sign prohibiting right turns was still on. I stopped the truck and identified myself to the driver Tyrone Baker Carter. Carter explained that he thought the sign was only for the inter right turn lane. Carter was issued a citation for failure to obey a traffic control device ORC..
