5 INTRODUCTION Purpse The Truckee Tahe Airprt District (TTAD) understands that cmmunity input is incredibly valuable in develping gd plicies and making sund decisins abut Truckee Tahe Airprt (TRK). In July and August 2016, TTAD hsted six neighbrhd meetings. The purpse f the meetings was LEARN frm the public their views n the Airprt and hw they regard its rle in the cmmunity. The meetings als prvided a cmfrtable frum t SHARE feedback n airprt peratins and cmmunity-based prgrams. The meetings were designed in a manner that allwed Airprt staff and the Airprt Cmmunity Advisry Team (ACAT) t LISTEN t the specific needs and cncerns f each neighbrhd. The meetings als prvided a venue fr Airprt staff and ACAT members t DISCUSS and get input frm neighbrs n tw pending Airprt prgrams the Airspace Study and a Temprary Seasnal Twer aimed at finding ways t reduce envirnmental impact frm aircraft peratins and enhance safety. This dcument describes the design fr the neighbrhd meetings, the widespread advertising undertaken t reach ut t the cmmunity and the varius strategies used t btain cmmunity input n TTAD prgrams. The reprt als summarizes imprtant feedback received at each f the neighbrhd meetings. The key themes that came ut f the meetings are summarized in three ways: 1.. 6 HOW YOUR FEEDBACK WILL BE USED The cmmunity s feedback will influence the TTAD Bard s decisins related t the develpment f ntinal rutes frm the Airspace Study, establishment f a Temprary Seasnal Twer and future cmmunity utreach effrts. The cncerns and preferences viced by Airprt neighbrs will als drive the wrk pririties fr ACAT s existing and future Airprt and cmmunity prgrams related t minimizing annyance frm aircraft verflight. Mving Frward The results f the neighbrhd utreach effrts, which are summarized herein, will be presented t the TTAD Bard and the cmmunity in Fall Subsequent meetings will als be held t prvide the cmmunity with prgress reprts n the status f the tw Airprt prgrams: Airspace Study and Temprary Seasnal Twer. COMMUNITY OUTREACH PROGRAM DESIGN Meeting Frmat The neighbrhd utreach and invlvement effrt had three primary gals: 1.. Neighbrhd Outreach T reach ut t as many peple as pssible t encurage a high level f participatin in the neighbrhd meetings. 2. Airprt Infrmatin T infrm the cmmunity abut Airprt peratins and prgrams. 3. Cmmunity Feedback T engage peple in a dialgue and t incrprate their input in the Airprt planning prcess. Airprt Cmmunity Advisry Team The Airprt Cmmunity Advisry Team (ACAT), funded in 2005, wrks t develp slutins and strategies t minimize impacts f the airprt n surrunding cmmunities. Additinally, the ACAT wrks t generate ideas arund garnering public benefits frm the District. ACAT is cmprised f cmmunity vlunteers dedicated t serving the cmmunity and the airprt and finding win-win slutins wherever pssible. Recmmendatins frm ACAT g directly t the Bard n a mnthly basis. The feedback received during the 2016 cmmunity utreach meetings will establish ACAT s wrk plan fr future airprt/ cmmunity prjects. With a fcus n receiving feedback, the neighbrhd meetings were styled as twn hall meetings lasting apprximately an hur and a half. The infrmal meetings gave everyne a chance t talk penly and freely abut things that mattered t them. The neighbrhd meetings were designed t include: Welcme and Intrductins Occasin t meet and greet Airprt neighbrs. Presentatin Overview f Airprt prgrams. Statins Opprtunity t explre details abut Airprt prgrams and fr small grups t get specific questins answered. Recnvene Open frum t express cncerns, pinins and feedback abut Airprt peratins and TTAD prgrams as a large grup. Questin and Answer Sessin Opprtunity fr cmmunity members t ask questins and receive respnses frm Airprt staff. 2 2

7 Several mechanisms were put int place t facilitate feedback. First, the technical cntent was divided int three simple tpic areas: Abut the Airprt, Airspace Study and Temprary Seasnal Twer. Each theme was cvered at a discussin statin manned by tw Outreach Team members (Airprt staff, ACAT member r cnsultant). After a frmal presentatin was made by the Outreach Team, the meeting participants were divided int small grups and invited t visit each f the three statins n a rtating basis. One prject team member guided the small grup f participants thrugh the infrmatinal bards (mini presentatin) while the ther jtted dwn peple s questins and cmments n sticky ntes. Participants were als asked t write dwn their wn cmments if they wished. The sticky ntes were displayed at each statin fr viewing at subsequent meetings. This infrmal frmat allwed peple t freely ask questins and prvide input. A cpy f the meeting presentatins and infrmatinal bards are prvided in Appendix A. Secnd, at the cnclusin f each meeting, the participants were asked t recnvene as a large grup t share their impressins abut what they learned at the Statins r t ask fllw-up questins. This gave the entire grup a chance t share and listen t cmments, questins and cncerns made by thers in their cmmunity. Third, cmment cards were distributed t meeting participants wh wished t submit additinal cmments r questins t Airprt staff. Cpies are included in Appendix B. Lastly, meeting participants were invited t cmplete a shrt fivequestin survey which was psted n the Airprt s website (www. truckeetaheairprt.cm) alng with a 15-minute vide abut the neighbrhd meetings (see Appendix B fr cpies). THE THREE STATIONS Statin 1: Abut the Airprt General infrmatin abut TTAD, TRK and Airprt prgrams were presented t the cmmunity. The infrmatinal bards displayed facts abut TTAD finances, Airprt s aviatin rle in the reginal transprtatin system, as well as details abut the Airprt s current pen-space and nise mitigatin prgrams. Participants were asked t share their views abut Airprt activities and services. Statin 2: Airspace Study TTAD recently cmpleted an Airspace Study aimed at finding ways t reduce annyance n nise-impacted neighbrs. The Airspace Statin presented infrmatin n where aircraft are flying tday and the lcatin f ntinal (theretical) flight rutes analyzed in the Airspace Study. The Outreach Team sught feedback n hw the ntinal rutes might affect the varius neighbrhds. Statin 3: Temprary Seasnal Twer TTAD is investigating the ptin f establishing a Temprary Seasnal Twer t help influence where aircraft fly. Infrmatin cncerning the ptential benefits and drawbacks f having a Twer at TRK was presented t the cmmunity t gauge its supprt f a Temprary Seasnal Twer. 3

8 Venues Meeting venues and times were designed t maximize cmmunity attendance and t prvide everyne with equal pprtunity t participate. The six neighbrhd meetings were held at strategic lcatins within varius parts f the District (Tahe City, Truckee and Glenshire). The meetings were gruped by neighbrhd t allw Airprt staff t listen and understand the specific needs and cncerns f a particular cmmunity. Als, the meetings were planned in the summer mnths (July and August) t maximize participatin by bth full-time and secnd/vacatin hmewners. Airprt activity is als at its busiest during the summer mnths, thereby allwing the cmmunity t prvide a fresh perspective n the Airprt s nise prgrams. The meetings were scheduled in the early evenings frm 6 pm t abut 7:30 pm, Mnday thrugh Wednesday. Appendix C prvides a list f the neighbrhd meetings, including the venues, dates and targeted neighbrhds. Advertising TTAD undertk a brad-scale cmmunicatins effrt t ntify the cmmunity f the neighbrhd meetings and disseminate prject infrmatin. 10 WHAT WE HEARD Wh Attended The brad-scale public utreach effrts resulted in mre than 130 participants at the six neighbrhd meetings. The first meeting was held in Tahe City and was attended by five individuals. The ther five meetings, which were held at varius venues in the Truckee area, drew an average f peple each. Sme peple attended multiple meetings. Additinally, a ttal f 13 individuals cmpleted the nline survey prepared by FreshTracks. All f the participants prvided very thughtful and useful feedback. 15 THEMES BY TOPIC AREA This sectin emphasizes the key themes that emerged frm all six neighbrhd meetings. Due t the cnversatinal-style design f the neighbrhd meetings, the tp themes that emerged are nt statistically derived. Rather, the ntewrthy themes are based n general impressins f the Outreach Team abut what it heard frm the cmmunity at the neighbrhd meetings. Keep The Airprt Small Residents wuld like TRK t be a small, lcal airprt serving small, private planes. They d nt want any services r Airprt develpment that wuld directly r indirectly attract large aircraft r increase aircraft traffic. Ptential Nise Remedies Althugh aircraft nise is viewed as a cncern by many neighbrs, several neighbrhds ffered valuable recmmendatins fr reducing nise and verflight annyance fr their cmmunities. These recmmendatins are summarized belw. Prsser. The neighbrhds near the intersectin f Highway 89 and Interstate 80 are affected by lw flying aircraft (particularly jets) departing frm Runway 29. These neighbrhds are cncerned abut nise as well as safety. Residents ffered the fllwing nise-reducing measures fr TTAD cnsideratin: TO TRUCK INTERSECTION 1. Mve the TRUCK Intersectin s that aircraft flying a direct rute t the waypint are nt flying ver the neighbrhds. 2. Extend the apprach end f Runway 29 sutheastward t enable aircraft t attain a higher altitude ver neighbrhds. 3. Require departing aircraft (particular jets) t make a steep initial climb ut befre leveling ff ver neighbrhds. 10

16 Glenshire Ridge: The hmes alng the western ridge in Glenshire are particularly affected by aircraft flying the straight-in instrument apprach prcedures t Runway 20. Residents wuld like either the apprach rute t be rtated t the west r the apprach end f Runway 20 t be relcated further west t prvide greater separatin between the straight-in prcedure and hmes. Helicpter Operatins Several neighbrhds cmmented that helicpters, including emergency helicpters, d nt appear t be using cmmn traffic patterns when arriving and departing TRK. Residents wuld like all helicpters t perate in the primary traffic patterns unless a direct alternative rute is required fr emergency respnse purpses. Using Nixle Residents wuld like the Airprt t use the Nixle system t infrm the public f special circumstances at TRK. Fr example, ntify the public if Cal Fire aircraft are suppressing a fire nearby r when utility helicpters are perating in a particular neighbrhd. Nise Cmplaints Sme residents expressed frustratin with the current nise cmplaint prcess, feeling that filing cmplaints are nt given the imprtance they deserve. Others wuld like mre supprt and infrmatin frm the Airprt t prperly file cmplaints. The cmmunity s specific requests include: Accept text messages with phts f ffending aircraft. This will simplify submittal prcess and dcument the date, time and ffending aircraft. Allw public access t aircraft flight data and histrical nise cmplaint data. Launched in 2007, Nixle prvides an pen cmmunicatin frum that cnnects public safety, municipalities, schls and businesses within the cmmunities they serve. Nixle enables real-time, tw-way cmmunicatin thrugh text, , vice messages, scial media, and the Nixle mbile app. The Nixle ntificatin system is relied n by ver 8000 agencies, fire and plice departments, schls, hspitals and is nw available in a business versin! Organizatins use Nixle fr critical situatins such as Severe Weather Events, Evacuatins, Safety Hazards, Security Threats, Facilities Prblems, Emplyee Ntificatins, and IT/Telecm Disruptins. Surce: 11

17 Air Shw Sme members f the cmmunity d nt supprt the Air Shw and wuld like TTAD t recnsider the event as it causes a disruptin t thse already impacted by nise. Nevertheless, sme audience members expressed their supprt f the Air Shw. Airspace Study In general, the neighbrhds that are currently affected by nise and verflights supprt the ntinal rutes and the idea f dispersing flights acrss the cmmunity. Cnversely, the cmmunities that are nt significantly affected by current aircraft peratins d nt supprt dispersing flights if the new rutes wuld direct aircraft ver their neighbrhds (e.g., Glenshire/Juniper Hills). Residents want flight rutes t fllw undevelped areas t the greatest extent pssible r t fllw ther transprtatin crridrs. There were mixed views abut cnsidering full-time r secndary hmes as many vacatin hmes are utilized during the summer when the Airprt is at its busiest. Temprary Seasnal Twer The majrity f the meeting participants indicated supprt fr a Twer if the Airprt can shw that the Twer can effectively cntrl where aircraft are flying. The participants als indicated supprt fr whatever technlgy wuld be needed t allw Twer persnnel t mandate rutes versus simply prviding guidance t pilts. The cmmunity wuld like t be kept infrmed abut the prgress and effectiveness f the Twer. I live in the Juniper Hill area, just suth f Glenshire. There are abut 35 hme sites here, primarily n the ridges nrthwest and nrtheast f Dry Lake. Our area has been designated as the Glider Area (May Octber) n yur maps. I have tw cncerns. I believe in yur cmmunity meetings yu expressed a ntin that there are nly three full time residents in this area. That number is way ff. There are at least 30 full time residents n at least 15 prperties. The balance are weekenders wh are here regularly n weekends and hlidays when the flight density als tends t g up. I am a full time resident here with my wife. There are NO huses in the Wadell ranch area suth f Dry Lake. S, any new flight path which wuld direct mre flights east and nrth f the airprt ver Martis Creek Dam Lake and then nrth east ver Dry Lake wuld be exceptinal;y undesirable fr myself, my wife and all the ther families living n the ridges verlking Dry Lake. Secndly, regarding pwered glider twing, we find the tw planes cnsiderably luder than ther planes in the area, and they fly right ver ur huse at pretty lw elevatins n a regular basis. On the weekends it is nt unusual t have tw flights carried n all day lng ne after anther. every minutes. We dn t mind the unpwered glider flights at any elevatin, but the tw up rutes are prblematic fr us. I wuld like yu t request that the glider tw planes restrict their tw and return rutes t well SOUTH f Dry Lake preferably suth and east f peak I wuld be happy t discuss this with yu if yu want mre details.
