2 SEARCH AND RESCUE INFORMATION - WEEKLY PERIOD: 11 APR 16 TO 17 APR 16 DATE/TIME INCIDENT # 11 14: : : : : : : UPDATE 13 16: : : : : EMBC REGION INCIDENT ELT/ #VICTIMS # EMBC VOL LOCATED ALIVE DEAD NO COMMENTS VIR LAND members of Comox Valley SAR responded to search for a missing female hiker in the Mt Washington/ Strathcona Park area. The subject was located and transported home safely. CTL LAND Kelowna SAR members responded to rescue an unconscious female who had been located in a cabin near the McCullough Reservoir. The subject was airlifted out by BCAS. SEA LAND Arrow Lakes SAR members responded to the site of a plane crash northeast of Trout Lake. The SAR team recovered two bodies and turned them over to BCAS and subsequently the BC Coroners Service. NEA INLAND WATER Quesnel SAR members responded following a report of a capsized boat in Dragon Lake with 2 males overboard. SAR was stood down not long after when RCMP advised the subjects were safely ashore. VIR AIR ELT 3 3 PEP Air members responded to locate an intermittent ELT sounding at the Victoria Airport. PEP Air was stood down when the airport tower advised the signal had ceased. CTL LAND Central Okanagan SAR members responded to search for two lost hikers on Angel Springs Trail. The subjects were located and escorted safely from the area by SAR and passed to the RCMP. CTL LAND SAR members from Logan Lake, South Cariboo, Kamloops, Shuswap, Nicola Valley and Vernon continued searching for a male missing since 02 Apr. The search began in the Clinton area and moved to Vidette Lake north of Savona. The subject was located alive and well and tasking was concluded. SWE LAND Hope SAR members responded to rescue a 70 year old in distress near the head of the Kettle Valley Railway Trail. The subject was located and passed to BCAS. SEA LAND Kimberley and 19 Columbia Valley SAR members responded to rescue a male injured in an motor vehicle incident somewhere around the 16 km mark on the Swan Lake FSR. BCAS was able to reach the subject and SAR was stood down. SWE LAND Surrey SAR members responded to search for a missing Alzheimer's patient who wandered away from Surrey Memorial Hospital. The subject was located in fair condition and was returned to the hospital for further treatment. NEA LAND Robson Valley SAR members responded to rescue an injured snowmobiler 6 km south of the Clemina staging area in Valemount. The subject was located and loaded into an air ambulance that took him to Kamloops. SWE LAND 6 6 Hope SAR members responded to search for the person or persons who activated their SOS signal on their InReach Beacon in the Yale area. SAR was

3 16 13: : : : : : : : : : : : stood down when the beacon was determined to have been triggered in error. NWE LAND Terrace and 4 Prince Rupert SAR members responded to search for a despondent male near Prince Rupert. SAR was stood down when the subject appeared at the RCMP Detachment. CTL LAND Penticton SAR members responded to assist an injured female mountain biker in the Three Blind Mice/Roller Coaster area. The subject was picked up by SAR and transferred to BCAS. SWE LAND Whistler SAR members responded to rescue two stranded snowmobilers, one with a rib injury, on Powder Mountain. Both subjects were airlifted out and passed to BCAS. CTL INLAND SAR members from Penticton, Central WATER Okanagan, Vernon, Nelson, Oliver/Osoyoos SAR and PEP Air responded to search for a subject that was swept away in Trout Creek as a result of an ATV roll-over. After two days of extensive searching, SAR was stood down pending further tasking by the RCMP. SWE LAND Kent/Harrison SAR members responded to search for a male lost on the Harrison FSR East. SAR was stood down when the subject managed to walk out safely on his own. SWE LAND Squamish SAR members responded to assist BCAS with an injured dirt biker near Cat Lake. SAR was stood down while en route, when BCAS was able to access the subject with the help of some bystanders. SWE LAND Squamish SAR members responded to rescue a female with an ankle injury on the first peak of The Chief. SAR members were flown into the site and managed to package and carry the subject down the mountain to BCAS. SWE LAND Whistler SAR members responded to rescue a skier with a knee injury on Overlord Glacier. The subject was extracted by helicopter and transferred to BCAS. NEA LAND Mackenzie SAR members responded following an avalanche triggered by some sledders at Powder King. SAR was stood down when the sledders advised they were coming out by themselves. SWE LAND Whistler SAR members responded to rescue a male and female at the top of Whiskey Creek Trail. The female was reportedly hypothermic. SAR was stood down when the subjects advised they were likely able to make it to the parking lot on their own. SEA INLAND WATER Fernie SAR members responded by helicopter following a spot beacon activation on the Wigwam River. On arrival, SAR found a female canoeist who had suffered a dislocated shoulder. She was airlifted out to be turned over to BCAS. Two other canoeists at the scene continued on their trip. SWE LAND Squamish SAR members responded to BCAS request to assist with an injured 7 year old boy who ran into a parked car on a snowmobile. The subject was rescued via helicopter and transported to

4 15 19: WEEK TOTAL YEAR TO DATE hospital via BCAS. CTL LAND Penticton and 8 Oliver/Osoyoos SAR members responded to search for a despondent individual from the Penticton area. The subject was located and transported to the hospital ELT ELT - 2

5 WEEKLY INCIDENT REPORT APR 2016 DANGEROUS GOODS (CODE 2) On 13 Apr 16, Teck Metals in Trail reported a break in a liquid collection system at from an old landfill and a permitted storage facility that resulted in material being released into Stony Creek and the Columbia River. There was a potential for the material to contain Zinc, Cadmium and Arsenic. The Ministry of Environment Response Officer (MOE RO) raised the incident to Code 2 (urgent status) as the Columbia River crosses the BC border into the U.S. On 13 Apr 16, a CN Rail train derailed in Chetwynd. Two cars loaded with pallets went off the tracks. No spills or injuries were reported. The MOE RO raised the incident to Code 2 (urgent status) with an immediate downgrade to Code 1, once the enhanced notifications were completed. On 15 Apr 16, a significant diesel slick was reported in False Creek in Vancouver. The incident was raised to Code 2 (urgent status) by the MOE RO due to heightened media attention. The Canadian Coast Guard responded and was unable to locate the source of slick and the material was determined to be unrecoverable. On 15 Apr 16, a report was received of a white material covering a large area in the Gorge Waterway in Victoria. The incident was raised to Code 2 (urgent status) by the MOE RO due to potential heightened media attention. The City of Victoria confirmed the source of the spill and determined that the material was non-recoverable. FLOODING On 15 Apr 16, a task number was issued to the Columbia Shuswap Regional District CSRD in regards to a flooding incident in Salmon Arm. ROCKSLIDE On 17 Apr 16, a task number was issued to the CSRD in regards to a rockslide incident on Salmon River Road. BODY RECOVERY On 11 Apr 16, North Shore Rescue and the RCMP Dive Team responded to assist the Coroner with the recovery of a deceased individual under the water in Lynn Canyon. An underwater camera was brought in to locate the individual and after several attempts to retrieve the body proved unsuccessful, the task was suspended until 18 Apr. On 13 Apr 16, Hope SAR assisted the RCMP and Coroner with a body recovery from the Yale FSR in Yale BC

6 MISCELLANEOUS On 13 Apr 16, Squamish District activated their EOC to monitor a derelict barge in Mamquam Blind Channel that was at risk of sinking and potentially had hazardous materials on board. On 15 Apr 16, Honeymoon Bay Fire Department responded to assist BCAS with a medical rescue involving an individual suffering from chest pains at KM 10 of the Honeymoon Bay Forest Services Road.
