4 PRESIDENT S REPORT Wally Maker President It has been another busy yet productive year, and I thank the Clubs WA State Council and staff for their efforts in ensuring your club is provided with the support you need to run your business. This year, I have been delighted to have been able to address our members at a number of forums. The President s Think Tank held in February this year highlighted the need for our industry to diversify our offerings as well as communicate more with our members to encourage more use of our club facilities and retain members into the future. This discussion also highlighted the need for our industry to take a stronger approach to change management, both for our club committees as well as our club members. I have also attended regional meetings in Narrogin and Moora and found it beneficial to gain a greater understanding of local community issues such as declining membership and working with local councils. In some community newspapers there have been persistent reports of local councils requiring or encouraging clubs to vacate their premises to either amalgamate with another club or move to a new location with other clubs. Bowling clubs seem to be the prime target as they have occupied their premises for many, many years. It should be pointed out that these clubs, like most of our member clubs, have maintained their club and operations only by the voluntary efforts of their members. In Western Australia there are 460,000 club members and up to 60,000 volunteers. It is probably fair to say that a good proportion of clubs are frequented by the more mature person. That does not mean that they are less important and deserving of our consideration. Physically and intellectually, it is vitally important that clubs remain available to enable those people to pursue whatever activity maintains a meaningful lifestyle. Simply put, our clubs are keeping people off the streets and are creating communities. Before councils consider any attempts to take away or change the amenities that club members have built and lovingly maintained, Clubs WA believes that there should be consultation, consideration given, and a dialogue entered into with the club members to explain the reasoning behind the decision. Any attempts to reduce the amenities that have provided enjoyment and well-being to our members, even if for sound reasons, would have a deleterious effect on an important section of our society. Clubs should remain alert and vigilant to any endeavour to reduce or limit the recreation needs of our members. This can only be done through sound governance and strategic planning. I realise the responsibilities of the committee person has increased over time, however Clubs WA is here to assist whether through advice on the line or in person or through our various training programs. Working together, we will continue to ensure our industry adapts and grows into the future.
5 STATE COUNCIL Clubs WA is governed at board level by 12 delegates representing clubs in Western Australia. Currently the board is divided equally by metropolitan and regional representation. The board also consists of four Executive Members - President, Metropolitan Vice President, Regional Vice President and Treasurer. The Executive Committee meet on a monthly basis with the full Committee meeting bi-monthly. In March 2016, our much loved Regional State Councillor Max McDonald passed away. Max was on our State Council for 15 years and was instrumental in the development of our marketing programs. He is sorely missed by Clubs WA State Councillors and staff. 6 CEO S REPORT It has been another busy yet productive year for the team at Clubs WA across all areas of our business. Our work assisting clubs with their constitutions also continues to grow. With changes imminent to both the Liquor Control Act and Associations Incorporation Act, Clubs WA has been developing a new model set of rules for our clubs to use as the framework for revising your own rules. We have met with all major stakeholders regarding the review of the Liquor Control Act, with the aim to ensure the provisions for Temporary and Reciprocal Membership reflect current requirements of the club industry. It is anticipated that changes will be made to the regulations supporting the Act and we are currently working with the Government on our recommendations. The events program continues to grow, to provide our member clubs with more opportunities to develop their club business as well as network across the industry. A specific workshop focusing on increasing revenue and featuring Clubs Australia s CEO was well received by those attending and resulted in more specific workshops being developed on club management. These workshops included discussion topics tailored specifically for Presidents, Secretaries and Treasurers. This year we also celebrated the 10 year anniversary of our Awards for Excellence program, to a sold-out crowd of 469 attendees. Our industry has greatly benefitted from club participation in this program, which continues to serve as a process for continued improvement in our clubs as well as being an important reason to celebrate our industry and those that dedicate themselves to improving their club and local community. Clubs WA remains heavily reliant on our training income to subsidise membership and services. The reintroduction of online training for responsible service of alcohol (RSA) in New South Wales led an increase in training revenue; supplemented by strong ACT sales for RSA and strong sales nationally for food safety training. Karen Giles Chief Executive Officer This year we provided member clubs with a 50 per cent discount off all our training courses, which to date has only been modestly taken up. Through our work with Clubs Australia Industrial, the state viewpoint on part time and casual rates has been raised to authorities, with the aim to protect the unique employment nature of WA Clubs. The workplace relations service team at Clubs Australia Industrial continues to lobby on behalf of our industry on these and other employment related issues; as well as providing day to day support for our clubs on industrial relations concerns. The highlight of the year for me is our workshops and the visits to regional meetings throughout the state. This year I was fortunate to discuss local issues and compliance matters with clubs from a number of our regional zones: Great Southern; Esperance; Goldfields; Moora; Great Eastern Country; and Central Country. I look forward to visiting more zones in the next year and listening to the needs of clubs at the local level. Thank you to the team at Clubs WA for your continued hard work: Linda Soerianto; Bob Shanks; Holly Hazel; Michelle Hall; Bella Johnstone; and Juanita MacDonald who have continued on with ensuring quality services to the club industry despite a tough economic environment. Thank you also to our President and State Councillors, all of whom continue to provide our team with the support required to grow our association and our industry. Looking forward, we continue to work on our member services, particularly with the new Associations Incorporation Act and developing constitution templates specifically for the club industry. As your industry body, we will also be developing more workshops around building your club business and training for committee and club roles to ensure compliance with the increasing amount of regulation and governance required for clubs.

Issues addressed at the national level this year have included: Clubs Australia and the American Gaming Association (AGA) united to call for a global approach to tackling the unregulated, unsafe and un-taxed illegal online gambling market. The two organisations also committed themselves to forming an international alliance on the issue, in which both parties will collaborate to raise awareness of the risks of illicit gambling websites, and work on measures to prevent their spread. Clubs Australia Industrial is also lobbying the Federal Government in support of the Productivity Commission s inquiry into Australia s workplace relations system. Clubs Australia Industrial, on behalf of the club industry, is pushing for a workplace relations system which provides the flexibility businesses need to meet the changing demands of society as well as the flexibility employees need to accommodate work/life balance. Clubs WA continues our representation of this umbrella association to provide a voice for clubs in Western Australia at the national level. We also acknowledge the strong relationships with our sister organisations in NSW, ACT and SA with partnership arrangements for the supply of online Responsible Service of Alcohol courses in these states. 8 HOSPITALITY ALLIANCE TRAINING Bob Shanks Operations Manager Clubs WA provides training to the club industry and other hospitality services via classroom training at our offices in Cockburn as well as providing training onsite in the metropolitan and regional locations. The training department for Clubs WA has been accredited with Education Institution status and the online training portal is permitted to carry the.edu web address. The online training portal for Clubs WA is still positioned to provide quality training for the Club industry in Western Australia, but also allows Clubs WA to provide training for all States and Territories of Australia. We work closely with our Clubs Australia partners around Australia to ensure a good learning outcome for their employees and volunteers. WESTERN AUSTRALIA All Clubs WA members receive a 50 per cent discount off any course offered through Hospitality Alliance Training (HAT). Available training courses, and member prices include: Responsible Service of Alchol - $22.50 SITHFAB002 - provide responsible service of alcohol Approved Manager - $69.50 MLPLCA401A - manage legislative responsibilities for the sale, supply and service of liquor Club Managers Training - $38.00 GOV101 - good governance in the club industry Food Handler - $10.00 SITXFSA001 - use hygienic practices for food safety Food Supervisor - $47.50 SITXFSA002 - participate in safe food handling practices Customer Service - $15.00 CS provide excellent customer service LIQUOR INDUSTRY The RSA course is sufficient evidence of training for persons who need to be an Approved Manager at your club. The Club liquor licence type only requires a person with a Restricted Approved Manager ID card to be on duty. It is recommended that all Club Managers and Bar Managers complete the full MLPLCA401A approved manager training to be better informed about licensing conditions and responsibilities for your club - however this is not a mandatory requirement.
9 FOOD INDUSTRY SUPPORT FROM CLUB MEMBERS We continue to provide the basic food handler course for only $10 to our members. Clubs WA subsidises the cost of the course so that all clubs can provide their key personnel with quality cost-effective basic food handler training. The course, despite its low cost, provides a nationally recognised training statement of attainment in SITXFSA001 use hygienic practices for food safety. Food Safety Supervisor: It is recommended that all clubs have satisfactorily trained Food Safety Supervisors at your premises to minimise risk and potential hazardous operations. This is not a mandatory requirement unless directed by your local authority. CLUB MANAGEMENT Clubs WA has developed a suite of courses to provide your committee and volunteers with up-to-date information about the management of your club. The training is delivered in three (3) modules, which are made up of 15 units. 1. Compliance 2. Management 3. Managing Risk Ensuring compliance with all Western Australian Acts and Regulations is a major part of every Committee s duty of care. In the past financial year, 127 different clubs used our training services to provide excellent learning outcomes for their committee, staff and volunteers. NATIONAL TRAINING We continue to provide training in all States and Territories of Australia, with RSA in New South Wales now active again. Our Club partners around Australia continue to promote our services and we are also the nominated trainer for several large national employer groups. FUTURE Looking forward - we are very excited about continuing on the success of our workshops. The excellent feedback received from all our focus sessions especially on the role of your Marketing/ Events Management, the role of your President, Club Secretary and your Club Treasurer, has been very gratifying for the Clubs WA team and the industry specialist presenters. In we will be providing even more workshops, with a renewed focus on member retention (and attraction) to increase participation levels at your club so that you can continue to be the heart of your local community. 10 MEMBER DEVELOPMENT This year has seen Clubs WA continue its efforts to build capacity across the Western Australian club community through ongoing education, touring regional events, new training courses and increased member engagement. Club Member Training Clubs WA is a nationally Registered Training Organisation (RTO 6226), and our liquor and food safety courses are nationally accredited, and all courses are available to the public. Staff, volunteers, members and guests of our members can receive a 50 per cent discount on all courses. At the beginning of 2015, member clubs were able to take advantage of $20 off any training course offered through our nationally registered training portal, Hospitality Alliance Training (HAT). At the beginning of 2016, Clubs WA increased this discount and now staff, volunteers, members and guests of our members can take advantage of 50 per cent off any course offered through HAT. This allows members to purchase nationally accredited courses for as low as $ In , 160 member clubs totalling to 254 individuals trained with Hospitality Alliance Training. In , 115 clubs totalling to 198 individuals trained with us. This was a decrease of 28 per cent in clubs and 22 per cent in the number of individuals training with us. The courses we provide through Hospitality Alliance Training continue to be the main source of income for Clubs WA, and the reason we are able to continue to develop our member services, and subsidise our membership fees and events. It is important that our members continue to take advantage of our high quality courses, so that we can continue to subsidise member services. CLUB MANAGEMENT WORKSHOPS We have continued with the provision of our regular workshops for Club Committees, Managers and Volunteers. The workshops are proving to be very popular and, apart from the excellent learning outcomes, have proved to be excellent networking forums where current issues are encouraged to be raised and resolutions provided. We purposely limit the numbers available for our workshops to ensure that everyone attending can be included and participate fully. 12 MARKETING & EVENTS Holly Hazel Marketing & Communications Officer Over the past year the Marketing & Events team has strived to meet and exceed goals set for the year, and overall it has been a successful 12-months. I would like to pay special thanks to our volunteers, and marketing and journalism interns over the past year, whom without their support this department would not exist. The goals for were to continue to develop and grow each of our activities, and included: Increase the number ofworkshops for members In the past year we have held 19 events for members, which is almost double of last year s events. Increase club event attendance & participation This year s Awards night, and Conference both saw an increase in attendence, with the Awards night again selling out. Maintain the highest of quality content through the Clubs WA publications The monthly magazine and weekly alerts continue to develop and we continue to receive fantastic feedback from members and Corporate Partners about these essential tools. Grow the Corporate Partners Program This year we have received fantastic feedback from Corporate Partners regarding the value they receive from their partnerships, and the quality of our events and communication tools. EVENTS 2015 Clubs WA Industry Forum & AGM Clubs WA s annual Industry Forum & Expo for the club industry continues to be one of our most important events. In 2015 the event was again held in conjunction with Clubs WA s own Annual General Meeting, and was held at Perth Racing. More than 75 club representatives attended the event, and started the day off by attending either the Social Media workshop presented by Marketing Talk, or a Good Governance workshop presented by Clubs WA. This all day event continues to be subsidised by Clubs WA, and the event saw a small profit. Feedback from this event suggested that we add more industry speakers in the future, and remove Clubs WA s AGM from the event lineup Clubs WA Industry Awards for Excellence In 2016, Clubs WA celebrated the 10 th anniversary of this industry Awards program. 33 clubs nominated for the Awards, and purchased almost 300 tickets for the annual Gala Ball and Presentation night which was held on Saturday 11 June, at Crown Perth. This was another sold out event, with almost 480 attendees in total, most of whom dressed in 1920s Great Gatsby style to fit the theme. The Industry Awards for Excellence program, and the annual Gala Ball is an opportunity to showcase and celebrate the tireless work of the club industry s staff, volunteers and members. For the first time, the coordination for this event was outsourced, and all planning, coordination and execution was undertaken by the fabulous Sandra Azavedo, who s tireless efforts ensured this event was a fantastic success.
13 The Clubs WA team is excited to start coordinating the 2017 Awards for Excellence program and the planning of the annual Industry Gala Ball. The 2017 Ball will be held on Saturday 17 June at Crown Perth, which will also recgnise Clubs WA s 60 th birthday. Workshops and Touring Regional Meetings In Clubs WA introduced a new range of workshops for Clubs WA members, as well as a committed effort by Clubs WA CEO to host free regional meetings across the State. We received fantastic feedback from all events, and we are excited to further develop this member service in the future. COMMUNICATION TOOLS Monthly Magazine, the Service Bulletin The Service Bulletin continues to be the most favoured Clubs WA publication with a readership of more than 1,500 every month. In 2015 the Bulletin continued to alternate between an electronic and hard copy each month. 16 TREASURER S REPORT Chris Richardson Treasurer It is with great pleasure that I present the Clubs WA Inc. audited financial statements for the financial year ending 30 th June The statements are in a different format to previous years reflecting the requirements regarding financial reporting of the new Associations Incorporation Act 2015 which came into force on 1 July The statements confirm that our 2015/16 income was down 4% ($29,576) on 2014/15, however we achieved a reduction in expenditure of 5% ($38,211) on the previous financial year. This has resulted in an increase in year on year cashflows from operating activities of 21% to $52,319 (Statement of Cashflows - page 4 of the statements). The reduction in income is due to a lower training income, by $31,000 overall, but particularly in WA where training has decreased by $41,000. Cash at bank has increased by 50% ($32,372) to a balance of $97,167. During the year we had the land and building of Clubs WA office revalued which has resulted in an adjustment in the accounts to reflect that revaluation. The book value of the property and fit-out in 2009 was $679,213 and it has now been revalued (19 th November 2015) at $575,000, a difference of 15% ($104,213). The current value of $575,000 shows a reduction of 6% ($35,052) from 2014/2015. There is a $130,000 interest only term loan in place secured by the property that is due to mature on 29 th October The Statement of Comprehensive Income confirms that after allowing for a reduction in asset value compared to the previous year of $29,398 that the total Income for the year was $20,663 as opposed to a cash profit from operations of $50,061. During the past year there has been some activity in the sponsors/partners space which has seen some not renew their support whilst some new supporters have joined us resulting in us being able to maintain the level of sponsorship. Overall, we have been able to improve our financial position in a difficult market to the extent that we are now in the best financial position that we have been in for the past four years. 32 2015 AGM MINUTES Welcome Delegates were welcomed by Chairman and Vice President Metropolitan of Clubs WA, Mr Keith Bransby. Minutes of 2014 Clubs WA AGM The minutes of the 2014 Clubs WA AGM were received on motions of Emiliano Barzotto and Mick Smith. Business Arising from 2014 Minutes There being no business arising from the 2014 minutes, the minutes were adopted as a true and accurate record upon motions by Ray Mansfield and Robert Weir. President s Report Delivered by Chairman Keith Bransby. Mr Bransby noted the President s work and thanked State Councillors, the CEO and staff for all their hard work on the financial turn-around. Mr Bransby also thanked MC Don Bartlem for his role in hosting the AGM and Industry Forum over the past six years. The President s Report was accepted on acclamation. Treasurer s Report Delivered by Finance Officer Mr Tom Helm. Mr Helm noted the net profit of $41,425 was higher than expected and largely attributable to the reduction in expenditure by staff. The Treasurer said that he had been a State Councillor for 10 years and felt that after last year the future was looking difficult, and thanked CEO Karen Giles and the team at Clubs WA for their great efforts in creating this turn-around. Consideration and Adoption of Audited Balance Sheet and Accounts: The Audited Balance Sheet and Accounts were adopted on motions of Stan Sherry and Bob Uittenbroek. Appointment of Auditor The Chairman noted that State Council had decided to go to tender for future auditing based on current costings. Upon querying by Robert Weir as to potential issues with losing continuity with changing auditors every year, the Chairman apologised for the confusion and confirmed that the tender would not be on an annual basis and in this instance the tender process would be conducted this year with the intention of the auditor holding a three year engagement with Clubs WA. On motions of Tom Helm and Robert Weir it was accepted that Clubs WA go to tender for an auditor for 2015/16. Returning Officer Report The Returning Officer, Karen Giles, referred to and read page 29 of the Annual Report for the Returning Officer s Report. Clubs WA State Council positions were declared elected and accepted on acclamation. General Business No matters raised by members present. Closure There being no General Business, the meeting closed at 12.15pm. The Treasurer s Report was accepted on acclamation.
33 2016 RETURNING OFFICER S REPORT Clubs WA Incorporated (trading as Clubs WA) Returning Officer s Report 2016 Nominations were called for 6 positions (3 x country, 3 x metro) on State Council in the notice issued to all member clubs in the September edition of Service Bulletin, to be returned by close of business on Friday 23 September Country 3 nominations were received by the due date and there being 3 x 2 year positions as country delegates: Ms Leone Bolto, Mr Greg Hadlow and Mr Stan Sherry (the nominees) are therefore declared elected as State Council Delegates to Clubs WA, for a period of 2 years expiring at the 2018 AGM. Metro 3 nominations were received by the due date and there being 3 x 2 year positions as metro delegates: Mr Don Bartlem, Mr Chris Richardson and Mr Wally Maker (the nominees) are therefore declared elected as State Council Delegates to Clubs WA, for a period of 2 years expiring at the 2018 AGM.
