2 Project Information Purpose It is a legislative requirement to consult on a lease/licence agreement relating to community land that is for a term of greater than five years. Council is proposing to grant a 42 year lease/licence to the South Australian Cricket Association (SACA) for use of Narnungga (Park 25) and is seeking your feedback on this agreement. We would also like to get your feedback on a proposal for a beach sports facility and understand what other elements would encourage you to visit and use beyond sports related activities. Background In 2014 Council completed the development of a Sports Infrastructure Master Plan (SIMP) for the western and southern regional sports areas. These regional sports areas were identified in the Adelaide Park Lands Management Strategy. The Master Plan recommended the establishment of a multipurpose metropolitan sport and recreation activity hub that offers state of the art facilities designed to activate the park for a variety of users. The SACA currently lease a change room facility and licence three western ovals in for cricket throughout the summer. They sub-licence to Lacrosse SA who program junior women s lacrosse on the western ovals during winter. The Old Ignatians Football Club (OIFC) currently lease a change room facility and maintenance shed and licence the eastern oval in. The SACA has indicated that it is willing to partner with the Adelaide City Council and deliver some of the key aspects of the Master Plan, namely: a premium standard cricket and football field, consolidate all the existing buildings into a new multipurpose community sports pavilion; and remove the existing tennis courts and convert into onsite parking. In return for funding these works and continuing to program and maintain these facilities (excluding the car parking), Council is intending to grant a 42 year lease/licence to the SACA for the new building and the four sports ovals. The Master Plan also proposed a floodlit beach sports facility and opportunities for informal recreation including a skate park. Council has commissioned designs for the beach sports facility in, although at this point no budget has been allocated towards it. Council is currently investigating other locations for a new skate park with the State Government. Council has also endorsed a recommendation to identify additional opportunities to complement the planned sports facilities and make an attractive destination for use as both a formal and informal recreation space. Whilst the facilities proposed are consistent with the relevant planning and management documents for the Adelaide Park Lands, it is a legislative requirement to consult on a lease/licence agreement relating to community land that is for a term of greater than five years. Due to the term being greater than 10 years, it is also a legislative requirement to lay the agreement before both houses of parliament. Benefits of the project This project will result in the removal of three buildings that no longer meet the requirements of community sport and are not compliant with the Disability Discrimination Act, and replace them with a fit for purpose contemporary building that services multiple sports. It will also greatly enhance the spectator experience for friends and families supporting community sport in. The ad hoc and unsightly car parking areas will also be removed and replaced with a small car park to the north and a large car park to the south that incorporates landscape treatments to improve the visual amenity and environmental impact of hard surfaces. These improvements will greatly enhance the community sports experience in, whilst a long term lease will ensure the park continues to be used for community sport. The proposed beach sports facility will create a new and diverse sporting and recreational opportunity, with an associated kiosk and public toilets making the park a more attractive informal recreation destination along the Park Lands Trail.
3 Picture 1: SACA Sports Hub - Ariel Perspective Feedback on other aspects to make the park more attractive will be used to inform future planning and improvements to Narnungga (Park 25). Project Impacts The SACA would like the new facilities constructed and operational by the end of This will mean that they will be an interruption to programming of the eastern oval in 2017, with the building servicing this ground to be demolished first. The community tennis courts will be removed and will not be replaced. Car parking will be extremely limited during the period of constructing new parking facilities. With the granting of a lease/licence to the SACA for the new pavilion and sports ovals, the OIFC licence for the eastern oval will be terminated. This was scheduled to expire on 31 August The OIFC will be offered a new 10 year (5 + 5) sub-lease/licence agreement. Timeline Consultation is to be undertaken between 25 July 2016 and 15 August It is anticipated that the results of this consultation be presented to the Adelaide Park Lands Authority and Council in September and October respectively. Frequently Asked Questions Why is the SACA being granted a lease and a licence? The draft agreement includes a lease for the new pavilion, that the SACA will maintain and control access to 24/7. The agreement also includes a licence for the four ovals, which the SACA will maintain and program. However, these will remain open to the general community when not being formally used or maintained. Why is a 42 year lease/licence agreement being recommended? Formal sporting activity has occurred in since the 1920 s. The SACA has maintained the current sports ovals to an excellent standard in for over 30 years, whilst supporting other sports to utilise the fields when not programmed for cricket. The SACA currently employ six curatorial staff to maintain. The SACA is proposing to invest over $8m in to greatly improve participant and spectator facilities and assist Council in realising the vision of the Sports Infrastructure Master Plan for this park, being the establishment of a multipurpose metropolitan sport and recreation activity hub that offers state of the art facilities designed to activate the park for a variety of users. The SACA is committed to maintaining facilities in Narnungga (Park 25) for cricket, lacrosse and AFL along with other complementary sporting uses, including the beach sports facility if it goes ahead. A long term lease will ensure community sport continues to be played in. Will the Old Ignatians Football Club (OIFC) continue using? Yes. The OIFC currently have a 5 year licence for the eastern oval which expires on 31 August Even so, the SACA already undertake the maintenance of the eastern oval and in return schedule cricket on it during the cricket season. If the draft lease/licence agreement with the SACA is supported, the OIFC will be granted a 10 year (5 + 5) sub lease/licence agreement enabling them to continue to schedule AFL games and training on the eastern oval. The OIFC s AFL season will be interrupted in 2017 due to the planned construction works and will need to find a new venue for that period. Why are the six tennis courts not being replaced? The Sports Infrastructure Master Plan recommends removal of the six tennis courts and establishing four beach sports courts. The Master Plan also recommends establishing additional tennis courts in the adjacent park as part of an expansion of the sports facilities licensed by Adelaide High School. Will these works increase the built ground footprint in? No. The new pavilion will result in an overall reduction in building ground footprint by 60%. In total floor area, there will be an increase from 915 square metres to 1,200 square metres.
4 Will these works increase the car park footprint in Narnungga (Park 25)? No. The new car park areas will be 13% smaller, but will facilitate more formal parking spaces and feature improved landscape features including permeable paving and landscape swales. A total of 136 parking spaces are planned. Who will be able to use the new car parks? The smaller northern car park will be managed for maintenance and operation vehicles only. The larger southern car park will be managed to prioritise access by people using the facilities in. Over the coming months, Council will be investigating ways to ensure this occurs. Why is onsite parking being provided? includes four full size sports fields and there is virtually no on street parking available due to the high volume roads and bicycle lanes surrounding the park, restricting on street parking opportunities seven days a week. As such, onsite parking is critical to supporting community sport in. Who will be able to use the central pavilion? The central pavilion will be available to the community during its opening times, as determined by the sporting fixtures occurring in the Park. Access to the change rooms will be limited to sports participants, with separate public amenities provided within the pavilion. An additional set of change rooms has been planned to support use of the beach sports facility. Functions will be restricted to sport related activities, e.g. awards presentations, end of season events, game reviews, players/officials education sessions, etc. Why is a beach sports facility proposed for Narnungga (Park 25)? Council has been working with Volleyball SA for several years to identify a new location for City Beach, which is a beach sports facility managed by Volleyball SA and located on the corner of Pirie St and Frome St. Volleyball SA is supportive of a new beach sports facility being established in as part of a metropolitan sports hub. The site selected is prominent from the road, is accessible by tram and will be within a short walk of the new biomedical precinct and the University of South Australia. The proposed design of the beach sports facility includes a kiosk and public toilets to support use of the park for informal recreation. The beach sports facility will bring activation to the park at night, with lighting proposed to support night time programming. The new central pavilion will incorporate additional change rooms to support use of the beach sports facility. Who will be able to use the beach sports courts? Funding and management of the beach sports facilities are still to be determined but it is envisaged that the courts will be available during set opening times with a fee payable to use them. It is not intended to be for elite sport, but rather for recreational and social beach games including volleyball and soccer. Who will be able to access the kiosk? Funding and management of the beach sports facilities are still to be determined but it is envisaged that the kiosk will be accessible to everyone using the park. Will there be lighting in? Yes. Lighting of the eastern oval will be retained and it is proposed that the beach sports facility will have lighting. Lighting will be provided within the southern car park along with feature lighting around the central pavilion. How do I provide my feedback?
