3 BRIEF HISTORY CELEBRATING 95 YEARS Long Beach Airport was founded in 1923 by Earl Daugherty, Long Beach s pioneer aviator. The first transcontinental flight landed in Long Beach in The terminal building was built in 1941 by local architects Austin & Wing, and is a registered City of Long Beach Historical Landmark. The terminal design is in the iconic Streamline Moderne style. Federally funded floor mosaic masterworks, created by artist Grace Clements under the Works Progress Administration/ Federal Art Project (WPA/FAP), served as the finishing touches on the building and have been recently restored. Long Beach Airport is the oldest municipally owned airport in California. Long Beach Airport has had a rich history as an important aerospace manufacturing facility, dating back to the Douglas Aircraft Company, which moved from Santa Monica to found its military aircraft division in Long Beach in 1940, and through its successors, the McDonnell Douglas and Boeing Company. Long Beach Airport was the home of many early aviators such as Amelia Earhart, Kay Daugherty, Glenn Curtiss, Gladys and Lloyd O Donnell, and Monty Montijo. 2

5 ECONOMIC IMPACT The Long Beach Airport Aviation Complex supports 45,000 jobs and generates more than $10 billion into the regional economy, according to a study done by Jacobs Engineering. The Long Beach Airport Aviation Complex is directly responsible for supporting nearly 9,000 local jobs, or 6.4 percent of all jobs in Long Beach Regionally, the Long Beach Airport Aviation Complex directly supports 19,000 jobs; these jobs in turn created an additional 26,000 jobs, raising the total employment impact within the region to 45,000 jobs The average employment wage in the Airport s complex is $69,750 which is $9,000 more per year than the Los Angeles County average The Long Beach Airport Aviation Complex houses 162 business establishments The value of the output directly associated with the business enterprises on site at the Long Beach Airport Aviation Complex is $5.8 billion The total impact at the regional level is $10 billion Annual related payroll for the Long Beach Airport Aviation Complex is $1.8 billion, while total regional earnings surpass $3.4 billion Finance: Long Beach Airport operates without support from the City s General Fund or taxpayer dollars Airport revenue is generated from user fees, airline rates and charges, parking operations, car rentals, food, beverage, and retail concessions, land leases, ground transportation and other enterprises Long Beach Airport is somewhat unique among municipal airports, in that the Airport property includes a mix of commercial Class-A office buildings, industrial facilities and a municipal golf course Nearly $12 million of the Airport s annual budget pays for city services that support Airport operations New passenger concourse: $45 million funded by Airport revenue bonds, and Passenger Facility Charges Passenger traffic was estimated at 3.8 million in 2017, which represents year-over-year traffic growth of 33% The project revenue operating budget for 2017 was $47 million, while the expense budget is $29 million 4

6 AIRPORT MODERNIZATION PROJECT Long Beach Airport (LGB) reinvented itself with the grand opening of a new passenger concourse on December 12, 2012 and created a resort-like, relaxed atmosphere for travelers. Construction for Terminal Area Improvements Project (Phase I) began in 2010 and included: Modernization of its historic terminal A new parking structure (Parking Structure B) completed in 2011 New dual-cab elevator and an open-air stairway replacing an old tower housing both the elevator and stairway Creation of new passenger vehicle exit point Modernization of interior and exterior lighting with the installation of LED lights throughout the structure A new ticketing lobby TSA in-line checked baggage screening facility Consolidated baggage claim Relocation of rental car customer transaction services to the existing terminal building Air carrier ramp improvements A new passenger concourse Parking Structure A renovations began in January 2017 and were completed in November The parking structure reopened to the public on November 13, 2017 with the following new improvements: Aesthetic improvements including repainting and relandscaping Implementation of wayfinding sign program and restriping of parking spaces throughout the structure LGB is preparing for major improvements to the terminal area (Phase II of Terminal Area Improvements Project) totaling more than $65 million in construction cost. Future improvements include: Upgrades of the existing terminal, including structural, HVAC, mechanical and electrical improvements Additional pre-security restrooms and concessions Enhancement of existing meet-and-greet plaza Ground transportation improvements 5

7 NOISE Long Beach Noise Compatibility Ordinance, adopted in 1995, ensures Long Beach is one of the strictest noise-controlled airports in the United States. Long Beach Municipal Code (LBMC) Chapter 16.43, commonly referenced as the LGB Airport Noise Compatibility Ordinance, reflects consensus, derived through an extensive litigation history, between the City of Long Beach, FAA, communities and various aviation stakeholders on the nature and extent of aircraft operations and noise occurring at Long Beach Airport. The Ordinance is grandfathered under the Airport Noise and Capacity Act of 1990, and for over 20 years has balanced the development of facilities and the growth of operational capacity with the legitimate environmental concerns of the surrounding communities. Forty-one commercial flights per day is the minimum allowed under the Noise Ordinance. The maximum number of commercial flights is determined by measured noise levels. We encourage the airlines to operate as quietly as possible by permitting increases in the number of air carrier flights if, as a group, the air carriers are below the noise budget. The noise budget was established based on noise data from the baseline year of Additional flights can only be added if it is determined that the additional flights will not exceed the air carrier Community Noise Equivalent Level (CNEL) budget limits. In December 2015, based on an analysis of measured noise level data from October 1, 2014 through September 30, 2015, it was determined that an additional nine Supplemental Air Carrier flight slots must be allocated to comply with the requirements set forth in the Noise Ordinance; however, noise levels will still be maintained at the baseline levels. Fifty commercial flights per day are currently allowed at the Airport. The Airport has a state-of-the-art system to monitor aircraft operations and noise levels to enforce the Airport Noise Compatibility Ordinance. The Airport Noise and Operations Monitoring System (ANOMS) is a key tool used by the Airport to protect our communities. There are 18 noise monitors located throughout the City. These monitors operate 24/7. The Airport has a budget of nearly half a million dollars a year devoted to monitoring and reporting aircraft noise. It is the goal of the City, pursuant to the Ordinance, that no communities are exposed to a CNEL of 65 dba or greater, consistent with State regulations and Federal guidelines. Noise of military and public aircraft is excluded. Long Beach Airport is open 24 hours, but within those 24 hours, there are different Single Event Noise Exposure Level (SENEL) limits. If the airlines operate after 11 pm, they receive a monetary fine. 8 OPERATIONS Long Beach Airport (LGB) supports a healthy general aviation community with 260,500 annual operations, including 106,500 itinerant general aviation operations. Airport Overview: The Long Beach Airport Aviation Complex consists of 1,166 acres The main runway (10,000 feet) can accommodate the largest aircraft in the world Nonstop flights to 16 U.S. destinations Five commercial air carriers serve LGB: American Airlines Delta Air Lines Hawaiian Airlines JetBlue Airways Southwest Airlines 3.8 million annual commercial airline passengers, which is nearly seven times the population of Long Beach Passenger traffic grew 33% in ,600 tons of cargo transported via LGB annually 7

9 LGB manages a variety of operations, including: Commercial Corporate jets and charter flights General aviation Law enforcement and rescue (Long Beach Police helicopters, Los Angeles Sheriff s Department, rescue helicopters, medical flights) Landside operations Assist with airline passenger flow Assist with security issues Provide customer service Operate lost and found Flight schools Air cargo, including FedEx and UPS Banner tow service Military and government aircraft Experimental aircraft, sea planes, vintage aircraft Civil Air Patrol Airside operations Recapture and relocate wildlife Monitor airfield and construction projects Report safety hazards Identify aircraft Inspect terminal buildings, parking lots, and tenant leaseholds Ground transportation taxis, shuttle buses, rideshares, parking 8

10 ENERGY CONSERVATION AND SUSTAINABILITY The efficient use of energy and the incorporation of green power are critical factors in developing and maintaining sustainable operations at Long Beach Airport (LGB). Stormwater Treatment: Construction of the Los Cerritos Channel Sub-Basin 4 Stormwater Capture Facility Project within a portion of the LGB property The new underground facility will divert stormwater and non-stormwater runoff from flowing into the Los Cerritos Channel to the new stormwater capture system The stormwater will be treated, thereby preventing the transport of metals and bacteria constituents that would otherwise flow downstream into the Los Cerritos Channel Estuary, the Alamitos Bay and City beaches In addition, all streetlights along Donald Douglas Drive, Barbara London Drive, and within the Ground Transportation/ Cell Phone Waiting and Rideshare/Taxi and Rental Car Facility Parking Lots, will also be replaced with LED fixtures The new LED fixtures conserve energy by using lower wattage and providing the soft neutral white illumination, which is superior to the orange glow produced by the HPS lights The first phase is being funded by an $11-million CalTrans grant and will divert up to 14 acre-feet (AF) of stormwater from the Los Cerritos Channel Once fully constructed, the project will capture and divert up to 147 AF of stormwater over a 24-hour period from the Los Cerritos Channel Parking Structure A: Parking Structure A Improvement project includes replacement of over 240 High Pressure Sodium (HPS) fixtures with light-emitting diode (LED) lights The fixtures also have longer lifespans (100,000 hours or 20 years of 12 hours/day operation) and employ smart control technology to modify the brightness based on available ambient light The increased light level will enhance the safety and security of the parking garage and areas surrounding the Airport 9

11 Waste Management: Contractors are required to: Achieve end of project rates for salvage/recycling of 95 percent by weight of total nonhazardous solid waste generated by demolition and construction Practice efficient waste management in the use of materials in the course of the work Use all reasonable means to divert construction and demolition waste from landfills and incinerators Facilitate recycling and salvage of materials HVAC: The Historic Terminal HVAC Replacement project includes the replacement of an air handling unit, condensing unit, and associated ductwork and piping The new 75-ton unit is a more efficient unit that has a rated Seasonal Energy Efficiency Ratio (SEER) of 11.0, compared with the older equipment that has approximately 5.5 SEER In addition, the new equipment is equipped with state-of-the-art electric/electronic controls for optimized energy savings It also includes economizer for free cooling, diagnostic and fault detection per 2016 Title-24, and state codes Renewable Energy: City of Long Beach Public Works, in coordination with Long Beach Airport, is executing a Solar Energy Power Purchase Agreement with PFMG Solar Long Beach, LLC The City of Long Beach and Long Beach Airport seek to reduce its carbon footprint and reduce the City s cost to purchase energy by increasing the use of renewable energy Proposed solar project to be installed by PFMG under a PPA and solar site easement agreement will generate cost savings One of the proposed sites is Parking Structure B at Long Beach Airport The anticipated benefits of entering this PPA include a projected present value savings of approximately $4.5 million ($9.5 million cumulative over 25 years) The installation of the proposed solar PV system will significantly reduce the carbon footprint of the affected facilities since their energy usage will be partially, or in some instances, entirely offset with renewable energy 10

12 PARKING STRUCTURE A IMPROVEMENTS Renovations to Parking Structure A began in January 2017, and were completed in November The renovation project was awarded to R.J. Daum Construction Company. Total construction cost was $4.8 million. Overall local hires for the project were 67%, exceeding the City s goal of 40%. The structure contains more than 1,000 parking spaces, including 21 Accessible parking spots. Improvements to the structure allow for enhanced pedestrian and vehicle traffic flow, and consist of: New dual-cab elevator tower with glass windows overlooking the Historic Terminal and LGB airfield New outdoor metal stairwell adjacent to the elevator tower New dual-lane passenger vehicle exit Implementation of Airport wayfinding sign programs Significant aesthetic improvements, including interior and exterior paint and landscaping areas surrounding the structure Restriping throughout the parking structure Green components include: Replacement of over 240 High Pressure Sodium (HPS) fixtures with new energy-efficient LED lighting, providing superior illumination that promotes safety and security The new LED fixtures conserve energy by using lower wattage and providing soft neutral white illumination Additional construction materials consisted of: Nearly 20,600 lbs. of rebar 63 tons of asphalt Over 97,000 lbs. of steel used to erect the elevator, staircase, and bollards The fixtures have a longer lifespan than HPS fixtures (100,000 hours or 20 years of 12 hours/day operation) and employ smart control technology to modify the brightness based on available ambient light Addition of 80 Clean Air Vehicle parking spaces as required per California Green Building Standards Code 294 cubic yards/588 tons of concrete 500 gallons of paint 42,000 ft. of electrical wire and 11,000 ft. of electrical conduit 11

13 GROUND TRANSPORTATION Long Beach Airport has a diverse ground transportation program. On October 1, 2017, a new fee schedule went into effect at the advisement of two ground transportation studies conducted by Frasca and Associates and InterVISTAS. They include: Taxis Long Beach Yellow Cab is currently the sole taxi provider at Long Beach Airport $2.00 per-trip fee (pick-ups and drop-offs) Transportation Network Companies (TNCs) Five TNCs are currently permitted: Lyft MVN2 Opoli Uber Wingz $3.00 per-trip fee (pick-ups and drop-offs) Non-Reservation Based Shared-ride vans, free-call shuttles, door-to-door shuttles Airport will issue a competitive bid for an exclusive shuttle company in 2018 $6.00 per-trip fee (pick-ups and drop-offs) Courtesy Vehicles Reservation Based Limousines, vans, shuttles, luxury SUVs, other charter-party carriers (TCP) Per-trip fee based on vehicle size Five or fewer seats: $1.00 per-trip fee (pick-ups and drop-offs) Six to 14 seats: $1.50 per-trip fee (pick-ups and drop-offs) 15 seats or more: $5.00 per-trip fee (pick-ups and drop-offs) Hotel shuttles Off-site rental car company transportation $1.50 per-trip fee (pick-ups and drop-offs) 12

14 LGB ACCOLADES, AWARDS, AND REVIEWS LGB Articles: Long Beach Airport won Condé Nast Traveler Magazine s Readers Choice Award for Top 10 U.S. Airports in 2017, 2016, and 2015 The classic 1940s-era terminal in Long Beach, California, reminds people of the glamour of flying, but it s the newer concourse that really makes the airport shine. Lined with palm trees (that shade an outdoor wine bar), the airport makes you feel like you re still in Southern California, rather than limbo between work and life.
