2 The Community City of Long Beach Ideally located on the Pacific Ocean, the City of Long Beach, California (population 462,257) is frequently described as a series of strong, diverse interwoven small communities within a large city. Serving the K-12 student population, the Long Beach Unified School District consistently ranks among the top 10 urban school districts in the country. Covering approximately 50 square miles, Long Beach is supported by a wide mix of industries with education, health and social services, manufacturing, retail trade and professional services. While it offers all the amenities of a large metropolis, many say Long Beach has the added benefit of having maintained a strong sense of community and cohesiveness despite its size. Long Beach is the seventh largest city in California and celebrates its vibrant diversity. The City proudly promotes a healthy and connected community that supports active living where people of all ages enjoy a walkable, bikeable and livable environment. The City has the following ethnic breakdown: 40.8 percent Hispanic, 29.4 percent White, 13.0 percent Black, 12.6 percent Asian and 4.2 percent all other ethnicities. A superb climate, quality schools, a vibrant downtown and a wide variety of neighborhoods help make Long Beach one of the most livable communities in the country. The Government City of Long Beach Long Beach is a full-service Charter City governed by nine City Council members who are elected by district and a Mayor that is elected at-large. Elected officials also include the City Attorney, City Auditor and City Prosecutor. The Council Members and the Mayor are subject to a two-term limit, which allows them to serve for a maximum of eight years. The City Council appoints a City Manager and a City Clerk. The City Manager is responsible for the efficient administration of all City departments, excluding those under the direction of a separately elected official, Board or Commission. Long Beach is a full service City providing all traditional public services. In addition to its traditional services, Long Beach also maintains one of the world s busiest seaports, which serves as a leading gateway for international trade. The City also has its own full-service commercial airport, a Gas & Oil Department and is one of only three cities in California with its own Health Department. Long Beach is supported by a total FY2016 budget of approximately $2.7 billion, with the General Fund budget totaling $427 million. More than 5,800 full and part-time employees support municipal operations with the majority being represented by nine employee associations.

3 The Airport Long Beach Airport (LGB) Serving the Long Beach area since 1923, the Long Beach Airport (LGB) is an important transportation and business hub for the southern Los Angeles County and northern Orange County areas. Strategically located approximately half-way between downtown Los Angeles and Orange County, LGB has been a vital partner in the economic growth of Long Beach for almost a century. This economic activity began with some minor military aviation activity which then evolved into the largest Douglas Aircraft manufacturing facility in the 1940s. LGB now has over 200 businesses on and immediately adjacent to the Airport including Virgin Galactic s LauncherOne design and production facility. The Airport now supports around 18,000 jobs and has a total economic impact of $6 billion per year. Four major airlines provide nationwide service through the recently upgraded terminal. jetblue, Southwest, American Airlines and Delta Air Lines along with numerous smaller charter operators recorded just under 1.3 million passenger enplanements in calendar year 2015; the vast majority of which were Origin & Destination in nature. Adding to LGB s economic strength, FedEx and UPS landed just over 55 million pounds of cargo last year. This activity in 2015 combined with a healthy general aviation component, provided LGB with just over 250,000 aircraft operations. As part of the many successes at LGB, the airport has received awards and recognition for its work in recent years. Included in those successes are, BBC list of the 10 most beautiful airports in the world 2014 (the only US airport on the list); Fodor s Travel list of the top 10 airport terminals (2014); Trip Advisor Award of Excellence and rated #1 attraction in Long Beach; ACI-NA Best Food and Beverage Program (small airport); California Transportation Foundation Project of the year; American Public Works Association Southern California Transportation Project of the Year; Long Beach Heritage Preservation Award; American Red Cross Hal Ball Good Neighbor Award; along with Yelp and Trip Advisor 4.5 star ratings. Long Beach Airport was named USA Today Readers Choice 2016 Award Winner for Best Airport for Dining. In 2016, Airport Revenue News awarded LGB the Best Concession Program Design (small airport category). All of this plus the splendid climate of SoCal make the Long Beach Airport an outstanding facility and an excellent place to live, work and play. The airport's runway/taxiway system currently consists of five paved asphalt runways (RWYs 12/30, 7L/25R, 7R/25L, 16L/34R, 16R/34L). This includes two separate parallel runway systems. The Airport s runway system will be reduced from five to three asphalt paved runways when runways 16L/34R and 16R/34L are decommissioned by the FAA. The Long Beach Airport is one of the strictest noise-controlled airports in the nation. The LGB Airport Noise Compatibility Ordinance specifies maximum cumulative noise levels, maximum single-event noise levels and limits the number of commercial operations and scheduled flight hours to ensure aircraft operations are compatible with the surrounding land uses. Compliance with the Ordinance is verified via the Airport Noise and Operations Monitoring System (ANOMS). Preservation of the Noise Compatibility Ordinance is critical to the City and surrounding community and is a key task for airport staff.

4 As the home to one of the nation s first flight schools, LGB has a proud tradition of service to General Aviation. Today, the Airport has a vibrant General Aviation community and, with almost 400 based aircraft, is one of the busiest General Aviation airports in the nation. Consisting of private operators, world-renowned flight schools and award-winning fixed base operators, General Aviation is a vital component of LGB s diverse aviation community. The airport is home to the Gulfstream Aerospace Corporation Completion and Service Center. This is the only such facility in California for servicing Gulfstream business jets including the highperformance G650ER. Fostering a positive environment for the continued success of General Aviation is a key performance measure. The Position Airport Director The Long Beach Airport is looking for a dynamic, approachable and experienced manager to direct the airport s operations, continuous improvement and efficiency. We are seeking a professional with extensive airport operations knowledge and management experience in the airport and aviation industry, coupled with strong leadership, strategic planning and capital project planning experience. This position requires public exposure with frequent interactions with government officials and representatives, airport tenants and users, as well as other airport stakeholders, including the general public. The candidate must be able to drive the vision, develop goals, objectives and metrics aligned with the City mission and policy. The Airport Director will manage over 400 contracts, leases and commercial use permits, requiring a candidate with a sound understanding and application of property and lease management and negotiation. This position will lead a diverse classified staff of more than 80 employees, and must collaborate with other City departments to accomplish the airport goals. With this understanding, the Airport Director will need to be a poised communicator, work in partnership with stakeholders and be a solid team builder. Most importantly, the Airport Director will ensure the airport is operated and maintained in a safe, secure and financially sound manner to protect the health and safety of airport users, employees, the surrounding community as well as the community s interests. Major Goals & Objectives With a mindset on collaboration, leadership and a balanced facility management approach, the airport director will be expected to focus their efforts in a variety of directions. Several of the new director s focal points will be to maintain trust and rapport with the general aviation community while maintaining the commercial airline relations, continuing to enhance relationships with the airport neighbors and community and manage various airport wide improvement projects. Minimum Education & Experience Graduation from an accredited college or university with a bachelor degree in airport/aviation management, business or public administration, business management or a related field. A master degree in business, airport management, public administration or a related field is preferred. A minimum of 7 years of progressive leadership experience at commercial service airports is required, with an Accredited Airport Executive (A.A.E.) preferred. The Ideal Candidate The ideal candidate will possess strong organizational and management skills, be able to quickly acquire and use knowledge of the City s organizational structure, operational policies and procedures. In addition, the candidate will also have proven leadership in planning, developing and directing the activities of the airport through subordinate managers. The ability to develop strong partnerships within the City of Long Beach and human capital development skills are a must. The selected candidate will need extensive knowledge of airline business practices, airport operations, financial modeling, property management, federal agencies and regulatory processes and procedures. A solid understanding of the principles, practices, procedures and philosophies of airport administration along with knowledge of applicable federal and state laws, rules and regulations governing airport and personnel management is absolutely necessarily.

5 This candidate will need to be a great communicator with excellent interpersonal skills, a welcoming demeanor, great leadership ability, strong team work approach, politically astute and good decision making skills. Compensation The salary for this position is in the low $200,000 s. The final hiring salary will be based on the qualifications and experience of the right candidate. Management Benefits The City s compensation package also encompasses an attractive benefits package that includes: Retirement City offers CalPERS with a benefit of 55 for Classic members or 2% at 62 for new members as defined by PEPRA, subject to the limitations set by PERS. Employee pays the employee portion. The City also participates in Social Security. Vacation Twelve (12) days after one year of service; 15 days after four years, six months of service; 20 days after 19.5 years of service. Executive Leave Forty (40) hours per year. Sick Leave One day earned per month; unlimited accumulation; conversion upon retirement to cash credit toward health and/or dental insurance premiums, or to pension credits. Holidays Nine designated holidays per year, plus four personal holidays to be used at the employee s discretion. Transportation Allowance Health and Dental Insurance The City offers an HMO and PPO option for health and dental insurance coverage. The City pays major portion of the premium for employee and dependents depending on the health/dental plan selected. Life Insurance City-paid term life insurance policy equal to three times annual salary to a maximum of $500,000. Disability City-paid short-term and long-term disability insurance. Flexible Spending Account Optional election for employees to reduce taxable income for payment of allowable childcare or medical expenses. Management Physical Annual City-paid physical examination. Deferred Compensation 457(b) Plan Optional for employee contribution to a supplementary retirement savings program available through ICMA Retirement Corporation.
