Appropriate additional funds to design the Taxiway A Rehabilitation Project - Phases 2 and 3 at Van Nuys Airport in the amount of $2,500,000 to HNTB Corporation for a total appropriation to date of $4,700,000. RECOMMENDATIONS: Management RECOMMENDS that the Board of Airport Commissioners: 1. ADOPT the Staff Report. 2. DETERMINE that this action is categorically exempt from the California Environmental Quality Act (CEQA) pursuant to Article III, Class 1 (3) of the Los Angeles City CEQA Guidelines. 3. 2 DISCUSSION: 1. Purpose HNTB Corporation, through Contract No. DA-5162 provides professional engineering design and construction support services for the phased rehabilitation of Taxiway A and B at Van Nuys Airport (VNY). Implementation of the necessary improvements are scheduled with multiple projects, which have been phased over a four (4) year federal grant calendar to maximize grant reimbursements and minimize operational impacts during construction. The first project, Taxiway B - Phase 1 will begin construction in January This request to appropriate funds is for engineering design services for the design of the remaining rehabilitation of Taxiway A - Phases 2 and 3 projects at VNY. 2. Prior Related Actions December 1, Resolution No The Board of Airport Commissioners (Board) approved award of five year Contract to HNTB Corporation: covering professional engineering design and construction support services for the Taxiways A & B and Service Roads Rehabilitation Project at VNY, for a cost not to exceed $5,860,000 and appropriation of $2,200,000 for Phase 1. February 16, Resolution No The Board approved the acceptance of a Year 2017 Federal Grant Offer with the Federal Aviation Administration (FAA) for the balance of construction and soft costs for Taxiways A & B Rehabilitation Project at VNY. In September 2017, LAWA executed an FAA Airport Improvement Program (AIP) Grant Agreement in the amount of $12,435,189 for this project, with the intention of applying this funding to cover design and a portion of construction costs for Taxiway B Rehabilitation. May 17, Resolution No The Board approved authorization to advertise Notice Inviting Bids for the Construction of Taxiway B Rehabilitation - Phase 1 Project at VNY. June 14, Resolution No The Board approved the acceptance of a Year 2018 Federal Grant Offer and Execution of Grant Agreements with the FAA for the Taxiway A & B Rehabilitation - Phase 1 Project at VNY. August 16, Resolution No The Board approved a Reimbursable Agreement No. AJW-ON-AAC-18-AC with the FAA for the Taxiway B Rehabilitation - Phase 1 Project, at VNY in the estimated amount of $30,005 for flight inspection services associated with the Taxiway B Rehabilitation. This project will repair and replace the pavements and surrounding impacted area to provide a safer aircraft operating area.

3 3. Current Action Maintaining facilities and operations at VNY is of paramount importance. The pavements on Taxiways A & B are deteriorating and it is no longer economically practical to continue maintenance. This project will repair and replace the pavements and surrounding impacted area to provide a safer aircraft operating area. Initial phasing assumed three separate construction projects to coincide with anticipated FAA grant funding cycle as well as to minimize operational impacts to the tenants. VNY has two parallel runways including one main 8,000-foot long runway equipped with a full instrument landing system, as well as a 4,000-foot long runway primarily used for training. VNY Aircraft Operating Area L ' Taxiway Phase 1 Area Taxiway A - Phases 2 & 3 Area Taxiway B (Phase 1) Taxiway B is the primary north/south taxiway located east of Runway the smaller Runway 16L-34R and adjacent to Runway 16R-34L on the south end. Phase 1 of the VNY Taxiway rehabilitation program started with Taxiway B, by reconstructing the pavement, connector taxiway, and improving airfield lighting, signage, pavement marking and drainage improvements. Taxiway A (Phases 2 & 3) Taxiway A is the main north/south taxiway located immediately west of Runway 16R- 34L and provides for the ground movement of aircraft between the north and south ends of the airfield. It is the primary taxiway used by aircraft accessing the main runway, Runway 16R- 34L. Taxiway A supports approximately 70 percent of the ground movements of jet aircraft at VNY. Phases 2 and 3 of this project is the reconstruction of Taxiway A. This second project, packaged as one design and construction package, will reconstruct approximately 8,000 feet of taxiway pavement from Taxiway R to Taxiway C at VNY. The project rehabilitation will include full reconstruction of the deteriorated Taxiway A pavement, connector taxiway reconstruction, airfield lighting and airfield signage improvement, pavement marking and infield grading and drainage improvements. This project will require extensive coordination and phasing with the tenants, airfield operations and the FAA to mitigate operational impacts and maintain lease access during construction. This includes providing complete engineering services during the development and design of the construction plans and specifications. The services provided include: Field Surveys and Geotechnical Investigations Basis of Design Report Preparation of existing condition assessment Coordination of design with FAA, Airlines, tenants and other agencies Preparation of studies, plans and exhibits Submission of Building Permit Plan Checks and preparation of bid documents Provided full design services in compliance with all FAA Advisory Circulars Preparation of Safety Plans Evaluation of construction phasing options, potential impacts and preparation of construction estimate Prepared full set of Plans and Specifications, including construction-phasing documents Provide support services during construction bidding period, construction and preparing conformed plans and specifications. HNTB is the Engineer of Record for the VNY Taxiway B Rehabilitation - Phase 1 project, and prepared the plans and specifications for the award of contract listed as a separate action, during this Board meeting. After the award of contract, HNTB will continue to provide professional engineering support for the construction of the project. Funds for this construction support are included in the original Phase 1 appropriation of $2,200,000. Today's action to approve the second appropriation will cover design services and preparation of bid documents for Taxiway A - Phases 2 and 3. Action Requested Staff requests the Board to appropriate $2,500,000 for the design of Taxiway A - Phases 2 and 3. This amount is within the awarded five-year contract to HNTB Corporation for professional engineering design and construction support services, in the amount of $5,860,000. Fiscal Impact Taxiway A - Phases 2 and 3 project along with Taxiway B - Phase 1 project are both eligible for ninety percent (90%) reimbursement from the FAA under an Airport Improvement Program

The HNTB Contract was procured utilizing federal procurement requirements and cost under this contract are 90% reimbursable.

5 Fiscal Impact Taxiway A - Phases 2 and 3 project along with Taxiway B - Phase 1 project are both eligible for ninety percent (90%) reimbursement from the FAA under an Airport Improvement Program Grants. The Board accepted a $12,435,189 AIP Grant Offer from the FAA in 2017 for the design and partial construction of the Taxiway B - Phase 1 project. The HNTB Contract was procured utilizing federal procurement requirements and cost under this contract are 90% reimbursable. To date, LAWA invoiced the FAA $1,590,097 for HNTB design cost for Taxiway B - Phase 1 project and received $1,431,087 (90%) in reimbursement under the existing grant. The Taxiway A Rehabilitation Project - Phases 2 and 3, is the second project at VNY that will complete the overall Taxiway A and B CIP program. LAWA anticipates an additional substantial AIP Grant Offer from the FAA before September 30, 2018 for the remaining balance of Taxiway B - Phase 1 construction cost and for the design cost for the Taxiway A Rehabilitation - Phases 2 and 3. LAWA anticipates additional funding from the AIP Grant Offer in 2019 and 2020 to compensate construction costs for Taxiway A - Phase 2 and Alternatives Considered Take No Action Failing to procure professional engineering design services will significantly delay the airfield rehabilitation efforts at VNY. In addition, LAWA will risk losing approximately $5 million in discretionary funds under the FY 2019 AIP if this project is not completed. APPROPRIATIONS: The Taxiway A & B Rehabilitation Project - Phases 2 and 3 Design is a capital project at VNY. Staff requests that funds in the not to exceed amount of $2,500,000 be appropriated and allocated from the VNY Airport Revenue Fund to WBS Element WBS A-701 (Taxiway A & B Rehab Phase 2) and WBS Element A-701 (Taxiway A & B Rehab Phase 3) and other related Board approved capital projects and their respective WBS elements as may be required. STANDARD PROVISIONS: 1. Operation, repair, maintenance or minor alteration of aircraft parking areas, runways, taxiways, is categorically exempt from California Environmental Quality Act (CEQA) requirements pursuant to Article III, Class 1 (3) of the Los Angeles City CEQA Guidelines. 2. The underlying contract was approved as to form by the City Attorney. 3. Actions taken on this item by the Board of Airport Commissioners will become final pursuant to the provisions of Los Angeles City Charter Section 245. Page 5 VNY Appropriation to HNTB rev1.docx

4. As this is a construction project, HNTB will comply with the applicable provisions of the Living Wage Ordinance and the Labor Code of the State of California (Prevailing Wage). 5.

Procurement Services has reviewed this action (File No. 7831) and established a 15% Disadvantaged Business Enterprise (DBE) goal for the project. HNTB committed to 16% DBE participation and has achieved 21% to date. 6. HNTB is required by contract to comply with the provisions of the Affirmative Action Program. 7. HNTB has been assigned Business Tax Registration Certificate number HNTB is required by contract to comply with the provisions of the Child Support Obligations Ordinance. 9. HNTB as approved insurance documents, in the terms and amounts required, on file with Los Angeles World Airports. 10. This action is not subject to the provisions of Charter Section 1022 (Use of Independent Contractor). 11. HNTB has submitted the Contractor Responsibility Program Questionnaire and Pledge of Compliance and will comply with the provisions of the Contractor Responsibility Program. 12. HNTB has been determined by Public Works, Office of Contract Compliance to be in full compliance with the provisions of the Equal Benefits Ordinance. 13. HNTB will be required to comply with the provisions of the First Source Hiring Program for all non-trade Airport jobs. 14.
