19 FAA Aviation Fuel Tax Revenue Use Policy Update FAA Clarified the Revenue Use Policy requiring aviation fuel taxes collected at the State and Local level to be returned to the Airport System in 2015 Deadline for Compliance with the Policy December 8, 2017 A Plan for Compliance was Require to be Submitted to FAA by December 8, 2015 July 1, 2015 the Georgia Department of Revenue began Reporting Aviation Fuel Sales Taxes Data at the State and Local Level by County

20 FAA s Clarification of the Revenue Use Policy continued State has submitted a Plan under the Policy for State Sales Taxes Determine state taxes generated by DOR reporting State s budget process via HB 170 will direct funding in an the amount of state sales tax collections to the Aviation Program Annually GDOT will provide certification to the FAA of the funding appropriated to the state Airport Aid Program GDOT submitted a Plan for the General Aviation Airports to following the same concepts as above Provide DOR report of local aviation fuel tax collections Annually Airport Sponsors to provide certification to GDOT of annual investment in airport equivalent to local fuel taxes or document an offset or in-kind services of equivalent value

21 State System Plan Update Kick Off Nov month study System Plan Highlights: Focus Group to Identify Strengths/Weaknesses of Current System Establish a Industry Stakeholder Committee Evaluate System Performance since 2003 Update Inventory of Through the Fence operations in the State Inventory RPZ Ownership Airport Interest Identify Areas in the State where airport assets are needed Inventory of Land Use Controls and Height Zoning Ordinances Identify Best Practices

High Priority Projects Remain Obstruction Removal, Crack Sealing and Marking Consultant Selection Required Every 5 Years 7460 Notice of Proposed Construction and Alterations 51 Airports to be Inspected for State Licensing-begin in December and Completed by April 1 st CIPs are Due on or before November 30 th Webinar on Nov 3 rd on ASM & the Submission Process for CIPs Complete FY17 Contracts by April 1 st Aviation Program Moving to Electronic Execution of Contracts

RSAs Meeting Standards Departure Surface 40:1 Penetrations Consultant Work Authorization Must be Reviewed and Authorized by GDOT to be Eligible for Funding Plans/Specs must be Reviewed by GDOT Prior to Initiating Bids Sponsors must Pay Vendors within 72 hours of Receiving Payment from GDOT Sponsors must Submit Pay Requests Indicating Invoices have been Reviewed and are Correct Sponsors should submit Pay Requests every 30 days Airport Assistance During Hurricane Matthew
