Motion carried unanimously. Public Comment Period: 15-minute time limit: None. Review and Possible Action on the 2018 CWA Marketing Plan: Creative Communication & Design shared a presentation proposal on marketing efforts for the upcoming year with freshened creative and an improved media schedule that is more consistent throughout the year. This year s message will focus on the ultimate benefit for both business and personal travel. New concepts include a Travel Tip series, with a fun, lighthearted feel. Video within a still picture frame will be utilized for five and ten-second television spots. Some photography will have shots from within the terminal to bring familiarity and show the convenience of flying CWA. Digital and radio ads will also be freshened to be aligned with the new concepts. The 2018 marketing budget is at $52,000, down slightly from 2017, but with an increased presence. Motion by Morrow, second by Krogwold to approve the 2018 marketing plan as presented. Motion carried unanimously. Mead & Hunt Presentation on Terminal Elevator: Paul Strege with Mead & Hunt shared a presentation on Change Order #3 regarding the terminal elevator that remains non-compliant due to conflicting regulations and building codes. Mead & Hunt has provided a Notice to Proceed to the contractor, controls have been ordered, and they anticipate a completion date of Jan 31, Review and Possible Action on Revised Mission/Vision Statement for the CWA Advisory Committee: Guild reviewed last week s Advisory Committee meeting where discussions focused on ways to bring the most value to the committee for both members and the airport. Committee members serve as a liaison between the business community and the airport and that is what should be reflected in the mission/vision statements of the group. Guild prepared a few proposals for the committee to review, which were discussed and refined with member input. Collectively, it was agreed a professional survey should be created to bring viable information to airport staff for future airline meetings. Community input adds value to airlines versus only airport management statistics and information. The survey would concentrate on what makes an individual say no to flying CWA. Grefe will reach out to air service consultants Mead & Hunt to aid in creating the appropriate questions for the survey. Motion by Morrow, second by Bayer to approve the revised Vision and Mission Statements of the Advisory Committee. Motion carried unanimously. 02
3 Staff Reports: Director Report Brian Grefe: Statistics The October statistical report shows landings up 2.1% on the year with enplanements down 1.6% on the year. American s numbers have been consistently increasing while United s numbers remain low. United announced yesterday that they will be addressing schedule concerns after the first of the year. Beginning April 9 th, their schedule indicates they will be returning to three daily flights and bring back their remain-overnight flight allowing for the return of the early morning departure. Numbers show from January through October, United flights will be up 32% and seats up 32%, showing they are taking an active approach to improve enplanements out of CWA. American s numbers are up 17% in flights for the same timeframe and up 18% in seats. Delta remains steady with a small increase. Flight Schedule The flight schedule reflects the return of third daily American flight. The third TSA PreCheck enrollment event was held the week of October 16 th, with 312 enrollments. Another event will be hosted in the future, with possibly two events held at CWA per year. Organizational Restructure Update The supervisor position that was approved at the last board meeting has now been approved by the Marathon County Human Resources Committee and the full Marathon County Board. The entire organizational restructure should be complete by the end of this year. Grefe requested to move the December board meeting to December 8 th to meet this deadline, allowing adequate time to present the full restructure to the Marathon County Human Resources Committee and the full County Board. The board agreed to move the meeting up to December 8 th. An will be sent to verify a quorum would be available. Legislative Update/Congressional Inquiry Grefe shared a legislative summary regarding aviation and the Congressional inquiry regarding FAA regulations on the bid process is moving forward. The Chicago ADO has a new manager, Deb Bartell, who has been in the industry for many years and is well respected. Other Items of Interest The terminal construction recognition plaques have been hung outside conference room B. The quarterly air service monitor report has been included in board packet for review. Financial Reports Brian Grefe: Revenues and Expenses October revenues are doing well and end the month at 81.8% of budget. Rents are up due to the new office space lease in the corporate hangar. Utilities show a negative for October, which was a TSA adjustment based on the contract. Interest on investments show a negative, which will be corrected next month. PFC interest will also need to be corrected to reflect an accurate figure. October disbursements are at 72.9% of budget and are also doing well. Personnel services is low with little overtime to date. Supplies and expenses are high with the purchase of parking ticket stock. Operations and Maintenance Report Jim Olson: Part-Time/Seasonal Employee Hiring The part-time crew is now fully staffed and seasonal employees have been hired for plowing landside parking areas, allowing full-time crews to tend to the airfield. Winter Operations There have been two plowing events to date, with chemicals being used one time for freezing rain. Product is fully stocked for the season and equipment is in good repair. Project Reports Mark Cihlar: Master Plan Update In an October 26 th meeting with the FAA, the FAA recommended setting up a Safety Risk Mitigation Review Panel (SRM) to evaluate all Master Plan alternatives prior to the FAA s approval. It is unclear on how long the process will take, but a final Technical Advisory Committee meeting, the second public hearing and a Mead & Hunt presentation to the board will be delayed until the SRM process is complete. 03
4 Apron Rehab Project (AIP-48) Work began this fall on the asphalt portion of the GA ramp and aircraft tie-down areas. Crews will return in the spring for joint sealing and partial depth repair on Taxiway C. Fuel Farm Project (State Aid Project - 66) Bids for the fuel farm project were opened November 2 nd with American Asphalt coming in as the low bidder at $266, The bids were a bit higher than anticipated, but within reason, and total project costs are still within the projected $400,000 budget. The project is anticipated to be an 80/20 split with the State, pending final approval on funding. Concourse Rehabilitation/Boarding Bridge Project Item postponed due to timing and scheduling for architectural consultant solicitation. Selection could begin as early as January Fleet Update Purchasing a self-propelled snow blower through a PFC amendment is moving forward. A draft amendment is ready to submit to the FAA for review, with direction from Leibowitz & Horton. The F450 parking lot vehicle with salt spreader has just arrived. This should be a great asset to keep public areas clear. The winged snow plow delivery is scheduled for December. Other Items of Interest The contract for removing concrete piles that was bid out last year stipulated that materials were to be removed by December 15 th of this year. Cihlar has notified the contractor and reminded them of the deadline. The contractor stated they intend to remove the concrete rubble piles, but may need an extension on the far-east crushed concrete piles. Cihlar will work with the contractor to negotiate terms of a revised deadline. 9:44 a.m. Motion by Zriny, second by Krogwold to adjourn. Motion carried unanimously.
