3 CITY OF MOORHEAD - AIRPORT COMMITTEE MEETING MINUTES JUNE 14, 2017 AT 4:00 PM MOORHEAD MUNICIPAL AIRPORT Pursuant to due call and notice thereof, a regular meeting of the Airport Committee was held at Moorhead Municipal Airport on June 14, 2017 at 4:00 PM. Agenda Amendments - None. 3. Approval of Minutes - March 15, 2017 Motion to approve made by Bruce Emmel and seconded by Mike Koenig. Motion Passed: For: 4; Against: 0; Abstain: 0; Absent: 3 4. Citizens to be Heard - None. 5. T-Hangar Lease Agreements Kristie Leshovsky provided clarifications regarding lease questions from the previous meeting and described proposed changes to leases for T-Hangars at the Moorhead Airport. The Committee discussed lease changes and rate increases. Motion to Recommend Approval to the City Council for proposed changes to the T-Hangar Lease Agreements including the items listed below by K. Walter Vollmers and seconded by Mike Koenig: i. Revise language requiring proof of aircraft ownership from 90 days to 30 days ii. Revise language noting annual inspections for aircraft are required iii. Revise language amending assumption of lease to transfer without direct family relationship iv. Evict tenants with continued delinquencies Upon 3rd delinquency within a calendar year v. Update language as recommended by the City Attorney s Office vi. Increase in monthly lease rate for tenants (south three hangars) by $10 per month (10.50 for storage spaces) for current and future tenants. Airport Project Updates Airport Layout Plan Hangar Area Kristie Leshovsky provided an update to the ALP progress including comments received from FAA and MnDOT Aeronautics. Matt Blankenship, with Mead & Hunt, elaborated on fueling system locations and strategies to survey future airport users who have documented needs for a longer runway. Pavement Rehabilitation Phase 1 Design Kristie Leshovsky provided an updated timeline for bidding and construction and Jeff Klein provided an update on the pavement rehabilitation project. Notices were sent to tenants. June 9 Advertise the project June 29 Bid Opening July 10 Council to consider bids and project implementation August 28 to September 29 Construction 7. Airport Updates o Runway Repairs Steve Moore, Public Works Director, provided an update on the runway pavement repairs completed by his crew the week of May 22. Moore also noted that the mowing equipment and the courtesy vehicle have been replaced. o Fly In A draft poster was included in the packet as well as a map illustrating modified event locations due to impacts of the pavement construction project. An 8 foot wide trailer is needed for the airport to advertise the Fly In during the Greater Moorhead Days parade. Advertising the pancake feed will progress with distribution of posters and postcards as well as outreach to businesses who may advertise on dynamic display signs or possibly at the two fire stations. 8. Moorhead Aviation Services Reports A fuel report and airport activity update was provided by Moorhead Aviation Services. Moorhead Airport hosted a successful EAA event and is working on petitioning the postal service for an address change. 9. Adjournment 5:50 PM Page 2 of 3

6 To: Moorhead Airport Committee Subject: Capital Improvement Program Date: September 6, 2017 Prepared By: Kristie Leshovsky and Kim Citrowske AIRPORT COMMITTEE REPORT AIRPORT CAPITAL IMPROVEMENT PROGRAM The Moorhead Airport is included within the Federal Aviation Administration s National Plan of Integrated Airport Systems (NPIAS) and is thus eligible to receive Federal grants for qualifying projects. The Moorhead Airport (along with all other general aviation airports) receives $150,000 in grant funds from the FAA per year for eligible capital projects. FAA grants typically cover 90% of eligible project costs. The Moorhead Airport is also eligible for Minnesota Department of Transportation Office of Aeronautics grants for eligible projects, although MNDOT grants typically cover anywhere from 50-80% of eligible project costs. FAA and MNDOT grants can only be utilized for approved capital projects. Each year, the Minnesota Department of Transportation (MnDOT) Office of Aeronautics requires airports update and submit their Capital Improvement Program (CIP) for budgetary information when evaluating funding needs and priorities. The draft Capital Improvement Plan provides an outline of the current 2017 project (underway) and projects which were noted on previous CIPs with associated project year updates. Of note: - The apron construction estimates are being reviewed. - It is not known at this time what the cost break out would be or what the State share may be, as there are portions of the apron that are not eligible for FAA funding. - City funding for the apron construction is anticipated to be split between calendar years 2018 and The FAA has noted that they would prefer to have the apron construction under grant in 2018, but the project could be constructed in Staff needs to talk with Houston County to determine whether they would approve extension of the payback funds. Although there are many moving parts at this time, the FAA has noted that they are supportive of a 2018 grant application for construction. 7 To: Moorhead Airport Committee Subject: Private Hangar Lease Date: September 6, 2017 Prepared By: Kristie Leshovsky and Kim Citrowske AIRPORT COMMITTEE REPORT BACKGROUND With four private hangars constructed over the past few years, the total number of private, land leased area, hangars has increased to eight.. R. Anderson has requested to lease land to construct a private hangar for personal hangar storage and commercial/rental hangar storage at the 1-C location. The land lease would include: x100 hangar - Hangar will match the exterior design/color of other hangars at the Airport - 25 year lease term with option for 25 year extension - Lease rate of 10 cents per square foot with annual 3% increase - Construction and financing terms for the construction of the taxiway extension needed to access the hangar, which includes: o City to provide pavement specifications and construction inspections (Mead& Hunt) o R. Anderson financing construction of taxiway and hangar apron o Provisions for non-compliance with specifications/incomplete project An Airspace Review is required to be prepared and submitted (will be completed by City) for approval prior to construction. The applicant noted proposed construction in SUGGESTED ACTION Recommend Approval of the R. Anderson Hangar Land Lease Agreement, as drafted by the City Attorney with the terms noted above,, to the City Council. ATTACHMENTS Land Lease Application

9 To: Moorhead Airport Committee Subject: Project Updates Date: September 6, 2017 Prepared By: Kristie Leshovsky and Kim Citrowske AIRPORT COMMITTEE UPDATES PROJECT UPDATES Airport Layout Plan Hangar Area: Staff from MnDOT and the FAA provided preliminary comments on the proposed ALP layout. Next steps include: - Preferred Alternative concurrence from MnDOT and FAA - Facility Requirements and Alternatives Analysis - ALP sheet development - ALP sheet submittal for comment - FAA/MnDOT Comment Meeting - Incorporation of FAA/MnDOT comments from meeting - Resubmittal for final approval - Airport Committee and City Council approvals - Final print, sign, delivery to City, MnDOT, FAA See attached for the latest layout. Phase I Hangar Area Construction: Project construction startedd August 28 and is anticipated to be completed September 29 (weather and other construction factors can increase project timeline). Phase II Apron Design and Bid: July 10, 2017: the City Council approved entering into an agreement with Mead and Hunt for design of the apron pavement reconstruction project. July 24, 2017: Staff from MnDOT and the FAA reviewed the request to begin design work and the related grant for the Apron Design project for the 2017 grant request cycle and informed the City that we could not apply for a design grant in the 2017 grant cycle because the hangar area ALP update had not been finalized and there were not grant funds available. August 31, 2017: Staff from MnDOT and the FAA informed the City thatt the City should pursue design of the apron in , bid the project in 2018 and construct the apron in either 2018 or The City will work with Mead and Hunt to prepare preliminary cost estimates for construction which are required to be submitted to the FAA and MnDOT in December. The Airport Committee will be provided an update at the November meeting.

11 To: Moorhead Airport Committee Subject: Airport Updates Date: September 6, 2017 Prepared By: Kristie Leshovsky and Kim Citrowske AIRPORT COMMITTEE UPDATES RUNWAY PAINTING Thanks to the staff at MnDOT Office of Aeronautics for coordinating striping of the runway following the runway pavement crack repairs this year! AIRPORT ADDRESS UPDATE As reported at the last meeting, the Moorhead Airport is within City of Moorhead jurisdictional limits, but because of a USPS carrierr route, the Airport has a Glyndon address and zip code. This has been something the airport has wanted to change for quite some time, but has proven to be challenging. In working with staff from the USPS to generate options available, they suggested the airport request the following change: FROM: Moorhead Municipal Airport th St S Glyndon, MN TO: Moorhead Municipal Airport th St S Moorhead, MN You ll note that the jurisdictional name changed, but not the zip code (which dictates the carrier route we were finding challenging to overcome). The City submitted the requested change noted above on July 16, As of August 28, 2017, the USPS reported that the requested change is currently moving to the USPS Headquarters Address Group. If they approve the request, it will be listed in a Postal Bulletin. FLIGHT PROCEDURES UPDATE Moorhead s instrument approach procedures will be updated upon implementation by the FAA due to existing building locations at the Moorhead Airport. The LPV 7/8 mile approach is anticipated to be eliminated in the fall 2017 Terminal Procedures publication as a 1000 foot wide primary surface cannot be accommodated. Moorhead will be changed back to 1 mile after that time. FLY IN The 2017 Moorhead Airport Fly In is anticipated for Saturday, September 9, Thank you to the Fly In Committee for all their hard work to prepare and plan for this event!
