1 10.1 INTRODUCTION Based on the findings from the Facility Requirements and the combined plan recommended in the Alternative Analysis, a capital improvement program for North Perry Airport has been developed and is presented in this chapter. Capital improvements that are anticipated to be primarily developed and funded by the private sector (i.e., T-hangars, maintenance hangars, aprons, and other related private development initiatives) have not been included in the Airport s capital improvement program. The recommended capital improvements are listed and depicted by planning horizon, namely: Short-term ( ); Mid-term ( ); and Long-term ( ). Projects have been placed in their respective planning horizons based on existing conditions, prioritization of issues, and typical facility rehabilitation needs. Projects may be expedited or delayed based on needs identified by Broward County Aviation Department (BCAD), and funding availability. Conceptual cost estimates for each of the development projects listed in the capital improvement program have been developed in 2007 dollars. Appendix H provides the conceptual estimate and project detailing for each phase of the proposed capital improvement program for North Perry Airport. The following comments are provided regarding the conceptual cost estimates: The conceptual estimates have been prepared for the purpose of providing cost feedback at an early stage in the project planning and programming process. The cost information will enable BCAD to modify the scope of work as needed to arrive at a design and scope that both satisfies the BCAD s needs and is within the budget. Asphalt prices are very volatile; costs for P-401 bituminous surface have been estimated to be $86.00 per ton in these estimates. The price of asphalt should be reviewed as appropriate to update any changes in pricing, which may present budget impacts. The estimates are based on conceptual assumptions contained in the project detailing. Only minimal data has been used to prepare these estimates. It is expected that the cost estimates will require additional refinement, adjustments in scope, price, and escalation prior to implementation. No design has been accomplished for the preparation of these estimates. The unit costs included in the conceptual estimates contain an imbedded 10 percent escalation for mobilization and an additional 5 percent increase for contractor detailing and pricing allowance. Estimates for project-related permitting; professional services (i.e., survey, design, testing, resident inspection); and contingencies are identified at the end of each estimate. Estimates have been rounded to nearest $100. The estimates do not take into consideration any special phasing, working around events or any work stoppage or delays. The estimates do not include any cost for tenant inconvenience or loss of facilities. No night-time construction has been assumed. Based on the recommended phased capital improvement program for North Perry Airport, the various project costs have been identified as eligible or non-eligible for FAA and/or FDOT grant funding as described in further detail in the next chapter (Financial Feasibility). The cost allocation presented from the various agencies does not imply that these funds are guaranteed for these projects. Funding from these sources will be subject to agency funds availability, agency priorities, and agency programs. August 11,
2 In addition, certain assumptions have been made in the determination of potential funding sources, these include the following: Although rehabilitation of airfield pavement, lighting, and marking is eligible for FAA funding, due to FAA funding constraints, the funding source allocation presented in this chapter assumes FAA funding only for the airport s primary runway (Runway 9R-27L) and associated parallel taxiways (Taxiway L & Taxiway M), and one cross-wind runway (Runway 18R-36L) and associated parallel taxiways (Taxiway B and proposed Taxiway A). The other two runways (Runway 9L-27R and Runway 18L-36R) and their associated taxiways have been assumed to not receive FAA funds, but to receive funds primarily from FDOT programs. Similarly, funding sources for upgrading of precision approach path indicators and windsocks have been assumed to be primarily funded by FAA for Runway 9R-27L and Runway 18R-36L with navigational aids for the other two runways being funded primarily by FDOT. Funding sources for security projects such as fencing and access control is anticipated at 100 percent by FDOT sources. Funding sources for roadway improvements and sewer improvements are assumed to be primarily by FDOT. Funding sources for apron rehabilitation is assumed to be primarily from FAA; apron seal coat projects would be primarily funded by FDOT; and new long-term aprons are assumed to be funded by private tenants. FAA funding has been assumed to be 90 percent, with 5 percent by FDOT, and 5 percent local share. Currently, the FAA program provides for funding up to 95 percent of eligible items; however, new FAA Airport Improvement Program legislation is anticipated to reduce the 95 percent funding to 90 percent funding. Funding assumptions can be updated as needed by BCAD based on final programs with FAA and FDOT. BCAD should review the information contained in the conceptual estimate and project detailing prior to inputting the detailed cost estimates into the Joint Automated Capital Improvement Program (JACIP) used by the FAA and FDOT to coordinate funding efforts. Special attention has been placed on the first five years (short-term) of the capital improvement program. These projects have been identified as the most critical to North Perry Airport in terms of correcting substandard facilities and developing facilities to attract new business to the Airport. The conceptual estimate and project detailing for the short-term projects provide information needed for input into the JACIP SHORT-TERM CAPITAL IMPROVEMENT PROJECTS The short-term planning period covers the years 2007 through Improvement projects listed in Table 10.1 for the short-term total $6.6 million over the five year period. The development phasing is presented on Figure August 11,
