The following is provided as a reference to the subject matter and conclusions reached from the discussion. I. Approval of meeting minutes from February 2013 The February 2013 Minutes were unanimously approved. II. Public Comment III. Monthly Construction Report, including: 1. Board Action Items A. Authorization for the President/CEO to award Bid 12/13-10 for Public Works Project WA for replacement of section 12A of the Main Terminal Roof at the Reno-Tahoe International Airport, with Western Single Ply, Inc., in the amount of $149,775 This action authorizes the award of a contract for approximately 27,000 square feet of roof replacement on Section 12A of the Main Terminal Building located at the Reno- Tahoe International Airport (RTIA). Staff provided a PowerPoint Presentation regarding the project. This contract will provide for the replacement of Section 12A which is located above the baggage claim area of the Main Terminal Building by Western Single Ply, Inc. The roof is being replaced to maintain the integrity of the roof structure and prevent water intrusion Page 1 of 5

2 damaging the building. Sarnafil material will be used which is the same type of material which has been utilized to replace roofs on other RTAA buildings since In August 2012, a Professional Services Agreement was entered into with Benchmark Inc. for the provision of permanent roof replacement designs, deck pull-out testing, specifications and drawings for competitive bidding and provision of pre-bid assistance in the amount of $11,328. This project was publicly advertised on March 19, 2013 in the Reno Gazette-Journal and bids were opened on April 15, The low, responsive and responsible bidder was Western Single Ply in the amount of $149,775. The bids were reviewed for conformance with the bid requirements and recommendation is made to award the contract to Western Single Play. The project was budgeted in the Fiscal Year Capital Projects Budget; however, a decision was made to put it on hold and the $177,500 budgeted amount carried over to the Fiscal Year in order to avoid interference with the Gateway construction. The total costs for the project, both design and construction, total $161,103 which will allow an estimated savings in the amount of $16,397. Motion was made by Trustee Hall, seconded by Trustee Katzmann and the Committee unanimously recommended this item be forwarded to the Board for approval at the upcoming Board meeting. B. Authorization for the President/CEO to award a contract for Airmark Thermoplastic Airfield Surface Marking material at the Reno-Tahoe International Airport, with Ennis-Flint, in the amount of $174,472, exempt from competitive bidding per NRS (a) This action authorizes the award of a contract with Ennis-Flint for the purchase of materials for 40 AirMark thermoplastic airfield surface markings to be placed at the Reno-Tahoe International Airport (RTIA). Staff provided a PowerPoint presentation regarding the project. This procurement contract will provide the Authority with significantly reduced maintenance costs associated with airfield painting and a higher level of safety on the Air Operations Area (AOA). The Federal Aviation Administration (FAA) Standards for Airport Markings, Advisory Circular 150/5340-1K requires Surface Hold Position Signs be placed at all runway entrances on Part 139 certified airports. Before the circular s release, the RTIA only had 17 signs established at runway intersections. After the circular s release, the RTIA is required to place a total of 40 signs to comply with the mandate. The extra work created by the additional required signs has increased the labor from 640 to over 1,400 hours annually. Page 2 of 5

3 After testing the performance of three AirMark thermoplastic airfield surface position signs since 2008, staff has identified thermoplastic signs as a cost effective alternative to annual latex painting of the 40 signs. The other benefits to using thermoplastic signs are sustained retroreflectivity, consistent appearance, efficient application method, lasting durability, and long-term cost savings. The thermoplastic airfield surface signs last 8 to 12 times longer than latex painted signs. AirMark is the only preformed thermoplastic pavement sign material that meets the requirements of the FAA s Standards for Airport Marksings, Advisory Circular 150/5340-1K. Ennis-Flint manufactures AirMark. As such, this recommendation is for sole source procurement. Such a sole source procurement is authorized without competitive bidding by Nevada Revised Statute (a) in that: Contracts which by their nature are not adapted to award by competitive bidding include contracts for items which may only be contracted from a sole source. The Authority is recommending award to Ennis-Flint as a sole source for the materials for this project. Resources, including in-house labor, currently expended annually for surface-painted signs are approximately $2,480 per sign. Costs for thermoplastic signs, including inhouse labor, are estimated to be approximately $7,242 per sign. While the initial costs for thermoplastic are higher than the cost of paint, the service life of thermoplastic signs is 8 to 12 times longer. The costs to paint the 40 signs annually for an 8-year period are estimated at $793,600. Total costs for the AirMark signs over the same period are estimated to be $289,700. The purchase of the materials will be funded from savings in the adopted FY operating budget within the Facilities and Maintenance Division. Motion was made by Trustee Katzmann, seconded by Trustee Hall and the Committee unanimously recommended this item be forwarded to the Board for approval at the upcoming Board meeting. 2.
