DFLEX (DEPARTURE FLEXIBILITY) When Airport CDM becomes a reality! 1
DFlex a step beyond the Airport CDM European Airport CDM: Information Sharing btw airport, aircraft operators, handlers, ATC, NM All these actors working together more efficiently and transparently Improving efficiency of airport operations with particular focus on turnaround and pre departure sequencing process Improving en route sector planning of the European ATM Network DFlex: a step beyond for the benefit of aircraft operators Flexibility to increase efficiency of aircraft operators Demonstration at Paris CDG airport (Airport CDM since Nov. 2010) With key actors with strong experience in Airport CDM 2
DFlex ConOps / Use Case (1/3) 1 Flight sequence reordering Initial priority order (based on Schedule) AF1214 / ZRH AF7622 / BOD UX1034 / AGP KL1230 / AMS AF1888 / OTP AF7652 / LYS ME210 / BEY EI521 / DUB AF444 / GIG AF12 / JFK DL219 / MSP AF342 / YUL Candidate for reordering Flight to be prioritized New priority order (based on airline request) AF1214 / ZRH AF7622 / BOD UX1034 / AGP KL1230 / AMS AF1888 / OTP AF7652 / LYS ME210 / BEY EI521 / DUB AF444 / GIG AF12 / JFK DL219 / MSP AF342 / YUL 3
2 Flight ready to start DFlex ConOps / Use Case (2/3) Initial priority order (based on Schedule) AF1214 / ZRH AF7622 / BOD UX1034 / AGP KL1230 / AMS AF1888 / OTP AF7652 / LYS ME210 / BEY EI521 / DUB AF444 / GIG AF12 / JFK DL219 / MSP AF342 / YUL Flight ready to start New priority order (based on airline request) AF1214 / ZRH AF7622 / BOD UX1034 / AGP KL1230 / AMS AF1888 / OTP AF7652 / LYS ME210 / BEY EI521 / DUB AF444 / GIG AF12 / JFK DL219 / MSP AF342 / YUL 4
DFlex ConOps / Use Case (3/3) 3 Use priority order of a cancelled flight Initial priority order (based on Schedule) AF1214 / ZRH AF7622 / BOD UX1034 / AGP KL1230 / AMS AF1888 / OTP AF7652 / LYS ME210 / BEY EI521 / DUB AF444 / GIG AF12 / JFK DL219 / MSP AF342 / YUL Flight cancelled Flight to be prioritized New priority order (based on airline request) AF1214 / ZRH AF7622 / BOD UX1034 / AGP KL1230 / AMS AF1888 / OTP AF7652 / LYS ME210 / BEY EI521 / DUB AF444 / GIG AF12 / JFK DL219 / MSP AF342 / YUL 5
DFlex a step approach (step1) Flight sequence reordering: active since March 25, 2013 A step approach defined in order to mitigate the risk identified Implementation & verification limited to flight sequence reordering Flight trials performed from March 25 during 4 weeks Air France Hop!: use 8 days in nominal situation ; 50 flights involved FedEx: use 10 nights when demand > capacity ; 46 flights involved Give concrete economic benefits with high potential when demand > capacity Decision to continue the service with a focus on disrupted situation Some AF examples in disrupted situations: Date Context Number of reordering Total delay bef. reordering Total delay aft. reordering May 28 Runway closure min 125 min Jun 11 ATC Strike min 59 min Jun 12 ATC Strike min 541 min Benefits 31% of delay saved 1 curfew avoided 30 connecting pax saved 54% of delay saved 2 Long Haul flights put on time 54% of delay saved 3 Medium Haul flights cancelled 7 Long Haul flights put on time 6
DFlex step1: Use & Benefits at Air France Use of reordering function In operations but opportunities only when demand > capacity: Benefits: 7 Punctuality, Revenue Lessons learnt: Benefits mainly in disrupted situation but OCC staff very busy Not easy to use since request a deep analysis and a strong coordination btw OCC & Hub Reordering performed at the last moment Risk to de stabilize the sequence to be assessed
DFlex step1: FedEx example At night, departure capacity is lowered down to 23 dep/h per runway vs. std 38 dep/h (due to local constraints ). To manage the departure queue length some FDX flights are regulated via A CDM delays (i.e. TSAT>TOBT). Example of TWYs & RWYs closures for night works: August 20 th,
DFlex step1: FedEx example FDX5384: CDG-DEL-PVG-NRT B777 distributing both the Indian & Asia Pacific networks, with minimum turn around time planned both in DEL & PVG and multiple medium haul connections at DEL, PVG & NRT. Hence a late arrival at DEL has a potential snowball effect on several regional systems, with a negative impact on service and on punctuality. In addition, adherence to the allocated arrival airport slot of New Delhi is also a priority to comply with Airport Authorities of India (AAI) requirements to drastically reduce deviations of 30min or above. 9
DFlex step1: FedEx example SOBT 01:55 Expected ready (TOBT) 2:09 10
11 DFlex step1: FedEx example
12 DFlex step1: FedEx example
DFlex step2: Full scale Demonstration DFlex full scale demonstration: from dec to apr Implementation and validation of the remaining functionalities : Flight ready to start ; use priority order of a cancelled flight Assess use & benefits and impact on Capacity, Predictability, Equity Results: more than 1300 flights involved Substitute (2 nd phase): ~ 30 (directly) ~1500 (indirectly) Re order (1 st phase): ~ 1000 Re order (2 nd phase): ~ 250 Prioritize (2 nd phase): ~ 50 13
Benefits DFlex step2: results Improve Punctuality of prioritized flights Could avoid flights cancellation Help to improve customer experience / reduce misconnecting pax/bag Flights associated to a DFlex action Impacted flights IMPROVMENT DETERIORATION IMPROVMENT DETERIORATION Total hours won Total hours lost Total hours won Total hours lost REORDER 1st phase 52:03:34 30:54:41 33:41:00 40:02:14 REORDER 2nd phase 26:48:24 20:05:56 16:36:34 22:27:40 PRIORITIZATION 2nd trial 02:20:56 02:02:00 00:10:00 00:00:00 SUBSTITUTION 2nd phase 09:33:32 00:22:34 07:47:36 01:02:24 SUM of impact 37:21:15 03 :46 :34 * Impact * Flights with CTOT excluded No impact on Safety & Capacity with respect of equity amongst airlines Process transparent for ATC, do not destabilize the departure sequence 14
DFlex Conclusion In Spring 2014 the Steering Committee decided To officially put into operations Dflex for Air France & FedEx Open to all other airlines for Winter 2014/2015 Solution designed to allow it ; Conditions still under review 15 Beyond CDG US partners managed to cross feed with US Surface CDM Eurocontrol: to promote DFlex in Europe
