4 Objective of the research project Conduct simulation of ATFM/CDM concepts using research platform To explore a viable ATFM/CDM model for Singapore and the Asia Pacific region Demonstrate benefits of ATFM/CDM concepts for the various Stakeholders A concept of operation on ATFM/CDM for Singapore and the Asia Pacific region

5 Use of Existing ATFM/CDM Methods Current ATFM implementations achieve demand and capacity balance when applied to flights regulated by a single authority Asia Pacific has a number of international hub airports with limited domestic traffic to apply existing ATFM principles E.g. Hong Kong and Singapore are 100% international Concept applicable to ANSPs with significant domestic traffic Concept must be developed to regulate flights to an airport with a demand and capacity imbalance departing from ANSPs under a different control authority

9 Multi-Nodal ATFM concept of operation Each ANSP operating an independent, virtual ATFM/CDM node supported by an interconnected information sharing framework. A-CDM mechanisms, especially at busy airports, can supplement ATFM in the CDM process. Air traffic flow could then be effectively managed between participating ANSPs through agreed set of business rules for key stakeholders. Concept of Operation will allow inclusion of international flights and airborne flights Accords greater flexibility to airspace users to manage delays through collaboration and negotiation with ANSPs and Airport Operators within existing ATC procedures and constraints 9

10 Specifying Delay Intent Aircraft Operators are responsible for specifying delay absorption intent Gate Delay Airport Surface Delay Airborne Delay Allowing absorption of TMI delay in the air Flights can efficiently increase their EETs by a few minutes per hour of flight time by reducing cruise speed Flights measured for compliance based on delay intent A compliance window is provided to increase flexibility and account for variability 10

14 Stakeholders Roles in ATFM Aircraft Operators Provide delay absorption intent to ATFM System Share delay absorption intent with pilots Monitor flight progress for compliance Manage flight delay intent and substitute flights if necessary Pilots Responsible for meeting intended delay absorption within tactical ATC constraints Departure ATC Potentially monitor compliance with Intended TOT En route ATC Aware of TMIs but minimal interventions required Arrival ATC Potentially monitor compliance with Calculated Time Over Fix or Calculated Landing Time 14

16 ATFM Network Operational Trial An ATFM Operational Trial between China (Sanya ACC),Hong Kong China, Indonesia, Malaysia, Singapore, Thailand and Viet Nam using the concept of distributed multi-nodal ATFM network Target to commence operational trial in June Trial will involve airspace users, airport operators, from participating States. Regular stakeholder interaction over the coming months to prepare reach the level of readiness 16
