From air transport operations to «politics» at national & european level Airport and Airlines business expands to hotel rooms management? The ANSP, as a «public service» operator, plays a key role beyond ATM Development of CDG for hub airport operations Paris-CDG : reduced peak hour capacity under snow capacity is critical Enhanced local MET forecast as a basic requirement DGCA/Airport/Airline crisis management (rapid escalation process) Paris- CDG labeled «A-CDM» by Eurocontrol since nov 2010

5 Winter december 2010 crisis in Paris 8th december afternoon and evening Paris region rapid thrombosis : Road, Rail, Air After analysis, Air Transport better prepared than other sectors december 8 days snow event duration European-wide crisis Airports suffers stock shortage of de-icing and de-snowing fluids from manufacturers at european level Blocage of thousands of pax during several days and postponement of Christmas Day not being an option!

6 The positive points Airport CDM prevents Airside Thrombosis and closure Permanent activation of ops network : Met, Airlines, Airport, ANSP, assistants ARR/DEP ATC rate synchronisation, in line with the apron management New CDG local departure management systems demonstrate their robustnessn case of severe programme disruptions DGAC/Airport/Airlines escalation process for strategic decision network situation awareness (multiple daily confcalls with Airlines) Mandatory early flight programmes reductions Coordination at ministerial level

7 and the less positive issues Operators not prepared for 8 days snow event duration De-icing and desnowing systems maintenance and fluids stocks limits Airlines flight programmes disorganisation Operational teams out of working time limits Pax sleeping in airports for several days Paris-CDG de-icing capability is critical Min departure rate drives the overall airport capacity Communication is one of the weakest link Pax information poor in availability and accuracy Airside and landside airport processes not fitting Public high level disputes and negative press campaign

8 2011 Action plan A public mediator for passengers named by the minister Each airport authority prepare an enhanced crisis management plan, in partnership with State departments, Airlines and ANSP Increase de-icing capacity at Paris-CDG Improve Airlines-Airport- ANSP CDM processes & tools Align communication processes between stakeholders Cross-exchange experience at national and european network level
