1 STADIUM CLUB REDEVELOPMENT 141 EAST JEFFERSON STREET REQUEST FOR STATEMENT OF INTEREST & DEVELOPMENT VISION CITY OF JOLIET January 8, 2019

2 SECTION 1 Summary 1.1 Overview The City is sliciting a Statement f Interest & Visin frm individuals/firms fr the wnership and redevelpment f prperty lcated at 141 East Jeffersn Street. This City wned prperty ffers a unique redevelpment pprtunity. The building is a three stry structure cnsisting f apprximately 18,000 square feet, nt including the basement. The prperty is lcated immediately adjacent t Jliet Rute 66 Stadium (hme f the Jliet Slammers Baseball Club). It is als lcated within clse prximity f the recently cmpleted Jliet Gateway Transprtatin Center which serves the Metra Rck Island District Cmmuter Line, the Metra Heritage Crridr Cmmuter Line and Amtrak. The structure will require extensive renvatin in rder t prvide ccupancy. Interir and exterir phts are included as Exhibit A. In 2018, the prperty was being cnsidered fr a redevelpment agreement with a private investr. The prject was unable t precede due t extraneus factrs with the private entity. The City is seeking a successr develpment prject. This limited slicitatin is being made t lcal and reginal develpers. The City will utilize a fur step prcess t select a develper fr the prperty. The prcess phases are nted belw: Phase I Request fr a Statement f Interest and Visin Due Friday, March 1 st, 2019 by 3 p.m. in the Office f the City Clerk, 150 W. Jeffersn St., Jliet, IL Phase II Interview & Selectin f Finalists March 4 thru March 8, 2019 Phase III Frmal Prpsal frm Finalists Due April 5th, 2019 Phase IV Negtiatin f Agreement with Successful Firm The firm(s) selected t prceed t phase III must be prepared t enter int a purchase and develpment agreement with the City. The final agreement will specify City and purchaser bligatins in the implementatin f the develpment prject. 1.2 Building Histry The prperty was acquired by the City as part f the land assembly that led t the cnstructin f the stadium. There has been n ccupancy f the building since the acquisitin. The structure was built in the 1920 s and its mst recent use was an autmbile dealership. An aerial map f the prperty and neighbring features are identified in Exhibit B. Plat f Survey is attached as Exhibit C.

3 1.3 Recent Develpments in Area Jliet Gateway Transprtatin Center - Distance: 450 feet The prperty is strategically lcated adjacent t the New Jliet Gateway Transprtatin Center. The new $40 millin train statin was cmpleted in 2018, with a nearby Pace/inter-urban bus statin anticipated in the future. The statin currently serves as the terminus fr tw Metra lines and an Amtrak stp. Amtrak has enhanced its current service frm Jliet with the intrductin f high-speed rail. New Will Cunty Curthuse - Distance: 1/3 mile Cnstructin f the new $215 millin curthuse facility in Dwntwn Jliet is underway. The 10-stry structure is anticipate t be peratinal Old Unin Statin Redevelpment Distance: 700 feet Redevelpment fr the frmer Unin Statin is cmpleted. The City entered int tw lease agreements. The frmer Amtrak prtin was cnverted int a micrbrewery and restaurant, MyGrain. The Grand Ballrm prtin was transfrmed int a banquet, meeting and special event facility, The Grand Ballrm. Illinis Marine Twing pens crprate HQ Distance: 1/3 Mile The Nvember 2018, Illinis Marine Twing mved its crprate headquarters t dwntwn Jliet. The cmpany is relcating emplyees int a redevelped building at 203 N. Rute 66 Stadium Distance: Directly adjacent With a capacity f ver 6,000 fans, this City-wned facility is hst t the 2018 Frntier League Champin Jliet Slammers, the University f St. Francis Baseball team, Illinis High Schl Assciatin Champinship Turnament, and a hst f ther events including music. Rialt Square Theater Distance: ¼ mile As the hub f perfrming arts in the cmmunity, this cultural treasure hsts music and perfrmances thrughut the year. Cnstructed in 1926, the theater prvides magnificent Eurpean architecture and a diverse prgram that attracts visitrs frm the Midwest. University f St. Francis Distance: ¼ mile The University maintains tw campus buildings dwntwn. The USF presence includes a business incubatr and entrepreneurship prgrams as well as the Center fr Art & Design. Jliet Area Histrical Museum Distance: 1/3 mile The museum includes a permanent cllectin and special exhibits celebrating the histry f Jliet and the regin. The museum als highlights the icnic highway Rute Majr Emplyers within ½ mile City f Jliet Offices - Distance: 1/3 mile Jliet s City Hall is lcated in dwntwn Jliet & emplys apprx. 750 wrkers ttal. Will Cunty Offices - Distance: 1/2 mile Jliet is the Will Cunty seat resulting in a cncentratin f gvernmental ffices and an assciated legal presence. Will Cunty emplys apprx. 2,200 ttal. 5 1.6 Visin fr Prperty The prperty is presently zned B-3, hwever zning can be amended t accmplish a redevelpment prject that meets City gals. Respndents will be expected t submit a creative visin fr the prperty accentuating the unique features and lcatin f the building, and prximity t cmmuter rail. Mixed-use develpment is a desired use f the prperty hwever full residential r full cmmercial use will be cnsider. 1.7 Prperty Relatinship with the Rute 66 Stadium One unique feature f the building is its prximity t the baseball stadium. The tw structures are essentially linked tgether. Applicants shuld clearly explain what the prject s relatinship with the stadium will be. Many windws n the 2 nd and 3 rd flr face the stadium fr an excellent view f events n the field. The 2 nd flr als has access t the stadium s utdr walkway n the building s western and nrthern sides. Ptential develpers can chse t incrprate the walkway int the prject r eliminate access between the entities. While develpers may incrprate the walkway int the prject the Jliet Slammers baseball rganizatin require that visitrs f the stadium maintain: 1) 360 degree access t the stadium, thus can cmpletely walk arund the field. 2) access t lwer deck, als knwn as the Jim Beam deck 1.8 Water and Sewer Service t the Building The current water and sewer services t the building are nt adequate fr any substantial develpment f the building. It is the respnsibility f the develper t cnnect adequate service t the building. A map f the services are attached as Exhibit D. The clsest water main is suth f the subject prperty and acrss Jeffersn St. The City believes this water main is the mst practical cnnectin. The clsest sanitary sewer is t the east f the subject prperty and under Pwer Alley. The City believes this t be the mst practical cnnectin. The existing sewer service is in need f repair as it enters int the subject prperty. 1.9 Sale Price & Incentives T facilitate wnership transfer and redevelpment f the prperty the City is willing t cnsider a package f incentives. The fllwing identifies several relevant tls that may be part f a negtiated redevelpment agreement: TIF incentives via a redevelpment agreement. The prperty is within a newly created TIF District with 22 years f remaining life. Eligibility fr ecnmic develpment are via special service area (SSA) funding. Prperty is being valued at $300,000. The City will ffer a Building Renvatin Credit f up t $300,000 fr expenses assciated with bringing the building t ccupancy standards. Prperty includes apprximately 9 parking spaces n the Eastern side f the building.

SECTION 2 Evaluatin Prcess 2.1 Review Criteria All submittals will be evaluated utilizing the fllwing criteria: Demnstrated understanding f the City request. Stated visin fr use f the prperty. Firm s likelihd f success based upn financial capacity, market realities, peratinal experience, realistic budget fr imprvements, and qualified develpment team. Creativity and cncepts prpsed fr building. Schedule f cmpleting build-ut f prperty. SECTION 3 Building Familiarity 3.1 Building Access Familiarity with the building interir is required prir t submitting a prpsal. If the City des nt have a recrd that yu tured the building, such a tur must be arranged. Prperty tur must be cnducted prir t Friday, February 22, Building access shall be arranged with Derek Cnley, Ecnmic Develpment Specialist at (815) r via dcnley@jlietcity.rg.

7 SECTION 4 Submittal Requirements All respndents are required t submit the infrmatin requested fr items as fllws: 4.1 Respndent Qualificatins A cver letter shall be submitted indicating interest, cmmitment and prject understanding. The respndent shall identify the redevelpment team and identify similar r relevant prjects undertaken that will demnstrate the ability t successfully cmplete this prject. 4.2 Building Uses & Imprvements Narrative Describing Building Use. Tell us in detail yur visin fr the first, secnd and third flr envirnments, as well as the basement space. BE CREATIVE. This is yur pprtunity t demnstrate the nature f yur prpsed redevelpment and hw this wuld mesh with Jliet Rute 66 Stadium and businesses lcated n East Jeffersn Street. Identify any perceived challenges with the prpsed use. Narrative Describing Use f Exterir. Tell us if yu have any anticipated use f the exterir f the building. Indicate if yur redevelpment wuld utilize the exterir pati space. If s, identify the visin fr this space, and hw access will be prvided, etc. If nt, please indicate n access. 4.3 Prject Schedule Prvide a prject schedule anticipated fr all develpment phases f the building described in yur visin. Fr purpses f estimatin, assume the purchase and develpment agreement with the City is executed n Octber 1, Financial Overview The respndent is t prvide an verview f the surce f capital that will be necessary t cmplete the prject. Althugh detailed financial infrmatin will nt be required until the selectin f finalists has ccurred, this is an pprtunity fr the respndent t identify their capacity t successfully cmplete the prject. 4.5 Prject Ownership & Certificatin Cmplete the frm attached as Exhibit E t identify prject wnership and any partnership arrangements that are prpsed fr redevelpment f the prperty.

8 SECTION 5 Submittal Guidelines, Questins & Deadline 5.1 Prprietary Infrmatin. All prpsals and related materials becme the prperty f the City f Jliet and may be subject t public inspectin in accrdance with the State f Illinis Freedm f Infrmatin Act (FOIA). Prprietary infrmatin submitted shall nt be publicly disclsed under the State f Illinis FOIA. Applicant shuld indicate the prtins f their material that is prprietary.
