1 TO: OFFICE OF THE CITY MANAGER Honorable Mayor and City Council June 9, 2017 FROM: SUBJECT: Alan Tandy, City Manager General Information AT Notable Items With 100 percent of precincts reporting, we like to congratulate Bruce Freeman on his election to the Ward 5 City Council seat. Although the post-election day count of provisional and absentee ballots may delay the formal election results, we look forward to working with Mr. Freeman in the future. For the second consecutive quarter, the City experienced very small growth in sales tax revenues. When compared to the same quarter last year, receipts for the 1 st quarter of 2017 reflect +.4 percent growth. This is good news in the short term, as no eleventh-hour adjustments to the current year or next year s budget are necessary. The four-quarter comparison is now trending at percent, which reflects the volatility that persists in the local economy. The longer-term outlook remains very uncertain City-paid CalPERS costs are projected to increase $2.5 million in FY and $6.5 million in FY The City will also need to account for the costs associated with the Ward 5 special election that was not included in the budget. Although positive trending is a welcome change from the recent past, it does not translate into an ability to consider any significant additional expenditures at this time. We are pleased to announce that Greg Pronovost has been promoted to the Director of Technology Services. He has served as the Assistant Director of Technology Services for the last few years and has worked for the City for nearly 20 years. Congratulations! Applications were recently accepted for the 2017 League of California Cities Australian Exchange Program with the Local Government Managers Association of Australia. This program provides an opportunity for selected applicants to travel to Australia and represent the League of California Cities at a conference in either Sydney or the Gold Coast. The program also includes a job shadowing opportunity

I am pleased to announce that Assistant to the City Manager Chris Gerry was one of two delegates selected statewide to participate in this highly competitive program. Congratulations! TheBakersfield Police Department, Community Relations Unit, has recently started its summer school series of presentations at our local high schools, which consists of anti-bulling, internet safety, and human trafficking information. These presentations are presented on an annual basis. Also, the Unit was invited to a meeting with the District Attorney s Office, members of the disabled community, and other partners to collaborate on training for officers about how to recognize and interact with individuals with different types of disabilities. The training includes information for the disabled community about reporting and interacting with officers. The group is making videos to facilitate the training and hopes to make them available very soon. Finally, the Unit recently graduated 19 new Explorers into the BPD Explorer Post. There are approximately 70 active Explorers, and 12 Explorer Advisors volunteering for the BPD. About 150 new Explorers were tested yesterday at the Rabobank Convention Center, which is the first step in becoming an Explorer for the BPD. Traffic Advisory Nighttime Street Closure at Madison Street Madison Street will be closed in the vicinity of State Route 58 on Friday night, June 9, The closure allows the contractor for the Beltway Operational Improvements Project to set a 125-foot long pre-cast girder for the Madison Street Bridge widening. This closure is expected to be in effect from 6:00 p.m. Friday through 5:00 a.m. Saturday. Motorists needing to cross the freeway can use either Union Avenue or Cottonwood Road while this work is underway. In addition, sound wall and barrier construction continues along State Route 58, requiring intermittent nighttime closures of freeway lanes and ramps. Motorists traveling along State Route 58 during nighttime hours should anticipate closures of the two outside lanes, between Union Avenue and Cottonwood Road, Sunday through Thursday nights from 9:00 p.m. to 5:00 a.m. The intermittent closures required for this work is expected to continue for several months. 3 General Information June 9, 2017 Page 3 The National Softball Association Youth Girls Fast Pitch Tournament will be held on June 10 th and 11 th at Mesa Marin Sports Complex, Beach Park, East High School, and Highland High School fields. This is the largest tournament the City has held to date, with 45 teams converging from across California and the Las Vegas area. All City pools open on Monday, June 5 th. Open swim hours are 1:00 p.m. to 4:00 p.m., seven days a week at McMurtrey Aquatic Center, Silver Creek, Jefferson, and Martin Luther King. Please go to for more information on swim lessons, Whacky Fridays, Family Fun Night, swim team opportunities, and junior lifeguarding classes. Movies in the Park begins on Friday, June 9 th, at The Park at Riverwalk. This week s movie will be the Jungle Book. All movies are free and start at dusk. Drinks and snacks are available for purchase. The Beale Band concerts begin on Sunday, June 11 th, featuring members of the Bakersfield Symphony. 4 MEMORANDUM TO: FROM: Alan Tandy, City Manager Randy McKeegan, Assistant Finance Director DATE: June 8, 2017 SUBJECT: Quarterly Sales Tax Update We received the most recent quarterly sales tax data, which reflects the activity and sales during the months of January, February, and March The adjusted quarterly and annual trend information is as follows: Adjusted quarterly data Comparing the most recent quarter with the same quarter last year positive (+) 0.40 %. Adjusted annualized data Comparing the most recent four quarters with the prior four quarters negative (-) 4.79 %. Specific industry data will be available in a few weeks. This continues a positive trend signaling a minimal recovery after almost two years of decline. We are hopeful that the worst is over and that our economy will show more signs of recovery in the months to come. However, we would recommend caution as we move forward due to the continued volatility of oil prices and other economic indicators like rising interest costs. We would like to see more than a quarter or two of positive movement before we view this as a lasting trend. We will continue to monitor this important General Fund revenue as it is a critical component of our annual budget.
