It is my pleasure to welcome Julie Drimakis as our new Assistant City Clerk. She brings a wealth of experience and knowledge with her from both the Cities of Tehachapi and Morgan Hill. We are confident that she will capably fulfill the duties of the position. Miscellaneous News We received a check this week in the amount of $1.4 million from World Oil for their share of the Mohawk Street Improvement Project. The project will extend Mohawk from Rosedale Highway to Siena Lane, and eventually to Hageman Road. The project consists of adding up to four new travel lanes (although there will only be two new travel lanes if the bids come in too high); a bridge crossing the Calloway Canal; and modifying the traffic signal at Rosedale & Mohawk. The estimated cost is $3 million, $1 million of which will come from the State s Prop 1B State-Local Partnership Program (SLPP) Competitive funding program. Some good news. Public Works and SMG, working with PG&E and a contractor, have completed a project replacing older, inefficient lighting fixtures at Rabobank Convention Center and Arena with new energy efficient lights. The project was funded by a special zero-interest loan from PG&E, and the energy savings is used to pay back the loan with a payback of 4½ years. After that, the City will benefit 1% from the energy savings with lower electricity bills. In addition, the City received two rebates from PG&E totaling $26,168! The applicant for the River Run GPA pulled the item from the March 21 st Planning Commission agenda, and it will be deferred until June 6 th. In the meantime, the applicant intends to meet with representatives in the neighborhood in an effort to address their many concerns before the matter is heard before the Commission.

2 General Information March 15, 213 Page 2 On Wednesday, City and County representatives of the Metropolitan Bakersfield Animal Control Board discussed an option that would create separate shelter facilities located on the same grounds. The County would build a new structure and the City would renovate the existing building, and then there would be a joint intake center to make things easy for any citizen, regardless of whether they are a City or County resident. More work still needs to be done before any final proposal can be submitted, but initial impressions are positive. We are aware that there is still a large overcrowding problem for both agencies; but staff, together with animal control advocates, is actively working to address the issue. The Kern COG Regional Award of Merit, Ken Volpe Environmental Resources and Conservation Award was presented to the Recreation and Parks Department for Uplands of the Kern River Parkway Park. Congratulations are due to the Department for their fine work. Recreation and Parks Director, Dianne Hoover, will be a keynote speaker at the National Recreation and Parks Association Conference in Houston, Texas in October. The topic Partnerships and Naming Rights. She will also cover this subject at a Park Commissioners workshop in Atascadero this coming Saturday. With her assistance, the City of Bakersfield has done very well in this area, and the rest of those who work in that genre are noticing! TRIP News The groundbreaking for the Westside Parkway, Phase 6C took place on Thursday. Joining us were Mr. Bill Thomas, representatives from Congressman McCarthy s office, State Senator Fuller s office, Mayor Hall, Councilmembers Hanson and Smith, and staff from Parsons, AECOM, KernCOG, Nolte and Security Paving. It is the team effort that keeps this project going. The attached picture shows the smiling faces of all of those involved. The nighttime lane closures on State Route 99 and State Route 58 originally scheduled for March 1-11, 213 have been rescheduled for March 17-18, 213. As noted previously, the closures are necessary to allow crews to drill for soil samples in support of the preliminary engineering and environmental work underway for the Centennial Corridor Project. Crews will also be working in the westbound State Route 58 connector ramp to northbound State Route 99, but access to State Route 99 will be maintained at all times. The closures will remain in effect between the hours of 7:3 p.m. to 5 a.m. The outside lanes of southbound State Route 99 will be closed between the Rosedale Highway and Airport Drive interchanges, including the off-ramp to Rosedale Highway. Access to Rosedale Highway will be maintained at all times, and all lanes are expected to reopen in time for the morning commute.

5 CITY OF BAKERSFIELD PUBLIC WORKS DEPARTMENT MEMORANDUM TO: FROM: Alan Tandy, City Manager Raul Rojas, Public Works Director DATE: March 14, 213 SUBJECT: Refuse Trucks Reserves Referral No. 371 Councilmember Maxwell requested that staff look at the number of refuse trucks with the possibility of holding onto a few, as a reserve. Both Solid Waste and Fleet staff reviewed the number of refuse trucks in the fleet, with the possibility of retaining older retired trucks as additional reserve units to cover downtime. The following factors were evaluated: 1. Air pollution regulations require that certain older units be scrapped or fitted with smog filters costing tens of thousands of dollars. 2. The cost of maintaining parts inventories for more and older units. 3. Higher fuel consumption typically found in older units. 4. The risk of mechanical failure in older units which could contribute to accidents. 5. The cost of performing mandated periodic safety inspections on trucks with little usage. 6. Rusting of internal parts and rotting of tires and seals with older units on standby. 7. Additional yard space needed to store extra units. 8. The cost of annual permit fees for extra trucks with little usage. The Solid Waste and Fleet Division Managers agree that, for the current workload of twelve daily commercial bin routes, the existing inventory of eighteen trucks is optimum under the current budgetary conditions. This reserve ratio normally provides sufficient coverage when trucks are down for routine maintenance and breakdowns. In rare cases, such as the day when Councilmember Maxwell recently visited the fleet garage, there may have been an unusual number of trucks down. In such cases, the daily routes are always completed by crews teaming up on or time sharing the remaining available trucks. For example, the crew that happened to service the bin at the

6 Proposed Replacement of Two Refuse Trucks Page 2 fleet garage during Mr. Maxwell s visit remarked that seven trucks were down. However, this did not mean seven out of the twelve daily routes were without trucks. Rather, it meant that six reserve units, as well as one more frontline truck, were down. This type of situation is unusual and occurs approximately ten times per year. When it does, the City does not hire contractors to finish a particular day s route. Rather, the available crews and equipment finish the job. On the whole, small amounts of overtime for these events total less than the costs enumerated above. Staff would like to clarify a previous reference to contract haulers doing additional work. This was only discussed as a hypothetical case, as if the City was unable to purchase the number of trucks needed to maintain the 5/5 balance of public and private hauling set forth in the contract. However, the City s Refuse Enterprise is adequately funded to provide the needed equipment to carry out this important responsibility. McIsaac, Community Development Director DATE: March 14, 213 SUBJECT: Possible Squatters at 391 Barbara at Akers Council Referral No. CRMS # 373 (Ward 6) Councilmember Sullivan requested that staff investigate possible squatters on vacant property located at 391 Barbara, at Akers. On Wednesday, March 6, 213, Code Enforcement Officers Shane Denton and Jose Gonzalez responded to this complaint and found the dwelling open and unsecured. Officers Denton and Gonzalez secured the dwelling, posted as substandard and a 7-day notice was mailed to the property owner for due process. On Thursday, March 7, 213 Officer Denton was contacted again by the Police Department for an open structure. Seven subjects were arrested by the police for occupying a posted structure. Officer Denton secured the rear door of the dwelling. Officer Denton also found a broken water line in the rear yard. California Water Service responded and disconnected the water. PG & E also responded and removed the electrical meter panel due to squatters.

8 BAKERSFIELD POLICE MEMORANDUM TO: FROM: ALAN TANDY, CITY MANAGER GREG WILLIAMSON, CHIEF OF POLICE DATE: MARCH 11, 213 SUBJECT: Possible Squatters Council Referral No. 373 (Dual Referral with City Code Enforcement) Councilmember Sullivan requested that staff investigate possible squatters on vacant property located at 391 Barbara, at Akers. The residence at 391 Barbara was posted uninhabitable by City Code Enforcement on March 6, 213. Officers responded to the residence on two prior occasions within the same week; and on March 6 th to a report of subjects in the residence following the posting by Code Enforcement. Two adult males and five juveniles were found inside the dwelling; the adults were cited for violation of MC Four juveniles were released to parents and one was transported to Juvenile Hall. Staff will continue to work with Code Enforcement to monitor the residence for activity.

9 CITY OF BAKERSFIELD PUBLIC WORKS DEPARTMENT MEMORANDUM TO: FROM: Alan Tandy, City Manager Raul Rojas, Public Works Director DATE: March 14, 213 SUBJECT: Signs Noting Fines for Littering Referral No. 374 Councilmember Sullivan requested that staff investigate why signs announcing a fine for littering were removed from freeways, and how they can be replaced. Caltrans will have to be notified. Staff contacted Caltrans Supervisor Frank Rodriguez, whose section includes freeway signs. He stated that no signs have been removed by Caltrans. Annually Caltrans inspects freeways for signs that are missing and replaces them. In the case of littering signs in particular, there has been no change in policy regarding the installation or removal of signs. Staff will request Caltrans consider adding signs announcing fines for litter as a part of our ongoing efforts with Caltrans to clean the freeways.
