Trash, green waste and recycling collection services will not be affected. Good News The ribbon cutting ceremony for the Park 20 th residences was held today. The affordable housing project, located just east of Central Park at Mill Creek, includes 55 one bedroom apartment homes and 1 on-site manager s quarters. The units will provide permanent housing for low income and homeless individuals, including 25 apartments specifically earmarked for homeless veterans. The City contributed the land and $3.25 million of redevelopment and HOME funding for the project. The new apartments are energy efficient with a balcony, dishwasher, stove, refrigerator and ceiling fans. Other amenities include an on-site community center and a full-service laundry area. Mayor Hall, along with Councilmembers Maxwell, Smith and Hanson attended today s event. Pictures of the ceremony are enclosed. Attached you will find the monthly TRIP Status Report for the month of September. The report gives a summary of each TRIP project in construction, in design, and under review. Completion percentages and pictures of projects are also included. As you are aware, the Recreation and Parks Department has taken a very proactive role in ensuring compliance with the State s drought regulations. This has included making modifications to the watering schedules and irrigation system infrastructure within the City s 59 parks and 160 miles of streetscapes. To date, the department has met or exceeded monthly water conservation targets, while simultaneously working to preserve the health of the estimated 85,000 trees the City maintains.

2 General Information September 4, 2015 Page 2 Notwithstanding the department s efforts, our staff has seen an increase in the number of dead or dying trees in parks and streetscapes. The most common trees that have been impacted include non-native and non-drought tolerant varietals, such as: Coastal Redwood, Liquidamber, Flowering Plum and White Alder. Since the beginning of the year, approximately 900 dead trees have been removed citywide. Staff has identified an additional 1,000 trees that are believed to be impacted by the drought and may need to be removed in the coming months pending further evaluation. These figures represent approximately 2.2% of the total tree population that the City maintains. Moving forward, we are evaluating different drought tolerant replacement options for the areas that have had trees removed. The process of evaluating tree conditions is ongoing, however we will not know the full extent of the drought impacts on the trees until more normal weather patterns return. The Fire Station No. 8 rehabilitation project is underway in northeast Bakersfield. The first phase includes the preparation and mobilization of temporary facilities for the crew assigned to Fire Station No. 8 to utilize when work begins on the facility later this year. The temporary facilities include a modular living quarters which was delivered to the site this week. Once the temporary site is ready, work will begin to replace outdated and deficient infrastructure at Fire Station No. 8. The fire crews will operate out of the temporary site for approximately nine months and do not anticipate any disruption to emergency services to residents in the area. 3 General Information September 4, 2015 Page 3 TRIP Reports UPDATE: Nighttime State Route 99 Lane and Ramp Closures The outside northbound lane on State Route 99, between Ming Avenue and Wilson Road, will be closed tonight between the hours of 9 p.m. and 5 a.m. to allow the contractor for the Beltway Operational Improvements Project to remove material from the construction site. This closure is in addition to tonight s closure of the southbound Ming Avenue onramp to State Route 99 and the approaching southbound outside lane on State Route 99. These closures will also occur between 9 p.m. and 5 a.m. and are needed to allow for paving on the on-ramp. The remaining lanes on State Route 99 will remain open while work is underway and all lanes, as well as the ramp, are expected to be open in time for the morning commute. 5 September 2015 TRIP Status Report TRIP projects are moving rapidly through the various stages of project development. This report is to provide a periodic up-to-date snapshot of each project s recent major activities and progress. If you have questions, or need additional information, please contact Janet Wheeler at the TRIP office, (661) Regular project updates are also available on the TRIP website at BakersfieldFreeways.us MILESTONES The State Route 178/Morning Drive Interchange, including all on- and off-ramps, opened to traffic following a ribbon cutting event on August 18 th. Construction crews will continue working in the area for a few more weeks, completing final detail work. This work is not expected to affect traffic. The official kick-off for the State Route 178 Widening Project was also held on August 18 th, in conjunction with the State Route 178/Morning Drive Interchange ribbon cuttingevent. This project will widen State Route 178 to three lanes in each direction between Canteria Drive and Masterson Street and to two lanes in each direction between Masterson Street and Miramonte Drive. The project will also realign and improve State Route 178 intersections at State Route 184, Masterson Street, Alfred Harrell Highway, and Miramonte Drive. Concrete has been placed for the bottom of the new bridge (stems and soffit) at the State Route 99/Hosking Avenue Interchange Project. The concrete pour was also held on August 18 th and included more than 1,800 cubic yards of concrete. Another concrete pour will be scheduled in late September to complete the bridge deck. The State Route 99 Auxiliary Lane/Rosedale Highway Off-ramp Improvements Project has been advertised and bids will be opened on September 10 th. The project is estimated at $7.5 million and is funded through the State Highway Operation and Protection Program (SHOPP). Construction is expected to begin late this year. PROJECTS UNDER CONSTRUCTION State Route 178/Morning Drive Interchange Contractor: Granite Construction 99% complete; Open to traffic The new interchange project opened to traffic following a ribbon cutting ceremony on Tuesday, August 18 th. Many neighboring residents attended the ceremony to celebrate the new connection and opportunities for new development. Crews will continue working in the area for a few more weeks, completing final detail work outside the traffic lanes. State Route 99/Hosking Avenue Interchange Contractor: Granite Construction 50% complete; anticipated completion: early 2016 The contractor placed concrete for the new Hosking Avenue Bridge stems and soffit on August 18 th. The 35- member crew began work at 3 a.m. and completed the job around 4:30 p.m. This part of the bridge required two concrete pumpers and 1,800 cubic yards of concrete (more than 180 truckloads). There were no impacts to traffic. Another concrete pour is planned for late-september to complete the top deck of the bridge. Page 1

6 TRIP Status Report September 2015 In August, crews continued importing dirt for the embankment at the ramps and approaches, worked on the project s drainage systems, and placed roadway aggregate base, curb and gutter. Electrical conduit was also installed at various locations throughout the project. In September, crews will be placing conduit for utilities in the bridge bays, installing bridge deck drains and completing the forms for the top deck. Crews will continue work on the drainage systems, curb and gutter and electrical. Class II aggregate base will also be placed for the roadway. Beltway Operational Improvements Contractor: Security Paving Company 3% complete; anticipated completion: summer 2017 This project includes various improvements along State Route 58, from east of State Route 99 to Cottonwood Road, and on State Route 99 from Wilson Road to north of Ming Avenue. The contractor has cleared the work areas along State Route 99 and has begun work on a new retaining wall. This work will require intermittent lane closures through mid-october on southbound Wible Road, between Belle Terrace and Wilson Road. The closures are needed to allow the contractor to off-load materials. The contractor is also working within the median on State Route 58 at the west end of the project area. These crews are working on drainage, subgrade and existing guardrail removal. Additional temporary concrete barrier rail was placed along the State Route 58 corridor in August. In September, crews will be working on temporary on-ramp construction from Ming Avenue to southbound State Route 99. On State Route 58, crews will begin clearing operations and removing irrigation lines. Work within the median will be ongoing throughout the month. Motorists driving through this construction zone should anticipate potential construction work during daytime and nighttime hours on both State Route 58 and State Route 99. Rosedale Highway Widening Contractor: Teichert Construction 19% complete; anticipated completion: fall 2016 Currently, crews are primarily working during daytime hours and two lanes will remain open in each direction to daytime traffic as work progresses. Work continues in various locations throughout the project area. Highlights for August include work on the waterline between Wedding Lane and Mohawk Street and the start of earthwork on the south side of Rosedale Highway west of Coffee Road. This work will continue into September. Crews will also be working on the north side of Rosedale Highway, between Fruitvale Avenue and Gibson Street, making subgrade, placing aggregate base, and paving the widened roadway. Also in September, the railroad will begin relocating the crossing arms at the crossing near Gibson Street. No daytime closures are anticipated for this work, which is expected to continue into October. The contractor will be working in the southeast quadrant of Calloway Drive and Rosedale Highway beginning in mid-september. This work will take a couple of months to complete and traffic delays are expected. Motorists are encouraged to use alternate routes or allow extra time to reach their destinations while work is underway. The City has possession of all of the right-of-way necessary to construct the project; 98 ownerships have been acquired, and one is in the condemnation process. State Route 178 Widening Contractor: Granite Construction 7% complete; anticipated completion: mid-2017 A groundbreaking ceremony was held on August 18 th, in conjunction with the State Route 178/Morning Drive Interchange ribbon cutting event, officially kicking off construction on the three-mile long widening project. 7 TRIP Status Report September 2015 The contractor and construction manager s on-site office have been moved to a location just west of the State Route 178/184 intersection. Utility companies are finishing up their efforts to relocate lines along the corridor and the road widening work is expected to begin in September. The City has possession of all of the right-of-way necessary to construct the project; 26 ownerships have been acquired and three ownerships are in condemnation. State Route 99 Auxiliary Lane/Rosedale Highway Off-ramp Improvements Designer: Parsons Design 100% complete; Project is within Caltrans right-of-way; Currently advertised for construction The project provides operational and safety improvements along southbound State Route 99 and at the Rosedale Highway off-ramp. The project has been advertised and bids will be opened September 10 th. It is anticipated that the contract will go before City Council for approval on October 14 th. The project is estimated at $7.5 million and is funded through the State Highway Operation and Protection Program (SHOPP). Construction is expected to begin late this year. PROJECTS IN DESIGN AND RIGHT-OF-WAY 24th Street Improvement Project Designer: TYLin International Design 65% complete; Right-of-Way 86% complete (full acquisitions); Anticipate bidding: mid-2016 Judicial proceedings are in process that could modify the project schedule Soundwall and streetscape design are on hold Hageman Flyover Designer: Caltrans Design 40% complete; Right-of-Way 0% complete Potholing for utilities is underway Design team is coordinating with the City and County on stage construction Right-of-way acquisition will not begin until design has progressed to 95% 12 properties, subject to change as design progresses Truxtun/Oak Intersection Operational Improvements Designer: Dokken Engineering Design 55% complete; Right-of-Way 0% complete The project will widen Truxtun Avenue, to three lanes in each direction, from Empire Drive to east of Oak Street, modify the curve at the Westwind Drive intersection, and provide a right-turn deceleration lane for westbound traffic turning north onto Westwind Drive. Construction is anticipated to begin in mid- to late-2016, depending upon environmental permits and rightof-way acquisitions. 8 TRIP Status Report September 2015 PROJECTS UNDER ENVIRONMENTAL REVIEW Centennial Corridor Caltrans lead; Environmental Consultant: Parsons Environmental process 97% complete; Right-of-Way 62% complete for full acquisitions of single-family properties The final EIR/EIS has been sent to Caltrans Headquarters and Legal for review. The document is expected to be completed and released this fall. Advanced preliminary engineering and design work is ongoing Preparing diversion plan and permit package for Kern River Bridges Geo-technical work continues as crews collect core sample from various locations along the proposed alignment, including State Route 58 and State Route 99 The type selection process is underway for bridges and structures Construction of retaining wall to accommodate utility relocation on schedule Drainage basin development for corridor is underway Right-of-Way (Early Acquisition/Voluntary Basis) Full Acquisitions required for the project: 199 single family residences, 12 multi-family properties and 36 commercial properties - Purchase agreements approved by City Council: o 124 single family properties o 3 multi-family properties o 4 commercial properties Page 4
