1 OFFICE OF THE CITY MANAGER August 25, 217 TO: Honorable Mayor and City Council FROM: SUBJECT: Alan Tandy, City Manager General Information AT Notable Items When the Thomas Roads Improvement Program (TRIP) was originally authorized by the City Council, the projected borrowing amount to complete the program was $27 million. As time passed, new revenue sources were obtained and savings were realized. That amount was reduced in several steps until it became $13 million. I am pleased to advise you the number can now be reduced to $116 million. The most recent reduction is due to savings realized on property acquisition, utilities, relocation, and demolition on the Centennial Corridor. We expect additional savings in the future, and we are pursuing more than one large grant opportunity. We will note future reductions in the borrowing amount if those opportunities come to fruition. Thanks are due our TRIP partners, City and OPC property acquisition groups, Public Works, and Parsons for the continued progress. For those who endure the morning and afternoon traffic along Truxtun Avenue and Oak Street, rest assured that the end appears in sight! We anticipate the Truxtun Avenue Operational Improvements Project will advertise for construction bids within a few weeks; award a bid in November; and begin construction in January. This project will make improvements to Truxtun Avenue by adding a lane in each direction from just west of the State Route 99 overcrossing to east of Elm Street. Also, the curve at the Truxtun Avenue/Westwind Drive intersection will be modified, and the project will construct a right-turn deceleration lane for westbound traffic turning north onto Westwind Drive. East of Oak Street, the project will be constructed during the day time to limit disruptions to the adjacent residential homes. West of Oak Street, the project will be constructed during the night to limit disruptions to the adjacent businesses and mitigate daytime traffic. Also, the City will plan for a groundbreaking event for this occasion. Finally, thank you to Public Works, the Kern Council of Governments, and Caltrans for securing grant funds for this project.

2 General Information August 25, 217 Page 2 On Saturday, August 19 th, the City of Bakersfield Animal Care Center (CBACC) was host to the nationwide Clear the Shelters effort. This national event is a partnership between local shelters and NBC affiliates throughout the country to team up and promote adoptions in an effort to clear the shelter. Locally, KGET-17/Telemundo selected CBACC as the local shelter highlighted in promotional efforts that began in early August and culminated in a hugely successful event on August 19 th. The event resulted in 14 adoptions on August 19 th and over 26 total since the promotions began in early August. Many thanks go out to KGET-17/Telemundo, the Bakersfield SPCA, CBACC and the numerous volunteers and sponsors who made this successful event possible. Below are a few pictures from the event. I will be on vacation beginning Friday, September 1 st, and returning Monday, September 11 th. As always, the City Manager s Office has my contact information, and I will have periodic access to . In addition, Chris Huot will be in charge during my absence. He will fill in for me at the September 6 th Council meeting. Traffic Advisories Nighttime lane closures continue on Westside Parkway The contractor for the Kern River Bridge Improvements will continue the installation of temporary concrete barrier rail along the Westside Parkway next week, August

3 General Information August 25, 217 Page 3 28 th through September 1 st. This work will require closures of the inside lanes, in both the eastbound and westbound directions, from just west of the eastbound Mohawk Street off-ramp to the Kern River. Motorists should anticipate that these lane closures will be in effect Monday through Friday nights between the hours of 9: p.m. and 5: a.m. each night. At least one lane will remain open in each direction at all times and all lanes should be open prior to the morning commute. The Kern River Bridge Improvements project is the first phase of the Centennial Corridor project; it constructs bridges and makes the necessary improvements for the future freeway s connection to the Westside Parkway. Multi-Day Lane Closure Continues for Eastbound Ming Avenue near State Route 99 Nighttime Closures Scheduled for State Routes 58 and 99 The outside eastbound lane on Ming Avenue, between Akers Road and State Route 99, will be closed around-the-clock again next week to allow for the installation of curb and gutter in this area. The closure is expected to be in place starting Monday, August 28 th at 8:3 a.m. through Friday, September 1 st at 4:3 p.m. The remaining lanes on Ming Avenue in this area, as well as the southbound on-ramp, will remain open to traffic while this work is underway. On Sunday and Monday nights, between the hours of 9: p.m. and 5: a.m., motorists should anticipate the closure of the two inside traffic lanes on northbound State Route 99 between Ming Avenue and Wilson Road. Two lanes will remain open to traffic on northbound State Route 99 while this work is underway. The northbound on-ramp from Ming Avenue will be closed for construction work during this period. Alternating lane closures may also be in place during nighttime hours next week for both directions of State Route 99 near Wilson Road for electrical boring. These closures are also scheduled to be in effect between 9: p.m. and 5: a.m. The two outside lanes in both directions of State Route 58 between Union Avenue and Cottonwood Road are scheduled for closures for sound wall construction on Sunday through Thursday nights. These closures may be in effect between the hours of 9: p.m. and 5: a.m. each night. The eastbound Union Avenue on-ramp, the eastbound Cottonwood off-ramp, and the westbound Cottonwood on-ramp may also be closed during this timeframe. 4 General Information August 25, 217 Page 4 McMurtrey Aquatic Center remains open for general swim on weekends through Labor Day from 1: p.m. to 4: p.m. Also, the spray parks remain open daily through Labor Day from 1: p.m. to 6: p.m. On Saturday, September 9 th (check-in from 5: p.m. to 7:15 p.m.), the Bakersfield Police Department will be holding the 16 th annual Howlin at the Moon Fun Run. Come run with us in this fun filled night-time run, next to the Kern River, along the bike path, and to the light of a nearly full moon. All paid participants will receive a glow necklace, a BBQ sandwich, chips, and refreshments. Activities will be available for kids. Items provided by various local businesses and organizations will be raffled.
