Staff has confirmed that $7,186,399 in Prop 1A funds borrowed by the State in FY was returned to the County, and then forwarded to the City this week. This includes the original $6,738,432 that was taken from us, plus $447,967 in interest. This is one-time money, so it would be inappropriate to use it for ongoing costs, such as personnel or salaries, but it is suitable for capital projects or other one-time expenses. Miscellaneous News The 2 nd annual The 4 th at River Walk Independence Day celebration was a great success! There was huge turn out for the family-friendly event, which included live music, children s games, food and beverages, all in the beautiful setting of the park. The evening culminated with a free fireworks display which lit up the sky and provided a spectacular view for both attendees and those nearby. Thanks go to AEG, the Recreation and Parks Department and all of the various other City Departments who worked to make this event a success. We would like to give special acknowledgement to Dignity Health Mercy & Memorial Hospitals for sponsoring the event and making the fireworks display possible. We need to note a correction to an item from the June 28 th General Information report. It indicated that the unveiling of the Mill House would take place at 10:00 a.m. on Wednesday, July 10 th. The correct time for that event is 9:00 a.m. The attached press release provides more details. Another welcome event coming up next week is the grand opening of the Siemon Park Spray Park, which is scheduled for Friday, July 12 th, at 1:30 p.m. Residents in the northeast area will find the new spray park a welcome addition to beat the summer heat. City Animal Control will be co-hosting a low-cost rabies vaccination and licensing clinic on July 13 th from 8:00 a.m. to 11:00 a.m. at Virginia Park, located at 2022 Virginia Avenue. Staff will be on hand to provide reduced-cost vaccinations, dog licenses and free microchips for licensed dogs. Please see the attached schedule for more information.

2 General Information July 5, 2013 Page 2 The Convention and Visitors Bureau reports a nine-day convention is underway at the Rabobank Convention Center. The event, Ram Katha, is a religious gathering sponsored by the Hindu Temple of Kern County. It began Saturday, June 29 th and will run through Sunday, July 7 th. The organizers are expecting 1,500 people to attend each day. As a reminder, I am out of the office until next Friday, July 12 th. Assistant to the City Manager, Steven Teglia is in charge; and my staff will have the means to contact me, should the need arise. TRIP Traffic Advisory Motorists are advised to anticipate lane closures on Coffee Road, between Truxtun Avenue and Brimhall Road, on July 8-10, 2013 to allow the contractor to complete work on the columns of the Westside Parkway Bridge at Coffee Road. One northbound and one southbound lane will be closed between the hours of 7 a.m. and 4 p.m. Two lanes will remain open in each direction while work is underway. All lanes will reopen in time for the evening commute. 5 Why Should You License Your Dog? California requires all dogs over the age of four months are vaccinated and licensed as a rabies control measure. However, there are other reasons why you should license your pet, such as: A license provides proof that your pet has been vaccinated for rabies. Rabies is a fatal viral disease that can be prevented by vaccination. The rabies vaccine protects your dog and your community. Anyone finding a lost dog can contact Animal Control Services and, through the license number, the owner can be identified and contacted. A license may be your dog s ticket home. A license may also be proof of ownership. Easy Steps to Follow for Vaccinating & Licensing If attending one of the low cost monthly clinics, your pet will be vaccinated and the owner will be required to purchase the license at the same time, refer to fees listed below. If not attending a clinic, have your dog vaccinated by a licensed veterinarian. Once vaccinated, promptly return a copy of your dog s rabies certificate, spay/neuter certificate (if applicable) with payment to the licensing agency and a license will be mailed or provided to you. 6 M E M O R A N D U M CITY ATTORNEY S OFFICE July 1, 2013 TO: FROM: SUBJECT: HONORABLE MAYOR AND CITY COUNCIL THOMAS GEDDES, ASSOCIATE CITY ATTORNEY INTERNET GAMING FACILITIES COUNCIL REFERRAL NO. 376 Councilmember Johnson requested that the Safe Neighborhoods and Community Relations Committee discuss the issue of internet gaming facilities to determine if the alleged illegal activities are part of a larger problem, and determine what can be done to alleviate the problems associated with these facilities. The Police Department is to increase enforcement. Councilmember Maxwell requested that the City Attorney notify the owners of the facilities that an issue exists with these businesses. On June 26, 2013, Councilmember Maxwell asked the City Attorney to look into the possibility of placing restrictions on the hours that an internet café can operate. The City Attorney s Office will continue to monitor and analyze the unlawful activities associated with Internet Sweepstakes facilities. In addition, the City Attorney s Office is developing a presentation for the next Safe Neighborhoods Committee to discuss the status of these establishments, what has been done to date, and the possibility of placing restrictions on their hours of operation. 7 CITY OF BAKERSFIELD PUBLIC WORKS DEPARTMENT MEMORANDUM TO: FROM: Alan Tandy, City Manager Raul Rojas, Public Works Director DATE: July 5, 2013 SUBJECT: Removal of Illegally Dumped Items Referral No. 403 Councilmember Maxwell requested that staff look into the issue raised by Susan Bennett that business owners are required to remove any item illegally dumped on their property, while residents can get those same items removed from their property by the City at no cost. Staff spoke to Ms. Bennett about the issue, and found that her commercial trash and recycling carts are kept inside a fenced portion of her parking lot. The item was illegally dumped outside of the fence, which amounts to vandalism by someone trespassing on her property. City crews, therefore, removed the item. According to City policy and the refuse fee structure set by the City Council, the issue of illegal dumping is handled differently for homes and businesses. The standard residential refuse fee includes free bulky item pickup at curbside, scheduled upon request. However, due to variable levels of service for commercial refuse, the fee structure does not include free removal of extras for businesses.
