1 OFFICE OF THE CITY MANAGER March 11, 216 TO: FROM: SUBJECT: Honorable Mayor and City Council Alan Tandy, City Manager AT General Information Notable Items We are excited to announce the opening of the Hosking Avenue Interchange. This project replaces the existing overcrossing with a new interchange, provides a new direct State Route 99 access point, and improves the operations of the adjacent freeway interchanges and arterial roads. The interchange is now open to traffic, but workers will remain in the area for a few more weeks to complete the fencing, landscaping, and various punch list items. Thank you to those who attended today s ribbon cutting event, especially U.S. Congressman and Majority Leader, Kevin McCarthy. Attached you will find a projected timeline for the remaining TRIP projects. Earlier this week the City received its sales tax information for the 4 th quarter of 215, which covers the holiday season (i.e., October through December). Unfortunately, the negative revenue trending has continued with sales tax revenue down -4.84% for the 4 th quarter in comparison to the same quarter last year, and -4.75% for the

2 General Information March 11, 216 Page 2 last four quarters to date compared to the previous four quarters. The revised projection for the current fiscal year is zero growth. Please note that each percentage point of sales tax is the equivalent to approximately $7,; therefore, we must make $3,5, in further adjustments to the City s General Fund budget. This will have a compounding issue on next year s budget as well. As mentioned, these sales tax figures represent spending that took place during the holiday season. Since that time, many large oil companies and other local employers have announced significant staffing reductions. The impact of these layoffs on the local economy will not likely be experienced for up to nine months. Although development activity appears to remain steady, we anticipate this sector to begin to slow down within the coming months. This will ultimately exacerbate the City s budgetary issues. Unfortunately, the most recent data confirms additional reductions in the General Fund will need to be undertaken. To date, the amendments to the budget have focused primarily on one-time items to alleviate more severe, direct impacts to City operations. However, as the slump in the oil economy continues, the necessary adjustments will begin to have noticeable impacts to service delivery and staffing. City staff is currently undertaking an analysis to determine what adjustments will need to be made in the near term, as well as revising preliminary budgets for next fiscal year, which will be presented to the City Council beginning in May 216. City staff will propose modest refuse and sewer rate increases for residential and commercial customers for Fiscal Year The proposed rate increases are requested to fund operational and capital costs, and to ensure sufficient reserves to meet long-term needs. Based on City staff s survey of several California cities and counties, Bakersfield refuse and sewer rates will continue to remain amongst the lowest in the region. Attached you will find a memo with additional information. This week we have seen rain and snow activity throughout Bakersfield and in the Kern River watershed in the Sierra Nevada mountains. Though it may appear we are receiving large amounts of rain and snow this winter, we are still below average when compared to prior years. Attached you will find a chart that displays the Kern River Basin snowpack accumulation. I will be on vacation beginning March 21 st and returning March 31 st. Chris Huot will be in charge during my absence, and will fill in for me at the City Council meeting on March 3 th. As usual, City staff has my contact information. 3 General Information March 11, 216 Page 3 Nighttime Lane and Ramp Closures Southbound State Route 99 and Rosedale Highway Off-ramp The two outside lanes on southbound State Route 99, between Gilmore Avenue and Rosedale Highway, along with the Rosedale Highway off-ramp are expected to be closed tomorrow night, March 9, 216. The closure is needed to allow for the removal of large overhead signs, and the closures are expected to be place between the hours of 9: p.m. and 5: a.m. Motorists should also anticipate lane and ramp closures during nighttime hours next week, from Sunday through Thursday. The contractor plans to install temporary lighting early in the week followed by existing shoulder removal. This work is expected to require the closure of the outside southbound lane between Gilmore Avenue and Rosedale Highway, as well as the Rosedale Highway off-ramp. These closures will also take place between the hours of 9: p.m. and 5: a.m. During the closures, the southbound State Route 99 motorists who want to access Rosedale Highway or 24 th Street will need to continue southbound and exit at California Avenue then return via northbound State Route 99 to the Rosedale Highway/24th Street exit. State Routes 58 and 99 Nighttime Lane and Ramp Closures Continue Nighttime closures of the northbound State Route 99 to Ming Avenue off-ramp are expected to continue next week. Motorists should anticipate that this ramp will be closed each night between Sunday, March 13 th, and Thursday, March 17 th, between the hours of 9: p.m. and 5: a.m. The closure is needed to allow for construction work on a new retaining wall along northbound State Route 99. This ramp is expected to be open to traffic during daytime hours. Nighttime lane closures are also planned for State Route 58, between State Route 99 and Cottonwood Road, next week. Lane closures may be in place in both the eastbound and westbound directions from Sunday night through Thursday night between the hours of 9: p.m. and 5: a.m. Scheduled work may be canceled without prior notice due to inclement weather or other unforeseen circumstances. Please stay alert to changing conditions and drive with caution while traveling through the construction zone. Expect Delays on State Route 178 at Alfred Harrell Highway/Comanche Drive Drainage work at the intersection of State Route 178 and Alfred Harrell Highway/Comanche Drive will require one-way traffic control next week, beginning Monday, March 14, 216. The traffic signal will be placed on flashing and flagging personnel will need to stop vehicles approaching the intersection from all

4 General Information March 11, 216 Page 4 four directions. Delays may last up to 1 minutes. This work is expected to be underway between the hours of 8: a.m. and 4: p.m. Motorists are encouraged to avoid this area during work hours if possible. Motorists who must travel through the area should adjust their travel plans to allow adequate time to reach their destinations. Please be courteous to other drivers and stay with the lead car while being escorted through the work area. 6 PUBLIC WORKS DEPARTMENT MEMORANDUM TO: FROM: Alan Tandy, City Manager Nick Fidler, Public Works Director DATE: March 1, 216 SUBJECT: Fiscal Year 216/17 Proposed Refuse and Sewer Rates For FY 16/17, staff will propose modest refuse and sewer rate increases for residential and commercial customers. The proposed rate increases are required to fund operational and capital costs and to ensure sufficient reserves to meet long-term needs. Based on staff s survey of several California cities and counties, Bakersfield refuse and sewer rates will continue to remain amongst the lowest in the region, even with the proposed rate increases. Staff proposes a 3% increase for refuse rates. The annual single family rate would go up from $19.2 to $ With regard to commercial refuse rates, the 3% increase will be applied across the board for all the commercial services. The 3% proposed rate increase would generate approximately $1M in additional revenue within the Refuse Enterprise Fund. Staff proposes a 2.5% rate increase for sewer rates. The 2.5% rate increase will bring rates for a single-family home from $21 to $215 annually. This rate increase would generate approximately $58K in revenue. As to commercial sewer surcharge rates, a five-year implementation period was approved for phasing in the change of methodology for sewer surcharge fees. FY 16/17 reflects year three of the five-year plan. Surcharge rates reflect changes proposed by the five year plan, as adjusted by the 2.5% rate increase. Because sewer surcharge fees are based on each user s water consumption, most commercial users should not be impacted by the rate increase if they have decreased water use due to mandatory drought restrictions. In order to meet the Proposition (Prop) 218 noticing requirements, staff must start the noticing process at the end of March. The rate adjustment is scheduled for the June 8 th Council meeting. Prop 218 requires that customers be notified at least 45 days before the hearing date. Therefore, all notices must be mailed by April 15 th.
