1 April 4, 2014 Chuck McGinness, FDOT TREASURE COAST TRAFFIC REPORT April 4 through April 11, 2014 TREASURE COAST Construction and maintenance-related lane closures on state highways in Martin, St. Lucie and Indian River counties are expected during the week of April 4 through April 11. Weather permitting, work will be done at the following locations throughout the Treasure Coast. The Florida Department of Transportation (FDOT) is recognizing National Work Zone Awareness Week on April Motorists can follow some simple tips for improving work zone safety be alert, slow down, avoid distraction, don t tailgate, don t change lanes and expect the unexpected. For updated lane closure information, please refer to Follow us on MyFDOT_SEFL. CONSTRUCTION PROJECTS MARTIN COUNTY 1. State Road 710/Big John Monahan Bridge Replacement Project over the St. Lucie Canal/Okeechobee Waterway near Indiantown Description: The existing structure will be replaced with a high-level, fixed bridge that will have four travel lanes (two in each direction), wide shoulders and a lighted 6-foot-wide pedestrian walkway in each direction separated from the shoulder by concrete barrier wall. The new bridge will have a 55-foot vertical clearance above mean high water and a 100-foot-wide main channel with lighted channel markers. Cost/Completion: $31.9 million. Completion is expected in fall Motorists should be alert for slow moving construction vehicles entering and leaving

2 One lane in either direction on Kanner Highway (SR 76) from the Connector Road to the CSX Railroad will be closed daily between 8 a.m. and 5 p.m. for concrete foundation work. One lane in either direction on Citrus Boulevard from SR 710 to SW Indian Mound Road will be closed daily between 8 a.m. and 5 p.m. for pile driving and concrete foundation work. One lane in either direction on SR 710 from SW Trail Drive to one mile south of the Okeechobee Waterway will be closed daily between 8 a.m. and 5 p.m. for pile driving and concrete foundation work. SW Seminole Drive is closed from SR 710 to SW Osceola Drive through April 2014 for reconstruction and paving of the SW Seminole Drive/SR710 intersection. o Motorists on SR 710 wanting to access SW Seminole Drive should proceed east on SW Trail Drive to SW Osceola Street, then turn right onto SW Osceola Street back to SW Seminole Drive. o Motorists going westbound on SW Seminole Drive will be detoured north at SW Osceola Street to SW Trail Drive. Traffic should proceed west on SW Trail Drive to SR U.S. 1 from County Line Road to south of Bridge Road in Hobe Sound Description: This 5.05-mile-long project includes milling and resurfacing of the existing lanes; construction of a shared-use path; and signalization, turn lane, sidewalk and pedestrian improvements. Cost/Completion: $4.6 million. Completion is expected in summer One lane in each direction of U.S. 1 will be closed Monday through Friday between 7 a.m. and 6 p.m. for paving. 3. Jensen Beach Boulevard from NE Holly Creek Drive to Pinecrest Lakes Boulevard in Jensen Beach The right westbound lane of Jensen Beach Boulevard just west of Green River Parkway (at Grand Oaks of Jensen Beach) will be closed Monday through Friday between 9 a.m. and 4 p.m. for drainage work. ST. LUCIE COUNTY 4. State Road 70 from the Okeechobee County line east for 5.8 miles Description: State Road 70 is being widened from two lanes to a four-lane divided highway. Work is underway on the north and south sides of the existing travel lanes. Cost/Completion: $18.7 million. Completion is expected in summer All lanes are open through April I-95 from State Road 70 (Okeechobee Road/Exit 129) at Fort Pierce to south of State Road 614 (Indrio Road/Exit 138)

3 Description: Construction is underway to widen I-95 in this area. The 8.7-mile-long project includes adding two lanes in each direction, removing old asphalt and repaving the existing lanes, upgrading bridges and interchanges within the project limits, upgrading traffic signals at the interchanges and installing new highway signs. Cost/Completion: $78.3 million construction cost. Completion is expected early The speed limit on I-95 is lowered from 70 MPH to 60 MPH in the following areas: the northbound I-95 lanes from approximately one mile north of Okeechobee Road (SR 70/Exit 129) to the northbound rest area approximately two miles north of Orange Avenue (SR 68/Exit 131). The southbound I-95 lanes from the southbound rest area approximately five miles south of Indrio Road (SR 614/Exit 138) to approximately one mile south of Orange Avenue (SR 68/Exit 131). Motorists should be alert for slow moving construction vehicles entering and leaving All southbound lanes of I-95 at the Kings Highway (SR 713) and Orange Avenue overpasses are shifted east onto the newly-constructed bridge until Spring All northbound lanes of I-95 at the Kings Highway and Orange Avenue overpasses are shifted west onto the newly-constructed bridge until spring All eastbound lanes of Okeechobee Road (SR 70) at the I-95 overpass are shifted south until summer All westbound lanes of Okeechobee Road (SR 70) at the I-95 overpass are shifted north until summer Traffic signals on the northbound and southbound exit ramps at Okeechobee Road (SR 70/Exit 129) are activated. Motorists exiting I-95 northbound or southbound and making a right turn onto Okeechobee Road may now have to stop at the signal instead of yielding to traffic on Okeechobee Road. One lane in each direction of I-95 will be closed overnight Sunday through Thursday between 8 p.m. and 6 a.m. Okeechobee Road at the I-95 overpass will be completely closed from 9 p.m. Sunday to 6 a.m. Monday. Entrance and exit ramps at Okeechobee Road (SR 70/Exit 129) will be closed from 9 p.m. Sunday to 6 a.m. Monday. The following detours will be in effect: o The southbound exit ramp to eastbound Okeechobee Road: Motorists can access eastbound Okeechobee Road by taking Kings Highway north to Graham Road, east on Graham Road to Jenkins Road and south on Jenkins Road to Okeechobee Road. o The southbound entrance ramp from westbound Okeechobee Road: Motorists can access southbound I-95 by taking Jenkins Road north to Orange Avenue to enter I-95. o The northbound exit ramp to westbound Okeechobee Road: Motorists can access westbound Okeechobee Road by taking Jenkins Road north to Graham Road, west on Graham Road to Kings Highway and south on Kings Highway to Okeechobee Road. o The northbound entrance ramp from eastbound Okeechobee Road: Motorists can access northbound I-95 by taking Kings Highway north to Orange Avenue to enter I-95.

4 *See attached detour map Entrance and exit ramps at Orange Avenue (SR 68/Exit 131) will be closed nightly Monday through Thursday between 8 p.m. and 5 a.m. for paving. No more than one ramp will be closed at a time. The following detours will be in effect: o The southbound exit ramp to Orange Avenue eastbound (SR 68 / Exit 131A): o The southbound exit ramp to Orange Avenue westbound (SR 68 / Exit 131B): o The southbound entrance ramp from Orange Avenue (SR 68): Motorists can access I-95 southbound by taking Kings Highway (SR 713) to Okeechobee Road (SR 70). o The northbound exit ramp to Orange Avenue westbound (SR 68 / Exit 131B): o The northbound entrance ramp from Orange Avenue (SR 68): Motorists can access I-95 northbound by taking Jenkins Road to Okeechobee Road (SR 70). o The northbound exit ramp to Orange Avenue eastbound (SR 68 / Exit 131A): *See attached detour map 6. State Road A1A/Ocean Drive Shoreline Protection Project from SE Conch Bar Avenue to County Line Road on South Hutchinson Island Description: The proposed improvements in this 2.4 mile-long project (from north of Island Dunes Country Club to south of the St. Lucie Nuclear Power Plant) include a permanent sheet pile retaining wall for roadway stability along the Indian River Lagoon; sod planting between the existing paved shoulder and the proposed sheet pile cap; and native wetland and traditional landscaping along the shoreline, waterside of the sheet pile cap. A small amount of riprap material will be placed along the face of the wall. Cost/Completion: $3.3 million. Completion expected in summer One southbound lane of A1A may be closed Monday through Friday between 9 a.m. and 4 p.m. The southbound bike lane along A1A may be closed Monday through Friday between 9 a.m. and 4 p.m. 7. Orange Avenue (County Road 68) from east of Graves Road to west of Kings Highway (SR 713) Description: This 5.62-mile-long project includes widening roadway shoulders; drainage improvements; drive reconstruction; and signing and pavement markings. Cost/Completion: $3.99 million. Completion is expected in fall One lane in either direction of Orange Avenue will be closed Saturday and Monday through Friday between 8 a.m. and 5 p.m. A flag crew will maintain two-way traffic.

U.S. 1/Prima Vista Boulevard Intersection in Port St. Lucie Traffic impact: The southbound right-turn lane of U.S. 1 at Prima Vista Boulevard will be closed Monday through Friday between 9 a.m. and 4 p.m. to install a sidewalk at the northwest corner of the intersection. The outside southbound lane of U.S. 1 at Prima Vista Boulevard will be closed intermittently Monday through Friday between 9 a.m. and 4 p.m. to move equipment. 9. I-95 at Mile Marker 128 (Turnpike Overpass) in Fort Pierce Two northbound lanes of I-95, approximately one mile south of Okeechobee Road/SR 70 will be closed overnight Tuesday through Thursday between 7:30 p.m. and 4:30 a.m. for bridge work. 10. Kings Highway at the Orange Avenue Intersection in Fort Pierce One northbound lane of Kings Highway will be closed daily between 9 a.m. and 4 p.m. for roadway restoration. 11. Orange Avenue from U Vista Court to Jenkins Road in Fort Pierce One westbound lane of Orange Avenue will be closed Monday through Friday between 9 a.m. and 4:30 p.m. for sidewalk repairs. INDIAN RIVER COUNTY 12. I-95 from the St. Lucie/Indian River County line north to State Road 60 (Osceola Boulevard/Exit 147) at Vero Beach Description: I-95 is being widened from the St. Lucie/Indian River County line north to State Road 60 (Osceola Boulevard/Exit #147) at Vero Beach. Improvements in this 6.84-mile-long project include: adding one lane on I-95 in each direction; removing old asphalt and repaving the existing lanes; reconstructing the SR 60 interchange; reconfiguring turn lanes and adding traffic signals at the SR 60/94 th Avenue intersection just west of I-95; replacing the I-95 bridges over 4 th Street (Citrus Road), 90 th Avenue and SR 60; traffic signal and highway lighting improvements; constructing sound barrier walls adjacent to the Lakewood Village, Department of Corrections Housing and Indian River Aerodrome communities; and landscaping. Cost/Completion: $54.4 million. Completion is expected in fall The speed limit on I-95 is 60 MPH at all times on the northern four miles of the project, from five miles north of Indrio Road (SR 614/Exit 138) to just north of State Road 60 (Exit 147). One lane in either direction of SR 60 at the I-95 overpass may be closed intermittently Monday through Friday between 8:30 a.m. and 3:30 p.m. One lane in each direction of SR 60 at the I-95 overpass will be closed Tuesday through Thursday between 8 p.m. and 6 a.m. One lane in either direction of 4 th Street at the I-95 overpass may be closed periodically Monday through Friday between 7 a.m. and 6 p.m. Flag crews will maintain two-way traffic. Intermittent lane closures on 90 th Avenue at the I-95 overpass will take place Monday through Friday between 7 a.m. and 6 p.m. Flag crews will maintain two-way traffic. 13. I-95 (SR 9) from just north of State Road 60 (Osceola Boulevard/Exit 147) at Vero Beach to the Indian River/Brevard County Line Description: I-95 is being widened from just north of State Road 60 to the Indian River/Brevard County line. Improvements in this 12.5-mile-long project include: adding one lane on I-95 in each direction; milling and resurfacing the existing lanes; signalization and lighting improvements; Intelligent Transportation System (ITS) improvements, including closed-circuit television cameras, Dynamic Message Signs and vehicle detectors; removal/replacement of the existing bridges over CR 512 (Fellsmere Road); construction of a noise barrier wall adjacent to the Encore Sunshine Travel RV Resort; and reconstruction of the interchange at CR 512, including the ramps and turn lanes. 7 Description: Improvements that will be made in this 2.4 mile-long project include widening U.S. 1 in Indian River County from four to six lanes from the county line to Oslo Road, replacing the bridges over the Florida East Coast railroad tracks, installing new sidewalk on both sides of U.S. 1 in various locations, constructing sound walls on the west side of U.S. 1 in front of the Cypress Bay Mobile Home Park, upgrading traffic signals at the U.S. 1-Highlands Drive intersection, installing a new roadway drainage system, removing old asphalt and resurfacing U.S. 1, and installing landscaping. Cost/Completion: $23.2 million. Completion is expected in spring One lane in each direction of U.S. 1 will be closed intermittently Saturday between 7 a.m. and 5 p.m. and Monday through Friday between 9 a.m. and 4 p.m. One lane in each direction of Old Dixie Highway under U.S. 1 will be closed intermittently Saturday and Monday through Friday between 7 a.m. and 5 p.m. Flag crews will direct traffic. 15. State Road A1A and 17 th Street Intersection in Vero Beach Lane closures in all directions at the intersection are planned Monday through Friday between 9 a.m. and 5 p.m. to replace traffic signals. No more than one direction will be closed at a time. Motorists should expect delays. 16. State Road 60 / 20 th Street from east of U.S. 1 to 6 th Avenue in Vero Beach One eastbound lane of SR 60 will be closed Wednesday through Friday between 7 a.m. and 6 p.m. for pond excavation.
