1 TOWN OF PLATTEKILL REGULAR TOWN BOARD MEETING Time: 7:00 PM December 21, 2016 SALUTE TO FLAG Supervisor Croce opened the meeting with a salute to the American Flag. ROLL CALL The following Town Board Members were present: Supervisor Croce Councilman Putnam Councilman Farrelly Councilwoman Delgado Councilman DePew MINUTES * Supervisor Croce made a motion to dispense with the reading of the minutes from the December 7, 2016 Regular Town Board Meeting and Solar Moratorium Public Hearing. * Supervisor Croce made a motion to accept the minutes from the December 7, 2016 Regular Town Board Meeting and Solar Moratorium Public Hearing. ADDITIONS: Supervisor Croce stated that he had one addition to the evening s agenda; a transfer of funds for the Police Dept. He stated that he would do this transfer later in the meeting, under transfers, on the agenda. PUBLIC INPUT Mr. Castillo asked how the issue with Marcano Lane was progressing? Supervisor Croce stated that the Building Dept. has issued Orders to Remedy/Violations which have gone unanswered, so there is now a January 9 th, 2017 Court appearance scheduled. He stated that Nancy Pagan had called him this past week to see how it was going and he has told her the same thing. Mr. Castillo stated that he had spoken to a relative of the owner of the property and he was just wondering how things were going. There were no further comments or questions from the public. * Supervisor Croce made a motion to close the Public Input section of the meeting at 7:04 PM. 1

2 Councilman Farrelly seconded. SECTION 1 RECREATION DEPARTMENT REPORT Supervisor Croce read the Recreation Dept. Report for December He read that the indoor sports program that starts at 7:00 PM is going well, however the 8:00 PM session did not work out well so the few children that had signed up for the later session are being accommodated at the 7:00 PM session. The program takes a short break for the Holidays and will resume when the school building opens again in January. Supervisor Croce commented that it was good to see the kids are taking advantage of these indoor programs. Supervisor Croce continued to read that the Holiday Tree Lighting that was held on Dec. 3, 2016, at Felten Park, was a success. The night air was cold, but the event was well attended. The Rotary provided hot cocoa and donuts, the Modena Fire Dept. Choir sang carols and Santa arrived on a Plattekill Fire Dept. truck. A good time was had by all and a huge "thank you" to everyone who worked to make this a great event. SECTION 2 PLATTEKILL POLICE DEPARTMENT MONTHLY REPORT NOVEMBER 2016 Supervisor Croce read the Police Department Monthly Report for November He read that there were 223 documented calls for service and there were 111 traffic tickets issued. There were 16 motor vehicle accidents handled by the Department with 2 persons reporting injuries. Supervisor Croce read the Detective Report stating that they had worked 2 Larceny cases, 1 Forgery case, 1 unattended assist patrol and 1 possible Rape case. The Detectives also closed 1 possible Rape Case with an investigation. Supervisor Croce read the announcement that a new Ford Police Interceptor Patrol Car has been ordered and it should be delivered sometime in March. This new car will replace Car#359. The complete vehicle report, which is attached to this report, states that most of the cars are either in good or fair shape. It also shows that car#359 has 125,237 miles recorded, which is the reason it is being replaced. Supervisor Croce finished the report by reading that several officers had attended a funeral for the Town of Ulster Chief of Police; he had been battling cancer. Also, one of our own officers slipped and fell while responding to a vehicle-accident call on Rabbit Run Road. He hurt his back in this fall and is following up with his doctor for treatment. Supervisor Croce stated that he spoke with this officer the other day and he is doing well; his doctor has cleared him to come back to work. He stated that he also wanted everyone to know that as soon as this call came through, the Town Highway Dept. was notified of the icy conditions on Rabbit Run Road and a truck was immediately dispatched to sand the roadway. Councilman Farrelly stated that he noticed in this report that there was no comparison of how many tickets were given the month before or the same month as last year. This was a comparison that he felt was very helpful. He would like to see this done and is not sure why it wasn t done. 2

3 Supervisor Croce stated that Lieut. Smith had made this report and perhaps he did not realize that this information was always given in the past. He stated that he would be speaking with Lieut. Smith tomorrow and he will ask him to add this information in future reports. SECTION 3 DOG CONTROL MONTHLY REPORT NOVEMBER 2016 Supervisor Croce stated that he did not receive the November Monthly Report from the Dog Control Officer. He stated that he spoke to him two or three days ago and received the mileage report for the year, but he did not give in his monthly report. He stated that it seems that every month he has to call him and remind him that it is due for the second meeting of the month, but more times than not, we do not receive the report. He stated that when he spoke to Mr. McKee the other day, he promised to have the report to us by tonight, but again we don t have it. Councilwoman Delgado stated that as a department head, the Supervisor should not have to call and remind him it is due. We should not have to baby him. Councilman Farrelly stated that he agreed. This is part of his job to get the monthly reports to us and he needs to get this done if he wants to stay in this position. Either do the job or don t do the job. He is supposed to do the job correctly. Supervisor Croce stated that he has spoken with Mr. McKee on this issue many times. He suggested that maybe he needs to be more-stern about us getting these reports. Councilman DePew stated that he felt it was ironic that he got a year s worth of mileage reports in, but he can t get us a report on how many dogs he picked up or found homes for in one month. Through the year the normal has been that we did not have the reports on time. The Town Clerk stated that maybe he did not fully realize that we need these reports in case we are audited. Supervisor Croce stated that he would speak with Mr. McKee again. SECTION 4 BUILDING DEPARTMENT MONTHLY REPORT NOVEMBER 2016 Supervisor Croce read the Building Department Monthly Report for November He read that there were 17 Permits issued, 10 Violations issued, 1 Violation closed, 58 inspections done, 8 Complaints taken, 13 Municipal Searches done and 8 CC & C of O s issued. These numbers do not include returning phone calls and residents coming in for assistance with codes, building permits and zoning & subdivision issues. Supervisor Croce stated that after reading this report, it does not seem that we are falling behind. He stated that he was looking forward to our new Building Inspector starting his hours in January SECTION 5 ASSESSOR S OFFICE MONTHLY REPORT NOVEMBER 2016 Supervisor Croce read the Assessor s Monthly Report for November He read that there were 19 transfers, 4 arms length transactions, 1 vacant and 3 residential sales in the month of November. Also, the sale price of residential homes only was $111,975. Supervisor Croce commented that it was good to see there were no foreclosures this month. 3

4 SECTION 6 COMPUTER SECURITY UPDATE Supervisor Croce stated that our previous computer technicians from NetEfx have notified us that a security anti-virus program, on our computer system, will be expiring in February. He explained that our new computer technicians from Alpha-tech are suggesting that we consider a service called the Webroot Cloud Monitoring Anti-virus Service. This service would never expire and Alpha-tech would monitor for viruses 24/7. The cost would be $5.00 per computer/server per month. Councilman DePew asked what Optimum, our current cable/internet company, has to offer? Supervisor Croce stated that he was not sure, but he would think that this company, being suggested by our computer technicians, would be much better. There was a short discussion that there could be other companies offering a similar product and that we should look around before deciding. Supervisor Croce stated that he would find out what security we get from our cable carrier and let the Town Board know. He stated that the Town has been dealing with Alpha-tech for a while now and he trusts their knowledge involving our computer system. SECTION 7 HIGHWAY DEPARTMENT MEMO RESOLUTION #20 CERTIFYING ROADS INVENTORY Supervisor Croce read a memo from the Highway Superintendent, Mr. Robert Wager, asking the Town Board to adopt a resolution to certify certain roads that the Town has on its inventory of Town Roads. The memo explained that the DOT does a review of the inventory to confirm ownership and dimensions of local roads for the inventory that is used by the Consolidated Local Street and Highway Improvement Program (CHIPS) to help fund repairs. At this time, the DOT was questioning four roads in particular. This resolution would certify the dimensions that are in question at this time. * Supervisor Croce made a motion to adopt the following Resolution #20 entitled: TOWN OF PLATTEKILL RESOLUTION #20 TO UPDATE LOCAL ROAD INVENTORY WHEREAS, the Town of Plattekill Highway Department maintains a record of all Town Roads, and WHEREAS, the NYS DOT is required to review the Local Highway Inventory to confirm ownership and dimensions for use of said inventory by the Consolidated Local Street and Highway Improvement Program (CHIPS) to help fund repairs, and WHEREAS, the NYS DOT is asking the Town to review and certify certain roads that they have questioned during their review, NOW THEREFORE BE IT RESOLVED, that the Town Board of the Town of Plattekill, Ulster County, New York, recognizes the following roads that have been previously dedicated and/or maintained by the Town of Plattekill Highway Department: 1) Mackey Lane (DOT #198082) Beginning at Ulster County Route #10 (Milton Turnpike) for.14 tenths of a mile by 16 ft. wide to the dead end. 2) Sollazzo Road (DOT #198110) Beginning at Ulster County Route #116 (Crescent Ave.) for.13 tenths of a mile by 16 ft. wide to the dead end. 4

5 3) Allhusen Road Spur. Beginning at Allhusen Road and ending at NYS Route #32 for.03 tenths of a mile. 4) Blossom Grove Spur. Beginning at Blossom Grove Court and ending at the dead end for.03 tenths of a mile. On the vote: Yes No Absent Supervisor Croce Councilman Putnam Councilman Farrelly Councilwoman Delgado Councilman DePew SECTION 8 ULSTER COUNTY STOP DWI CONTRACT Supervisor Croce read a letter from the County STOP DWI Program that the Town has been a part of for many years. He explained that the program gives additional funds to the Town Police Dept. to do special patrols for DWI stops within our Town. * Councilman DePew made a motion to enter into the agreement with the County STOP DWI Program, again this year, and to authorize the Supervisor to sign the contract. Councilman Putnam seconded. SECTION 9 POLICE TRANSFER OF FUNDS Supervisor Croce read a memo from the Plattekill Police Dept. requesting that the Town Board transfer funds from the Police Equipment budget line to the Police Contractual budget line. Supervisor Croce explained that this is the time of year to adjust funds within the budget lines and he was happy to let everyone know that the Police Dept. will come in under budget this year. * Supervisor Croce made a motion to transfer $5, from the General Fund Budget Line #A Police Equipment to General Fund Budget Line #A Police Contractual to cover the cost of police contractual expenses for the rest of A copy of this transfer is attached to these minutes. Councilman Farrelly seconded. SECTION 10 EECUTIVE SESSION * Supervisor Croce made a motion to enter into Executive Session at 7:36 PM to discuss ongoing litigation and police personnel. Councilman DePew seconded. * Supervisor Croce made a motion to close Executive Session and re-open the Regular Town Board Meeting at 8:23 PM. Councilman Farrelly seconded. 5

6 SECTION 11 VOUCHERS * Councilman DePew made a motion to pay the Voucher Detail Report dated, which includes: the General Fund amount of $33,146.12, the Highway Fund amount of $4, and the Trust & Agency amount of $ for a total amount of $37, recognizing that the Audit Committee has reviewed the claims and found them acceptable for payment. At this time, Supervisor Croce reminded everyone that the last meeting of the year, the Town Settlement Meeting, was scheduled for Thursday, December 29, 2016 at 3:30 PM. Supervisor Croce also wished everyone Happy Holidays. SECTION 12 ADJOURNMENT * Councilman DePew made a motion to adjourn the meeting. Time: 8:26 PM. 6
