4 COUNTY MANAGER S OFFICE MEMORANDUM To: From: Board of Commissioners Scott Somers, County Manager Date: August 1, 2014 Subject: County Manager s Update Week July 28, Attended the County Manager / Administrative Services Department Monday morning meeting. 2. Attended the Astoria/Warrenton Chamber of Commerce monthly breakfast meeting. 3. Participated in a conference call with Zenn Associates, contractor hired to assist the County with its Visioning process, concerning a draft vision for each focus area identified, and to discuss the Vision Summit scheduled for Saturday from 10:30 1pm at Clatsop Community College. 4. Made amendments to the draft Vision statements and strategies. Community members will have an opportunity to review and comment on the Vision statements and strategies and any changes made to them. 5. Maeve Kennedy Grimes, County Clerk and I met for our monthly one-on-one meeting. Among other things discussed the upcoming District 5 election and progress made on digitalizing certain County records. 6. Attended the City of Astoria Meet and Greet event for city manager candidates. 7. Attended a Respectful Workplace training event. All employees were required to attend. 8. Appointed Monica Steele to the Budget and Finance Director position. A press release is attached. 9. Met with Dean Perez, Administrative Services Director, to discuss several personnel issues. 10. Worked with Kevin Leahy, CEDR Director, to prepare for a tour next Tuesday introducing the new director of Business Oregon, Sean Robbins, to the north coast. Alejandro Bancke, GIS/Project Coordinator prepared packets of information concerning the North Coast Business Park (NCBP) for tour attendees.
5 COMMUNITY VISION SUMMIT EVENT DESCRIPTION & DRAFT AGENDA KEY LOGISTICS: EVENT DESCRIPTION: FOCUS AREAS: Name: CLATSOP VISION SUMMIT OUR COUNTY, OUR COMMUNITIES Location: Clatsop Community College, Towler Hall, 3 rd Floor Student Commons area Date: Saturday, August 2, 2014 Time: 10:00 a.m. 1:00 p.m. Doors open 10:00 a.m. for mixing, displays, and coffee/juice/rolls. Program begins 10:30 a.m. and concludes at 1:00 p.m. Additional mixing and conversation 1:00-1:30 p.m. Doors close at 1:30 p.m. Admission: Free and open to the public Target attendance: people, including community members, facilitators, and volunteers. Room Set Up: Presentation area, six tables accommodating up to 8-10 per table; open wall for display of group results and prioritization polling. The Clatsop Vision 2030 Together Vision Summit will be where Clatsop County s emerging 2030 vision, the result of months of community input, comes into sharper focus. At this event, community members will review and comment on draft vision and values statements, review, comment on and develop new strategies to achieve the vision, and prioritize all strategies. The result will be a final draft vision and strategies to guide the plans, policies and actions of Clatsop County and other key community organizations. There are six focus areas of the Clatsop Vision 2030 Together vision: Economy & Jobs Arts, Culture & History Health, Safety & Resilience Environment, Natural Resources & Recreation Education & Learning Community Planning & Development KEY ACTIVITIES: Open House; Welcome and Presentation; Full Group/Small Group Discussions; Participant Polling; Displays and Mixing. Review/comment on a draft statement of core values; Review/comment on a draft overarching county vision (Big Vision); Review/comment on FA visions/strategies; recommend new strategies; Poll for top priority strategies; Vision Drafting Committee produces revised Big Vision is real time for presentation at end of event. OUTCOMES: The outcomes of the Vision Summit include: an overarching vision and values statement for the county; visions and priority strategies for the six focus vision focus areas; and suggestions for actions to achieve priority strategies.

Steele joined Clatsop County as Assistant Finance Director in She replaces Aaron BeMiller, who departed for another position in Washington State after one year with the county. Steele formerly worked as operations manager for Astoria Pacific Seafoods and as business manager for St. Mary Star of the Sea School. She graduated from Linfield College.
