4 Marlborough Roads Local Road Asset Management Report September and October 2017 (Information prepared by Frank Porter) R Summary This report covers the months of September and October although financial information was not available at the time of writing this report. I can confirm Mike Saunders has been confirmed as the HEB/Opus JV Manager and as such is the local lead person with whom the Marlborough Roads maintenance contract manager, Braeden Lobb, deals with on a daily basis. Braeden is now spending two to three days a week co-located in the JV office with HEB and Opus contract staff. HEB are still short of an operations manager, currently advertised. Marlborough Roads senior Network Manager Peter McDonald remains seconded to NCTIR but still based in the Marlborough Office. NCTIR are proposing backfilling this secondment releasing Peter back into his former role. On the SH networks the JV are preparing for another large programme of work on SH63 as well as repairs on SH1. The SH63 renewals programme is expected to be complete by 31 March involving over 5km of pavement widening and strengthening and 27km of reseals. Significant renewals works are also proposed on SH1 both ahead and after of the 15 December opening. Resourcing of all of this work as well as other normal renewal activity will still strain resources including, for example, supply of sealing chip. Financial Commentary Whilst there is another very large state highway programme, work on the local roads is very much business as usual. All work is programmed under the Network Outcome Contract (NOC) at base contract rates therefore despite resourcing pressure in the top of the South Island, Marlborough Roads are expecting the work to be delivered on programme and within budget. The subsidised maintenance and renewals graphs are copied overleaf. As can be seen expenditure is sitting below the budget line. Assets & Services Committee 23 November 2017 Page 1

A final schedule of outstanding storm damage works is being prepared and likely to require a further $600,000 funding requiring Transport Agency approval. Monthly Activities Network Outcomes Contract Mr Mike Saunders is formally appointed as the JV Manager with Brent Morgan now back resident as manager of the Blenheim Opus office. HEB have allocated additional resource to ensure programme delivery. The JV remains well within exceedance limits for their contracted Operational Performance Measures (OPMs) for the two months. Two non-conformances were recorded, one for a subcontractor s vehicle without a reversing buzzer and another relating to works required by the engineer s representative for outstanding maintenance works on SH63, both of which are now closed out. 6 Marlborough Roads Activities Marlborough Roads have continued to develop the mid-term (2018/2021) Regional Land Transport Plan to be workshopped by the Regional Transport Committee at its early December meeting. Supplier support has been engaged through Davidson Partners and Vicky Nalder to assist with kerb and channel and footpath contracts and ensure these are delivered in a timely manner. Project Status State Highways Reinstatement works continue on SH1. Major works at Tar Barrel are being undertaken by NCTIR as well as programmed bridge and culvert repairs. Other more routine highway smoothing and ancillary works are being managed by the JV. The maintenance effort on SH63 has continued over the period. The Spring Creek Roundabout is substantially complete and is generally receiving positive comments. The Rai Valley Safety Improvement construction works are progressing particularly now with warmer weather. The Programme Business Case for SH1 Picton to Christchurch is in final stages. The Detailed Business Case for the Weld Pass Realignment is continuing with options being developed. Local Roads Some kerb and channel replacements carried forward are now substantially complete. The bridge programme is progressing well with replacement of Healys, McLeans (Mt Riley Road) and Bulford Bridges. Healy s and Bulford Bridge are completed and McLeans Bridge (Mt Riley) is well underway. Communications The following section covers CRMS contacts. 7 Road Safety The JV have produced their required four-monthly crash trend report. The crash trend is showing an increase in crashes in Marlborough, something disappointing but nonetheless following a national trend. The table for the last 24 months (rolling average) is copied below: A fatal crash occurred on SH63 at the Wye Bridge on 6 August. Neither road or vehicle conditions are likely contributing factors. Zero Harm Fatal Crash The Transport Agency s Zero Harm team has internally released its report into this Kenepuru fatal crash and has subsequently met with key HEB personnel to ensure follow up actions have been undertaken as outlined in Supplier reports. Health and Safety reporting Some of the relevant indicators of good health and safety practices are reported monthly by the JV. 8 Of more significance is the work that goes into lead indicators, an example of which is represented below and produces as a report from the Transport Agency s Zero Harm Portal for August. As can be noted with the previous report there is a high number of safety briefings which establish a safety culture and continuous awareness of safe practices. 9 Rivers and Drainage Section Activity Report (Information prepared by Geoff Dick, Steve Bezar, Kevin McFall, David Aires, Jan van der Vliet, Hai Trieu) R Wairau River Fairway: Isolated vegetated islands have had terrestrial spraying work carried out. Stopbanks: The first round of stopbank and berm mowing has been completed for this financial year. Stopbank and berm noxious plant spraying and control has been completed from Waihopai to SH1. Stopbank reach-mowing Planting: Deep Pole Planting Approximately 3,000 willow and poplar poles have been planted at several targeted sites throughout the river system. In addition 500 new plants have been established at various existing native Assets & Services Committee 23 November 2017 Page 6

10 plantation sites throughout the Wairau River berms. Maintenance of these sites (mowing, spraying, releasing) has also been carried out. 2,200 high value timber (HVT) species have been planted, with an additional 2,000 (approx.) earmarked for November. Species include Juglans nigra, Acacia melanoxylon, and E. camaldulensis/bosistoana/globoidea varieties. Planting HVT species Rock Protection: More rock was carted into Brooke Taylor erosion (832t) early August and was placed by Crafar Crouch (free of charge). Amenity: A further six new signs will be erected at main river entrances to welcome public into the river floodway reserve zone. Wairau Diversion: The stopbank carriageway which runs from Neals Road downstream to the sea was graded and had 205m³ metal placed to take out potholes. Lower Wairau: Willow wands (475) were planted at several vulnerable outside corners and mostly reached by barge. Wairau Floodplain and Tributaries Ōpaoa River Earthquake damage repairs to stopbanks and berms have been completed at A Collyns, K Morgan and the Top 10 Holiday Park. Further investigation of an outlet culvert through the stopbank at the Morgan property has confirmed that the earthquake did damage this pipe. The pipe has been videoed by Hydrotech. 11 Upper Ōpaoa - Behind Lansdowne Park to Waipuna Street Stop bank mowing has been completed. Stopbank vegetation control (noxious plants) has also been carried out. Minor repairs have been made on a section of stopbank at Mills and Ford Road West and at Rock Ferry. Waihopai River A stopbank situated on the Johnson property has been re-constructed as part of site development work. Assets & Services Committee 23 November 2017 Page 8

12 Final levelling and sowing to grass on reconstructed Johnsons stop bank Rock rip rap under construction along Gibsons Creek Intake Canal, Waihopai River New rock rip rap (548t) has been placed along the river edge of Gibsons Creek intake canal to help secure it from further erosion. Tuamarina River Floodway tree removal and in-stream river blockages were removed above Para Road. Omaka River (below Hawkesbury Road Bridge) The annual stopbank mowing run has been completed. Willows and poplars (187) have been deep planted at two sites on river berms. Ruakanakana Creek (just downstream of Waihopai intake) Repairs to driveway culverts were made post storm events at #44 and #106 Fareham Lane. Weed and sediment removal work was carried out over a 525m section at Lanark Lane. Testing of in-stream sediments and an environmental report has been furnished by SEE Ltd for a section of creek at Assets & Services Committee 23 November 2017 Page 9

13 Inkerman Street North where adjacent landuse is designated HAIL site. The results were negative for contaminants so the minor weed and sediment removal work can now proceed. Floodway tree removal has been completed at Blicks Road. Creek Bank reach mowing has been completed for the entire network. Taylor River (Burleigh to Dam) Seventy five willows and poplars were planted at active erosion sites. The Wither Road ford has been reinstated three times this year. School Creek, Renwick The first round of urban waterways weed eating has been completed (October). Lansdowne Nursery: Ongoing maintenance and re-planting has been carried out to further establish a diverse range of willow and poplar cultivars for river protection works. Aerial oblique photo showing Lansdowne Willow and Poplar Nursery Wither Hills Building: A new fireplace has been installed at 214 Redwood Street. A report has been completed on the fire damaged hayshed and this shed will subsequently be demolished. Water: Ongoing repairs to leaking pumps, pipelines, tanks and fittings ongoing. Fencing: Two sections of fencelines are shortly to be upgraded and quite a bit of smaller fencing maintenance yet to be completed where required. Assets & Services Committee 23 November 2017 Page 10

14 Tracks: Two sections where under runners had effectively made the lower track impassable have been repaired (between Mapp s and Cob Cottage). Weed Control: Nassella tussock eradication work completed with approx. 30,000 plants sprayed or grubbed this season. A Chilean Needlegrass (CNG) containment programme is set to commence and stock management regime in place. Aerial spraying for broom and gorse (and other woody weed species) is set to commence also. Further mulching of gorse and broom in the Mountain Bike Park (MTBP) is also set to start and follows on from further lifting of pine and other mature tree stock in the area. Ground based spraying is well underway in the MTBP and is also scheduled for a few other targeted locations in coming weeks. Planting: Sixty poplars were planted in the two small gullies in the Grigg Drive Burn Block. Natives (150) have been planted in Quail catchment, extending upstream from previous work. Fire: The relocatable Dip Dam located at Redwood Street has been filled with water and is all set to go in preparation for fire and emergency response. Stock grazing regime focussing on the northerly faces is in place to reduce grass height and available fuel loading as we enter into the Christmas/summer period. Erosion Control: Debris dam fences have been installed in gullies where recent rehabilitation and cultivation work has been carried out. These gullies will be ring fenced and planted out over next months. The annual Farm Park Operations Management meeting was held Thursday 26/10/17. Fire damaged hayshed to be demolished as is structurally unsafe. Drainage Spring drain spraying round is underway. 15 Weed Rake Fultons Creek outlet at the Taylor River. Remove fallen trees at Cow Creek Tuamarina and pile to burn. Remove fallen willows at private property at Spring Creek. Piled to burn and fire wood left for the owner. Meet landowners at Staces Road Grovetown re pending drainage works. Lower Ōpaoa River Staff have completed initial inspections and a first round of discussions with landowners regarding reconstruction of earthquake and other damage to stopbanks and berms in the SH1 St Andrews area south to Butter Factory corner. Works have started on Council reserve land at Butter Factory corner. Ōpaoa Loop The loop was injected on 19 October to control extensive beds of oxygen weed prior to summer and increased usage by adjacent residents and the general public. Stormwater Pumping Stations Redwood Street pump station: installing probes so pump can run in automatic mode after initial surge has been taken care of. Mechanical Weedcutter: River Queen MSA The first spring weed cut has been completed between town and Simonsen Reserve (Malthouse Road). Drainage Maintenance Semi-annual injection programme for aquatic weed control has been done at Upper Ōpaoa, Taylor River, Lower Ōpaoa, Spring Creek, Tuamarina River and Murphys Creek. Floodway Reserves Inspected Res 34 Upper Ōpaoa floodway for fallen willow tree removal. Concrete pad has been poured by Transpower for the new pylon base at Res 21 Roses Overflow. The pine woodlot, some 7.7 hectares, at the Waihopai Bridge has been logged and windrowed.the trees were well grown and a good return to Council was received. This area will be replanted in the coming winter. Res 26A Blenheim Rowing Club has had the launching ramp upgraded, new specimen trees planted and mulched and grass mowed in preparation for the Marlborough Rowing Champs and general summer use by the public. The access road will be graded in the next two weeks. The new waste water disposal field for Delegats has been raked and burnt in preparation for levelling and installation of a sprinkler system. Some landscaping works, mainly weed control is being carried out at various floodway sites. Assets & Services Committee 23 November 2017 Page 12

16 Picton, Sounds and Awatere Waikawa and Waitohi Rivers The first round of weed eating and general waterways maintenance has been carried out (including Ngakuta Bay), however with some follow up work still required. Proactive tree removal has been carried out in Kent Street drain (cost-share with landowner) and we will assist with further stream bed and bank erosion control and access. Investigation and Miscellaneous Caseys Creek and Ōpaoa River Stopbank Upgrade Project Phase 2 Detailed Design and Resource Consent Application progress since the last reporting period: o Detailed design, via a series of workshop with Council staff and contractors, has been completed. Pump Station: Current and Upgrade Design o Resource Consent Applications (Creek Upgrade and Stormwater Discharge): submissions to the limited notification have now closed. It is understood that only one submission for the above consents application has been received which is in support of the project. It is anticipated that a decision, by our Regulatory department, will be received before the middle of November o Land access agreements have been sent out (20 in total) to all affected parties. The meetings and feedback have been very positive and supportive with 10 landowners already having signed-off the agreement and the remaining ones are imminent. 17 Phase 3 and 4 Construction Costing / Methodology and Tendering o o Construction costing / methodology and the development of the tender (contract) documents have been completed. The programme time line up to the end of December 2017 is the following: Advertise Construction Tender: 14 November 2017 Tender Period: 14 th November to 11 December 2017 Tender Evaluation and Award period: 12 to 21 December 2017 Town Branch Drain (Phase 2) and Snowdens Basin Stormwater Upgrade Project Consulting engineers services, for the above Phase 2 project, are sought for the following packages: (a) Resource Consent Application: process and consultation support: o Consultant will lead on the application process and generation of the documents which is driven largely by the stormwater discharge element to the Ōpaoa River. Council will lead on the consultation period in the form of technical advice and supporting documentations as part of the application. (b) Preliminary design including ground investigations, drawings, as necessary to resolve all key design, construction and maintenance issues. Assets & Services Committee 23 November 2017 Page 14

18 Following a Request for Expression of Interest (REOI) to selected consulting engineers, three firms were selected to submit a Tender (RfT). The timeline for this activity being: Date Activity 10 November 2017 Issue of RfT 27 November 2017 Final date for clarification requests 29 November 2017 RfT submissions due 6 December 2017 Contract award (if any) The anticipated subsequent project implementation timeline is: o Preliminary design, landowner and affected parties negotiations/agreements and completion of design report and updated costing by November o Resource Consent Application: lodged March 2019 o Construction Commencement: summer of 2019/20. Gravel Extraction The annual gravel allocation for the Wairau River - Waihopai River confluence to the Ferry Road Bridge is now 1 July to following 30 June. On 21 September Council ratified new gravel allocations and charges as presented at 31 August 2017 Assets & Services Committee meeting. The Wairau River - Waihopai River confluence to the Ferry Road Bridge reach gravel extraction rates will be reviewed again in two years for confirming 2019/20 and 2020/21 gravel allocations following additional survey. Gravel extraction figures for July to September 2017 (3 mths) as follows: Wairau River - Waihopai River confluence to the Ferry Road Bridge. Annual allocation is 90,000m 3. Other rivers within in the district (incl. Sounds, Upper Wairau, Awatere and Waima/Ure) 56,857 m 3 = 63% of allocation 122,017 m 3 Total volume of extraction for the Marlborough District is: 178,874 m 3 No stockpiled gravel for sales. 19 NCTIR has requested 200,000 m 3 of gravel up to December of this year from the Waima/Ure River for earthquake repairs of the coastal highway. Gravel extraction has been underway in the riverbed since April this year. From April to of September 121,697 m 3 had been excavated. Gravel extraction for NCTIR at Waima/Ure River above Ure Road Bridge Quarries Pukaka All of the four upper benches have now be cleared of overburden following major bench reconstruction m 3 of rubble has been carted to the ground floor m 3 will go through the crushing plant to be made into various grades of material. 20 Planning and Development Section Speeds Road Water Pipeline Upgrade (Information prepared by Mark Power) C Council programmed replacement of approximately 1000m of 400mm diameter polyethylene (PE) pipeline from the Speeds Road Water Treatment Plant to Koromiko Airfield. The existing 250 mm diameter steel pipeline has failed in many instances, primarily due to corrosion and has reached the end of its economic life. Agreements are in place with the three affected property owners, and KiwiRail (where the pipeline crosses beneath the railway). Five contracting companies were invited to submit a tender, with three of those companies providing a price. The contract was awarded in October 2017 to Crafar Crouch Construction, for a tendered sum of $584,099 (GST excl). The works are programmed for completion prior to Winter Seddon Water Reticulation Upgrade (Information prepared by Mark Power) C This contract is for the upgrade of various watermains in Seddon. Work involves replacing existing water mains, installing new mains, and terminating existing mains. The reason for the works is to separate the Seddon Water Reticulation from the Awatere Water Supply, so that the future Seddon Water Treatment Plant supplies treated water to the township of Seddon without risk of contamination from the raw water supply. The works involve both open trenching and directional drilling methods. Five contracting companies were invited to submit a tender. The contract was awarded in October 2017 to Crafar Crouch Construction, for a tendered sum of $425,240 (GST excl). The works are programmed for completion in March Seddon Water Treatment Plant (Information prepared by Mark Power) C This contract is for the design and construction of a water treatment plant for Seddon. Filtec Ltd were awarded the contract earlier this year, and the design is almost complete. Additional measures have been included in the design to treat any future issues with algae that was experienced earlier this year. Construction work is programmed to commence on site in December 2017, with an anticipated completion in August Assets & Services Committee 23 November 2017 Page 17

21 Emergency Management Activity Report (November 2017) (Information prepared by Brian Paton) E , E Training/Exercises An application has been made through MCDEM to apply for ACE funding. Key courses include Supervising a Welfare Centre for the community volunteers and operational courses for the Response Team including ground based urban rescue, responding to flood events and leadership courses. Gary attended the MCDEM National Exercise Programme meeting. The key decision was that the next national exercise will be an AF8 simulation. Gary has also been presenting the EOC courses and interest from across our stakeholders remains high. Staff attended the Operation Rauora mass rescue exercise in Nelson in November. They worked together with the Nelson/Tasman CD team providing for the welfare of the passengers and crew. The Regional Incident Management Team (RIMT) has been training monthly. Exercises have varied from Police SAR leading a mass rescue scenario to moving the EOC to Council and engaging with a Council Rivers Engineer to discuss flooding and response levels and stopbanks being compromised. The Ministry of Primary Industries (MPI) and Nelson Marlborough Health (NMH) have been asked if they would play the lead agency in future training nights and they have expressed interest in doing so. New members continue to come to training with another three new ones expected at the next training night Robin and Colleen Cox and Elly Finnerty from Corrections. Welfare The welfare plan has been rewritten and is currently being circulated among Iwi and members of the Welfare Coordination Group (WCG). Once the plan is completed Catherine will be focussing on developing a fully functioning welfare team within the RIMT and enabling Community Response Centres to operate safely and effectively through training, SOP s and logistical support. Catherine continues to work alongside Lyne in the recovery space and is the point of contact for Recovery within Marlborough CDEM. The CD team and Lyne Reeves had an introductory meeting with Niamh (Neve) Lawless the recently appointed Red Cross (NZ) Secretary General. As a result Niamh now has a clear understanding of the local issues relating to the earthquake response and ongoing recovery needs in south Marlborough and the northern part of Kaikoura District which we continue to provide support to. Resilience Fund Application A Terms of Reference and contract have been agreed with Opus who has begun gathering information to inform the Marlborough Fuel Contingency Plan which will be completed by the end of the financial year. The Plan will provide decision makers with information on fuel stocks and longevity of those stocks if lifelines and emergency services are unable to replenish them, particularly if power generation has ceased. The plan will also include stocks of coal and LPG within the District and an estimate on daily usage, again for event planning purposes. Primary Cluster Adverse Events Network During the November quake relationships between CDEM and the rural communities were not robust and broke down within a couple of days. Fortunately MPI stepped up and put interim measures in place which has seen us through to the present day. MPI (Phil Kirk based in Nelson) and CDEM have Assets & Services Committee 23 November 2017 Page 18

22 worked together to establish this new network so as to have a formal and robust framework for the rural sector and CDEM to engage during BAU, in readiness and during response. A preliminary meeting of key sector members (viticulture, forestry, dairy, sheep and beef, Rural Support Trust and MPI s animal welfare manager) and Councillor Geoff Evans was held and the idea drew unanimous support. The ball is now in CDEM s court to establish the group and begin working together. Health and Safety There have been no health or safety incidents since the last activity report to the Committee South Island CDEM Conference An organising committee has been set up to begin planning for this event in Blenheim on August next year. A theme of On Track to Recovery and list of speakers has been developed (some have already confirmed their availability), venues confirmed or pencilled in and a save the date flyer has been widely distributed. The event will be held at the Convention Centre with the dinner planned at the Omaka Aviation Heritage Centre. The committee is currently organising sponsorship for the event. FENZ Relationship Mac has been appointed as the FENZ Regional Manager Rural however we have retained his services as the Group Controller. He still has a desk in the EOC. John Foley is now the Marlborough Kaikoura Principal Rural Fire Officer. An extension to the EOC is underway to provide an extra 25 square metres of office space to accommodate the extra staff. FENZ are negotiating a lease arrangement so that their staff can continue to operate from the EOC. The FENZ CEO Rhys Jones visited Marlborough in September and met with a number of our partners. It was a good opportunity to talk to him about our collegial response and recovery structures that we pride ourselves in Marlborough. Community Engagement As part of Ngati Kuia s deed of settlement celebrations CDEM provided displays and information to set up and distribute at Te Hora over Labour Weekend. The Marae is one of the key civil defence response centres and due to the areas vulnerability to flooding is regularly opened in that capacity. During Marlborough Anniversary weekend the MERT, Catherine and Gary assisted NZ Red Cross to manage a displaced persons camp at Anakiwa as part of the NZDF Southern Katipo 17 exercise. An on-site meeting was held at the Rainbow Skifield to assess the current evacuation plan. Police, Department of Conservation and Nelson Tasman CDEM also attended and discussed the prior planning with the operators. What is now in place will be adequate for all foreseeable events. Catherine has been engaging with the elder care operators and Age Concern to provide information and options for this vulnerable sector. Given over 20% of Marlborough s population is over 65 and expected to rise; this is a key stakeholder group. 9 October was Get Ready Week. Displays were erected in Stadium 2000, the Picton Library and Bunnings Warehouse. Clued Up Kids was held during the week of 6 November and was a great success. Staff also occupied a stand at the Havelock Health Expo in October. The annual MDC residents satisfaction survey indicated very good support for CDEM in Marlborough, however, when broken down Sounds residents said they felt that CDEM was not engaging with them as well as they could. Catherine is currently working on separate information sheets targeted at Assets & Services Committee 23 November 2017 Page 19

23 Sounds residents and bach owners prompting them to consider their vulnerable location. Rural mail and the mail boats are distributing information to the residents while charter boat operators will be asked to distribute it to bach owners. The 8th International Workshop on Paleoseismology, Active Tectonics and Archeoseismology was held in Blenheim on November. As part of that event GNS Science held a public meeting in Blenheim on the anniversary of the Kaikoura earthquake. There were five speakers from NZ, US & Italy who shared their research and findings with the local community. Brian Tapp from Marlborough Lines was presented with a 20 year long service to CD award for his contributions to Lifelines in Marlborough. Mayor Leggett presented the award. A bid to Police to fund a part time Neighbourhood Support Coordinator (10 hours/week) has been successful. Sharaine Steenberg is working out of the EOC and has taken all the previous workload off Gary principally being the point of contact for 65 coordinators in Marlborough. CDEM is using NS s digital networks to get preparedness messages into the community. Gary has resigned as the Regional Coordinator but continues to support Sharaine. CDEM is trialling a weekly post on Neighbourly as well and the effectiveness of this new communications channel will be evaluated after six months. The Linkwater community is keen to establish a response team to support and work alongside the Linkwater Volunteer Rural Fire Force. Initial meetings have been held and expectations of support with equipment and training moderated. CDEM is currently working on a set of guidelines for the team and a training programme. Greg Goodfellow from ITM Picton has established a pod in Picton which has been filled with donated power tools and emergency items such as blankets and water bottles. CDEM supported him in that endeavour. He has since contacted Marlborough s MP (who fully supports the idea) and Mayor Leggett in a bid to establish an Emergency Operations Centre in Picton. The Mayor was briefed on the fact that an EOC is not required and there would be issues in trying to staff it. The three existing civil defence centres in the town provide what is required from CDEM s perspective. The Coastguard HQ and the Police and Fire stations could also fill the role of an operations centre if necessary. Readiness & Response Committee membership Two new members of this committee have been invited to attend. Rural Women NZ (Melva Robb) brings a wealth of networks throughout the rural sector and were very involved in the November quake. A recent discussion with local Department of Corrections staff has also resulted in that organisation being invited to the table. Their region spans from Haast to Kaikoura and although they do not have a prison within it they do monitor and manage over 3,000 people. Corrections ability to monitor individuals and manage associated risk will be crucial during emergency events. Cell Broadcast Alerting Emergency Mobile Alerting will be delivered to New Zealand towards the end of November It is a direct to mobile emergency warning system that will be used by the Ministry of Civil Defence and Emergency Management, Civil Defence Emergency Management, the Police, Fire and Emergency New Zealand, the Ministry of Health and the Ministry for Primary Industries when there is serious threat to life health or property. For the first time, government agencies will be able to geo-target warning messages direct to people via mobile phones. Currently about 50% of phones are able to receive the alerts however as new phones are purchased this will rise. Emergency Mobile Alerting is currently used in America, Japan, Israel, Chile and the Netherlands and is being rolled out in several other countries. The benefits of Emergency Mobile Alerting are: Provides a nationally consistent alerting capability Assets & Services Committee 23 November 2017 Page 20

24 Improves the speed and accuracy of public alerting Has no privacy or data issues Cannot be opted out of is automatic Our PIM (Public Information Manager, Glyn Walters) and Brian have been trained in how to use the system. Initial concerns about Groups having to be a conduit for time critical messages such as local/regional source tsunami have been overcome with MCDEM agreeing to push the message out from the NCMC (National Crisis Management Centre). As part of this development MCDEM are considering establishing a 24/7 operation to respond quickly to developing events. Mexico Tsunami On 8 September at 1650 (NZT) a M8.2 quake struck near the coast of Mexico at a depth of 70km. Initial National Warnings were received by and a watching brief was established. There were delays with s being delivered from 10 to 40 minutes and there were all sorts of issues with SMS that were not sorted till The all clear was issued by MCDEM at about Unfortunately the all clear message was broadcast without sufficient knowledge of the event (it is now known that two quakes occurred simultaneously) and a tsunami wave was generated, fortunately for marine and beach areas only. This was communicated to Groups at 2311 and 0610 the next morning. These should have come through as text messages however the Ministry had changed all the Marlborough CDEM staff contact details to the wrong numbers while developing the new warning system and we did not pick up the warnings until s were read later in the morning of the 9th post wave arrival. The Ministry has assured us that all of these issues have been rectified. Assets & Services Committee 23 November 2017 Page 21

25 Reserves and Amenities Section Activity Report (Information prepared by Jane Tito, Robert Hutchinson, Robin Dunn, Grahame Smail, Linda Craighead, Robyn Blackburn, Murray Morgan, Brad Molony, Vanessa Evans, Sean Martin) R Blenheim Parks and Reserves Pollard Park The main focus for the gardens staff has been preparing the garden for Nelmac Garden Marlborough. Nelmac Garden Marlborough are using the Pollard Park potager garden for one of their popular workshops, and this is always a busy time for the public using the gardens, extra time is spent trying to make the park look great for this week. The annual beds are being prepared for the summer displays with plants being removed including removal of all the annuals and bulbs, digging over gardens before replanting with new plants to ensure flowering over the summer. Staff are currently spraying the lawns for weeds, this is to remove broad leaf weeds and other nasty weeds like Onehunga. The main park areas of Pollard Park have been completed with spraying to be completed, as weather permits. All spraying is carried out in the early morning to minimize the risk and disturbance to public using the Park. All areas of Pollard Park have been mowed, weed eating done, all gardens weeded and tidied. Seymour Square Seymour Square stars as the main background for Nelmac Garden Marlborough, the gardens are looking exceptional. The fete is held on Sunday 12 November and garden tours are using the Square as the departure point from around the surrounding streets of the Square. Staff have spent a lot of time in making the grounds look great, maintenance of all areas has been the main priority. All annual beds have been weeded and hoed, flowering plants have been dead headed and trimmed. All other areas have been weeded and tidied. Staff have also sprayed the lawns at Seymour Square, weeds are dying out. Lansdowne Park Lansdowne has seen several new changes in the last couple of months. Winter codes have changed to summer codes. Downers are the contractors responsible for the maintenance of the park and they have been busy repairing the grounds after the rugby season and line marking for the new touch season. The Softball diamond was completed on schedule and was opened by the Deputy Mayor and Mayor. Four new Beach Volleyball courts are being constructed at Lansdowne, with the courts scheduled to be ready for the start of their season on 14 of November. Athletic Park The Pavilion has been completed (re-cladding and re-roofing, as well as maintenance work). The Grandstand, toilets and storage were made available for the beginning of the Summer Athletics and cycling season. The Pavilion has already seen large use in the first couple of weeks with 60 children attending kids on bikes, as well as St Mary s Athletics day. We are expecting to begin removing some of the storage containers used by the different users over the next 3-4 weeks. Assets & Services Committee 23 November 2017 Page 22

26 A&P Park Since the Pavilion was opened in late August 2017, there have been high-levels of use from football. Marlborough Football hosted a NZ secondary school girl s tournament and another boys grade 12 tournament. The A&P Association were pleased to be using the Pavilion for this year s A&P Show to be held November and are also using the Pavilion to hold the president s dinner during the show. Horton Park Horton Park is the hub for Cricket and the grounds have been superbly set up for the start of the season. New storage sheds have been built at Horton Park and the two containers (used as temporary storage) were returned to hire company. The tennis nets have now also been put up at Horton for use. CBD There have been several changes in the CBD, such as new planters being placed along the footpath between the eatery businesses on Queen Street. The planters support an inviting and friendly atmosphere and the businesses were pleased to see some greenery in their respective area. High Street pop up park has seen grounds maintenance work, with new mulch applied, the garden weeded and the planted wild flowers re-appearing, the hanging garden bags are being prepared for a living wall herbs and vegetables again. The bean bags have begun to be put out regularly and these are proving popular resting spots in the Market Place/Forum area. Endeavour Park The courts at Endeavour Park have been converted from Netball to Tennis for the summer season. The Pavilion has begun running tennis lessons and seeing good numbers coming along, around 40 kids. The Park also hosted two Sevens tournaments last week, Tasman and Marlborough secondary schools and club teams. Both tournaments were very successful. The court divider is to be installed this summer. New Cycle stand and Drinking Fountain Two nautical themed cycle stands and fountain have been installed in the Main street outside the Information Centre as requested by the HCA. Seddon Domain Two new tennis nets were added at the Seddon domain at the request of Marlborough Tennis o take pressure off other facilities. These are also available for the community to use. Wither Hills Farm Park Fire Risk Preparedness The annual Wither Hills stakeholder meeting was recently held to discuss Farm Park management going forward and fire risk preparedness for the summer season. Fencing integrity and maintenance was discussed to ensure the covenant and tree blocks remain secure from stock. Grazing regimes were also discussed to ensure tree blocks are not damaged by cattle and sheep are used strategically to reduce vegetation. Sheep have been placed in the Mountain Bike Park for two weeks to reduce vegetation and fire risk and signs installed at main entrances to notify park users. 27 Events Mountain Bike events, bike demo days and school hikes are all taking place in the Farm Park. Mountain Bike and Walking Track Upgrade and Additional Signage Track upgrade work has been taking place by the Mountain Bike Club and working bees and further track work is planned by the club and Council. A new Walking Track is proposed from Grigg Drive up to the Rotary Lookout with scoping and construction planned mid next year. An funding application has been lodged with the NZWAC towards this track build, and notification of the outcome will be later this month. Weed Control Gorse spraying is currently underway in the Mountain Bike Park to follow-up gorse mulched last year. The Mountain Bike Park will be closed for up to two weeks shortly during heavy machinery mulching operations takes place to remove remaining gorse stands and pine prunings. This will be widely advertised and signage and marshals will be in place during these operations in the interests of safety. Renwick Reserves Recent inspection of Renwick Reserves areas was carries out. Staff a putting together a minor maintenance and improvements programme which will include: tree work at key reserves sites eg, Rousehill, Kowhai and Founders reserves, planting and tree replacements and consultation with local reserve neighbours or street residents to gauge what is seen as important at the reserve. As of 1 November 2017 Downer took over the reserves and open spaces maintenance for the Renwick area from Nelmac as part of the recently retendered Marlborough Cemeteries (Fairhall, Havelock, Omaka, Tuamarina) and Renwick Reserves and Open Space Serveries contact 2017/010. Awatere and Flaxbourne Reserves Routine maintenance has been carried out at within the Awatere and Flaxbourne reserve and open space areas, grass cutting and some tree work is to be carried out at Blarich Reserve prior to the busier freedom camping season. Waitohi Picton Reserves Business as usual and routine maintenance has been carried out at within the Waitohi Picton and Waikawa reserves and open space areas. Cruise ship arrivals see special attention applied to the Picton High street gardens and open spaces areas and the Picton foreshore and town basin. The open spaces maintenance contract team ensure special attention is given to key sites such as the Queen Charlotte lookout, Picton CBD and Shelly Beach areas to ensure all look the best they can for casual and cruise ship visitors. Replacement of existing decorative and public safety lighting across the foreshore and town basin is ongoing and planning for the annual Christmas - festive season lighting is underway. Picton to Waikawa Track (Marina to Marina) Another section of this track has been widened and upgraded by Crafar Crouch, between Marina Drive to Ranui Street. This work has been done at a community discounted rate and has been assisted by the Picton Smart & Connected Group. This upgrade work has significantly improved the track and all sections will be completed once the sewer replacement work ends. Assets & Services Committee 23 November 2017 Page 24

28 The next stage proposed to be upgraded is the section through Endeavour Park. Safety signage and barriers are shortly to be installed where the track crosses a road, to warn track users of the road ahead. The recent upgrade work has enabled users to approach the roads much faster than they have done previously. Riverlands and Spring Creek - Shared Paths Safety improvements are also taking place along both these paths to improve user safety. Connection of the path is being re-instated after changes were made to accommodate a new lease on KiwiRail land at Alabama Road. Marking around bollards is being done to improve their visibility and railings are being installed beside a drain where slips have narrowed the path. Improved marking of bollards on shared paths A short section of path is also being raised where ponding has occurred frequently over winter. Assets & Services Committee 23 November 2017 Page 25

29 Northern Marlborough/Sounds Havelock Memorial Park Entrance Upgrade plans have been prepared for the Neil Street and Memorial Park entrance. Community consultation on these plans will take place as part of the Small Townships programme with construction proposed next financial year. It is intended funding will be pooled from various budgets, as stormwater upgrade, road/footpath improvements, retaining walls and landscaping are significant components of the project. Havelock Waterfall Plans to upgrade the tracks to the Havelock Waterfall are being prepared for a widening and tidying up of the tracks. Signage is also to be included. District Public Toilets The pre-christmas and busy summer season minor repairs and maintenance inspection work is continuing across the district public toilets network. All toilets will be inspected and any minor R & M carried out including repairs to fixtures and fittings and minor painting and signage improvements. Initial emphasis has been placed on the high profile sites and the main through-fare visitor routes such as Collins Memorial Reserve, Blenheim Railway Station, Rai Valley and Havelock Townships. Staff are working on putting together relevant technical and consenting information to allow application to be made to the February 2018 funding round of the MBIE TIF [Tourism Infrastructure Fund] for the replacement or redevelopment of high profile and tourist related public toilet facilities including Rai Valley Township, Havelock Township, Seymour Square, Sounds toilets; Anakiwa, Okiwi Bay, Te Mahia Bay and Torea Bay, Collins Memorial Reserve, Picton High Street, Elterwater SH1 Layby and Ward Domain. Key requirements around a TIF application include that the project must: be a minimum of $100k, show visitor growth deliver a benefit to visitors to the regions (or assist regions to maximise their tourist potential), and be co-funded (likely for MDC at a 50/50 level, the level of the co- funding relates to the ability to of Council to fund). Staff are working on a review of the tender documentation in preparation for the retendering (early in 2018) of the District Public Toilets cleaning contract (currently with OCS) which expires 30 June District Cemeteries Cemetery inspections were carried out at Tuamarina, Omaka and Fairhall with a newly formed cemetery maintenance team for Downer as the new (from 1 Nov 2017 Oct 2024) Marlborough Cemeteries (Havelock, Omaka, Fairhall, Tuamarina) and Renwick Reserves Open Space Services Contractor, (previously Nelmac). Staff arranged via Downer for the Ward Cemetery to be given a catch up mow and tidy up on behalf of the Flaxbourne Settlers Association (who normally does this work) as strong spring growth has seen them get a bit behind and along with other pressures requested some assistance. 30 Swimming Pools Picton Pool The Council in conjunction with Queen Charlotte College is working with a pool safety contractor to run a lifeguard training programme at the Picton Pool, and to review and maintain the pool safe certification. Seddon Pool A possible leak was identified at the Seddon Pool. A pool contractor has now reviewed the pool operation to locate a possible pool leak or identify what is may not be working. This is under review and it is possible the leak is due to a non-working ballcock in the holding pool and a hose left running rather than damage to the pool. General Contracts The Renwick and Cemeteries Open Space Maintenance contract and Havelock and Sounds Open Space Maintenance contract changed contractor from 1 November, with Downer being the successful tenderer and taking over from Nelmac. Street Tree and Plot Maintenance Contract Numerous tree enquiries continue to be fielded by CSO s and relayed to the Reserves Section as required. Street tree pruning has taken place ahead of Marlborough Roads Re-seal programme to enable truck assist truck access along the road edges. With high growth rates this spring, much general pruning and power line clearing is required for Nelmac to meet contract compliance. Clean up work has been required after recent high wind events. Several trees have been inspected with Marlborough Roads that are causing issues with paths, curbs and roads and necessary actions taken. Street tree watering has commenced and the hanging baskets have now been installed in time for the Garden Marlborough Event. Assets & Services Committee 23 November 2017 Page 27

31 Road Safety Coordinator Update (Information prepared by Robyn Blackburn) R General At a recent Marlborough Clued-Up Kids meeting Tana Umanga arrived unexpectedly with Kerry (KiwiRail) to listen and find out a little more about the Marlborough Clued up Kids programme. Tana also provided an overview of his present role as the KiwiRail Health & Safety Ambassador (4 th year) and his work in rail safety and with KiwiRail staff. The 2017 event runs from 6 9 November. The CarFit event in October 2017 went off very well with 13 older drivers coming through to make sure they had everything fitted in their car at the right height or length for them. Most of the drivers were over 75 years of age, use their car regularly, and do some open road driving. The volunteer staff recruited to support CarFit are enthusiastic about being involved which helps the success of the programme in Marlborough. One new volunteer Technician and one new Check-In person received training with both being keen to be involved with future events. Meetings with community members and partners in October and November included The Marlborough Motorcycle Road Safety Group, Road Safety Action Planning Group, Marlborough Child Safety Group and Clued Up Kids event, Safe and the Top, Road Safety Council (who have wound up their group but will continue with their Older Driver Workshops), Safe And Sustainable Transport Assoc (SASTA teleconference), attendance at Trafinz Conference, Bike Walk Marlborough, and managed a Family Violence and Alcohol Webinar with Police, Safety of Young Drivers A further Learner License Workshop held in October resulted in 11 out of 11 students passing their Learner test. The Mayor visited the group during the training to demonstrate Council support for the initiative. Opportunities to extend the initiative to include Restricted Licence support are being considered. The main issue in terms of support is that many young people need to be able to have practical driving lessons and this requires a mentoring programme to be established Assets & Services Committee 23 November 2017 Page 28

32 Safe Motorcycling Work continues to organise a Top of The South event in Nelson in February. Ulysses members are supporting this event by investigating ways of getting Marlborough riders across the hill for the event. ACC are facilitating with support from regional Road Safety Coordinators and NZTA. Reducing Alcohol/Drug Impaired Driving Labels for water bottles have been developed for the Police and DrugArm to distribute over the summer festive period. Safe Roads and Roadsides The Bends are hurting us campaign will continue through November and December. Safe Walking and Cycling The development of the Walkability Map is stepping up with the two initial routes identified and having work carried out of them. Now the map design is being investigated in terms of what should be featured and who the target audience might be. A presentation to the A & S meeting in October has resulted in a planned investigation into good pedestrian access across the SH6 intersection with McLauchlan Street. No time frame has been confirmed at this stage for the completion of the investigative work. Addressing Distraction A banner display promoting driving without using cellphones has been on display in the Blenheim Council office over the past two weeks.
