4 Plans Objectives Identify issues that needed to be addressed to create co-operatively funded regional facilities. Identify the principles, goals and objectives to achieve both regional and local facility aims. Identify regional and local priorities for the next 10 years with cost estimates. Develop an assessment procedure for new facility proposals. To describe the extent and outcomes of the regional consultation process undertaken.
5 Planning Tools 1. Councils agree whether project is a cross boundary issue using the Yes / No Tool. 2. Councils agree to the funding priorities using the application Assessment Tool. 3. Councils agree to the funding split Capital Contribution Split Tool.
6 Identifying Regional Facilities: The Yes / No Tool Nine questions in total. Types of questions used: 1. Is the project catchment clearly region-wide? 2. Is the project a new concept for both Districts? 3. Can a higher level of service be achieved if the project is not duplicated?
