Purpose This report is to inform Council about district wide roading activities. The issue of trees growing within the road boundary in Heard Road Waihi is reported on and a recommendation submitted for Council approval. 2 Work Completed during December 2010 / January 2011 Work Completed during December and January included; Cyclic pavement and traffic services inspections. Minor bridge maintainence and repair. Continuation pre-reseal repairs on 2011/2012 reseal sites. Cleaning up of minor storm damge which occurred on the Januay 2010 Removal of collapsed steel ARMCO culvert on Pukahu Road and reopening of drainage channel. Grading and rolling of various roads.. Work Programmed For February Work Programmed for February includes; Verge mowing and spraying in all wards. Cyclic pavement and traffic services inspections. Light grading and rolling of various roads. Completion of identified bridge repairs. Continue with repairs on 2011/12 reseal sites. Repair of storm damage (mainly in the Western Plains / Kaiaua area). HDC 364: Street Lighting Maintenance Projected Completion Value: Value of Work for Month: Northpower South Waikato Ltd 14 May 2009 $364, June June 2012 $364, $11,83514 (HDC portion $9,981.42) (NZTA portion $1,853.72) $167,53523 (HDC portion only) Note: The NZTA portion is for state highway lighting Work Completed This Month During December and January ten Service Requests were received for various light outages. 3 General: Patrols will be carried out and routine maintenance will be completed as required.. HDC 371: Hauraki District Council Intersection Improvements 2008 /2009 Projected Completion Value: Value of Work for Month: Online Contractors Ltd. 26 May 2009 $180, July June 2010 $172, $0.00 $172, This contract is for the construction of Intersection Improvements at three separate locations within the Hauraki District Council roading network. The intersections are: Rawerawe Road West/Pipiroa Road, Ngatea Torehape East Road/Central Road, Ngatea Waitete Road/Orchard Road located in Waihi. All work is complete. The Practical Completion Certificate was issued on 30 June The Defects Liability certificate and Final Retentions were issued at the end of December. No further reporting is intended on this project. HDC 378: Hauraki District Council Drought Repairs and Area-wide Treatments Projected Completion Value: Value of Work for Month: Hibiscus Contractors Ltd. 4 March $425, May June 2010 $687, $0.00 $687, This contract is for the construction of approximately 3.9km of Area Wide Treatments within the Hauraki District and six tenders were received with prices ranging from $425, to $513, The construction sites are located at Front Miranda Road near Waitakaruru and Canal East/Canal West Road located near Ngatea. 4 Due to favourable contract rates, two additional sites on Central Road South and one on Front Miranda Road were added to the contract to optimise the funding available. The Contract was awarded to Hibiscus Contractors Ltd on the 4 March 2010, and as at the end of July work on all sites had been completed and the Practical Completion Certificate was issued 30 June The final certification was been issued for this contract on 24 th reporting is intended for this contract. December No further HDC 382: Thames Coromandel and Hauraki District Council Annual Re-surfacing 2010 / 2011 Projected Completion Value (HDC Portion): Value of Work for Month HEB Construction Ltd, DRURY 17 September 2010 $2,869, March March 2011 $788, $0.00 $0.00 The tender for this combined TCDC / HDC project closed on the 24 October with six conforming tenders being received with prices ranging between $2,869, and $4,197, HEB Construction was the preferred tenderer under the tender evaluation criteria with a tender price of $2,869, HEB Construction is a large ISO 9001 certified contractor and has the necessary resources for a contract such as this with their own bitumen blending, emulsion and asphalt plants, and quarries. The contract was awarded to HEB Construction on the 17 September 2010, with work within the HDC network programmed to commence early February HDC 383: Hauraki District Council Areawide Treatments 2010 / 2011 Projected Completion Value Value of Work for Month Downer Ltd, PAEROA 17 December 2010 $464, March March 2011 $464, $153, $153, The work included in this contract is the area wide treatments on three separate roads within the Hauraki District Council roading network. The sites are; Page 4

5 Site Road Names Displacement 1 Waikumete Road (Near Ngatea) RP 0m 855m 2 Maratoto Road (Near Paeroa) RP 2177m 3485m 3 Old Tauranga Road (near Waihi) RP 5529m m Work comprises of minor earth works and pavement construction, cement stabilising and sealing of a WHAP65 aggregate overlay or make up metal with associated feather edge works. Contract HDC 383 closed at 4.00pm on Tuesday 14 December 2010 at the Hauraki District Council and was evaluated in accordance with NZTA Procurement Manual 2009, Lowest Price Conforming Method. Six tenders were received, with tenderers attributes evaluated in accordance with the RFT and the Lowest Price Conforming Method as set out in NZTA Procurement Manual The tenders ranged in price from $464, to $581, Downer Ltd, Paeroa submitted the lowest tender price and passed when assessed against each of the non-price attributes. Downer Ltd, Paeroa was therefore the preferred tenderer and the contract was awarded under delegated authority on the 17 December As at the end of January work completed on the three sites comprised of: Maratoto Road Site clearing, shoulder undercut and back fill, placement of aggregate overlay, shaping and compaction. Old Tauranga Road Survey set out, clearing and shoulder undercut. Waikumete Road Work yet to commence. 3 NON-SUBSIDISED ROADING PROJECTS Footpath maintenance will continue through the various Wards 4 NETWORK CONTROL MANAGEMENT Customer Service Requests Thirty five Customer Service Requests (CSR) were received during December, and forty seven in January, covering a variety of issues including; Page 5

6 Street light outages Abandoned vehicles Pavement faults Signage and painted markings Vegetation Drainage State highway related issues. Miscellaneous issues. The number of CSR s received for December was lower than the six monthly average of fifty one, while the number received during January was equal to the average of forty seven. Overweight Supervision There was one overweight application received during January, this being from Forest Freighters, Putaruru, for the transportation of logging machinery across the single lane bridge on Rahu Road. Roadside Dumping of Rubbish There were six reports of illegal roadside dumping of rubbish on Council Roads, these being: Maratoto Road (rubbish bags) Princes Street, Paeroa (complaint related to clothing bin) Front Miranda Road (household rubbish) Pukewera Road (two complaints regarding house hold rubbish). Waihi Beach Road (household rubbish) 5 SAFETY MANAGEMENT Traffic Control Audits There was one traffic control audit completed during January, this being on Maratoto Road North where area wide treatment works are underway. In terms of the COPTTM rating form, traffic control needed improvement. A 30km/hr speed restriction had been applied to the whole site although not required. The issue was discussed with the Contractor who altered the signs promptly. Minor Safety Projects This package of work will be offered to three contractors within the local area for pricing in terms of Councils Procurement Policy. The outcome will be reported to Council in due course. Moresby Ave A request for No Stopping lines at approximately 700m from the Seddon St intersection has been received. There is a need to prohibit parking at this location to prevent vehicles from crossing the centre line when negotiating this curve. A report confirming the options will be forwarded for Council consideration at the earliest opportunity Page 6

7 Paeroa Engineering A request for No Stopping lines at the entrances to Paeroa Engineering was received in January, a report confirming the options will be forwarded for Council consideration at the earliest opportunity. Walking and Cycling Strategy Projects The year 1 footpath projects have been priced by Downer, these prices have been checked and a report will be provided to advise of the outcome. The year 2 footpath projects are currently in the design phase. 6 OTHER ISSUES 6.1 Heard Road Trees 6.2 Introduction This report is a summary of two separate site inspections completed by Asplundh specialist vegetation control contractors in the latter part of 2010 relating to a row of large pine trees growing adjacent to the Heard Road carriage way, Waihi. The inspections were requested to determine the existing condition and appropriate action in respect of the trees which have been the subject of several complaints from the adjacent landowners. The first row of trees is located at property number 139, the second is located between properties 139 and Site 1 Condition Property number 139 At property 139 there are nine large pines which are showing signs of decline due to canopy die back, and are leaning heavily towards the adjacent house and garage which has recently been built. (Shown in the photos below). These trees are leaning are in poor structural shape and health with signs of previous stem failure. Because of their proximity to the road, falling debris can be a hazard passing traffic. Page 7

8 As the trees are within fall distance of the adjacent property and buildings, the removal of the nine pines is recommended. The estimated cost to remove these trees is $ Site 2 Condition Property number 173 Between properties 139 & 173 there are 71 large pine trees adjacent to the road as shown below. Seven of the 71 pine trees have multiple head structure and lean towards the road. This structure is the result of previous stem failure which has lead to the poor shape of the trees. If left unattended the trees may become a hazard to road users due to being within fall distance of the road. The removal of seven pine trees is therefore recommended. The remainder of the pines show good health, structure and no signs of disease or stem damage. Minor crown lifting is recommended to increase the carriage way clearance and reduce windfall and debris (limbs and needles). While this is expected to reduce the needles on the road, full removal of the trees is the only way to completely eliminate the hazard to the road users and the adjoining properties The estimated cost to remove the seven trees is $4950. The estimated cost for the trimming (crown lifting) of the remaining pine trees is expected to be the order of $5,500. The estimated cost to remove the entire row of trees is $26,000, including reinstatement of the roadside fence. Budget Implications and considerations Option 1 The estimated costs for treating both sites as recommended above are summarised below: Site 1 $6325 remove 9 trees Site 2 $4950 remove 7 trees Page 8

9 Crown lifting $5,500 Total $16775 Option 2 The site specific treatments shown in option 1 above would restore site safety and reduce ongoing maintenance for a period of time. The alternative option of removing all the trees now has a higher cost but does eliminate on-going maintenance costs. The trees will all ultimately have to be removed. The removal cost of all 80 trees including fence restoration is $26,000. Conclusion Option 1, the lower cost short term approach, will cost a significant proportion (65%) of the total removal cost and will entail ongoing maintenance costs and eventual removal. It is therefore recommended that all 80 trees identified by this study be removed for the total price of $26,000 Additional funding of $26,000 will be required within Environmental Maintenance or Minor Improvements categories of the subsidised Roading Programme subject to NZTA approval.
