SERENJE NAKONDE ROAD PROJECT PROJECT 2 nd German Africa Infrastructure Forum Munich 3 rd -4 th December 2014 Eng. Amos Phiri Contracts Manager (PPIU COMESA-EAC-SADC TRIPARTITE)

Serenje Nakonde Road Project Project Location Project Description Project Objective Economic Evaluation Presentation Outline Expected benefits and the important of the road to Zambia and the Tripartite REC Agency, Project Sponsors and Implementing Agencies Project Status Total Estimated Project Value Way Forward

Project Location The project is located in Zambia, Southern Africa.

Project Description The project road runs in a north eastern direction from Serenje in Central Province to Nakonde in the Muchinga Province covering a total distance of km. The road has been designed under 3 links; Link 1: Serenje to Mpika ( km Link 2: Mpika to Chinsali ( km) Link 3: Chinsali to Nakonde ( km) The road is ranked as number one priority road project on the North South Corridor NSC and the NSC is one of the prioritised projects under Programme for Infrastructure Development in Africa PIDA.

Project Description Cont. The road was constructed as a bitumen surfaced road on its current alignment in the late 1970s and is now beyond its design life The 1995 to 1998 emergency maintenance and the 1998 to 2000 World Bank funded periodic maintenance assisted in keeping the road open to traffic but had limited design periods of about 6 years. This minimal maintenance coupled up with the ever increasing heavy traffic have led to the deterioration of the road. The poor road condition has affected the movement of goods and services. The road will deteriorate further with a very high possibility of some sections being completely cut off especially with the incoming rainy season

Project Description Cont.

Project Description Cont. The Project Preparation and Implementation Unit (PPIU) for the COMESA-EAC-SADC Tripartite PPIU has prepared designs (for 20 years design periods) and tender documents for the rehabilitation of the road in order to secure a sustainable long term maintenance condition for the entire road.

Project Description Cont. The three road sections have been designed to SATCC specifications; 11m-wide cross section having 2 x 3.5m carriageways and 2 x 2m-wide shoulders. The pavement layers are; 150mm scarified, re-stabilised, widened, and compacted sub base (made from the existing cement-stabilised base course) to be overlaid of a 150mm- 200mm thick crushed stone as new base course, that will in turn be surfaced with 75mm of hot mix asphalt (HMA) base course and 50mm of HMA wearing course laid full width including the shoulders. Drainage has been improved throughout and all 600mm diameter carriageway culverts will be replaced with 900mm diameter or larger culverts and extended from the current 9.1m cross-section to 11m.

Project Description Cont. The horizontal and vertical alignments have remained largely unchanged for the 120 kilometres per hour (kph) design speed, but some sag curves have been eased and improved safety and advisory signage provided. Climbing lanes have been included on long inclines to facilitate traffic flow on this road that is characterised by a high proportion of heavy trucks and semi-trailers. Improved road safety was an underlying basis for the project designs. Construction is expected to take 3 years if tendered out as designed.

Project Objective The overall objective of this project is to contribute to the reduction of the cost of transport and travelling time along the North-South and Dar es Salaam Corridors.

Economic Evaluation The economic evaluation shows that the project is economically viable as demonstrated below; NPV USD m IRR Link Serenje Mpika Mpika Chinsali Chinsali Nakonde

Expected benefits and the important of the road to Zambia and the Tripartite The key economic benefits which will accrue from the road once rehabilitated are as follows; The long-distance transport of import and export goods for Zambia, Tanzania and the DRC through the port of Dar es Salaam will be secured and sustained during the new design period. It will facilitate the in-country transport of energy, mining, agricultural and retail inputs and produce, particularly through the Central, Northern and Muchinga Provinces of Zambia

Important of the road to Zambia and the Tripartite Cont. The road carries over 80% of the cargo on the Dar es Salaam Corridor and directly and indirectly serves beneficiaries in Zambia, Tanzania, Kenya, Democratic Republic of Congo (DRC), Malawi, Zimbabwe, Botswana and Namibia ( Tripartite member states ), particularly in the energy, mining, agriculture and retail sectors

Important of the road to Zambia and the Tripartite Cont.

REC Agency, Project Sponsors and Implementing Agencies The REC Agency is PPIU COMESA-EAC-SADC Tripartite The Project Sponsor is the Government of Zambia. The Implementing Agencies are Road Development Agency and National Road Fund Agency, Ministry of Transport, Works, Supply and Communication.

Project Status The detailed engineering designs and bidding documents have been prepared to assist the Tripartite and Government of Zambia source funding for construction and undertake the rehabilitation works. The Supervision Consultant and Transaction Advisor are yet to be procured

Total Estimated Project Value The estimated costs of construction for the three road sections are as detailed below; Link Location CAPEX (US$ million) Link 1 Serenje - Mpika Link 2 Mpika - Chinsali Link 3 Chinsali - Nakonde Total

Way Forward Secure funding for construction Preparation of the Project Information Memorandum Determination of financing model Construct the works
