A prioritisation process for selecting preferred projects and identification of possible funding sources is planned to be submitted for consideration at the December Operations Committee meeting. HDC 364: Street Lighting Maintenance Contractor: Contract Award Date: Revised Completion Date: Projected Completion Value: Value of Work for the Month: Northpower South Waikato Ltd 14 May June 2015 $757, $7, (HDC portion $6,200.28) (NZTA portion $1,174.81) Value of Work to Date: $685, (HDC portion only) Note: The NZTA portion is for state highway lighting. HDC364 is a 3-year maintenance contract with the option of renewal for another 2 years (i.e contract). Council has recently agreed a contract extension of 1 year to the 30 June 2015 with the current contractor. There is significant potential for upgrading to LED lighting to offer future energy cost and maintenance savings to Council. In order to provide robust information on which to base future lighting renewal and upgrade programmes, an offer of service to complete a lighting condition survey has been received from Opus. During September a steel street light pole in Waihi failed due to corrosion. The pole was replaced at the time, however, this has identified a potential ongoing maintenance issue. The life expectancy of standard galvanised poles varies but is generally accepted in the industry as 20 years. Some manufacturers offer a 10 year warranty as standard and some a 20 year warranty if the in ground section has their "Tuffcoat" paint system applied. Previous inspections within the East Waikato State Highway lighting Network identified steel poles showing signs of rust in varying degrees. From that survey it is estimated 22% of the poles showed various degrees of corrosion, the majority of these poles were well over 10 years old. Page 4 of 17

5 It is recommended that an inspection of all steel poles at ground level be carried out concurrently with the proposed lighting condition survey inspected at ground level ition to the lighting condition survey the Council consider having the steel poles inspected at ground level in order to determine the extent of corrosion and programme renewals as required. The service is offered at an estimated cost of $26,000 which will be a variation to this contract.. Work Completed in October All Wards were patrolled and repairs completed as required. Work to be completed next Month. Patrols will be carried out and routine maintenance completed as required. Tenders closed at 4.00pm on Tuesday 10 of October 2014 at the Hauraki District Council with four conforming tenders being received with prices ranging in price from $1,872, to $ 2,028, The Tender was awarded to Downer on the 20 October 2014 As at the end of the month physical works had yet to commence. HDC 430: Areawide Treatments 2014/2015 Contractor: Contract Award Date: Accepted Contract Price: Original Completion Date: Revised Completion Date: Projected Completion Value: Value of Work for the Month: Value of Work to Date: Downer Ltd 21 October , April April 2015 $555, $0.00 $0.00 The work included in this contract is the supply of all plant, labour and materials required to complete and maintain for a period of 12 months, an approximately 2996m length of area wide Page 6 of 17

7 treatment on two separate sites within the Hauraki District Council roading network. These being located on Kaihere and Rountree Roads, both near Ngatea. The Contract Works include clearing, earthworks, drainage construction, and pavement construction, stabilisation of the pavement, surfacing, pavement marking, environmental management and temporary traffic management. Contract HDC 430 was advertised for Tender by means of the Local Government Online Limited E- Tendering System. Tenders closed at 4.00pm on Thursday 2 October 2014 at the Hauraki District Council and were evaluated in accordance with NZTA Procurement Manual 2009, Lowest Price Conforming Method. Eight Tenders were received with prices ranging from $555, to $684, The Tender was awarded to Downer on the 21 October As at the end of the month physical works had yet to commence, however Downer have indicated they may complete the Rountree Road site prior to the Christmas break. 3 NON-SUBSIDISED ROADING PROJECTS Footpath maintenance will continue through the various Wards 4 NETWORK CONTROL MANAGEMENT Customer Service Requests Fifty-two Customer Service Requests were received during October, this being lower than the preceding six-month average of sixty-eight. Other Service requests related to: Signage and painted markings Vegetation Illegal dumping of rubbish Drainage and State highway related issues. 5 SAFETY MANAGEMENT Traffic Control Audits There were no traffic control audits completed during October. Ohinewai/SH27 Street Lighting NZTA have responded to advise that... they have no plans to improve the lighting at the Kaihere School entrance. There is currently a street light at the State Highway 27 Ohinewhai Road Intersection which lights this area. The safety record at this location does not make it a priority at this time. 8 The options for Council would be: Add to the Minor Improvement Project List, or Include as a Non subsidised installation A full site investigation will be undertaken to ensure the project feasibility prior to reporting back to the Operations committee Minor Safety Projects The draft Minor Improvements programme for 2014/15 is under consideration for construction. The following projects are included: Ngatitangata Road, Waihi Safety improvements, programmed for completion in December 2014 East Coast Road, Kaiaua improvement of pedestrian facilities at County Bridge, deferred until proposed cycleway route is confirmed Tower/Seymour Street, Paeroa lighting upgrade, design underway, construction programme for April 2015 East Coast Road, Kaiaua - footpath from Kaiaua School to Whakatiwai, deferred until proposed cycleway route is confirmed Keepa Avenue Parking Improvements under construction, completion early in November Various Walking and Cycling Strategy Improvements various locations in Paeroa and Waihi. Programme currently being reviewed to align with Accessibility Audit programme to be presented to Council at the earliest opportunity. Footpath Construction McGowan Avenue, Kerepehi (between School and Marae). Construction completed. Roading Capital Programme A summary update of the Roading Capital Programme for 2014/15 is attached in Appendix A for the subsidised activities. No Appendix B for Non subsidised work is available this month. The budget information relating to each Ward is based on either estimated or rough order cost depending on the project status. 6 OTHER ISSUES New Kerb and Channel Coronation Street Paeroa Cliff Pett from Grey Holdings has requested that Council consider installing an 80m length of Kerb and Channel (K&C). The K&C would be installed on the eastern side of the road and extend the existing kerbing from the intersection with Brennan St. The K&C installation would improve road edge definition and provide a positive discharge for stormwater. The estimated rough order cost for the installation would be $13,000 Council approval is requested for this project to be advanced as a subsidised improvement subject to NZTA approval alternatively to be funded from non subsidised kerb and channel installation Parking Issues 137 Normanby Road, Paeroa Several complaints have been received regarding trucks parking across the frontage of 137 Normanby Road Paeroa, blocking vehicular entry or exit for lengthy periods of time (reportedly up to 40 minutes). 9 This is creating issues for the furniture store located at this location. Truck operators park here while visiting the nearby McDonalds, Subway or bakery businesses for meal breaks. The two formed concrete entrances shown in the photo below serve No. 137, with the entrance in the foreground providing access to the rear of the building. As the issue is on a State Highway, Council have consulted NZTA on the installation of no stopping lines as shown in the photo below, and the NZTA have advised they no objections to the lines being painted. It is therefore recommended that no stopping lines be painted as indicated below at a ROC of $100. SH2 Ngatea Bridge - Pedestrian Handrails Further to the July 2013 Roading Report, discussing the potential for a pedestrian safety handrail on the SH2 Ngatea Bridge. Council has approached NZTA for their support of this proposal. following comments: NZTA have provided the Introduction of a 50 km/h speed restriction east of the bridge The NZTA does not support extending the 50km/h speed limit because the 70km/h is already the minimum length and we do not support extending the 70km/h speed limit beyond the current km/h threshold point. As a result of a previous similar request from the Council, the NZTA has recently installed larger 50 signs and an electronic your speed slow down sign. Installing a sight rail or guard rail to protect the eastern approach to the bridge footpath be further investigated NZTA advise...the Safety team will investigate this request further. It may be possible that a sight rail could be installed between the footpath and the road. Installing guardrail is not an option because of the terminal end requirements. Page 9 of 17

10 Installing a galvanised roll top swimming pool type fence as close to the kerb edge as practicable be further investigated NZTA believe this would create a problem for over dimension vehicles. For example, the Kauaeranga River Bridge approaching Thames is 9.8m wide, and the SH2 Piako River Bridge is 7.3m wide. Vehicles up to 3.7m do not require a pilot vehicle, therefore, if a pool fence were to be installed on the Piako River Bridge, the over-dimension vehicles would need to overhang the centreline, and it will be a problem if two over dimension vehicles meet on the bridge. NZTA also advise that the safety investigation be complete by December The current response is not regarded as satisfactory and it is intended to continue discussion with NZTA on this topic. Silverton Road Carpark, Waihi Further to previous reporting, three Service Requests have now been received relating to the width of the parking bays in the Silverton Road carpark have been received. One SR reported that the driver could not get out of their vehicle when visiting the Medical Centre due to narrow width of the parking bays and the close proximity of other vehicles parked either side and the other SR reported their vehicle had suffered damage when another (unidentified) vehicle had exited the parking bays. With the recent opening of the Council library, Council Service Centre and a new medical centre, the carpark appears to be very well patronised and at times has little free space. Opus had reviewed the car park which is made up of approximately 34 angle parks around the perimeter and 12 internal parking spaces. The majority of the perimeter angle parks have a stall width of only 2.2m wide, less than the 2.5m recommended by current design standards. 12 The photograph below shows some of the existing angle carparks in use: The existing carpark can be improved through remarking the perimeter angle parks to the correct width, but this will reduce the number of carparks by approximately 3 or 4 spaces. Due to the recent increase in demand for parking in this area, Councils Technical Services unit are reviewing entire carpark design prior to undertaking any improvements to ensure the area of carparking can be maximised. Oak Trees Rotokohu Road, Paeroa Further to what was reported in the July and August Activity Reports, there have been several instances where branches have fallen off a row of oak trees on the south western site of Rotokohu Road, particularly in windy weather. The oak trees are listed under Section Schedule of Significant Trees in the Hauraki District Plan as TR Row of Oak trees Rotokohu Road & Thorp Road, Paeroa - Visual Amenity, Historical / Cultural. Arborist Brett Soutar (Short Back- N- Sides Ltd) inspected the trees and identified twenty nine trees in total that, due to decay or unstable limbs, required either total removal or partial pruning. There are 16 trees rated as 1-2 (high priority) and 13 trees rated 3-4 (medium priority). Council requested that a second quote be obtained for the work and Downer (Paeroa) have submitted a price as follows: Downer has offered the following price: Priority 1 & 2 Trees $16, Priority 3 & 4 Trees $16, Total $32, The work will be carried out by subcontractor Boese Landcare and prices include traffic management. The price received previously from Short back n sides is as follows: Priority 1 & 2 Trees $22, Priority 3 & 4 Trees $12, Total $35, Page 12 of 17

13 This price does not include traffic management. Most of the work can be completed under a shoulder closure with short term use of manual traffic control. ROC is $1500 depending on private land access. Downer have offered the lowest price, however, the prices are difficult to compare as the quantity of work involved (eg where pruning is required) may differ by contractor. It is recommended that the lowest price from Downer in the sum of $32, for the Rotokohu Rd Tree Pruning and Removal as defined by this report be approved. Improvements to McDuff Lane Carpark, Ngatea Council are proposing to undertake minor improvements to the McDuff Service Lane at Ngatea. The service lane which is accessed off SH 2 (Ngatea Main Street) presently provides access to the rear of the Supermarket, Ngatea Milking Machines and several other businesses, is used for daytime parking and provides access and parking for the adjacent sports ground. A general view of the area is shown below, looking towards the sports domain. There is an approximately 4m wide strip of rough grass between the edge of the formed service lane and the row of timber bollards as shown below. Improvements comprise of removing vegetation as indicated by dashed lines, undercutting, backfilling and either sealing the surface of leaving unsealed as noted in photos below. Prices have been sought from Downer to complete the above work and ROC prices are: Page 13 of 17

14 Area 1: Behind Supermarket: Remove vegetation, undercut, backfill with aggregate and seal 114m2 ROC $2,595 based on $22.76/m2. Area 2: Behind Laser Electrical and Ngatea Milking Machines: Remove vegetation, undercut and backfill with aggregate and leave unsealed 144m2 ROC $2,596 based on $18.88/m2. The proposed work is recommended should funding be available, to improve the safety and efficiency of McDuff Lane parking and service lane access, with the estimated construction cost of $5,200.
