Attached is correspondence from the Netherton School requesting that Council give serious consideration to the possibility of installing culverts along a portion of the drain beside School Road. The matter was discussed at the August meeting of the Eastern Plains Drainage District Committee. The committee did not consider that piping of the drain was warranted from a drainage point of view, but did note there were safety issues that could be addressed. It was suggested that the Paeroa Ward Chair Julie Bubb, and Cr James Thorp could meet with the Drainage Committee Chair Roger Hunter, and Netherton School representatives to discuss the issues and possible solutions. Construction of a child proof fence (swimming pool type) has been estimated at $70 per metre, but this is unlikely to prevent balls from going into the drain. A higher fence (tennis court type) at a comparable price, may be an option, but there is an overhead power line immediately above the fence line. A further factor is the proposed relocation of the Netherton Hall to the school site. There may be an opportunity to combine some of the works with this relocation. It is recommended that a site meeting be arranged with Paeroa Ward Committee, Drainage Committee and Netherton School representatives to discuss the options. 4 Ref No : Enq to : Ian McLeod 09 July 2012 The Principal Netherton School RD 1 PAEROA 3671 Dear Tracey REQUEST FOR PIPING OF SCHOOL ROAD DRAIN Thank you for your letter of 27 June regarding the piping of the reach of the School Road drain along the northern boundary of the school site. Inspection of the site shows that the existing culverts at each end of the reach are 1200mm diameter, and the total distance between them is approximately 95m. There is approximately 25m of drain west of the carpark to a point near the main grassed playing field. Council s preliminary estimate for piping the drain is $28,000 for the 25m length, and $100,000 for the full length to the western boundary. The drainage district for this area is the Eastern Plains Drainage District. It is unlikely that the Committee could consider this level of capital expenditure is warranted from a drainage point of view, and no provision for capital expenditure for drain piping has been made in the Long Term Plan. However, the issue of public safety is one that the EPDD could request Council, through the Paeroa Ward Committee to consider, by way of a special grant. Accordingly a report will be prepared for both the EPDD and Ward Committees to consider. The EPDD next meets on 28 August, and the following Ward meetings are on 4 September.
