Confirmation of Agenda (Agenda Item 2) Cr Adams moved/cr Macpherson seconded. RTC18/23 THAT the agenda of the meeting of the Regional Transport Committee of 11 June 2018, as circulated, be confirmed as the business for the meeting. The motion was put and carried (RTC18/23) Disclosures of Interest (Agenda Item 3) There were no disclosures of interest. Minutes of Previous Meeting (Agenda Item 4) Doc # A member directed the Committee to the seventh bullet point on page 11 (of the agenda). The member noted the last sentence within this bullet point that read Beyond that there was no role for Police in the education of drivers or licencing. was incorrect and requested it be deleted. Members agreed to move the minutes of the previous meeting subject to the correction being made. M Lynam moved/g Webber seconded. RTC18/24 THAT the Minutes of the Regional Transport Committee meeting of 23 April 2018 be received and approved as a true and correct record. The motion was put and carried (RTC18/24) Minutes of the Regional Land Transport Plan Deliberations meeting of 25 May 2018 (Agenda Item 5) Doc # Members received the minutes of the Regional Land Transport Plan Deliberations meeting of 25 May Cr Macpherson moved/cr Fulton seconded. RTC18/25 THAT the Minutes of the Regional Land Transport Plan Deliberations meeting of 25 May 2018 be received and approved as a true and correct record. The motion was put and carried (RTC18/25) Doc # Page 2

3 Endorsement of the 2018 Update to the Waikato Regional Land Transport Plan (Agenda Item 6) Doc # and Senior Policy Advisors (M Alderton and N King) presented the report to the Committee. Staff indicated that the 2018 Update to the Waikato Regional Land Transport Plan (the Plan) had been checked against the draft Government Policy Statement and assured the Committee that the Plan was fit for purpose and ready to be lodged with the Waikato Regional Council for adoption. During questions, answers and related discussion with the Committee the following points were A member asked what the lifespan of a Regional Land Transport Plan is. The response was that the Plan had a six year life span with the requirement to conduct a mid term review of the Plan every three years. A member suggested that the Committee review the Plan once the version 2.0 Government Policy Statement on Land Transport comes out. Staff indicated that a variation could be conducted to address any issues and would expect to conduct a variation regardless so as to ensure the Plan aligns with Government Policy Statement. The Committee expressed their appreciation and thanked the staff for the work on the Plan. Mayor Barnes moved/cr Adams seconded. RTC18/26 1. That the report Endorsement of the 2018 Update to the Waikato Regional Land Transport Plan (Doc # dated 28 May 2018) be received. 2. That the Waikato Regional Transport Committee endorse the final 2018 Update to the Waikato Regional Land Transport Plan on the recommendation of the RLTP Hearings Committee; and 3. That the Waikato Regional Transport Committee lodge the final 2018 Update to the Waikato Regional Land Transport Plan with Waikato Regional Council for formal adoption, as required under the Land Transport Management Act 2003; and 4. That following adoption of the final 2018 Update to the Waikato Regional Land Transport Plan by Waikato Regional Council, that it be lodged with the NZ Transport Agency by 30 June The motion was put and carried (RTC18/26) Regional Land Transport Plan Variation Tirau Pedestrian Rail Level Crossing Upgrade (Agenda Item 7) Doc # and Senior Policy Advisor (N King) presented the report and sought support from the Committee regarding the final variation to the current operating Plan. Members noted their support for the variation and had no further questions or comments. Doc # Page 3

4 G Webber moved/jan Barnes seconded. RTC18/27 1. THAT the report Regional Land Transport Plan Variation Tirau Pedestrian Rail Level Crossing Upgrade (Doc # dated 25 May 2018) be endorsed. 2. THAT the Regional Transport Committee vary the operative Waikato Regional Land Transport Plan to include a new activity and the construction phase for the Tirau Pedestrian Rail Level Crossing Upgrade project. The motion was put and carried (RTC18/27) KiwiRail Report Auckland City Rail Link Spoil Removal Rail Concept (Agenda Item 8) Doc # and Doc # KiwiRail Project Director (P F Sing) provided the Committee with a PowerPoint presentation (Doc# ) that addressed the concept to use spoil from the Auckland City Rail Loop for rail infrastructure purposes. Members congratulated KiwiRail on the work that had been done so far. The Committee noted their support for the concept, but were concerned that KiwiRail were yet to enter into discussions with iwi. It was understood that once the spoil was placed on trains for transport, it became a KiwiRail responsibility and this included discussions and negotiations with iwi. KiwiRail acknowledged the support and concerns of the Committee and assured that they would be entering into negotiations with iwi regarding the transport of spoil as soon as possible. Noting the concern of the Committee, the Chair moved a motion to amend the resolution to highlight that the Regional Transport Committee would support this in principle subject to satisfactory negotiations with Tainui and Ngāti Whātua. Cr Vercoe moved/cr Rimmington seconded. RTC18/28 THAT the report KiwiRail Report Auckland City Rail Link Spoil removal Rail Concept (Doc # dated 24 May 2018) be received. THAT the Regional Transport Committee support KiwiRail in their endeavour to use the fill to double track the 15 kilometre identified area subject to satisfactory negotiations with Tainui and Ngāti Whātua. The motion was put and carried (RTC18/28) New Zealand Transport Agency Quarterly Report to 11 June 2018 (Agenda Item 9) Doc # NZ Transport Agency Transport System Manager (K Boyt) provided the Committee with the NZ Transport Agency s Quarterly Report to 11 June The report was taken as read. Doc # Page 4

5 It was noted that NZ Transport Agency were undertaking a re evaluation of the SH 29 Business Case which could include the possibility of implementing four laning to the Kaimai Ranges. It was explained that the Waikato Highway Projects outlined from pages of the agenda package were being checked to ensure they met the Government Policy Statement and NZ Transport Agency themes of safety and resilience. It was noted that the consultation undertaken by NZ Transport Agency on the Mangawhero Bridge was very good. Cr Webber moved/m Lynam seconded. RTC18/29 THAT the report New Zealand Transport Agency Quarterly Report to 11 June 2018 (Doc # dated 24 May 2018) be received. The motion was put and carried (RTC18/29) Regional Road Safety Monitor Report June 2018 (Agenda Item 10) Doc # Senior Policy Advisor (R Cook) presented a written report to update members on road safety issues and trends. This was followed by a verbal update by Waikato Region Road Policing Manager Inspector (M Lynam) on current road safety activities. Members noted their concern around speed limits and highlighted that there had been a Local Government Road Safety Summit in April earlier this year where members were able to discuss what potential actions would help improve road safety in New Zealand, however members noted a lack of action since the Summit and felt that Government should take control and make the changes to speed limits as changing speed limits on a regional level would take too long to implement. The use of mega maps was highlighted. Mega maps were an electronic portal to access maps that constructed a risk profile within the Waikato region. Members were eager to understand these maps and encouraged staff to take the following actions; firstly, identify who in each member s organisation had access and knowledge of how to use mega maps and secondly, potentially have a demonstration of how to use and read a mega map at the next Regional Transport Committee meeting in August. Waikato Region Road Policing Manager Inspector (M Lynam) reported the following: There would be a new safety target launched by the Police Commissioner at the end of the month. There was a significant focus throughout the organisation to ensure all road policing staff positions were filled. At that point in time 98 positions in Waikato were filled, highlighting the strength of road policing in the Waikato. A key finding was that the total vehicle kilometres travelled since 2013 had increased by 4.9 billion kilometres on a national scale. Of this, 69% was rural travel. Members noted that the majority of rural roads do not have sufficient barriers and Inspector Lynam accentuated that 90% of deaths and serious crashes were on roads without barriers. During questions, answers and related discussion the following was Members expressed their concern with the state of rural roads and the high percentage of fatalities was a concern that needed to be addressed. The members felt that central Doc # Page 5

6 government needed to look at lowering speeds on rural roads as a way to address this concern. A member noted that the process that NZ Transport Agency went through to increase the speed limit to 110 kilometres per hour on some sections of the expressway, seemed swifter than the process territorial authorities had to go through for consultation on lowering speed limits. It was suggested that a process, similar to the one NZ Transport Agency completed, be looked at and used to help lower speed limits in rural areas. The Committee were of the opinion that they, as a Committee, should take some form of action to emphasize to central government the importance of lowering speed limits. Noting the members concern, the Chair proposed that the Regional Transport Committee write a letter to central government to highlight their concerns of fatalities on the Waikato roads and ask that they reduce the speed on all rural roads to a maximum of 80/90 kilometres per hour and look at how to improve the ability of local authorities to change speed limits. Cr Adams moved/cr Macpherson seconded. RTC18/30 THAT the Waikato Regional Transport Committee write to Central Government expressing their concerns of fatalities on the Waikato roads and ask that the following be looked at; 1. Reducing the speed on all rural roads to a maximum of 80/90 kilometres per hour, and; 2. Look at how to improve the ability of local authorities to quickly change speed limits. The motion was put and carried (RTC18/30) Councillor Webber left the meeting at 11.37am A member noted that 90 kilometre per hour speed limit was not sufficient enough to address the concerns of the Committee but members agreed it would suffice as a starting point for discussions for lowering the speed limit. A copy of the letter would be circulated to all members prior to sending to central government Cr Park moved/mayor Shattock seconded. RTC18/31 THAT the report Regional Road Safety Monitor Report June 2018 (Doc # dated 23 May 2018) be received. The motion was put and carried (RTC18/31) Councillor Webber returned to the meeting at 11.40am Transport Choices Report (Agenda Item 11) Doc # and Doc # Senior Policy Advisor (R Cook) presented a written report which provided the Committee with an update on the Regional Transport Choices work programme and plans. Doc # Page 6

7 A member directed the Committee to the Hamilton to Cambridge Cycle Connection at point nine of page 64 of the agenda package. The member informed the Committee that the Hamilton City Council had indicated that part of that route goes through a bush walkway and would require the cyclist to dismount for a few hundred metres. The design of the walkway to assist with this was in the final stages of being approved. K Boyt moved/cr Park seconded. RTC18/32 THAT the report Transport Choices Report (Doc # dated 23 May 2018) be received. The motion was put and carried (RTC18/32) Transport Planning and Projects Report May 2018 (Agenda Item 12) Doc # Team Leader, Transport and Infrastructure (B McMaster) presented the Committee with an update on current regional transport plans and projects as at 25 May It was noted that the SH 1/29 East Coast Main Trunk working group meeting of 18 June had been postponed until early August. In relation to the Stock Truck Effluent Sites for Construction (2018/2019) staff noted strong support from NZ Transport Agency and would expect to contract the project in A member directed the Committee to the final project on page 72 Empowering the Auckland to Hamilton Corridor. The member noted that as well as driving growth in the region, housing and industry should also be identified in this activity. The Chair noted the Transport Connections between Hamilton to Auckland working group had a potential final meeting in June and suggested that at the next Regional Transport Committee meeting in August, there be time allocated to discuss this further. A member referred to the Stock Truck Effluent Sites for Construction (2018/2019) project at the bottom of page 73 of the agenda. The member asked if land had been secured for this project or if negotiations were still occurring. Staff indicated that the Taupo and Kaimai Ranges sites were within NZ Transport Agency jurisdiction so there was no issue there. The third site is at 8 Mile Junction and there was a small parcel of land that required some negotiation. Staff reported that the landowner had indicated they were willing to sell so the land required for the project and actions were underway to address this. Members noted that there were sufficient dump stations to accommodate this project. Cr Webber moved/cr Adams seconded. RTC18/33 THAT the report Transport Planning and Projects Report May 2018 (Doc # dated 25 May 2018) be received. The motion was put and carried (RTC18/33) Doc # Page 7

8 Regional Transport Issues Forum (Agenda Item 13) Doc # Team Leader, Transport and Infrastructure (B McMaster) presented the Committee with an opportunity to raise and discuss regionally significant transport issues in an open forum. A member noted a few corrections needed to be made to action box two on page 78 and were as follows; Te Hoi School should read as Te Poi School. Stockford Road should read as Stopford Road. Referring to action box one, a member asked that the reference made about him in the status column be corrected. The member stated he did not say that the side road is not a low volume road. The member explained that his comment was that the students do not access the school from the low volume road and instead access the school from the entrance turning left via State Highway 2. Members were happy to receive the report subject to the changes above being made. Mayor Shattock moved/cr Brodie seconded. RTC18/34 THAT the report Regional Transport Issues Forum (Doc # dated 25 May 2018) be received. The motion was put and carried (RTC18/34) M Lynam left the meeting at 11.50am. Regional Public Transport Projects Update (Agenda Item 14) Doc # Team Leader Policy Implementation (L Balsom), Team Leader, Transport and Infrastructure (B McMaster) and Manager Transport Operations (A Wilson) presented the Committee with an update on the review of the 2015 Waikato Regional Public Transport Plan and other key public transport planning projects. Staff indicated that there would be a workshop following the meeting on the Regional Public Transport Plan Review and requested that the Regional Transport Committee endorse the Regional Public Transport Plan review draft discussion document. Staff also noted that should there be any changes to the Hamilton to Auckland Transport Connections Strategic Business Case document, their suggestion to the Committee was that the Chair be delegated the power to sign off the changes. M Lynam returned to the meeting at 11.55am. A member referred to point 37 on page 87. The member asked whether it was still the Ministry of Education s intention to withdraw Route 2364 (Cambridge to St Johns College) and Route 2509 (Morrinsville to Sacred Heart Girls College). The response was that the Ministry had confirmed these routes would continue until July Members were happy to include the following resolution: THAT the Regional Transport Committee delegate to the Chair the ability to make any final decisions on the Hamilton to Auckland Transport Connections Strategic Business Case. That the Regional Transport Committee receive and endorse the Hamilton to Auckland Transport Connections Strategic Business Case and recommend it to the New Zealand Transport Agency for their support and endorsement. 3. That the Committee delegate the authority to the Chair to make any final decisions on the Hamilton to Auckland Transport Connections Strategic Business Case.
