4 Marlborough Roads Local Road Asset Management Report June, July 2018 (Information prepared by Frank Porter) R Summary This report covers the months of June and July 2018 with 30 June signalling the end of the financial year. Basic work programmes are in place for the next financial year pending the release of the National Land Transport Programme in late August. Until these programmes are confirmed limited financial information is reported for the month of July As these two winter months are outside the construction season, the focus has been on business-as-usual plus storm event reinstatement. Recent storm events have caused further extensive damage in the Marlborough Sounds, most notably on Queen Charlotte Drive and Kenepuru. This damage will result in a new emergency works claim to be lodged with the Transport Agency. The Emergency Works claim will be in the order of $3.2M. This is additional to the $1.25M that was carried forward from the previous financial year. Once the total Emergency Works claim exceeds $1.3M the subsidy will increase from the standard rate of 51% to 71%. Councils share for the additional $3.2M will be in the order of $920,000. As well Council will also need to fund their share of the works carried over from the previous year. This amount is $615,000. Total Council share will be $1.535M. Council has budgeted $1.225M. The additional amount will need to be funded from reserves. As noted in earlier reports the renewals programme (reseals and area treatments) was unable to be entirely completed as the colder weather precluded the supplier being able to reliably complete a quality outcome. Routine maintenance work, particularly grading and metalling has continued but at times that too has been delayed with inclement weather and the need to respond to emergency events. Three serious crashes occurred on Marlborough roads in June, two on SH1 and one involving a motorcycle on Neal Road where a motorcyclist lost control on SH1 north of PukaPuka Bridge. Financial Commentary Marlborough Roads have delivered Marlborough District Council work programme on budget excepting the storm damage events. The under-expenditure in maintenance to date ensured sufficient budget capacity to meet contract escalation payments and cover some emergency repair activities. There has been further balancing between the under-expended maintenance programme and the over expenditure in the renewals programme all of which has resulted in our end of year claim to NZ Transport Agency matching the $11.87M budget. The team are continuing to rebuild. The dedicated Sounds road gang is now addressing road conditions issues and are specifically targeting faults. With the weather issues, the JV has faced resourcing challenges and consequently this Sounds unit is still not operating to potential. The JV are now, through working with the Marlborough Roads maintenance contract manager, using a work despatch system within the Road Asset Maintenance Management (RAMM) system to capture and manage all work despatches. 6 As at the end of June km of local roads reseals were complete representing a 98% achievement by length and a 97% achievement for the number of sites. The rehabilitation sites were 100% achieved. Marlborough Roads Activities Following deliberation of submissions to its draft Regional Land Transport Plan (RLTP) on 31 May 2018 Council submitted the RLTP at the end of June. Our non-subsidised programme (e.g. footpaths, kerb and channel renewals etc.) was substantially complete at the end of June. Marlborough Roads has received the Transport Agency Investment Audit Report with an overall rating of Some Improvement Needed. The following is the executive summary: Council may conclude this is a very good report with no areas of significant improvement and no unsatisfactory ratings. The Marlborough Roads office has engaged a senior network manager to support Steve Murrin s team. This engagement is for a 12-month period. Marlborough Roads senior Network Manager Peter McDonald will again be seconded to NCTIR for a 12 month period commencing 6 August. This position is to be back-filled through a secondment from the Transport Agency s Tauranga office expected to occur at the end of August. HEB/Opus JV Performance On the local road network four non-conformances were recorded in June and five were recorded and in July. HEB s Network Operational Performance Score remains below threshold scores, indicating good performance. The JV has brought in additional resource to manage accounting and reporting processes. This is streamlining approval processes at both the JV and at Marlborough Roads. Assets & Services Committee 5 September 2018 Page 3

7 Project Status State Highways Earthquake Recovery Reconstruction of SH1 at the Tar Barrel south of Ward including safety improvements is substantially complete but with work still required to finish, now being managed by the HEB JV. Works at Flaxbourne Bridge is complete. The strengthening of Needles Bridge is continuing. Reinstatement of the Ure Bridge is progressing. Repairs are still to be undertaken on the SH1 Wairau Bridge. The SH63 Alternate Route is now in a resilient state and is able to handle periodic SH1 flows as required. State Highways General The Rai Valley Safety Improvement construction work is close to substantial completion, expected in late August. The Programme Business Case for SH1 Picton to Christchurch is in final stages. The Detailed Business Case for the Weld Pass Realignment is progressing following public engagement. Local Roads Renewal of the Musgrave Bridge is underway albeit slowly. The cost for this work is approximately $600,000. The two Netherwood bridges and Parsons Bridge (Wairau Valley) renewals are complete. The Robin Hood Bay Bridge is substantially complete. The value of these work were in the $700,000 to $800,000 range. As earlier reported contract for deck replacements for Blicks, Neals, O Connor s and Tinline bridges are now completed. The value of this work was approximately $400,000. The Beaver Road Eltham Road cycle project is also substantially complete. This has generated some community discussion and apart from providing cycle opportunities is successfully managing speeds past the Whitney Street School. The change in priorities at the Beaver Street intersection have resulted in some failure to give way incidents despite warning signage. A project safety audit is programmed for mid-august. The Truck Park in Waitohi Domain is complete and operational. Kerb and channel renewals programme was completed. Communications The following section covers CRMS contacts. This continues to show no obvious decrease in total crashes in Marlborough. Data over the recent months may not be updated noting there is usually a two to four month lag in recording minor and non-injury crashes. The serious crashes on SH 1 occurred near Staces Road to the north of Blenheim and just beyond the eastern end of Main Street. Tables 1a and 1b below (excerpt from the NOC Report) are represented in the ensuing Graphs 1a and 1b showing a slight increase in the trend line. Assets & Services Committee 5 September 2018 Page 5

10 The JV s TRIFR Score as at May 2018 has reduced to an acceptable rate of 5.8 The following Lag Indicators were reported through the HEB/Opus JV: Of more significance is the work that goes into lead indicators, an example of which is represented below and produces as a report from the Transport Agency s Zero Harm Portal for December. 11 As can be noted as with the previous report there is a high number of safety briefings which establish a safety culture and continuous awareness of safe practices. No health and safety incidents were recorded within the Marlborough Roads office. At the start of each team meeting we routinely have a safety share time where we talk about any learnings. 12 Rivers and Drainage Section Activity Report (Information prepared by Geoff Dick, Steve Bezar, David Aires, Jan Dimmendaal, Hai Trieu,) R Wairau River Flood Damage Inspections have been carried out post the flood event of 9 July 2018 (Peak flow in Wairau of 2000 m 3 /sec measured at Barnetts Bank). Numerous locations have small to moderate damage exacerbating existing weak bank lines and rock work. Through 2018 we have experienced regular small fresh events in the Wairau River because of ongoing persistent rainfall and this is causing significant damage of riverbank edges, especially where little or no permanent protection is in place. The problem is currently being compounded by availability of ready-to-go rock supplies, delaying repairs longer than ideal. Works within the Wairau River system over the last few weeks has included stop bank and berm noxious plants spraying, stop bank and berm mowing, stop bank carriageway maintenance (metalling and grading), various plantings (willow, poplar and native varieties) and berm clearing for high value timber woodlots. A new national Plant and Food Poplar trial has also been implemented. Burning of vegetation piles is also ongoing. 14 Wairau Floodplain and Tributaries Omaka River A small section of rock rip rap (269.52t) has been placed immediately downstream of Old Renwick Road, true left bank to protect the toe of the stop bank from further active erosion exacerbated by the less than ideal aligned concrete culverted ford and in order to reduce vegetation maintenance by Marlborough Lines/Council under the existing overhead powerlines. Another small section of stopbank was repaired in similar fashion upstream of SH 6, true left bank. Willow and poplar pole planting has been carried out within the SH 6 up to Hawkesbury Road bridge reach. Wither Hills The nassella tussock control programme is well underway. Debris-dam fences have been repaired in Mapp s-east gully. Pampas grass and spindle berry has been cut out of Quail stream. Side gullies within the newly rehabilitated Mapp s-west block have been planted with Tagasaste trees to help consolidate the debris-dam fences and mitigate further erosion. A variety of natives have been planted in the mid-upper slopes in Quail stream. Taylor River Pole planting, layering and coppicing of existing aging trees has been carried out along with rock protection work being carried to maintain bank stability. Lower Ōpaoa River We have now written to all the key landowners confirming the planned targeted dredging work planned for December. No unexpected issues have arisen as a result of the latest communication. Taylor River: Town Area Two stormwater sump have been installed to aid drainage of the berm and walking track when river water level drops after heavy rain or flood events. 15 Ōpaoa Loop The access culvert at the lower end of the Ōpaoa Loop was upgrade to improve boat access for maintenance Drainage Blind Road drain pipe has been inspected following a reported recent blockage. Drainage works are now being recorded on a new database. Some teething problems had arisen which have now been corrected.to produce accurate records. Access is an important issue for drain maintenance and planning is continuing, to improve this function to make this work more cost efficient.some of this work involves the installation of gates and culverts so works can be carried out in a contiguous manner. During the rainstorm event in July a new initiative to back flow a drain to an alternative pump station at Tuamarina was successful. The designated pump station had a pump failure and land was inundated as a result until the new/alternate option was implemented. Cravens Creek outlet was reopened following a Wairau fresh which had silted up the outlet. Fallen willows in Cow Creek have been removed and burnt. Following a car driving into a fallen tree at SH 1 at Grovetown a number of trees along Drain R were removed in a cost share exercise with Marlborough Roads. Stormwater Pumping Stations Pembers Road: Pump no. 3 has been removed, dismantled and overhauled. Pump body was sandblasted and repainted and a new pump shaft installed. Overhaul also included a new bell mouth, steady bush section, C-impeller and stainless steel bottom steady. The pump has since been re-installed test run. Re-installing the pump required upgrading the existing access with placed hardfill given very wet and soft ground conditions Assets & Services Committee 5 September 2018 Page 12

17 Town Branch telemetry upgrade: the electrical and telemetry cabinet has been built and delivered by Power Control solution. Water level radars also have been supplied by Hyquest solution. Laser Electrical will install the site shortly. Floodway Reserves Some letters sent to lessees reminding of weed control obligations. Fence at Blenheim Rowing Club reinstated following logging operations and to keep vehicles out of area once replanted. A fertiliser dressing was also applied at this site to assist the new plantings. Indigenous and exotic plantings completed at various river reserve sites. Grass mowing completed at Taylor river eucalyptus site. Bell birds and fantails were present while work underway. The RSA has a draft copy of their new lease at the Taylor Olive Grove for consideration and Council is awaiting their response. A small area at the Northbank turnoff has been cleared for planting of a new woodlot. Some fencing is required to keep this area secure. Work at the Wairau Diversion has been completed to prevent vehicles driving onto the beach and foreshore area for the whitebaiting season. Past discussions with DOC as to preventing vehicles on the foreshore reserve for ecological reasons were the driver for this recurring work. A small number of poplar trees in the Wairau floodway have been made available to the axemans club to assist with upcoming competitions. Assets & Services Committee 5 September 2018 Page 14

18 Information signs have been printed and to be placed on the various oak specimens at the Taylor Dam reserve to inform and interest walkers in this area. Vandalism continues at the Conders Mountain Bike car park area. Four-wheel drive vehicles are being driven around in the biking area after fences have been damaged to enable access. Investigation and Miscellaneous Taylor/ Ōpaoa River hydraulic model Work is progressing on creating a new computer hydraulic model of the Taylor/ Ōpaoa River system. When complete and calibrated the model will assist in confirming stopbank design heights, benefits of any further floodway improvements and the effect of expected climate change effects including sea level rise. November 2016 earthquake repairs This project is largely complete except for the lower Ōpaoa River dredging and some remaining culvert lining repairs at three sites. An interim claim for financial assistance has been lodged with the Ministry of Defence and Emergency Management (MCDEM). A similar claim is being finalised for LAPP, Council s infrastructure asset insurers. A project finalisation report is proposed to be submitted to the Committee once both claims are completed and to advise of final expected costs etc. Town Branch Drain/Snowdens Basin upgrade Beca Christchurch are now well into preliminary design of the upgrades from the Ham/McGregor boundary out to the Ōpaoa River. An internal design workshop is planned for late October. One of the initial outcomes from the detailed investigations so far is that the two existing gravity outfall pipes from the existing Snowdens Drain that pass under SH 1, The river edge stopbank and out to the Ōpaoa River will need to be replaced with new larger and more earthquake resilient pipes. We are keeping in touch with several of the affected landowners as the design work proceeds. Gravel Extraction The 2018/19 gravel permits for the Wairau River, Diversion to Waihopai confluence have been issued. Contractors have commenced extraction at most of the sites. Extraction on the Te Hoiere/Pelorus River has also been undertaken by Bryants on behalf of Marlborough Roads. Quarries Pukaka Rock extraction at Pukaka Quarry during July has been less than other months. A slip above the upper bench required the removal of a large amount of slip material and some excavation to redirect surface water away from the top of the upper face. The slip material will be screened for gabion rock and the balance material will be available for stopbank construction. Assets & Services Committee 5 September 2018 Page 15

19 Planning and Development Section Seddon Water Treatment (Information prepared by Stuart Donaldson W The treatment plant is built and commissioning is due to begin in late August. The filtration system is a first for Council, using membranes. Riverlands Water (Information prepared by Stuart Donaldson) W The existing groundwater source is not treated. Following the Havelock North inquiry, it is unlikely that any untreated water will in future be considered safe. The existing groundwater is high in manganese which is causing issues for customers. Any treatment to meet microbiological standards would also need to reduce the concentration of manganese. This makes treatment relatively complex and so consideration is being given to relocating the groundwater abstraction in an area of lower manganese. Discussions are being held with the main users of water on the Riverlands scheme Blenheim Water (Information prepared by Stuart Donaldson) W Fulton Hogan is progressing well on the major upgrade to the Wither Hills reservoir. The work, which is due to be completed in November, will significantly improve the resilience of the structure. Upgrades to the reticulation are about 75% complete as at late August. Five separate sections of watermain are being upgraded. Omaka Landings development requires a connection from the reticulation at the Wither Road Taylor Pass Road intersection to provide adequate service pressure and to ensure firefighting. The new main, which crosses under the Taylor River, is nearing completion, with pressure testing planned for late August. Renwick Water (Information prepared by Stuart Donaldson) W The scheme is receiving a major upgrade to bring wells in Conders Bend Road into service along with a new reservoir and water treatment plant. Resource consents have been lodged. The reservoir design has taken longer than expected in part due to geotechnical considerations. The tender for construction is now due for release to selected contractors in September. Opus has been engaged for water treatment plant design. The first stage, due early September, is a report on options and recommendation on a preferred option. Assets & Services Committee 5 September 2018 Page 16

20 Groundwater in this area is subject to raised turbidity during river flood events which makes suitable filtration critical. Havelock Water (Information prepared by Stuart Donaldson) W A cartridge filter trial has been conducted on the existing groundwater source. The results of the trial, which look promising, will be analysed by Opus. Cartridge filter if suitable for this supply, offers significant cost savings over more advanced filtration systems. Wairau Valley Water (Information prepared by Stuart Donaldson) W Currently we are looking at initial design and location of a treatment plant to meet the drinking water standards. Picton Water (Information prepared by Stuart Donaldson) W A 1700 metre section of the 5600 metre long pipeline from Speeds Road wells to the Elevation reservoir has been replaced and put into service in April. The section that was replaced from Speeds Road to the north was steel. There is a further 1170 metres of steel and the balance is AC pipe. Blenheim Sewage Treatment (Information prepared by Stuart Donaldson) W A draft report has been received on design of future upgrades for the industrial treatment plant to cope with increasing loads. Once the report is finalised, detailed design of the upgrades will commence. Blenheim Sewerage (Information prepared by Stuart Donaldson) W The project to upgrade sewers in northern parts of Blenheim is behind program, in part due to geotechnical challenges for the design of the largest of the pump stations. This is close to being resolved so that detailed design can be completed. Picton Sewerage (Information prepared by Stuart Donaldson) W Stages 2 and 3 are now operational. There are some minor works going on to complete the project. Stage 4A in Waikawa is currently under construction. Assets & Services Committee 5 September 2018 Page 17

21 Havelock Sewerage (Information prepared by Stuart Donaldson) W The first stages of design are underway for a new treatment plant to replace the current ponds. The ponds are overloaded and the land the ponds are located on is at high risk from damaging liquefaction in a seismic event. Therefore a new site is being investigated. Spring Creek Sewerage (Information prepared by Stuart Donaldson) W A fine screen is on order for the inlet to the Spring Creek ponds. The screen will remove nonbiodegradable materials. The dry screenings will be disposed of to the landfill. Installation is programmed for early Seddon Sewerage (Information prepared by Stuart Donaldson) W A new five year resource consent has been granted to discharge from the Seddon sewage treatment plant. Work on land treatment options to replace the discharge to surface water is underway. Assets & Services Committee 5 September 2018 Page 18

22 Emergency Management Activity Report September 2018 (Information prepared by Brian Paton) E , E Emergency Management Brian FM South Island CDEM Conference At the time of writing 135 people had registered for the conference from all around the country. Given the calibre of the speakers and venues it is expected the event will reflect very well on Marlborough. The night prior to conference the ASB Theatre will be hosting a public meeting with scientists presenting on a number of topics including AF8, what recent research has discovered about the Kaikōura sequence and the Hikurangi subduction zone. Last year 400 attended a similar meeting and we re hoping for a comparable turnout. Glyn Walters, Marianne Aitkin and Samantha Young have been a fantastic organising committee and I hope the event rewards them for all their efforts. Top of the South Alliance If the total Civil Defence staff in Nelson, West Coast and Marlborough Groups are combined we total the average size (12) of the remaining Groups in NZ. Recently the three teams met to discuss how we could work more collaboratively and by doing so achieve a lot more than we can do on our own. We can also use the collective expertise to write plans or work on specific projects. I spoke at the recent West Coast CEG meeting and received very positive feedback and encouragement to continue. We plan to meet bi-annually in February and August to coincide with our business planning timetables. Some of the initial benefits for Marlborough will be through bulk purchases, a Controller policy, training for our building control officers, possible links into a HF radio network, a quick capture reconnaissance app, a very good newsletter template and input into a community education resilient fund application.. We have been able to offer Gary s EOC and CIMS2 training modules, household water storage options, a welfare plan, a reconnaissance plan, AF8 response plans and job descriptions. As a result our communities will be better served across the whole top of the south. FENZ Co-location Plans for an extension to the EOC have been drawn up to accommodate 10 desks for FENZ staff to occupy. An estimate of the cost to build has been provided to FENZ with an annual pay back over 20 years at an 8.65% interest rate. FENZ are presently considering the option. A new building manager has been recruited and starts in the EOC on 27 August which will mean 5 desks are occupied in the current building. Controllers Richard Coningham is in the process of becoming an Alternate Controller and has completed the initial CIMS (Coordinated Incident Management System) courses. Brian and Richard are attending a 2-day Controller refresher training day in Wellington which will build on the skills already gained. With only three to call on there will be a recruitment drive for more alternates later in the year. Public Information Management In the past the PIM role has been carried out by Council staff while other stakeholders have simply managed their own agency needs. In a bid to get everyone working together and putting out consistent messaging a meeting of all the key stakeholder PIM Managers has been organised and enthusiastically received. Stakeholders planning to attend include MSD, MPI, DOC, FENZ, Police, NMH, Destination Marlborough, Tasman and Kaikōura District Council s and the Ministry. Some topics will include public alerting tools, Antenno, CDEM messaging, EOC familiarisation and training opportunities and a start will be made on building key working relationships. 23 Reserves and Amenities Section Activity Report (Information prepared by Jane Tito, Robert Hutchinson, Robin Dunn, Grahame Smail, Linda Craighead, Robyn Blackburn, Murray Morgan, Brad Molony, Rebecca Moorhouse) R Blenheim Parks and Reserves Pollard Park Entrance Gateway Upgrade. The concrete work is nearing completion with the sealing of the carpark and footpaths, and the placement of the precast walls to be done once a dry weather pattern emerges. The new bed plantings are also close to completion and we are very pleased with how the project has progressed overall. Playground. The initial work on replacing the bark with new playground standard matting is underway with the excavation phase being done. All of the bark was removed from the playground areas and will be reused as mulch in different parts of the gardens and Pollard and Seymour. The bark is being screened to ensure the mulch will be of good quality. An area has been extended in the playground area to allow for a Liberty Swing to be installed, this is the swing that has been purchased and donated to Council by a group Parent Group of Differently Abled Children of Marlborough. We are working with this group on the installation and other requirements. There is a quite noticeable amount of water pooling around the Parks areas which makes mowing and garden maintenance a challenge. As the warmer weather starts and growth begins it may be difficult to access all areas until the water has disappeared. Playground Revamp Assets & Services Committee 5 September 2018 Page 20

24 Seymour The pooling water is making it difficult to keep mowing and garden maintenance up to specification. All rose gardens have been mulched with the screened bark from the playground upgrade. All annual beds and perennial gardens have been weeded and tidied. Lansdowne Park The two Mako games being played at Lansdowne Park - in quick succession and with lots of rain - have kept the Reserves team and contractor busy. The field did stand up very well to the game and credit to the ground team that maintain the field to a high standard with sometimes trying conditions. It certainly looked good on TV if a bit heavy under foot. Simonsen Reserve The area quickly turned into a mess following days of rain. To help reduce damage we locked the gate and releveled the track and isolated the grass from the track with boulders. Once the grass grows the area should look great again. Wither Hills Farm Park New Car Park Taylor Pass Entrance The proposed new Pump/Skills Track has now been installed to the east of the Rifle Range carpark. The track is proving popular with many kids and families using the facility already. Development on this project has proved to be intermittent to date, with work being highly dependent on suitable construction materials becoming available and when conditions were dry enough to operate and work in. 25 A mountainbike repair station has been installed at the Rifle Range carpark by the Mountainbike Club for rider convenience. Sutherland Stream Track A new stepping stone access has been installed at Sutherland Stream Track, providing an ease of access to people using the track. 26 Events Several events are being held in the Wither Hills Farm Park including the School Cross Country, the NZ Airforce training exercises and the Duathlon Winter Series. Mountain Bike and Walking Track Upgrade and Additional Signage Updating of the new Mountainbike tracks in Smart Maps, entrance maps and brochures is underway along with a new Mountainbike track sign package. Weed Control Gorse, broom and other weed control will soon take place in the Sutherland Stream Covenant. Possum and mustelid control is also taking place shortly in the Covenant for a three month trail. Renwick Reserves Renwick Domain The Makos v Wellington preseason fixture was held on the domain, and was an event enjoyed by many of the spectators. Lions Reserve A re-gravelling of the Lions Reserves is underway including a tidy up of carpark. Kowhai Reserve Completion of tree work and other minor work have been recent improvements in the reserve. Other Renwick Reserves and Opens Space areas Largely business as usual routine contract work and minor improvements. Picton Reserves Queen Charlotte Lookout Slight realignment of the pathway at the southern end to improve user safety and draw path back from the steep bank. Picton Foreshore On-going turf area upgrades and fertilizer application, trimming of shrub areas and removal of dead or woody plants etc. Shelley Beach Queen Charlotte Yacht Club building redevelopment has commenced with the install of piles seaward of the carpark in preparation for the building construction High Street Completion of plant changes in response to safety concerns and improved pedestrian vison has been done. 27 Koromiko Forest Reserve The 60 metre fence around the front of the Forest Reserve has been replaced to update and replace the old wire fence installed when the former deer park. Northern Marlborough/Sounds Havelock Domain Entrance and Skate Park Consultation is planned next month with Ngati Kuia and local neighbours and businesses on the proposed Neil Street/ Havelock Domain entrance upgrade. Brown River Reserve and Alfred Stream Picnic Area, Rai Valley Upgrade planning work is underway on these and other reserves to improve parking areas and facilities to better cater for the higher numbers of campers using these areas. Anakiwa/Tirimoana Community consultation and planning is underway on the upgrade of the Village Green to improve drainage and to reduce turf damage from car parking. Car parking needs to be formalised for QC Track users and numerous other day users. The site is also designated as a freedom camping site for up to six vehicles. Car parking needs to be balanced with other needs, and retained for picnicking and recreation, to retain the Village Green and green open spaces function. Contracts & Health and Safety The incumbent DOWNER was awarded the Blenheim Open Space Maintenance Services Contract following evaluation of Tenders received. 28 Two Yearly Outdoor Structure Inspections An inspection of all Parks/Reserves structures has recently been completed by Opus and a report and recommendations are being compiled. Once the report is received and circulated, staff managing each area will need to action the recommendations. Street Tree Risk Assessments The risk assessment exercise for all street trees is now largely complete throughout the district and is recorded electronically using a program called Tree Collector. The map below colour codes the tree inspection dates, with all those in green, inspections within 12 months. Park Tree Risk Assessments An arborist is currently undertaking tree risk assessments at all urban Parks and Open Spaces managed by our section. Reports and recommendations are being implemented by staff who manage those areas. New Street Trees Winter planting of 145 street trees has now been completed and these new trees help offset tree losses that occur each year. Assets & Services Committee 5 September 2018 Page 25

29 Less vigorous and smaller tree species have been selected for street tree over recent years and use of root barriers to reduce infrastructure damage or property encroachment. Public Conveniences District Wide Public Conveniences The annual pre summer busy period minor repairs and maintenance district wide facility inspections are underway to identify any maintenance or facility presentation aspects that may need attending to Queen Street Lighting has been improved around the doorways particularly as a preventive measure to vandalism which has been a bit of an issue of late but appears to have settled. The Police and Council s Reserves Ranger were advised. High Street Picton Has experienced some ongoing issues but every effort is being made to ensure the largely mechanical aspects are being sorted. Some of the issues relate to vandalism but primarily these are a very well used facility which can impact on the general operation Rai Valley Township As an interim measure due to ongoing water supply concerns for this facility, staff are working on installing a rain water collection tank at the rear of the building to ensure the toilets have a secure water supply. 30 Cemeteries Fairhall Three new RSA area burial beams are being installed and a new flag pole has been installed for general use. Tuamarina The large retaining wall that support the access road way was completed, Re-seal of the constructed area will be carried out when it dries out and the weather warms up. Flaxbourne The new entrance gateway was completed recently and forms a very nice entrance to the cemetery replacing the former memorial lych-gate that was destroyed in the Kaikōura earthquake. The gates were from the former Catholic Church in the Ward Village and the construction of the gate posts and new memorial plaques (replacing those formerly on the lychgate) were donated via the David Parsons estate. New Lychgate at Ward Cemetery General Victoria Domain Reserve Management Plan Review Update An invitation to the public to provide suggestions/feedback to the Council on the review of the Victoria Domain and Associated Reserves Management Plan was notified on 12 July A brochure was prepared which provided information about the Victoria Domain reserves, why we have reserve management plans and why is was important for people to become involved in helping to prepare the new plan. 31 From near the Snout towards Picton Opportunities for groups, individuals and organisations within the community to speak with staff or provide written feedback were set out in the brochure and through newspapers and social media. Opportunities for the public to talk with staff about the review were provided through two drop in days at the Picton Library and a public meeting. A hui at Waikawa Marae on Saturday 11 th August was attended by approximately 20 people. At the close of the feedback period 34 individuals/groups have provided written suggestions and feedback to the Council. An overview of this feedback is noted in bullet point below: How people use the Victoria Domain Reserves mountain biking, walking, running dog walking scenic views including views of the Domain from peoples homes Kaipupu Wildlife Sanctuary uses the Domain as part of their wasp control programme Picton Dawn Chorus pest control work benefits birds moving from Kaipupu Wildlife Sanctuary Events Likes/dislikes about the reserves close to where people live and easy access love that it is possible to walk or bike from Picton completely off the road great network of mountain biking trails and like that new ones are constantly being added dislike the name of Endeavour Park but like the fact this is now a sports ground for local community fabulous facility that needs to be preserved mountain biking should be the principal activity but better signage, maps and maintenance is needed like it very much as it is love the mature trees/natives control woody weeds Values people appreciate about the reserves significant cultural values with a long history of family association with land on the Domain accessibility, quality, variety aesthetics, walking, views, peace and quiet, bush Assets & Services Committee 5 September 2018 Page 28

33 Road Safety Coordinator Update (Information prepared by Robyn Blackburn) R General The new three-year activity programming started on 1 July 2018 with some developments still expected relating to the new Government Policy Statement for regions to encourage and support active transport. Staff is watching for any updates in this space to ensure we are aware if new Activity Funding is made available through the Transport Agency. Funding for Marlborough to deliver Road Safety Promotion work category activities has been approved by the Transport Agency and the Safer Journeys focus areas over the next three years are: Reduce loss of control and head on crashes on rural open roads and urban intersections Maintain the safety of young drivers Maintain the safety of motorcyclists Reduce Cellphone distraction Safety for cyclists Activity funding for Promoting Walkability has also been approved from the Network User Information work category to continue adding new routes to the new Walkability Map that was launched in July The challenge will be to obtain infrastructure improvement funding to make the necessary changes which include yellow tactiles and grinding ramps. Safe Motorcycling There is a lot of focus nationally to improve motorcycle safety and regions are tasked with getting as many riders on to Ride Forever training courses so that ACC can achieve their training targets. Training is heavily subsidised by ACC and Marlborough Road Safety covers the remainder of the cost so training in Marlborough is free. Courses will continue to be promoted along with other ACC programmes and campaigns. Promoting motorcycle safety to other road users will also be continued with 47% of Marlborough motorcycle fatal and serious injury crashes over the past five years have involved another vehicle. Young Drivers A meeting between Council, the Police and Supporting Families resulted in a decision to deliver at least eight Learner Licence workshops per year over the next three years so that young drivers deferred by Police can fit onto a course in time to have their infringement cleared. One course was held in August and 11 out of 11 students passed their Learner Licence. Supporting Families work well with organisations such as WINZ to ensure this programme is sustainable. Marlborough has operated this system for a number of years but nationally findings show how beneficial supporting at risk young people through the Graduated Licensing System is to a community. A further outcome of the meeting was to introduce a Restricted Licence programme that the three organisations will work together on, to support young drivers driving outside their Learner Licence conditions through the next stage of the Licencing System. This is more complicated and expensive because of the requirement to have one-on-one driver training and the Police have offered to be driving mentors when required. Working with AA is also an option because of the programmes they offer. A teacher professional development workshop is planned for November 2018 working with Primary School teachers to introduce Transport Agency education modules into the classroom. This is a combined event with Nelson and Tasman also being involved. Assets & Services Committee 5 September 2018 Page 30

34 RYDA (The Rotary Young Driver Awareness programme) does not currently have Transport Agency funding approval. However as Marlborough is in its fifth year and finds RYDA the most effective way to get road safety messaging to all Year 12 young people, Council will fund the event in Planning is currently underway. Roads and Roadsides A number of advertising campaigns are planned on the Drive to Survive mantra to reduce loss of control and head-on crashes on the open road. Trend reports indicate this is where Marlborough can make the biggest gains in terms of reducing fatal and serious injury crashes. Advertising is also planned to reduce intersection crashes on urban roads. Safe Cycling Transport Agency funding is available over the next three years to focus on cyclist fatal and serious injury crashes that are trending up. Marlborough s Road Safety Engineer has identified roundabouts as a risk for cyclists and plans infrastructure interventions to encourage better seeing at roundabouts. In 79% of cycle crashes another vehicle was involved and 77% of the time those vehicles were cars, utes, or vans. Advertising is planned to promote better awareness, and funding will continue to be offered to support the Marlborough Ride-On programme that teaches cycle skills to primary school students. Funding also supports the Bike Walk Marlborough Strategy where possible in terms of data collection and events such as Stride n Ride. Distraction Deliver cell phone distraction advertising and promotion campaigns that support the national and police campaigns.
