3 Part 1. PROJECT DESCRIPTION & MANAGEMENT 1. General Works Description 1.1 The project is to construct a new build general aviation hangar 23m Wide, 73m Long 8.8m high in a location 6m away from the current main hangar as shown on the enclosed drawings. The door clearance openings at either end are 20m wide and 5.7m high and its purpose is to provide undercover storage for a range of light piston engine aircraft up to medium size commercial / private jet aircraft. 1.2 The works generally consist of levelling an area of ground which was used some 30 years ago for wash down of commercial aircraft and more recently has been used for parking light aircraft. We will construct a steel framed hangar on the levelled space. The new hangar is approximately 4m lower than and next to the existing large T2 style hanger. 2. Works duration & timings 2.1 The works are scheduled to last for approximately 6 months starting with site set up 20 th April The projected completion date is 11 th September It is proposed that the works will be Monday Friday 07:30 17: Timings and work days may occasionally alter to account for issues arising from weather or other situation outside of the control of the airport authority or contractor. All changes will be related to others as necessary. 3. Aerodrome Project Management 3.1 The overall project is managed through the airport Operations Department. The managers responsible for day to day control of the project are the Airport Manager & Terminal Supervisor. The airport Fire Services Manager will assist as required. 4 4.2 The contractor s site manager is Jeremy Hilder. Contact details for the contractor are contained at part 4. Part 2. AIRSIDE SAFETY & WORKING ARRANGEMENTS 1. Contractors Airside Briefing 1.1 Prior to starting work airside the contractor staff will be given a safety briefing on working within the airport environment, safety rules, likely hazards and emergency procedures. 2. Contractors Working Site Location and Marking 2.1 The working site is located 6m north of the current main T2 type hangar on an area formally used for aircraft wash down. As it is not possible to accommodate the works site and storage compound in to one area with a landside entrance, the areas are separated by a route used by general aviation to access the northern hangar doors as shown on the drawing Contractors Compound Locations and Aircraft Access Routes. 2.2 The work area perimeter will be marked and secured by the use of herras fencing panels. A lockable gate will be established at the north western end of the construction site fence line for access / egress. The gate will remain closed at all times when not being used. The fence line will have red or orange warning lights displayed along its length to highlight the compound perimeter during the hours of darkness. The perimeter fence line will be fitted with coloured stripes or small panels to highlight the perimeter for daytime use. 3. Contractors Storage Compound Location and Marking 3.1 The contractor s compound is situated on ground adjacent to the landside access gate 3 and to the North West; opposite the work site compound location. The compounds are separated by a route used by general aviation to access the northern hangar doors as shown on drawing at part The storage compound area perimeter will be marked and secured by the use of herras fencing panels. A lockable gate will be established at the north western end of the site fence line for access / egress to the landside access gate 3. The gate must be locked at all times when not in use. 5 elevation during the hours of darkness. The perimeter fence line will be fitted with coloured stripes or small panels to highlight the perimeter along its airside elevation for daytime use. 4. Aircraft Movements & Traffic Management 4.1 Aircraft movements to or from the northern access doors to the main or engineering hangars. a. No aircraft will be given permission to taxi under its own power through these areas by ATC. b. Aircraft being taken out or placed in to the hangar using the northern hangar doors or to / from the adjacent small engineering hangar area must either be manually handled or under tow by airport authority ground handlers. c. The ground handlers will liaise with the contractors when aircraft are to be moved between the working and storage compounds as required. d. Aircraft being towed or otherwise moved will have right of way at all times. 4.2 Aircraft movements between the Bravo and Charlie aprons. a. No aircraft will be given permission to taxi under its own power by ATC between Charlie & Bravo aprons through the eastern works boundary fence line and the grass area to the opposite side. b. Aircraft required to traverse along this route must either be manually handled or under tow by airport authority ground handlers c. Pilots of aircraft wishing to relocate under power between the Bravo and Charlie aprons may do so with permission from ATC and routing via Charlie hold / central access / Bravo hold points. d. Aircraft being towed or otherwise being moved will have right of way at all times. e. The ground handlers will liaise with ATC when aircraft are to be moved under tow between the working compound and grass verge as required. London Ashford Airport Ltd 5

6 4.3 Vehicle movements between the working and storage compounds. a. Aircraft being towed or otherwise being moved will have right of way at all times. b. The contractor s will liaise with the airport ground handlers to ensure not aircraft are imminently to be moved within the area prior to moving plant or vehicles between the works and storage compounds. c. No compound gates are to remain open whilst they are not in use and should only opened to accept vehicle transfer once the contractor has assured himself there are no conflicting aircraft movements. d. During transfer between the compounds whilst both gates are open, the contractor will detail one person to direct the vehicles and act as a lookout for aircraft movements in the area. e. The airport management must be advised beforehand of and large deliveries of material or plant which are required to be placed directly into the working compound. This is to ensure those who need to be can be informed in a timely organised manner and the allocation of staff resources can be pre-arranged for escort in to airside areas. 5. Airside Security and Access Arrangements 5.1 There is a presence of staff Monday - Friday days during the hours 07:30 19:00. In addition there is a staff presence between 21:00 04:00 Monday Thursday except holiday days. 5.2 The airport authority will where discovered whilst the contractor is off site, report broken or blown down fencing, open accommodation containers, obvious damage or missing items to the site manager as soon as possible. Where the situation has the potential for damaging aircraft or a hazard to airside users; such as broken or blown over fence lines, the contractor will be responsible for turning out to the airport within a reasonable time to instigate repairs to the satisfaction of the airport duty manager. 5.3 Access to the storage compound will be via access gate 3. The contractor will be issued a key for the gate in order to allow deliveries, vehicles and plant directly in to its compound. Access for large deliveries will require prior permission from the airport operations London Ashford Airport Ltd 6

7 management. The airport manager will sign out keys as appropriate to the contractors site manager who must retain the key in a suitably safe manner at all times. 5.4 The airport authority will require copies of keys to locks attached to fence line access points by the contractor. The keys will be retained by the duty airport fire officer and will help to enable a reasonable response to be made by emergency services in the event they are required whilst the contractor is off site. In such cases the site manager will be informed as soon as operationally practicable of the issue at hand. 6. On Airport Crane Operations 6.1 The steel frame erecting, fitting of cladding and hanger doors is planned between 8 th May and 24 th August. A crane will be on site for all or the majority of the time during these works. 6.2 Adverse weather and especially low cloud or fog situations could result in the Air Traffic Control Officer withdrawing permission for the crane to be operated or limiting the operation whilst the adverse weather affects the aerodrome. This decision will be taken to halt crane operations in conjunction with the airport duty manager. 6.3 The contractor will produce a working method statement and risk assessments for crane operation at least two weeks prior to commencement of the crane operation commencing. This is required in order for airport management to scrutinise the documents and produce a safety document for airport users. 6.4 The airport manager will perform a safeguarding exercise to accurately calculate and establish the level of any penetrations in to the aerodrome safety surfaces. He will update the CAP 791 part 2 with relevant information from the contractor s documentation and the findings of the safeguarding exercise. 6.5 The airport manager will ensure that the revised document is brought to the attention of and circulated to all staff, on-airport companies and is available to other users via notice boards at key areas such as flight briefing. He will also ensure that appropriate NOTAM action is taken relating to the use of crane on site. London Ashford Airport Ltd 7

8 Part 3. EMERGENCIES & RESPONSE 1. Evacuation of contractors personnel 1.1 The contractor will draw up a plan for evacuation from the occupied compounds and any crane or plant operating in the area it will include reconciliation of the number of workers and visitors under his control in conjunction with the detail below. The site manager will ensure a copy of this document is passed to the airport Fire Services and Operations managers for information. 1.2 In an emergency situation where an evacuation of the works or storage compound becomes necessary, the contractor is informed that the airport main muster point is situated at the main terminal car park with appropriate signs displayed along the security fence line towards access gate 4. The contractor should take the nearest exit to landside this could be directly through the adjacent access gate 3 locking the gate behind them then make their way towards the main car park and the muster point. Or alternatively, via airside past the southern end of the main hangar keeping close to and along the fence line to gate 4 and the muster point where a member of staff will give them access landside. 1.3 The site manager will confirm to the fire officer on duty at the muster point that he has accounted for all his staff and site visitors. He must state also if any person is not accounted for. 1.4 The fire officer will make the decision to allow persons back in to the buildings and work areas as the emergency passes. 2. Summoning Emergency Assistance 2.1 Where the contractor witnesses an incident / accident or requires the attendance of the emergency services, they should initially telephone the Air Traffic Controller on duty stating their name and company, their location on the airport, the nature and location of the emergency and what services they require. The ATC officer will arrange contact with the external services and alert the airport Fire & Rescue Service who are able to respond quickly to many differing types of emergencies from a high level of first aid as trained medical first responders to the local community area to fire suppression and rescue facilities. 2.2 Where 999 is called, the relevant information must also be passed to the Air Traffic Control Officer as they will need to assess the London Ashford Airport Ltd 8

9 effect on the aerodrome operations and may need to commence alternative procedures, reduce or suspend services as required dependant on the emergency at the time. The airport address and contact numbers are at part 4 of this document. 3. Aviation Emergencies 3.1 In the event of an aircraft accident or fire near the location of the work or storage compounds, the area must be evacuated immediately following the clearest and safest route away from the emergency as described in 1 above. 3.2 Aircraft accident or fire at a remote and away from the work or storage compounds the contractor will initially stop works and contact the airport duty manager for advice on whether it is safe to remain on site or not. 3.3 Where the crane is being used at height, it must be lowered immediately on hearing the crash siren (a continuous mid pitch siren) 4. Non-Aviation Emergencies 4.1 Where there is a fire or explosion on site all personnel must evacuate the area immediately and call the Air Traffic Control Officer as set out in the sections above. The person reporting must give their name, location, the nature of the emergency and the amount and severity of any injuries sustained. 4.2 Fuel and oil spills must be dealt with immediately. The contractor is responsible for retaining an amount of absorbent material to aid the clean-up. The airport authority retains a stock of absorbent pads and granules which may be available to the contractor at cost. The site manager must inform the airport Rescue and Fire Fighting Service (RFFS) and the airport duty manager as soon as possible in order that an evaluation of risk to other persons working airside and facilities can made. 4.3 Injuries to those working for the contractor must be reported to the site manager who will retain a log of such events. Major injuries etc, which fall in to the official reporting program RIDDOR must be dealt with by the contractor s site manager. The RFFS Department are able to afford first aid and assistance as in 2 above. London Ashford Airport Ltd 9

10 4.4 Security of the aerodrome is paramount to the airport operations and the following points must be observed. a. Access gates must be kept locked unless they are in use where they must not be left un-manned. b. Any keys or passes issued to the contractor by the airport authority or keys used to secure areas which are supplied by the contractor which have been lost or suspected to have been stolen must be reported to the airport duty manager as soon as operationally practicable. c. Do not leave bags or other items which may be perceived to be suspicious articles around the working areas or the main terminal buildings. The contractor must supply storage for staff personal items. d. Contractor s staff vehicles must be parked in areas approved by the airport authority. Do not leave unattended vehicles at access gates or along air side fence lines where they could be used as climbing aids. e. In the event that the contractor receives any security threat, warning or other communication from a third party which poses a risk to airport security must be reported to the airport duty manager as soon as possible. In the event that security threats are received by airport staff or other companies on airport, they will report the matter to the airport duty manager. f. Where a security threat warning is suspected to be credible, the airport duty manager will take appropriate action in relation to the airport infrastructure and advise on action to be taken by those using the site including contractors working within the airport on a temporary basis and inform the police and the DfT Threat office.
