1 HANBURY PARISH COUNCIL STAFFORDSHIRE Clerk: 44 HOLLOW LANE AMANDA ANDREW DRAYCOTT IN THE CLAY ASHBOURNE DERBYSHIRE DE6 5HQ Present MINUTES OF THE PARISH MEETING MONDAY 5 th FEBRUARY 2018 HELD IN THE HANBURY MEMORIAL HALL AT 7.30PM Councillors T Iball (Chair), J Harris, K Ward, S Skeet, I Tyson, E Gregson, J Hendon, and Councillor P White (SCC) 01/18 Apologies Apologies were received from Councillor S Smith (ESBC). 02/18 Minutes of Previous Meeting The minutes of the meeting of 4 th December 2017 were approved and signed. 03/18 Chairman s Information 1. SPCA Weekly Bulletins from 11 th January to 3 rd February 2018 Various Topics Councillor Iball informed the Councillors that details regarding the general data protection regulations are gradually being made available, but more is required. However, given the needs of the Parish Council relating to this topic are very small, all data protection issues will be handled by Councillor Hendon and the Parish Clerk. A further review of the information received will be carried out in March SCC Public consultation regarding Staffordshire County Council Managed and Delivered Libraries and the Mobile and Travelling Library Councillor Iball informed the Councillors that the above public consultation document had been received. Despite SCC spending 310m on social care and children s services, they

2 are hopeful of retaining all the Library services. The large Mobile Library van is likely to be withdrawn, and replaced by two smaller vehicles, which will ensure the visit to Hanbury continues, as long as there are more than five people using the service. The consultation period runs until 1 st April 2018, and SCC would welcome views from all. The online survey is available at: The Parish Clerk was requested display the posters detailing the same subject, and to place an article in the Parish Magazine. 3. received from Hanbury Memorial Hall Village website Councillor Iball informed the Councillors that and has been received from the Hanbury Memorial Hall Committee, asking for 55 towards the annual maintenance cost of the Village website. Councillor Iball noted that the Parish Council contributed in 2017/18, but after a full discussion all Councillors agreed that the Parish Council will not be able to contribute, due a reduced income in 2018/19 and greater responsibilities for facilities and services provided previously by SCC. 4. Community Council of Staffordshire Best Kept Village Competition 2018 Councillor Iball advised the Councillors that the annual invitation to enter the above competition had been received. Councillor Iball would like to receive offers from Councillors or Parishioners to organise Hanbury s entry into the competition. The deadline for entry to the competition is 26 th March ICO Data Protection Renewal for 2018/2019 Councillor Iball advised the Councillors that the annual fee for the Information Commissioner s Office Data Protection service was due. All Councillors voted on the issue and it was agreed that the fee should be paid. 04/18 Reports Councillor White reported that there have been further, and fundamental, changes to the funding received by SCC from Central Government. At the cabinet meeting last week it was noted that 310m will be spent on adult social care and care for vulnerable children this figure will be ratified next week at the full Council meeting of SCC. The numbers of vulnerable children in care have increased to 1000, just in Staffordshire, at a cost of 50,000 per child per year. At the same time, Central government has cut the funding of SCC as a whole by 15m, and this figure does not include the funding specifically allocated for Stoke on Trent, so the effect of these latest cuts will be felt across Staffordshire. Councillor White also reported that in the spring, when the weather improves, he will arrange for the affected areas of the Village Green to be grasscreted, to prevent further damage being caused by the school buses turning in these areas. This will be funded from

3 Councillor White s allowance as a County Councillor, and will mean that half of his allocation has been spent on making good this part of the Parish. 05/18 County Roads Councillor Hendon informed the Councillors that the ditches outside Melbourne House, Rose Cottage and on Chapel Lane are all overgrown, overflowing and cause major problems when the weather freezes. Councillor Iball advised that clearing and maintaining ditches is normally the responsibility of the landowner or the occupiers of the adjoining properties. Councillor Iball will attempt to organise a walk around of the entire village, to consider repairs and maintenance, and to open discussions with landowners, (if known) and if not, will attempt to identify the landowners. All of this will take a while, and Councillor Iball will report progress back to the Councillors as appropriate. A Andrew advised the Councillors that several instances of fly tipping have been reported over the last six weeks. A Andrew has contacted the necessary authorities after each report, and is pleased to advise that the majority of the tipped rubbish has been removed. A Andrew reported that she had asked the Staffordshire Highways Community Liaison Officer to find out when the 23 gullies around the Parish had last been emptied. A response is still awaited. Councillor White offered to speak to Mark Deville to ensure this issue is attended to. The gully outside Hunts Croft is constantly overflowing and causing flooding on the road something more than just clearing out the gully is required here as there is clearly something more fundamental causing the problems. 06/18 Parish Amenities Playing field: - No issues to report. Public footpaths: - Councillor Iball reported that an had been received in December regarding the Red Walk, which leads to the Fauld Crater. Councillor Iball had walked the Red Walk to consider the Parishioner s comments, and had found most of the stiles and the footpath itself to be in good condition. Councillor Iball suspects that the Parishioner had in fact taken a different route, as he could not correlate the comments made with the condition of the footpath and associated equipment. Councillor Iball has written to Paul Rochford at Staffordshire Rights of Way, who has now responded thanking Councillor Iball for taking the time to walk the Red Walk and clarifying the issues. Councillor Tyson informed the Councillors that the new information board detailing all the Hanbury Walks has been installed in the car park of The Cock Inn.

4 Councillor Ward reported that the SCC Ranger had visited him, and advised that a new footpath sign will be installed on Martins Lane, and the stile will be replaced at the end of his garden. The Common: - Councillor Iball advised the Councillors that an incident had occurred on New Year s Eve 2017, resulting in a vehicle being burnt out in the car park of the Common. Staffordshire Police were advised and have given the Incident Number A Andrew has been contacted by the owners of the car and the insurers of the car after the burnt out remains were removed by parties unknown. A Andrew advised the owner and the insurance company that Hanbury Parish Council do not own the land, and have had no involvement with the incident. No further calls have been received. Councillor Iball informed the Councillors that the arrangements for volunteers to continue maintaining the Common had been agreed in principle with SCC. However there were still some outstanding issues to be resolved. The Parish Council was still waiting for a response and to have the arrangements formalised. The Parish Council has made it clear that it will not be undertaking any lease agreement with regards to the future management of the Common. There remains some confusion over SCC's decision regarding the lease of part of the Common to the owner of Broadview, Hanbury Hill. Changes in personnel at SCC during both the above processes have been a contributory factor both in terms of continuity and communication, and the Parish Council agreed that the current situation was far from satisfactory. County Councillor Phillip White agreed to discuss these issues with the appropriate officers at SCC. He asked Councillor Tyson to forward all relevant correspondence to him and stated he would report back at the next Parish Council in March. The Village Green: - A Andrew advised the Councillors that she had received an from Support Staffordshire asking if the Parish Council had any projects that voluntary groups could assist with. A Andrew had advised Support Staffordshire that they may be some work to be carried out on the pond on the Village Green, and contact details have been passed onto the Burton Conservation Volunteer Group. A Andrew has now been contacted by Lawrence Oates from the Group, detailing their activities, and how they may be able to help. In addition, Mr Oates advised that the BCVG is celebrating its 25 year anniversary this year, and has a stand at Support Staffordshire on 15 th February, where all are welcome to attend and find out more about the group. Councillor Skeet stated that he would attend, and any other Councillors are also welcome to go with him.

5 St Werburgh s Churchyard: - The Councillors have been advised that there is funeral on the 7 th February, and that a large digger is expected to be in the churchyard creating a new plot for the burial. Councillor Iball advised the Councillors that he would visit the churchyard and ensure all was in order. 07/18 Planning Matters There have been THREE planning applications for consideration for the period 6 th December 2017 to 5 th February Conversion of timber-framed building to business use as a catering kitchen, Broadview, Hanbury Hill. Erection of a two storey side extension, at The Willows, Fauld Lane, Coton-in-the- Clay Conversion of stables to create five dwellings and the installation of package treatment plant, Kingstanding Hall, Burton Road. A Andrew noted that she had received a letter from the Planning Inspectorate, regarding Footpath 26 (land at Oakfields, Hanbury) and a 2017 diversion order. Copies of the letter had been distributed to all Councillors by the Parish Clerk in December /18 Correspondence Councillor Iball informed the Councillors that he had received telephone calls from two different Parishioners, regarding the proposed withdrawal of the Needwood Connect dial-aride bus service. The debate over the diversion of the service bus away from Hanbury to serve St George s Park continues, but doubts over actual ridership remain. Councillor White offered to carry out some research and report back on the wider issue of buses across the County, meanwhile some Parishioners are considering offering a financial contribution to retain certain buses on certain days, as they feel this would be less than the cost of a taxi which may ultimately be their only choice. 09/18 Matters for the Next Meeting Further discussion around issues relating to The Common Update on gully and ditch clearance/maintenance within the Parish 10/18 Date of Next Meeting The next meeting of the Parish Council will take place on Monday 5 th March 2018 at Hanbury Memorial Hall. The meeting will commence at 7.30pm.
