Full reconstruction is recommended, however, the Sponsor does not have the local match to support a reconstruction project. The existing Taxiway B4 violates current FAA standards in that it allows traffic to taxi in a straight line directly from the apron to runway, greatly increasing the possibility of a runway incursion. Moving this taxiway will create an offset that will force a taxiing aircraft to make at least two 90-degree turns to reach the runway. According to the most recent pavement study funded by the State, the taxilanes currently have a PCI rating of 59 & 57. Three taxilanes serve airport owned t-hangars east F and west B serve as access roads to additional airport owned and privately owned hangars. The condition of the taxilanes are beyond simple crack sealing and fog sealing, instead re-construction is needed. Much of that activity is expected to be generated by private pilots operating light-sport aircraft. It is important to ensure that we have done everything possible to prevent runway incursions. Lighted signs would be located at the ends of the runway on both the east and west sides. 5 41 Non- Non- Poulsbo Poulsbo SPB 2018 Seaplane Base Relocation and Expansion Project This project will consist of relocating the seaplane base within the Poulsbo Marina and expanding its capacity to accommodate larger seaplanes. New access floats will be installed at the end of the commercial dock (D-dock), and secured in place with new piling. New landing floats, designed to provide adequate clearance from all piling for larger seaplanes, will be attached to the new access floats. The current seaplane base is located close to shore in a tidal sensitive area, which becomes inaccessible by seaplanes at extreme low tides. The base needs to be relocated to deeper water where seaplanes are not hindered by the tides. The ideal location for a new base is at the end of the marina s commercial dock (D-dock). Additionally, the current seaplane base is secured in place with piling that pose a danger to seaplanes should they come into contact with them while entering or leaving the facility (i.e. wing strike). The size and spacing of the piling are the primary reasons why larger seaplanes do not use the facility. Relocating the seaplane base to the commercial dock would allow for a more user friendly layout that could accommodate larger seaplanes. $250, $700, RE SB IM C Non- Raymond Willapa Harbor 2018 RSA Improvements Phase 1 This project includes the design and construction (grading, compaction and drainage) of improvements of the runway safety areas on both runway ends. (17 acres) This property borders Carlsborg Rd to the east and the Olympic Peninsula Discovery Trail on the south. Dallesport Columbia Gorge /The Dalles Port Townsend Jefferson County The runway ends are too soft to support an aircraft or emergency vehicle during the wet weather months (October - July). This project will upgrade the RSA's at the both ends of runway to comply with standards. Acquire this property to protect primary approach path to Runway Design North Apron Rehabilitation Rehabilitate pavement. Pavement is beyond its useful life and had deteriorated. The airport sponsor's most recent RUNWAY MAINTNENACE PROJECT included slurry and crack seal under AIP in FY2013. When AIP Grant #12 was issued RW9/27 PCI number was approximately 91. Non- East Wenatchee East taxiway 327 x 22 (7194 square feet) West taxiway 327 x 22 (7194 square feet) Original ALP was developed with the expectation of increased traffic and use of all general aviation facilities. However, that use and demand has not been realized, and as a result a more realistic, integrated planning document is needed for determining future (5-20 year) use and improvements. The PCI for the West Itinerant Apron varies between 25 and 54 based on Yakima's 2011 pavement analysis. Major reconstruction or rehabilitation work has never been perfromed. Routine maintenance cannot correct the rapid state of deterioration. Improve the ability for the airport to become self sustaining and increase revenues at the airport. It is of upmost importance to the airport to have a well-maintained taxiway, for pilot and aircraft safety, as well as to ensure the airport may keep its reputation of being clean and smoothoperating. This would reduce the possibility of aircraft damage from foreign object debris created as pavement ages. Mansfield 2018 Airport Layout Plan Update To update the existing Airport Layout Plan. The original Airport Layout Plan was initially prepared in 2006 and published in During the course of the past three years, the Port's Strategic Plan has changed. Additionally, the Port has a new director. The director and commissioners are taking a new look at our properties, paying particular attention to our airports. In 2018, 11 years will have elapsed since the previous Airport Layout Plan was initially prepared.
