3 LACSINCLAIRNEWSLETTER SPRING2015 Loss$of$a$Lac$Sinclair$Pioneer$and$Community$Builder$ OnJanuary21,2015,itwaswithaheavyheartthatwelearnedofthepassingofMrs.Jeannette Bernier(néeRobertson),awellknownandverydevotedbusinesswomaninourcommunityfor over50years. WecouldsaythatMrs.Bernierwasagreatlady, profoundlyhonestandspiritedwithanextremesenseof generosityandrelentlessenergy.shedidnotgiveup herspotintheberniergeneralstoreuntil2010,atthe ageof88,after64yearsofservice.itwasin1946that sheaccepted,withgreathonorandjoy,tomoveintothis house,whichsheneverleftsinceherhusbandhadtobe ontheroadtobringbackthenecessarysuppliesforthe business.ourmrs.berniertookcareofthestore,the sawmill,thehouse,thechildrenandhermotherginglaw. Herstorebecameameetingplace.Everymorning, employeesmetinthekitchentohavetheirfirstcoffeeof theday. OnJune30,2007,wecelebrated100yearsofhistoryandsixgenerationsoftheCharronGBernier family;100yearsoflove,smiles,beauty,familylabourandfriendsatlacsinclair,underthecross whichwasbuiltbymotherginglawnathaliecharrongbernierin1936toprotecttheroads,and repairedin1985byjeannettebernier. HereisasnapshotofJeannetteBernier sachievements: TheBernierGeneralStorehasalwaysbeenthetouristinformationcentreforLacSinclair.Even today,ifyouneedinformationyoustopatthestore,whichhasbecomethedépanneurdulac. TheBernierGeneralStorehasclearlycontributedtotourismdevelopment.Infact,from1960to 1990,itofferedservicesto10campingsitesonLacSinclair,anduntil1993,italsorentedout cottages. Thestoreadditionallycontributedtocommunitydevelopmentbybringingtogetherthearea s entirepopulationeveryyear,onitssite,tocelebratecanadadayandenjoygreatfireworks. From1980to2008,Mrs.Berniercollectedthedailyfishinglicensefees. For25years,shecollected,onavoluntarybasis,theLacSinclairAssociation sannualdues. Veryoften,evenatthelastminute,shemettheequipmentandfoodneedsofyoungscoutsstaying atcampawakamenjmeno. Hercommunityspirit,herdeterminationandhernumeroushelpfulinterventionsovertheyears helpedtomakecomfortablecountrylivingpossibleforusevenasneedsincreasedwiththegrowth inpopulation,thuscontributingtothecreationofabetterqualityoflifeforlacsinclair.

Shewashappytohavethechancetothankeveryoneshehadservednightanddaywithmuchjoy. Thestoryofthiswonderfullady,alwayssmiling,issummarizedbythefollowingpoem(French only),describinghowworkshouldbefun,fillingonewithhappinessandpride,andhowshewas alwaystheretohelpusout: Travaillerc ests amuser, çavousremplidebonheuretdefierté, d ouvragesellen ajamaismanqué. TheshorelinestudywillbecarriedouttakingintoaccountourprojecttorejuvenatethebaysofLac Sinclair.Inthiscontext,anadditionalstudywillbeundertakentomeasurethedensityofthe organicmatteratthebottomofvariousbays.officialresultsofthislatterstudyarescheduledtobe availableintheearlyfallof2015. Inthemeantime,theMunicipalityconfirmsthatwemaygoaheadwiththeRejuvenationofourBays Projectsincenomunicipalorgovernmentauthorizationisneededtoinstallachosenaeration mechanismonaprivatelot.tofindoutwhattoolsareavailabletoinstalltheaerationequipment foryourbay,pleaserefertothearticlepublishedintheassociationnewsletterinthefallof2014. TheGroup swebsiteishostedbytheagencedebassinversantdes7(abvdes7) whichcoordinatestheactionsofstakeholdersinwatergovernanceinthefollowingwatersheds:west Blanche,Coulonge,Dumoine,Gatineau,Noire,QuyonandOttawaRivers. TheRegroupementaimstoworktowardstheprotectionandenhancementofthewaterqualityinlakes withinthegatineauvalleymrcbyencouragingallstakeholderstotakeactiononissuessuchaswater testing,invasivespecies,shorelinerevitalization,andmaintenanceofsepticsystems. RPEVGisfundedprimarilybytheMRCdelaValleGdeGlaGGatineau($25,000perannum).Italsoreceives $5,000inmembershipfees frommunicipalities(lowisnotamember),associationsand individuals;$17,000fromthreelocalbusinesses;anda$16,000grantfromemploiquébectopaythe salaryofapartgtimecoordinator.

On02MayIattendedaForumorganizedbytheRegroupementinAumontwheretherewere informationboothsonavarietyofsubjectssuchas: Shorelinemanagement. GFromtheDepartmentofFisheriesandOceanscoveringbothrecreationandagriculture: GFromtheFéderationinterdisciplinairedelaHorticultureOrnamentaleduQuébec(FIHOQ)(not availableinenglish): Invasivespecies:Eurasianwatermilfoil;ZebraMussels;RustyCrayfish;WaterChestnut;blue/green algae: Thesespeciesaresofarfortunatelynotpresentinourlake.Thekeymethodofpreventinginvasionis tocontinuetoensurethatwaterisdrainedfromboatsandlivewellsandthatboats,motorsand trailersarecleanedthoroughlybeforetheyareputinthewater.
