ROSENBERG, the President and CEO of Frontier Associates, Inc., has over 20 years experience as a management consultant and change agent, supporting organizations in which the leadership is committed to achieving breakthrough results in organizational performance. He received Bachelor and Masters degrees in Electrical Engineering and Computer Science from Cornell University and M.S. and Ph.D. degrees in Management from the University of Rochester. While an assistant professor at Rochester Institute of Technology and CalPoly San Luis Obispo, he assisted a variety of organizations, including the State of California, in improving business systems. In 1981, Rosenberg founded Distinctive Solutions Corporation, which develops commercial finance software for banks and other financial institutions. Under his leadership, the company raised over $5 million in venture capital, and became a national leader in its field. After being elected Chairman of the Board of Distinctive Solutions Corporation, Rosenberg became Vice President of E.K. Williams & Co., at the time the world's largest small business accounting and consulting company. During his years with the company he led the implementation of a complete company culture change, resulting in returning the company to profitability and the establishment of effective internal management and production systems. With Frontier Associates, Rosenberg, in addition to overall management of the firm, consults with companies to produce sales, efficiency, and profitability results far beyond what might be predictable by past performance. His engagements include organizational culture changes supporting major corporate restructuring, strategic planning, and working with senior executives in a one on one coaching relationship. His clients include Amgen, Jet Propulsion Laboratory, Johnson & Johnson, Deluxe Laboratories, NASA Langley, The Galef Institute, qlogic Corporation, the Democratic Leadership Council, the California Manufacturing Technology Center, the W.M. Keck Observatory, the Gemini Observatory, Ball Aerospace, and Giant Merchandising (Time Warner Music Group). In 1997, under a grant funded by AT&T and Chevron, and sponsored by the Institute for the New California, he designed and facilitated the Conversation for Learning, a year long state wide project to create breakthroughs in the California Public School system. Rosenberg is a highly rated public speaker and the author of numerous published articles. In past years Rosenberg has served on the City Council and the Planning Commission of the City of Morro Bay. His Board membership has included Legacy Software, Inc. (NASDAQ, subsequently merged), Interex (the international Hewlett Packard users group), the non profit Technology for Results in Elementary Education, The Country School, the Association for Strategic Planning, and the Institute for Management Consultants (Southern California Chapter). In 1996 he was President of the Los Angeles Venture Association. Currently, in addition to Distinctive Solutions Corporation, he serves on the Boards of CyberNet Communications, Inc. As an Eagle Scout, son of a former Council President, and father to a Cub Scout, Rosenberg s connection to Scouting is long lasting. Additionally. Rosenberg and wife, Cathee Weiss are the parents of a young daughter, as well.

Ready & Prepared Award awards/10 278/index.html The BSA Ready & Prepared Award was developed to encourage and reward Boy Scout troops, Varsity Scout teams, and Venturing crews that incorporate safe practices while enjoying challenging activities. The award acknowledges the common sense and judgment, founded on knowledge and training, used to incorporate risk management into a unit's decision making process. It recognizes that the more responsibility individual members take for their personal health and safety, the more everyone contributes to a successful activity. Scouting.org NESA Eagle Scout Scholarships Two revised applications for the Cooke Eagle Scout Academic Scholarships and the Hall/McElwain Merit Scholarships are now available from the BSA Website. Please discard all old scholarship forms. Only the new forms will be acceptable. (Applications should be given only to graduating high school seniors because the forms will change each year.) 2007 World Scout Jamboree jamboree/world/index.html Scouts and leaders are invited to participate in the Western Region Contingent to the 21 st World Scout Jamboree hosted by the Scout Association of the United Kingdom from July 27 until August 8, The Western Los Angeles County Council has received an allotment from the Western Region for 16 youth participants. In addition, the Western Region Committee will be accepting applications for Assistant Scoutmasters and International Service Team members through February 15, Currently 10 youth and 11 adult applicants have been interviewed and recommended to the Western Region by the council s World Scout Jamboree Steering Committee. We will start a waiting list for additional youth pending an increase in our allocation from the Western Region. Additional allocations will not be identified until June 2006, at which time unpaid allocations in one council will become available to other councils. Interviews for the 21st World Scout Jamboree are scheduled for 7:00 PM on Thursday, February 9, 2006 at the Anna Ruggieri Service Center located at Sherman Way Unit C 8, Van Nuys, CA To participate in the interviews you will need to download and complete the 21 st World Scout Jamboree application available at Scouts should have the appraisal and recommendation portion of the application completed and signed by their Scoutmaster. The National Youth Leadership Training (NYLT) replaces the course previously known as Junior Leader Training Conference (JLTC). The course focuses on teaching advanced leadership skills in a team building atmosphere based on the patrol method. Participants will be regularly challenged to accomplish activities and projects using the leadership skills taught in the course. THIS IS FOR YEAR 2006 The California Service Corps is pleased to announce the creation of the Governor and First Lady's Service Award in partnership with the President's Council on Service and Civic Participation. This new program will provide recognition to Californians ages 5 14 that bear responsibility for California by completing 25 hours of service during a 12 month period. Recipients of this award will receive a personalized certificate signed by the Governor and First Lady. California is the first state in the nation to partner with the President's Council and the President's Volunteer Service Award in this way. Upon earning the Governor and First Lady's Service Award volunteers are encouraged to continue serving towards recognition provided by the President's Volunteer Service Award. Volunteers must submit a record of their service hours to an approved certifying organization SCOUTIN GUS@aol.com

4 Council Activities & Civic Service Committee Highlights ActiveCA Information Flyer available at la.org The Western Region, Boy Scouts of America, has set a goal in 2006 to sign up 10,000 Californians to commit to live a healthier life. The Governor s campaign is asking Scouts to commit to sign up 10 Californians to receive a patch and be recognized by Governor Schwarzenegger. This means that 1,000 Scouts will need to commit 10 individuals to reach the 10,000 goal. Scouts should go to the governor council s website to participate. One Eagle Scout service project could secure more than 1,000 individuals to live a healthier lifestyle. Although the 2006 Council Philmont Contingent is fully subscribed, a waiting list has been established for any eligible Scout or Leader that would like to participate. 6 spring dutch oven cooking class & mini dog date: sat. march 25, 2006 time: 9:00 am 1:00 pm location: northridge united methodist church 9650 reseda blvd. (back parking lot) northridge, ca Boy Scout Troop 911 and the Southern California Chapter of the International Dutch Oven Society (IDOS) are putting on a Spring Dutch Oven Cooking class. This will be a course in the preparations and use of Dutch Ovens and the many accessories (tools) associated with the Black Pots. Some of the topics will be: What can I cook in a Dutch Oven? Which Brand should I purchase? What size should I purchase? How do I regulate the temperature? What is and how do I Season a Dutch Oven? What tools will I need and why? What is a Volcano? These are some of the items we will go over during the training session. Scouts, please come at least 15 minutes early if you want to be in the Flag Ceremony. The TBH Scout Shabbat Committee, overseeing the event, is composed of Temple Beth Hillel parents associated with the Girl Scout, Cub Scout and Boy Scout Units. Encouragement for this annual event comes from the National Jewish Girl Scout Committee, the BSA National Jewish Committee on Scouting and the local BSA Jewish Committees on Scouting in the region. This Reform Jewish service will be in conjunction with Temple Beth Hillel s monthly family service, which normally includes musical selections by the youth choir, Cantor s Chanters, with piano accompaniment, sometimes a Torah service and Birthday Blessings. Additionally, the service will be led in part by the Jewish Scouts themselves. Scouts having earned their religious emblems will be honored during the service, and an Oneg Shabbat (refreshments and Israeli dance) will follow.
