2 WELCOME TO THE ACPET OVER THE TOP FORUM 2010 This two day forum hosted by ACPET will provide a snapshot of current and emerging issues impacting on training providers and industry. The forum will provide a springboard for the major facets and initiatives to be covered at the ACPET NATIONAL CONFERENCE in Melbourne from 25 to 27 August 2010 and for proposed professional development activities In the Northern Territory later this year. On behalf of ACPET we welcome you Kay Ganley NATIONAL CHAIR & QLD BOARD MEMBER ACPET Larry Davies WA BOARD MEMBER ACPET Richard Teo NT BOARD MEMBER ACPET OFFICIAL FORUM HOSTS Kay Ganley NATIONAL CHAIR & QLD BOARD MEMBER ACPET As the CEO of CHARLTON BROWN, Kay has developed an extensive and successful reputation in the provision of training to a wide range of clients which include indigenous Australians, migrants, refugees, jobs seekers and people with additional needs, and has established a respectful and supportive environment. This is evidenced through CHARLTON BROWN s engagement with a variety of community services including Multicultural Community Centre, Red Cross and employment support agencies such as Skill Centred Queensland and Sarina Russo. CHARLTON BROWN has also expanded offshore, establishing partnerships in the Philippines, Taiwan, China, Kazakhstan, Indonesia, India and Malaysia. Expanding nationally and internationally presented potential risks and challenges to CHARLTON BROWN, but under Kay s guidance the business continues to grow and expand into new areas. Larry Davies WA BOARD MEMBER ACPET Directions is a not for profit organisation which is a group trainer, a Registered Training Organisation, and an employment service delivery agency. Recent developments include the development of alternative education centres for young people who have disengaged from mainstream education and training and often from all social networks. The organisation s head office is in the Wheatbelt of Western Australia. Larry s introduction to the employment and training sector was in the early 1980 s in the State Public Service. He had seven years as the Director of Industrial Training in charge of all apprentices and trainees in WA. As CEO of Directions, Larry s passions include Indigenous training and employment, skill development and managing an effective balance between public and private provision of training and education. The issues faced by regional and remote communities is also a strong interest. ACPET is in a very key position to influence Government policy in these and international education areas. Richard Teo NT BOARD MEMBER ACPET Richard has over 40 years experience in international shipping/marine shipbuilding industries and education. He engages with Government at both State/Territory and National levels in providing expert knowledge. Over 2000 people have enjoyed the benefits of his teaching, counsel and wisdom. Richard is a Master Mariner (unlimited) and holds Postgraduate and Master Degrees in Business, Education and International Management.

3 Andrew Smith CEO ACPET Andrew was appointed Chief Executive Officer of the Australian Council for Private Education and Training (ACPET) in January Andrew s professional life has encompassed both the public and private education sectors and he is committed to ensuring that private education and training providers remain a strong and valued part of the Australian education community. As the national industry association for private providers of post-compulsory education and training, ACPET has over 1000 members across Australia, of whom more than half operate in the international market. ACPET operates in all Australian states and territories, with permanent offices in Sydney, Brisbane, Melbourne, Adelaide, Canberra and Perth. Having started his career in the classroom, Andrew made the move to operational management and has developed a strong track record of expertise and strategic leadership throughout the education, training and not for profit sector. In his current role with ACPET, Andrew is committed to ensuring that private education and training providers continue to lead and influence the development of policy across the education and training portfolio, as they respond to the significant challenges presented by a skills shortage in many occupations and an increasingly competitive global education market. Andrew is degree qualified in Applied Science and Business and holds post graduate qualifications in Education. Michael Hall QLD & NT EO APCET Michael has worked with ACPET since Michael s role as ACPET Queensland / Northern Territory Executive Officer is that of advocate for the growing private education and training sector, and in ensuring that practitioners have access to relevant, current and supportive services to assist in attaining the best possible outcomes for their students and their organisations. Michael is passionate in promoting a collegiate, cooperative and responsive education and training sector to maximise opportunities for students, industry, teachers and trainers. Michael has a Bachelor of Arts (University of Queensland) and a Bachelor of Business (Queensland University of Technology). Michael is also a Fellow of the Australian Institute of Management. Allan Bonsall FACILITATOR Two and half decades in advertising, delivering branding and marketing solutions to a line-up of top Australian and international companies, from creation through to implementation, including the necessary controls to ensure the brand promise is delivered, consistently. Brands have included Toyota, Sheraton Hotels, Coles and Myer, BP, Saab, Cadburys, Sealy Posturepeadic, Shell, P&O, Siemens, Bank of Queensland, RACQ, and Suncorp. Allan has spent the past decade in strategic planning, and marketing and brand development across the vocational education and training sector, working with a diverse range of organisations. In collaboration with Dr John Harrison at the University of Queensland Allan co-authored and published Brand-aid, a no-nonsense look at the concepts of brand, and a required text for UQ s Communications students. He can also be heard each Tuesday on ABC Queensland radio segment The Hidden Persuaders.

6 DARWIN FORUM SPEAKERS Rhonda Appo Rhonda Appo is currently with Indigenous VET Initiatives, Department of Education and Training, Queensland. She has worked in vocational education and training for over 20 years, with experience in both the public and private sector in a range of contexts including e-learning, training and lecturing, event and project management. She has successfully managed both state and national projects which focus on Indigenous engagement in e-learning. Sandra Black Sandra Black is the Human Resources Manager at SKYCITY Darwin, overseeing all staffing and training requirements for the property that has over 650 core staff, swelling to over 1500 staff in the events season. Sandra comes from a family that has recently celebrated 100 years in the Northern Territory. She was educated in West Java Indonesia as a child and in Perth Western Australia. She holds an Associate Diploma in Adult Education and commenced a Graduate Diploma in HR Development. Sandra was part of the first in-take and spokesperson for the WA Government Traineeship Scheme in She s also a fully-qualified beauty therapist. Sandra has worked for such companies as Edith Cowan University, Target Australia, the then Beaufort Darwin Hotel and the Australian Red Cross Blood Service. She has gathered a number of accolades along the way including 3 Brolga Tourism Awards for Training whilst at the Beaufort and at SKYCITY Darwin and also taking out the national Qantas Australian Tourism Award 2008 for Best Tourism Education and Training. Since 2005, Sandra has been an active member of the committee of Charttes Training Advisory Council with her most recent involvement being a major supporter and advocate of the Indigenous Employment Programs in the Hospitality sector. Melanie Brenton Melanie Brenton is the Executive Officer of Service Industries Training Advisory Council, joining the association in 1996 as Research and Project Officer. With a background in marine science and fisheries management, Melanie underwent a career change into the Australian Vocational Education and Training System assisting in policy and implementation for the Northern Territory. In particular, she is interested in solutions for training in thin markets, over vast geographical distances and to engage indigenous people in meaningful learning. Since 2000, she has supported the Northern Territory Government in its involvement with the Australian Flexible Learning Framework (Framework) to help training practitioners use technology with their learners.

7 Tony Brown Tony Brown has extensive program experience with Indigenous VET in Queensland over the past 20 years. Tony has recently been appointed as Manager of Indigenous VET Initiatives with the responsibility for administrating and monitoring funding programs in Queensland. Tony Considine For the past 25 years, Tony Considine has been a significant figure in education institutions in both urban and remote areas. Throughout his roles, Tony has seen VET change significantly in many ways. He has built Taminmin College up to a thriving remote and urban vocational hub which has won many significant awards for its achievements in the VET sector. Tracy Clark Tracy Clark has worked for Northern Territory Government since For the past 5 years Tracy has been a member of the Employment Division team which researched, developed and produced the Workforce NT Reports (2004, 05, 06 and 08) and developed the Northern Territory Government Employment strategies Jobs Plan and Jobs NT. Katharina Gerste Katharina Gerste is the Learning Technologies Officer for Service Industries Training Advisory Council, joining the association in 2005 as Administration Officer. Katharina loves technology and the idea of using it in innovative ways to engage youth and indigenous people with learning. Katharina works closely with Melanie Brenton to promote and implement the opportunities available through the Australian Flexible Learning Framework (Framework), to help training practitioners use technology with their learners in the Northern Territory.

8 DARWIN FORUM SPEAKERS Jeffrey Hackeson Jeff Hackeson has been involved in education and the corporate world for 25 years as a school teacher, a customer service trainer and an IT Manager for a major telecommunications company. He has also run his own cafe in Sydney and lived in Darwin for a year training for job network. Jeff has also regularly flown in and out of the Torres Strait islands to deliver training to remote communities. Donna McDonald Donna McDonald (BA BSocWk MA) is Executive in Residence for ACPET QLD. Her main professional concerns are to improve the educational and employment opportunities of people with a disability by working collaboratively with training organisations, disability organisations and people with a disability across all spheres of enterprises. She also works to promote an improved understanding of the benefits of social inclusion. Brenda Lucardie Brenda Lucardie is a new member of ACPET s team, joining as Manager, HR Advisory Services, after a career with some of Australia s largest consulting organisations, having been a small business owner as well as Human Resources Manager in sectors such as retail and hospitality, and most recently coming from an iconic membership organisation. Brenda has been supporting ACPET members since January Graeme Sawyer Graeme Sawyer has worked as a computer professional for over 20 years, with more than 15 years experience in multimedia and online technologies. His core expertise is in the integration of multimedia and information technology into education, including customisation of multimedia enabled training resources and developing e-business solutions for small business. With his background as a classroom teacher and education advisor, he has extensive experience in the professional development of educators, especially in relation to the integration of information technology into teaching practice. He is the current chairman of the Service Industries Training Advisory Council. In 2008 he was elected as Darwin s Lord Mayor.

9 Karen Sheldon From humble beginnings as the cook at the Barrow Creek Pub in 1970, Karen Sheldon has joined forces with former staff to build a modern, well respected NT business. Karen Sheldon Catering Pty Ltd has created and operated award winning restaurants and cafes in unlikely places, developed a fast paced and creative Catering Division with a can do and go anywhere ethos, and is now focused on playing a part in Closing the Gap by working to engage Indigenous Australians in the Territory workforce. Sarah Temple Sarah Temple is the Director of Human Resources Services in the Department of Lands and Planning (DLP). Sarah joined the NT Public Sector as a graduate in 1998 and has worked in various roles with the Office of the Commissioner for Public Employment and Northern Territory Treasury before joining DLP in For the past two years Sarah has been involved in establishing a workforce planning framework within DLP and will share her knowledge of workforce planning and discuss its links to business planning and workforce development. Steve Tait Steve Tait has over 30 years experience in education and training in Australia and internationally. As CEO of QATSIHWEPAC since 2003, he was worked closely with its Board and staff to lead that organisation to develop and grow into a highly successful community-controlled registered training organisation. Steve is an advocate for developing Aboriginal and Torres Strait Islander trainers for the health and community services sector, which has been a cornerstone for QATSIHWEPAC s success over the past 7 years. Lesley Wemyss Lesley Wemyss is a highly qualified Educational Consultant in industry, with considerable experience in research in the Australian Vocational Education and Training sector, who owns and runs her own nationally accredited Registered Training Organisation. Lesley has a comprehensive list of career experiences including teaching, lecturing, research, consulting, resource development and project management. Lesley is currently Director of the business, providing management, project consultancy and research services to clients, especially complex industries such as Mining.

Please refer to the program for location and times. CHAIRPERSONS AND SPEAKERS Please ensure that you are available in your presentation room at least ten minutes prior to the start of the session. Speakers, please ensure that you confirm all audio visual requirements. DIETARY REQUIREMENTS If you have advised the forum s secretariat of special dietary requirements, please speak to a member of the catering staff during lunch break, or at any of the functions that you may be attending. Catering staff will have a full list of those with special dietary requirements. MOBILE PHONES Delegates are asked to switch off their mobile phones when attending any sessions. PARKING Skycity Darwin has a large car park at the front of the Casino which is not under cover. RECEPTION DESK The registration desk will be located on the second level of Skycity outside of the International Room where the forum will be conducted. The registration desk will be open from 8.30am 9.00am on both days. SMOKING Due to NT legislation smoking is not permitted in any of the Resort rooms unless there is a balcony, which can then be used for smoking. A balcony is located on one side of the International Room where the forum is being conducted. TAXIS There is a taxi rank located in front of the Skycity Casino. DRESS CODE Northern Territory Casual. EVALUATION FORM Please take a moment to complete your forum evaluation form and return it to the registration desk upon completion of the forum.
