17 BOWE AREA TRANSPORTATON PROECTS H MD Route 450 Annapols Road SHA The MD Route 450 project remans one of the Cty s hghest prortes for fundng through the State s Consoldated Transportaton Program CTP The project nvolves upgradng and wdenng the exstng road and some relocated sectons to amult lane dvded hghway Sdewalks and hkerlbker faclty wll be ncluded as approprate The project lmts are from Bell Staton Road to MD Route 3 Ths stretch s dvded nto two segments From Bell Staton Road to Stonybrook Drve about 54 mles long Constructon fundng for the segment from Bell Staton Road to Stonybrook Drve s ncluded n the Draft FY CTP Contract expected to be awarded by the end of 200 wth constructon to begn n early From Stonybrook Drve to west of MD Route 3 a dstance of about 37 mles Project plannng was completed for ths segment n 988 Snce that tme the project has been put on hold n the Draft FY CTP no fundng for ether engneerng rght of way acquston or constructon was programmed for ths project Ths segment s the Cty s hghest prorty for engneerng fundng on the current Cty Transportaton Prorty Lst H 2 MD Route 3 SHA Ths project wll consst of the plannng requred to upgrade MD Route 3 from US Route 50 to MD Route 32 to address safety and capacty concerns The Cty SHA Crofton Odenton and representatves of western Anne Arundel County MD Route 3 Study Commsson to upgrade MD Route 3 ncludng constructon of nterchanges The project s funded for project plannng n the CTP have concluded that there s a need at the two MD Route ntersectons H 3 US Route 30 South Corrdor Transportaton Study MDOT Ths mult modal corrdor study contnues to examne hghway and transt mprovements from south of La Plata to the US 30lUS 50 nterchange n Bowe Funds for the completon of project plannng to prepare approprate envronmental approvals for recommended alternatves and rght of way acquston are provded n the current CTP Fundng was approved n the CTP to develop a desgn for access control and servce road constructon between US 50 and Mount Oak Road A Corrdor Theme report has been ssued by MDOT H 4 MD Route 97 from Kenhll Drve to MD Route 450 SHA Ths project would consst of the plannng requred to convert ths segment ofmd Route 97 to a four lane roadway wth medans and sgnfcant landscapng to releve congeston and mprove safety result of a study undertaken for the Cty n 996 t was found that ths exstng two lane secton s a congested segment of road n the mornng and evenng rush hours The project s the hghest prorty for project plannng on the County s Transportaton Prorty Lst As a

18 Comprehensve Lstng of Transportaton Projects n Bowe Area H 5 US Route 50 Hgh Occupancy Vehcle HOV Lanes SHA Ths project nvolves the constructon of Hgh Occupancy Yolume HaY lanes n each drecton along US Route 50 from east of US Route 30 to east of The project also ncludes extendng the acceleraton lane for the ramp connectng MD 97 southbound to US 50 westbound and a nose barrer for the Prnceton Square communty The project s scheduled to be completed by uly 2002 H 6 Landscapng the medan of MD Route 97 between US Route 50 and US Route 30 SHA Ths project nvolves nstallng landscapng n the medan ofmd 97 south to mprove the appearance to travelers enterng our communty A task force formed wth the objectve of creatng a landscape concept plan for ths secton of MD Route 97 submtted ts fnal report to Councl n February 2000 nstallaton of the landscapng s pendng SHA fundng approval H 7 Route 97 North LandscapngStreetscape Ths project nvolves creaton of a concept plan Drve The proposal nvolves converson of the contnuous center turn lane to a landscaped other streetscape mprovements to enhance the safety and appearance of the corrdor A task force for the corrdor from relocated Route 450 to Rustc Hll medan and consstng of local resdents and busness owners met regularly durng 2000 Fnalzaton of a concept plan s expected n 2002 H 8 ercho Park Road The secton of the road passng through Bowe State Unversty wll be relocated wthn the campus n the next few years H 9 US Route 30 and MD Route 97 nterchange Study SHA Ths project conssts of the plannng and prelmnary desgn of a new nterchange and a contnuous fully ntegrated frontage road system Ths project s necessary for the contnued safe and effcent movement of traffc nto out of and through the Cty A needs analyss was completed last year and a focus group has been meetng to revew alternatves Ths project s only funded for plannng purposes at ths tme

22 l Backj round At a March worksesson the Cty Councl formulated a Wldlfe Habtat Advsory Group WHAG The group was charged wth two prmary goals one beng to explore the mmedate needs for wldlfe relocaton efforts for the New Town Center Mall ste and the other beng to consder long term recommendatons as to ncorporatng wldlfe habtat preservaton conservaton consderatons nto the Cty s development revew process The frst of the two goals short term was set n response to approval of updated and revsed ste plans for the New Town Center Mall ste Clearng and gradng actvty began n md Aprl 2000 The New Town Center Mall ste has been descrbed as the hole n the donut n terms of development actvty havng been completed around t Lttle or no wldlfe corrdors and escape routes would reman at and around the New Town Center Mall ste once clearng and gradng was underway A Wldlfe nventory had not been taken at the ste nor wasone requred to be prepared by the developer accordng to current development revew standards n response a group ofconcerned ctzens brought the ssue to the Cty Councl s attenton n an effort to have the Cty support and partcpate n a wldlfe rescuelrelocaton effort For purposes ofbrevty ths report has two appendces attached Appendx A gves detals ofthe work performed by the WHAG on the long term aspect of wldlfe management Appendx B detals the short term measures that have been mplemented by the Cty and the developer n a partnershp wth Mr Ron Wexler at the New Town Center Mall ste WHAG Msson lfe Wldlfe habtat s a new aspect assocated wth the phrase Qualty of The t m wldlfe habtat s also a common thread for other envronmental elements such as forests buffers and stream corrdors The ways by whch a balance can be reached between contnued local economc development and wldlfe habtat preservaton n today s landscape s a unque challenge The group was formed to assess the exstng condton and current efforts toward wldlfe habtat n the Bowe area and to make recommendatons to the Cty Councl for possble ncluson n the Cty s Development Revew Gudelnes Based on the research and analyss ofthe nformaton consdered n ths process the group offers the followng polces and mplementaton tems as found on Attachments and 2 respectvely attachments p florlwldlfemgmt ccreport 4

31 APPENDX B Wldlfe Habtat Advsory Group WHAG Report uly Pror to the clearng and gradng actvty at the 90 acre New Town Center Mall ste a group of Cty resdents organzed a group of volunteers to perform a wldlfe rescue and relocaton effort A partnershp was formed among the developer Mr Ron Wexler a lcensed wldlfe relocaton specalst and the resdent volunteers Mr Wexler traned the volunteers n the basc method of rescung and transportng the wldlfe as part ofthe overall volunteer process n approxmately a fve week tme perod a total of500 anmals ncludng amphbans reptles and brds were trapped retreved and relocated to pre determned recevng stes Along wth the efforts by the volunteer group the Cty s Anmal Control Offcers augmented the effort n ther daly work Certan speces ofanmals were not ncluded n ths effort as regulated by the Maryland Department ofnatural Resources MDNR Hertage and Wldlfe Dvson Mr Wexler dd obtan the necessary permt from the MDNR to drect the rescue effort Mr Wexler s and the volunteer group s partcpaton n ths process was completed n the end of Aprl 2000 when the clearng and gradng process began As the group was completng ther efforts for wldlfe relocaton the developer and the Cty Plannng Drector negotated a phased gradng plan that would establsh a temporary wldlfe corrdor n the mddle ofthe ste wth the ntenton for anmals to move wthn the corrdor to the Cty owned Woodland Lake Park ste and 2 clearly show where the gradng would take place at approxmate weeks n the overall ste clearnggradng process As part of the phased gradng plan the developer agreed to fence offvarous areas ofthe ste from two exstng roads along the ste s permeter Md Rte 97 to the east and Northvew Drve to the north Snow fencng was the agreed upon type offence used The Cty also notfed adjacent resdents n the New Town Center communty about the pendng gradng actvty at the ste and how ths would result n ncreased sghtngs ofwldlfe n nearby resdences Over 600 letters were maled by regular frst class mal The Cty also had temporary sgns nstalled along the ste s permeters the two roads as vsual remnders to motorsts to alert them as to deer crossng etc These wereconsdered to be reasonable short term measuresthat could be mplemented acre ste at the 90 When the New Town Center Mall ste became a constructon zone only Cty Anmal Control Offcers were allowed by the developer to contnue wth the anmal trappng and rescue relocaton effort Snce the tme the clearnggradng actvty began the numbers of trapped and rescued anmals handled by Cty staff are as follows Opossum 4 Rabbts 0 Squrrels 3 t should be noted the efforts by Cty staff have been durng regular weekday hours and weekends snce the ste wasconsdered a constructon zone The Cty s effort at ths pont was not a 24 hour operaton as was conducted by Mr Ron Wexler and the volunteer group Cty staff set traps durng the weekdays ard weekends and checked them throughout the day However t

32 t Appendx B 2 WHAG report and recommendatons they dd not have a contnuous 24 hour presence at the ste Cty staff responded to work ther regular assgnments and phone call complants Cty wde n the area ofnestng brds Cty staff does not have the manpower nor the tranng to properly relocate ths wldlfe speces n a rescuelrelocaton effort Anmal Control Offcers have reported to Plannng staff that the occurrence ofroad kll on Md Rte 97 and Northvew Drve was lower than usual for the sprng and summer mon hs snce the gradng began Several anmals were klled along the roadsde and reported n by a member ofthe WHAG These ncluded a fawn and a damond back turtle A famly ofthree beaver was carefully relocated away from where ther lodge constructed The lodge was was located along a stream that drans toward verbal Woodland Lake Wth permsson from the MDNR Hertage and Wldlfe staff Cty staff wasallowed to relocate the famly before gradng was to take place where the lodge had been located Durng the process t was noted that there were no young beaver n the lodge Several days later the beaver famly was reported as havng bult a new lodge at the north end of Woodland Lake
