20 ANSP Finance in Recent Years High growth rates resulted in over-recovery and significant paybacks. Since 2001 the reverse is true. Costs Revenues Under Recovery Sudden under recovery is offset by: - Higher charges - hurt industry - Cost cutting - hurt organisation /9 2001
