9 9 Consistent with ICAO GANP harmonization The Twelfth ICAO Air Navigation Conference held in 2012 endorsed the Aviation System Block Upgrades (ASBU) to provide a framework for global harmonization and Interoperability of seamless ATM systems. Among the Block Upgrades, the Block 0 module Initial Capability for Ground Surveillance recommends States to implement ADS-B which provides an economical alternative to acquire surveillance capabilities especially for areas where it is technically infeasible or commercially unviable to install radar 9 5/22/

15 Summary Surveillance as a Service enables rapid deployment Global ADS-B coverage over oceans, remote and terrestrial airspace will be available to all ANSPs in 2018 An increasing number of ANSPs worldwide are preparing for integration of the Aireon signal into their Air Traffic Management (ATM) system Significant economic and safety benefits will be available to aviation stakeholders EASA Certification planned for 2018 Customers will be using AIREON data operationally in

It will largely redefine the way modern ATM functions, and deliver associated efficiency and emissions-reduction advantages...icao Member States now have the option to leapfrog current and legacy surveillance technologies, moving directly to a cost- effective space-based ADS-B capability..system-wide interoperability, a quicker transition to ATFM,.advantages expected in the areas of Search and Rescue (SAR) services. It will also generate cost efficiencies due to decreased reliance on more expensive and complicated ground-based legacy infrastructure. Furthermore, No Country is Left Behind in terms of being ICAO-compliant and fully prepared to optimize the benefits of 21st century sectoral growth, the wider and more rapid adoption of space-based ABS-B can play an important part in our ultimate success. 16
