2 INTRODUCTION Why have an environmental awareness package? Across the world, governments, organisations and individuals are working to reduce the environmental impact from human activities. ANSPs create an environmental impact through their physical presence and the effect of their provision of safe and efficient air navigation services. Therefore ANSPs can play a part in the worldwide move to reduce environmental impact. ANSPs make the most headway in reducing environmental impact by involving all employees in the effort, especially ATCOs. Operational people have great influence in minimising the noise and emissions from aircraft, and this package aims to provide guidance and examples for the development of environmental awareness by operational ATC staff. What should I expect? This package focuses on aviation-related environmental issues with particular relevance to ATC operational staff. Information on office-related environmental issues, for example waste management or energy management, is not the focus of this package. However, some guidance on this subject is available in the CANSO Guide to Environmental Management Systems. Who will benefit? The target audience for this awareness package is the people within an ANSP responsible for training and/or environment and who want to raise the environmental awareness of operational ATC staff, provide training on environmental issues, and want to promote a culture which is environmentally aware, proactive and collaborative. 2 CANSO - the Civil Air Navigation Services Organisation

3 WAYS TO INCREASE THE ENVIRONMENTAL AWARENESS OF OPERATIONAL STAFF OBJECTIVES WHEN PROVIDING TRAINING OR RAISING AWARENESS ON ENVIRONMENT Improve the Controller s awareness of environmental issues (noise and emissions) with direct relevance to their work. Understand why and how ANSPs interact with the environment regulations, legislation and social responsibility. Improve knowledge of how aviation impacts the environment, as well as the consequences. 1. Training Integration of environment in training of ATCOs is a solid base for an awareness process. Classroom training is generally considered to be the best training means for local environment subjects and for interactivity, whereas CBT (Computer Based Training) is generally held to be best for imparting basic information. It can also be important for ANSPs spread over a wide geographical area. 2. Engagement Managers should engage the operational people in the environmental debate. They may be able to identify environmental champions in the different units who wish to take more responsibility in the area of environment. Other examples are workshops with guest speakers, steering groups, an environment day or an environmental ideas box (either physical or on-line). 3. Communications Regular communication through internal channels (i.e. newsletter or Intranet) is important. Other tools available are briefings for newcomers, posters, and videos. 4 ENVIRONMENTAL AWARENESS TRAINING SCHEMES A number of different training formats can be combined to create a complete company environmental package. Such a package can be an integral part of an EMS (Environmental Management System). A typical package will start with information on the company s EMS as part of the welcome package for new employees, followed in later stages with dedicated environmental training, as well as regular updates on environment via multiple communication media. Example 1a: LFV, pages 6-7 Example 1b: Airservices Australia, page 8 Example 1c: HungaroControl, page 9 Example 1d: Belgocontrol, page 10 TRAINING AND REFERENCE MATERIAL The appropriate contents and extent of an awareness package will differ from one ANSP to another. Differences between ANSPs will depend on the scope of each organisation s activities, operating context, legal obligations, available resources, and on how environmental management is integrated into their organisation. Therefore each ANSP will typically produce its own awareness package. One element of such a package may be the ready to use web-based Environmental Awareness training produced by Eurocontrol. This e-learning module is designed to highlight to ATM personnel and the general public the growing importance of environmental issues within our industry. The module is available at the Eurocontrol website free of charge. Other subjects for consideration when complementing the package include: Legal and standardisation context for environment: ICAO, international, national, regional, local, specific for the ANSP. The ANSP s own EMS. Environmental effects of aviation: climate change, local air quality and noise, and the human reaction to it. Relation of the ANSP s own activity with environment: Planning, CDM, following procedures, adequate communication, being professional, and so on. 5 WHAT CAN OPERATIONAL STAFF DO? Operational staff have a number of measures available to them which help to cut environmental impact. These include avoiding unnecessary queuing of aircraft, collaborating with other parts of the aviation system (Collaborative Decision Making), and facilitating optimum routes and profiles (such as Continuous Descent and Continuous Climb operations). Good environmental practice is incorporated into day-to-day decision making, and relies on all staff following some basic common-sense rules. Comply with all environmental policies Follow correct procedures Be professional Report incidents Learn and improve Highlight opportunities for further improvements through appropriate channels (i.e. management) And remember: safety is always the prime consideration, followed by capacity and the environment. Some examples of good environmental practice include: Reducing taxi time Reducing flying time with shortcuts With a good management of start up clearance avoiding too many aircraft starting up at the same time and queuing for a long time with engine running while waiting to take off. Taking the effort of a phone call to coordinate shortcuts with military colleagues (in case this is foreseen in the ANSPs work procedures). By taking also into account the gate when allocating the landing runway e.g. in cases where parallel runways are simultaneously used for landing. Enhancing predictability for pilots Airspace changes By providing distance from touchdown in a radar vectoring environment. This helps the pilot to optimise the (continuous) descent, to reduce the fuel burn and the emissions. Develop agreements with the military in order to use shorter departure and arrival routes (FUA: Flexible Use of Airspace). Adaptation of airspace-structure in order to accommodate shorter routes. 6 TRAINING SCHEMES Example 1a: LFV - ANS Environmental Training LFV s environmental training scheme is tailored to fit the specific needs of the organisation, as well as individual staff depending on their role and experience. Introduction to ENV Management Who: New Employees What: Introduction to ENV Management Systems Time: 2 hours ANS MLS Basic Who: All ANS Personnel What: Basic ENV training + ANS Specific Time: 1 hour Basic information about ANS existing quality and environment management system. The target audience is all staff in the ANS and those who work on behalf of the ANS. Performed when starting a new assignment at ANS. Training approx. 2 hours. Slightly more detailed information on the environmental impact of aviation and ANS internal environment work. Intended as a refresher and/or training course. Target audience is all staff within the ANS. The Course is interactive and consists of 2 parts. Together, they take about 1 hour to implement. Part 1: LFV Basic Training (e-learning). Part 2: ANS Internal Training (PowerPoint). Courses at Eurocontrol ENV-AWR e-learning ENV-ENV Interative training on Environmental awareness in the industry. Time: 4-5 hours. 7 Extended ANS ENV training Who: CO-ATS/Managers What: Environment for CO-ATS Time: 4 hours Additional ENV training Who: Specific skill requirements What: Advanced ISO:14001, ENV laws Time: Individually Provides information / knowledge of relevant environmental laws, environmental impact of aviation, significant aspects and what the concept of environmental management means for them in their role as (operational) manager. Taget audience is primarily CO ATS and is one part of the CO ATS training. It is also available for others in managerial positions. Duration approx. 4 lecture hours. Advanced training in the environment issues for persons in the service that need to have special competence within their area. Different professions may have different skills such as in-depth knowledge of ISO 14001, Environment laws, additional training in acoustics/air traffic noise. The duration varies with the training scale. External courses Primarily, the internal training should be chosen because it is more tailored to fit the needs of ANS. Eurocontrol conducts two training courses on Environment. One is interactive (e-learning) and the other takes place in Luxembourg (see left). Additional environmental courses in ISO can be done for e.g. SIS, DNV, or STF. Noise and acoustics education will be conducted internally with LFV acoustics department. 8 Example 1b: Airservices Australia The following outlines the environmental awareness and training material developed by Airservices Australia for air traffic controllers. There are a number of stages the environmental awareness is provided to ATCs. 1. All staff complete an online training package covering Airservices Australia s organisation, culture and activities. The objectives of the environment component of this package are for staff including ATC to: Understand how Airservices Australia s work activities can have significant environmental impacts; Learn how Airservices Australia manages environmental risks through its Environmental Management System; and Learn about Airservices Australia s responsibilities, including the importance of conforming to procedures and environmental legal obligations. 2. ATC Training. The environmental aspects e.g. noise abatement; fuel dumping, departure and arrival procedures etc are covered as part of the ATC training rather than as a separate environmental component. Local rating training also incorporates local noise abatement procedures, noise preferred runway, noise preferred departure and arrival routes, fuel dumping requirements etc. The aim is that environment is seen as part of the normal business of providing an ATC service. 3. Operations Supervisor Qualification. ATC staff seeking this qualification undertake a 4 day in-house training course which includes a 1 hour Environmental Awareness session. This is conducted face to face and uses case studies and examples to highlight ATC environmental issues. This training is provided by environment specialists who have an operational ATS background and workplace assessment and training skills. The objectives are to provide new or prospective ATC Operations Supervisors with: Knowledge of their environmental responsibilities and obligations; An understanding of the environmental implications of changes to ATS procedures; the ability to recognise potential environmental issues and prevent them becoming a problem. 4. ATC Support Staff who undertake procedure design and development roles require additional environmental training. This course goes beyond simple environmental awareness. It is run face to face and is at least a one day course. This training is provided by environment specialists who have an operational ATS background and workplace assessment and training skills. The objectives of this training are for these ATC staff to demonstrate a sound understanding of: The environmental business risks and impacts associated with changes to ATS practices Why environmental assessment is required (including legislative & policy requirements The environmental business risks and impacts associated with changes to ATS procedures The relationship between the EMS and due diligence, and Airservices Australia s Environment Policy The role, function and operation of Airservices Australia s EMS (including the requirements of the National Operating Standard in the environmental assessment of ATS change The role of Airservices Australia s risk assessment database and the assessment process The need to recognise potential environmental issues and prevent them becoming a problem; and The options available for seeking expert environmental advice. 8 CANSO - the Civil Air Navigation Services Organisation

9 Example 1c: Hungarocontrol HungaroControl Pte. Ltd. Co. is committed to increasing its employees environmental awareness through education and information which appears in the environmental management system (ISO 14001:2004) and is part of the strategy of the organisation. Environmental education consists of two different programs: 1. Within the basic ATCO course 2. Environmental training for all new employees Main topics of ATCO training: Historical background of aviation s environmental issues Economical and environmental externals of aviation Follow up of climate change concerning CO 2 EU ETS system Environmental principals (prevention, cooperation, subsidiarity) Environmental regulations (concerning national and international environment) Direct legal regulators Economical regulators Mixed type regulators (legal and economic) Management systems, Other regulators (environmental insurance, training) Ethical (voluntary) regulations(evaluation of environmental performance environmental protection legislation in Hungary Noise burden (geological capability, environmental friendly flight profiles, noise certificates) Contingencies of noise abatement Regulations and measures for noise abatement Structure of noise monitoring system Noise abatement strategy of Hungarocontrol Structure of the Environmental Management System(EMS) Environmental training for new employees (duration: 60 minutes) This is a compulsory training in accordance with the Environment Management System Structure of the training: General information concerning environmental protection Environmental tasks of HungaroControl Pte. Co Importance of the Environmental Management System The different environmental aspects of individuals within the organisation The primary goal of this training is to get a clear view for everybody on the potential environmental impact of one s own job as well as general information about the environmental impact of an organisation which provides Air Navigation Services. 10 Example 1d: Belgocontrol Belgocontrol s Environmental education is integrated into two programmes: a basic ATCO course comprising the Eurocontrol e-learning module and six hours of classroom lectures, and the 3-day course Introduction to ATM for non-air traffic controllers, which includes one hour focused on the environment. To take the message to its staff, it uses a mixture of campaigns and communications channels such as its intranet. Example 2a (right) shows how NATS is reminding employees to save water, by placing information on washroom mirrors. Environmental Awareness Package 11

13 TRAINING & REFERENCE MATERIAL Example 3: Eurocontrol E-learning module The Eurocontrol e-learning module is available at the Eurocontrol website free of charge. Description by Eurocontrol: This web-based Environmental Awareness training package was designed to highlight to ATM personnel and the general public the growing importance of environmental issues within our industry. This can be summed up in the following statement: Environmental issues such as noise and emissions are of increasing global concern. Air traffic management does not have the solution, but we do have a role to play in mitigating the environmental impacts of aviation. The Environmental Awareness e-learning Package, which is the first of its kind, aims to give all operational staff a good understanding of general issues associated with environment and aviation, as well as specific indications of what actions they can take in their daily work to help mitigate the impact of aviation on the environment. clix/servlet/de.imc.clix.control. In the course of 2010, Eurocontrol will update and shorten the present e-learning module in order to make it more operationally focused. ENV training This 5-day class-room course is primarily designed for ATM personnel who have been recently tasked by their management to carry out any type of environmental duties. It may also be of interest to ATM managers from organisations such as Air Navigation Service Providers, National Supervisory Authorities, airports, airlines and ATM equipment manufacturers. 14 Example 4: CANSO - CANSO s website is the one-stop information resource for ATM. Its dedicated section on the environment features an interactive tool for environmental projects by flight phase, listing initiatives, case studies, and further information (see above). The site also features an environment blog covering the latest news and events, and a document library listing CANSO s environment publications.
