4 Air Traffic Safety Electronic Personnel (ATSEP) Air Traffic Safety Electronics Personnel (ATSEP ) shall be defined as the Air Navigation Services Engineering and Technical electronic professionals who have been proven competent to operate and maintain operational Air Navigation systems and networks that affect the integrity of the information at an air traffic controller s workstation or the integrity of the information received by a pilot and other stakeholders. They are usually employed by an Air Navigation Service Provider (ANSP). ATSEPs are mainly engineers, technicians, hard- and software specialists who are responsible for the specification, procurement, installation, calibration, maintenance, flight testing and certification of ground electronic systems controlling aircraft movements. IFATSEA is the global organization for the representation of ATSEPs on professional matters.

6 IFATSEA update The Air Transportation System and several key subsystems including the Aircraft, Airline, and Air Traffic Management are modeled as interacting control loops. The impact of Technologies on each of these subsystems is evaluated through the performance of these control loops. At a greater scale, loops are interacting with each others.
7 IFATSEA update Technologies are seen to have a significant impact on the safety, efficiency, capability, capacity, environmental impact and financial performance of the Air Transportation System.
8 IFATSEA update Air Traffic Safety Electronic Personnel (ATSEP) The shortage of highly qualified electronic professionals experts (ATSEP) in the forthcoming new automation era will soon become evident. Inevitably, the responsibility for the ATSEP will grow. More coverage, more networks (SWIM), more data communications (less verbal communication), more decision made by computers etc. The fruitful operations will rely more and more on the skills and competencies of your ATSEPs. Logically, you want the elite to face the future.
9 IFATSEA update Air Traffic Safety Electronic Personnel (ATSEP) The standards for ATSEP to be implemented by ICAO should be according to the highest one among the involved countries on the globe. The cooperation, the sharing of technological expertise and procedures is also greatly encouraged by IFATSEA.

14 ICAO ICAO 38 th Assembly (Sep/Oct 2013) A38-WP/151 Presented by Indonesia The Commission considered A38-WP/151, presented by Indonesia, which outlined the need for Member States to ensure they have welltrained air navigation services (ANS) personnel. The paper contained a proposal for developing licensing requirements for air traffic safety electronics personnel (ATSEP) in Annex 1 Personnel Licensing. The Commission recalled that ICAO had developed, in cooperation with IFATSEA, competency frameworks for ATSEPs as a means to foster high quality and globally uniform training.
15 ICAO NGAP Next Generation of Aviation Professionals ICAO, IATA and industry stakeholders have joined efforts to develop policies to ensure that enough competent personnel are available to manage and maintain a global air transportation system. The aviation industry is challenged by a difficult economic context, changing demographics and new technologies with far-reaching potential. In this context, it becomes urgent to review existing regulations and propose a new regulatory environment for the recruitment, education, training and retention of the next generation of aviation professionals.
16 Our Objectives As engineers, we like when the system works has define. And we strongly believe that it is the time to set global standards for the benefit of all. We seek to continuously increase Safety Level. We would like to see more consideration on: Safety Culture, Human Factors, Just Culture, Human Performance.
17 ICAO ASBU Initiative ASBU initiatives today An Aviation System Block Upgrade (ASBU) designates a set of improvements that can be implemented globally from a defined point in time to enhance the performance of the ATM System. IFATSEA is committed to support the global community in his goal to enhancement. We directly or indirectly participate in many block module. B1-25, B1-30, B1-31, B1-80, B1-105, B1-81, B2-25, B3-10, B3-25, B0-84, etc.
